It’s an area he said hasn’t always received its “fair share” when it comes to tax dollars and past initiatives like the

That money will be used to expedite paying down the city’s $2.7 billion in unfunded pension liabilities, which should free up millions annually for priorities like public safety and infrastructure. “I want to make sure no com-

munity gets left behind,” said Gaffney. He said he’s confident that won’t happen, but would like any legislation to feature language that would codify such intentions. A little home improvement project at EverBank

If the loans issued are an indication, Preferred Growth Properties could be anticipating at least a $94 million investment in its proposed Strand and Crossing mixeduse development near the St. Johns Town Center. Preferred Growth Properties, a subsidiary of Birmingham, Ala.-based Books-AMillion Inc., paid $46.95 million among two deeds. It was issued three loans totaling almost $93.8 million for the development. The deeds and loans were executed Friday and recorded Tuesday with the Duval County Clerk of Courts. Preferred Growth Properties bought the property and borrowed the funds through PGP Jacksonville TC LLC. The property comprises 45.02 acres that can be developed and 16.33 acres with lakes and other property that cannot be developed. Nine members of the Skinner family sold the property to PGP through two deeds — almost $36.95 million and $10 million. The property is at Gate and Town Center parkways. The larger main tract, referred to as the Strand, is east of Gate Parkway and runs north and west along Town Center Parkway. The smaller tract, called the Crossing, is west of Gate Parkway. Both include lakefront footage. The three mortgages recorded comprise two from Protective Life Insurance Co. and one from the Skinners. Protective Life, in Birmingham, issued a $68.525 million mortgage, security and fixture filing that refers to the Strand property and a $15.27 million agreement that refers to the Crossing. The documents refer to construction and completion of improvements. Both mature April 1, 2041. The Skinners made a $10 million mortgage, security agreement and financing statement that matures Dec. 28, 2018. That document refers to a multifamily parcel and a hotel parcel. Nonprofit Center examines pay, diversity Study shows male executives far outnumber females

That’s how Leah Donelan, vice president of the Nonprofit Center of Northeast Florida, described the results of the organization’s first survey of salaries, benefits and diversity for executives and staff members of local nonprofits. Results of the survey, which began in early November, were released Wednesday. Donelan said 108 of the center’s more

than 350 member agencies responded to the survey. The results will be used to identify best practices and help the center develop programming to strengthen the performance of local nonprofits of all sizes and missions. She said the median annual wage for the nonprofit workforce is $35,818, which is comparable to the median wage of $34,050 for all local residents, according to the Florida Department of Economic Opportunity. However, salaries among those who occupy what Donelan called the “C-suite” show a wide disparity between nonprofit executives and those who hold similar

positions in the private sector. Private-sector CEOs make an average of $199,000 per year, compared to $100,000 per year for their counterparts at nonprofits. “Our median salary is competitive with the private sector,” she said, but for top executive positions, “we have some work to do there.” The survey indicates executive salaries at local nonprofits are relative to the size of the organization and the education and tenure of the executive, as is the case in the private sector. Two Southside shopping centers picked up for $50M Two shopping centers along Beach and Atlantic boulevards, not far from the Intracoastal Waterway, changed hands this week for almost $50 million. A New York investor took control of the Medical & Merchants Center along southeast Beach Boulevard and San Pablo Road for $25.7 million. And a company related to Publix Super Markets Inc. bought the Harbour Place Shopping Center at southwest Atlantic and Hodges boulevards for $24 million. Coincidentally, Publix anchors both centers and intends to renovate both stores. The transactions closed Monday and Tuesday and were recorded Wednesday with the Duval County Clerk of Court. Blueberry Commons LLC, in care of The Josephs Group of Orangeburg, N.Y., bought the Medical & Merchants Center on Tuesday from Jacksonville property owner Rockford M&M Property LLC. TD Bank issued a mortgage and security agreement to Blueberry Commons for $18 million. Rockford formerly was known as Carriere RE Holdings II LLC. Carriere bought the center in 2013 for $12 million, according to property records. The property is assessed at $14 million for tax purposes. The 23-acre site, at 14444 Beach Blvd., also is anchored by Planet Fitness and Family Care Partners. It includes a Fifth Third Bank branch and Shrimp Shack restaurant. Records show the property comprises an almost 156,000-square foot shopping center, built in 1993, along with the 3,392-square-foot bank branch built in 1995 and the 2,082-square-foot restaurant constructed in 1997. The city is reviewing a permit for Elkins Construction LLC to remodel the 62,000-square-foot Publix supermarket at a project cost of $750,000. The 18-acre site at 13170 Atlantic Blvd. was sold by Harbour Place S/C LLC, in care of Lat Purser & Associates Inc. in Charlotte, N.C. The LLC’s manager is Lat W. Purser III and the registered agent is Lat Purser Florida Inc. in Jacksonville. Geneva Henderson, executive vice president of Lat Purser in Jacksonville, represented the seller. She said the center is fully leased. The city is reviewing a permit application for Elkins Construction LLC to renovate the more than 50,000-square-foot Publix there at a construction cost of $850,000. A Publix representative was not available for comment about the acquisition. Property records show the site has a 2016 assessed value of $10.1 million. The seller bought it in 2007 for $6.55 million. Harbour Place is near Queen’s Harbour Yacht and Country Club.

Grant Thornton LLP will open its Jacksonville office May 2 in the Bank of America Tower Downtown. Spokesman Adam Bond said the accounting firm should employ 50 people in the next few years. He said 15 employees have been assigned and another 15 should join by year-end. Julie Lamey is partner-incharge of the Jacksonville office. The firm has been working out of temporary space in the Regus center in the tower since October. The city approved a permit for Hitt Contracting Inc. to renovate space on the 10th floor of the tower at 50 N. Laura St. at a project cost of Lamey $395,789. Bond said the firm does not disclose its investment costs, but said it would be substantially higher than the permit amount. It will lease 4,800 square feet of space. “We do audit, tax and advisory work throughout Florida, and our client base now in the state and in the Southeast matches the profile of Jacksonville companies,” Bond said. As a result, Bond said, the firm sees Jacksonville as a key market and a place to expand. Lamey previously spent 20 years with the Deloitte & Touche LLC tax firm in Jacksonville. Grant Thornton was founded in Chicago in 1924 and is part of Grant Thornton International Ltd., a global independent audit, tax and advisory firm. It operates 58 offices in the U.S.

Orange Park Medical Center intervenes in trauma dispute By The News Service of Florida Seeking to open a trauma center, Orange Park Medical Center has intervened in a legal dispute about a proposed Florida Department of Health rule that would determine how many trauma centers are allowed in various regions of the state. Administrative Law Judge Darren Schwartz approved the Clay County hospital’s motion last week to intervene in a challenge to the proposed rule. Orange Park Medical Center, which is part of the HCA healthcare chain, supports the department’s proposal. Executives and staff from organizations that are members of the Nonprofit Center of Northeast Florida met at the Jessie Ball duPont Center on Wednesday for lunch and to hear highlights of the 2016 compensation and benefits survey. The local nonprofit workforce is predominately female, representing 78 percent of the full-time workforce, 74 percent of part-time staff and 69 percent of CEOs — considerably higher than the private sector statistics. The high percentage of females also is reflected in the rest of the executive suite, with 80 percent of chief development officers and 64 percent of chief financial officers being women. Despite the higher than average number of females in the nonprofit workforce, males are more likely to be CEOs at large organizations, said Donelan. The survey also found the nonprofit sector “lacks racial and ethnic diversity at the executive level.” Ninety percent of CEO positions are held by whites and 7 percent by African-Americans. The wide margin holds true for chief operating officers (84 percent are white) and chief development officers (89 percent are white). “That’s not reflective of the population of Northeast Florida,” Donelan said. Nonprofit Center CEO Rena Coughlin, who described herself, being a 57-year-old white female, as the “poster child” for nonprofit executives, said diversity will be a focus as the center plans the future for local nonprofits. “When leadership is not diverse, it makes us less competitive, connected and credible,” she said. executive staff turnover, which Donelan said needs a closer look. While 26 percent of local nonprofits expect to have a new CEO within three years, 60 percent have no plan in place for the transition. Benefits offered to nonprofit employees also offered some unexpected statistics. Donelan said only 23 percent of nonprofits offer employees paid time off for maternity leave, despite the predominantly female workforce. Just 10 percent offer employees paid time off for volunteer service. “That’s surprising considering how most of us rely on volun-

teers,” said Donelan. Coughlin advised the center’s members to share the survey with their boards of directors and “use it to establish policies and practices.” The complete survey will be provided free of charge to the organizations that participated. Gov. Rick Scott on Wednesday signed a bill addressing what one lawmaker described as a “dark chapter” in Florida history at a now-shuttered reform school. The measure (SB 708), one of 14 bills Scott signed into law Wednesday, will allocate money for the reburial of remains removed from the 1,400-acre site of the former Arthur G. Dozier School for Boys. The bill also establishes plans for a memorial at the reform school, which operated from 1900 to 2011 in the Jackson County

community of Marianna. “This law finally ends a tragic chapter in Florida’s history,” Senate Minority Leader Arthenia Joyner, a Tampa Democrat who sponsored the bill, said in a prepared statement. Rep. Alan Williams, D-Tallahassee, said the legislative effort is a way to say “we’re sorry.” “It’s a dark chapter in Florida’s history,” Williams said. “We sent young men there to be reformed. It was a reform school. We didn’t send young men there to die.” A 168-page report by University of South Florida researchers was presented to Scott and the Cabinet in January on excava-

tions at the site. The report didn’t verify any students were killed by Dozier staff, but outlined 51 sets of remains unearthed at the facility. “There were young men, black and white, went in thinking they were going to be reformed and come back home, and they never made it out,” Williams said. The law provides up to $7,500 per family for funeral, reburial and grave-marker costs and calls for the creation of a task force that would make recommendations about an appropriate memorial for the site and how to rebury remains that are unidentified or unclaimed.

Want to run through Friendship Fountain? ULI panel presents early thoughts on redeveloping Southbank

By Max Marbut Staff Writer The best use in the next 50 years for the centerpiece of the Southbank could be to go back in time by about 50 years. Their report won’t be published for at least six weeks, but that was the early impression presented Wednesday by a seven-member panel commissioned to study the area between the Acosta and Main Street bridges and Prudential Drive and the St. Johns River. A Technical Assistance Panel comprised of Urban Land Institute members spent two days touring the site, meeting stakeholders and considering options for redevelopment. Panel members are architects, planners and administrators. “It’s a great group with a lot of disciplines,” said David Powell, a land-use attorney from Tallahassee who chaired the panel.

He described the 15-acre site, owned by the city, as a keystone parcel and “the lynchpin for the whole district.” It includes the Museum of Science & History, the River City Brewing Co. restaurant, Friendship Park, a boat ramp and marina, and two mid-rise office buildings. The institute advocates for healthy living places that promote economic growth, diverse public and private uses of sites and mobility, Powell said. Steve Lovett, a planner, landscape architect and partner at Ervin, Lovett and Miller, was the only member of the panel from Jacksonville. He said the property is one of the few St. Johns River public access points Downtown and therefore must be treated “carefully and with respect.” The panel concluded there should be more public interaction with the site and more greenspace — much like the original design of the park and fountain that

opened in 1964 — but with a few modifications. Lovett said the fountain is large and impressive when viewed from the Northbank, “but when you’re there, the only opportunity is to look at it.” Tom Murphy, former mayor of Pittsburgh and ULI senior resident fellow for urban development, said the fountain could be more of a destination if people had the opportunity to run through it. “Water and people want to come together,” he said. Lovett said some of the constraints that will be encountered in any redevelopment plan for the site include the longterm property leases the restaurant and museum have with the city and the historic nature of the site. Future residential development, he said, should “cross the strata of all economic and demographic groups,” including workforce housing.

The panel suggested slowing down traffic around the site and possibly reconfiguring the Main Street Bridge to allow on each side one lane for vehicles and one lane for pedestrians. The boat ramp and marina should be relocated and long-term leases for slips should be prohibited in favor of transient use to encourage more people to visit the Southbank by boat. Parking was another focus of the study. There is plenty of parking on and around the site, but it’s in the wrong places, the panel determined. Based on that, permitted uses are up to 500,000 square feet of enclosed retail and commercial space, 100,000 square feet of office space, up to 400 hotel rooms and up to 500 multifamily residential units. PGP has not announced any tenants, although two companies have said they intend to open at the project. Oklahoma City-based Hobby Lobby said it would open one of its arts, crafts and home-decor stores on the property. It said early this month it anticipates a late 2017 opening.

Houston-based Stanmore Partners said it was under contract to buy land from PGP for a 347-unit apartment community, called Ravella at Town Center Apartment Homes. That project would be developed on about 6.6 acres at northwest Town Center and Midtown parkways. While no new site plans have been provided, a previous preliminary site plan by the EnglandThims & Miller Inc. firm shows the multifamily site at the northern end of the Strand property. A hotel would be just south of that. The majority of the Strand retail development would be between Gate Parkway and Big Island Drive, across from The Markets at

Since council signed off on sending the idea to Tallahassee several months back, Brown has received hundreds of questions. Typically the first one is a matter of education. “They don’t want a tax increase,” she said of early inquiries. “I let them know it’s not.” Brown said any campaign Mayor Lenny Curry will implement needs to address that issue first — voters will need to know they won’t be paying additional taxes. She said the follow-up is one she can’t answer right now, but like Gaffney’s constituents, it’s on their minds. If they aren’t a police or fire member, what’s in it for them? “I think it’s going to be tough because a lot of constituents … they were made promises that weren’t kept,” she said, referring to projects that weren’t completed through the Better Jacksonville Plan and consolidation. One council member who will especially be active in selling pension will be President Greg Anderson, who serves as the face of the council until July 1. The role often comes with speaking engagements with civic groups and associations all over the city, along with media opportunities. Anderson is an at-large member with no defined district, making all of Jacksonville his district. He’s been selling the benefits of pension reform, but part of any detailed discussion with voters in the coming months will need more facts. Facts that will have to come from Curry and his team regarding the impact on future budgets.

“It has to start with the facts,” Anderson said. “Until we’re able to understand how this solution would affect near-term budgets, it won’t be as effective. … This needs to add up.” Explaining it in a way council members can relay to their voters is the first step, he said. The second will be explaining the tangible benefits for residents. Whether that means money can be used to hire a specific number of public safety members or complete certain projects, Anderson said it will be about improving quality of life. Efforts by Curry and others have brought the issue this far. If it’s to succeed before voters, he’ll need to reach every part of Jacksonville — an effort with which council can be vital. Curry has said the voter push will require a full campaign, funded by private dollars. Chief Administrative Officer Sam Mousa told a group of former elected officials the effort could cost $3 million to $4 million. Kerri Stewart, Curry’s chief of staff, said the administration is working on questions those council members have, which include whether the ballot initiative will be in August or November and the numbers behind any deal. She was thrilled to hear council members already are in their districts pitching the merits of reform. When those details are finalized, council will be know immediately. “They will be the first group we go to,” said Stewart.
