Optimism replaced with urgency in Curry’s budget
By David Chapman Staff Writer Mayor Lenny Curry’s budget proposal came in relatively flat year-over-year. Last year, it was a little more than $1 billion. This year, just a little more than that. The biggest difference might have been the tone and substance. In his first weeks of office in July 2015, Curry laid out a spending plan with optimism,
a rallying cry of “One City, One Jacksonville” and enthusiasm for a budget “that is all about action.” “Love will transform this city,” he said at the time. On Monday, Curry’s presentation was steeped in a barebones mentality caused by the pressure of escalating pension payments. It isn’t love that will transform this city this time. It’s an Aug. 30 referendum that could extend a half-cent sales tax to
be used to pay down pension debt — the loudest rallying cry by the mayor in recent months. Whatever the outcome of that vote, it won’t have much of an impact in the 2016-17 spending plan. Sure, there’s $3.5 million Curry is setting aside for future pension payments should the ballot measure not succeed. But any financial relief, as much as $40 million annually, is for another year. Instead, in a fiscal year that’s
in pension limbo, Curry said he was forced to say no — a lot. No for incentivizing Downtown projects like the Laura Street Trio, the Shipyards and Berkman II. No for extra fire stations and 120 more fire department personnel. No to restoring 13,000 previously cut library hours. No for above-minimum road resurfacing and sidewalk repairs. Tough day for Hemming group Friends hopes council will budget $500,000 for next year
By Marilyn Young Editor Talk about a case of the Mondays. It was a double dose for Friends of Hemming Park. First came the news that Mayor Lenny Curry’s budget for 2016-17 included only half of the $500,000 the nonprofit was seeking. Then came a City Council committee meeting where the Friends again were hammered for how it has spent $1 million in taxpayer dollars. The latter came in the Neighborhood, Community Investments & Services Committee where the results of the council auditor’s examination of the nonprofit were shared. It mirrored a July 11 Daily Record story that chronicled the Friends’ financial struggles since it began managing the Downtown park in September 2014. More than $9,400 in meals, including $1,500 for staff events. Almost $1,000 to build a stage for a 45-minute news conference. Over $1,500 for office snacks. A 3.5 percent raise and $1,500 bonus in December for the struggling group’s CEO. Committee member Joyce Morgan asked if the Friends could have meetings at the office instead of over meals. “You can’t do this when city services are being reduced,” she said.

Deal ends one patent battle ParkerVision stock soars after agreement with Samsung
By Mark Basch Contributing Writer ParkerVision Inc.’s stock soared higher Monday after the Jacksonville-based technology company announced an agreement with Samsung Electronics Co. Ltd. to license ParkerVision’s patent portfolio. Terms of the settlement are confidential but the one securities analyst who has been following ParkerVision, Jon Hickman of Ladenburg Thalman, said the agreement is significant because it represents validation of the company’s wireless technology by a major manufacturer. ParkerVision says its technology improves the performance of wireless devices. “I don’t think there’s any way to overstate how important this is to them,” Hickman said. Samsung is one of several major manufacturers that have been sued by ParkerVision in recent years on claims they have been illegally using wireless technology patented by ParkerVision. Because of the agreement, ParkerVision is dismissing pending claims against Samsung in a U.S. International Trade Commission investigation and two U.S. District Court cases. ParkerVision gave no other details of the licensing agreement and said the two companies agreed to not disclose financial terms. continued on

PetSmart said Monday it plans to open a store in fall 2017 at the Mandarin South shopping center under redevelopment at 11700 San Jose Blvd. Spokeswoman Melissa Wenzel said the store was in the planning stages, so she could not provide more details. The confirmation means progress is being made on the center, where natural foods grocer Earth Fare is expected to open as the 27,550-square-foot anchor tenant. Earth Fare has not said it is opening a store there. “We wait until the opportune moment for our team and the community” to share details about new stores, said spokesman Mark Malinowski on Monday. A junior anchor space of 17,730 square feet is next to it, which is where PetSmart is expected to locate. The stores generally range 14,000 and over. Phoenix-based PetSmart has six area stores. Mandarin South property owner Preferred Growth Properties LLC has filed site plans with the city for parking lot improvements that show an outline for the property’s redevelopment uses. A former tenant was told Earth Fare had signed a lease and site plans outline a “natural grocer” in the largest space. Earth Fare’s chief financial officer said in August 2014 when its first area store opened in East Arlington that it wanted to add a Mandarin site. A Winn-Dixie occupied the Mandarin South grocery space years ago, which appears to be divided now to accommodate other retailers. The Winn-Dixie was at least 45,000 square feet. The property is at San Jose Boulevard and Loretto Road, south of Interstate 295. Now about 65,000 square feet, a proposed addition will boost the shopping center to almost 74,000 square feet. Some tenants, including AutoZone, said previously they intend to remain. Including AutoZone, the natural grocer and the junior anchor, plans show four smaller retail stores and three restaurants of 2,400 and 2,800 square feet. Preferred Growth Properties, the real estate subsidiary of Books-A-Million Inc. of Birmingham, bought Mandarin South in July 2014. It also is developing The Strand at Town Center and The Crossing at Town Center near St. Johns Town Center.
Citi Trends expanding along Beach Boulevard
Citi Trends plans to move a storefront over into a 25,000-square-foot space at 7494 Beach Blvd. next to Winn-Dixie in the Beach Boulevard Shopping Center. The city is reviewing a permit to renovate the space at a cost of $55,000. The space is the former Bealls
Outlet. Property leasing and management agent Barry Goldstein said Citi Trends now uses about 20,000 square feet. Goldstein said River City Science Academy has leased the former Kaplan College location, about 30,000 square feet. That lease boosts occupancy at the center to almost 90 percent. Meanwhile, the center’s potential sale is on hold, he said. It has been listed by Goldstein Commercial Properties Inc. for $8.99 million. The 166,759-squarefoot center occupies 15.6 acres at southwest Beach Boulevard and Parental Home Road. It was built in 1971 and renovated in 1996.
The Strand in for final engineering review
Final engineering plans are in for The Strand at Town Crossing, part of a 45-acre commercial project at Gate and Town Center parkways near St. Johns Town Center. Tenants include several new to Jacksonville, such as Chuy’s Mexican Food, PGA Tour Superstore, Cheddar’s Scratch Kitchen and Firebirds Wood Fired Grill. The plans filed for city review show that developer PGP Jacksonville TC LLC proposes 226,458 square feet of buildings now and 50,347 square feet in the future. There also are apartments, which will be the 305-unit Ravella at Town Center, and a hotel, which has not been identified. PGP also plans The Crossing at Town Center, across Gate Parkway from The Strand. PGP Jacksonville TC LLC is part of Preferred Growth Properties, the real estate subsidiary of Books-A-Million Inc.
First-phase Palm Bay Club apartment construction at $17M
Land is being cleared in Flagler Center for the 416-unit Palm Bay Club apartments and building permits indicate the project’s
first-phase sitework and construction cost is $16.6 million. Fort Family Investments is developing the almost 22-acre multifamily community, which will be its eighth apartment development in the area. The city approved site clearing last week. Summit Contracting Group Inc. is the contractor. Fort Director of Development Abe Fort said the clubhouse and pool should open in May. He said there is no timeframe for completion of the community. The entire community is designed for 11 apartment buildings and five carriage houses. Permit applications filed last week were for eight residential structures, comprising 214 apartment units, as well as the clubhouse amenity building with a pool, compactor, mail kiosk, maintenance building and dog park. Fort said previously the total project will comprise 179 onebedroom, 189 two-bedroom and 48 three-bedroom units.

That lawsuit is still pending. Samsung was also included as a defendant in a federal lawsuit and the ITC complaint, both filed in December 2015, alleging several companies are illegally importing products into the U.S. using ParkerVision’s patented technology. However, news of the agreement sent ParkerVision’s stock immediately higher when trading opened Monday. It reached as high as $8.18 in early trading, more than double Friday’s closing price of $3.56. It fell back some and closed at $5.98, up $2.42 on the day. ParkerVision’s revenue has been minimal in recent years as it pursued agreements with various manufacturers and pursued legal claims against several of them. The company reported revenue of just $59,420 in the first quarter this year for engineering services for wireless product testing for a customer. An abrupt end Friends to Sbraga & Co. Continued from front page
much-anticipated restaurant led by celebrity chef Kevin Sbraga, a venture thought to be a cornerstone of Unity Plaza and 220 Riverside. The 2010 winner of Bravo’s “Top Chef D.C.” in November opened the restaurant that featured local ingredients. Sbraga in 2011 opened a restaurant in Philadelphia, the aptly called Sbraga. He followed that up with two other Philadelphia eateries, The Fat Ham and Juniper Commons, in 2013 and late 2014, respectively. Juniper Commons closed in May 2015. As recently as May, the Jacksonville restaurant was advertising for Cinco de Mayo and Mother’s Day specials.
A single-line note Monday on the door of Sbraga & Co. notified employees and vendors — and the public as a whole — the Brooklyn restaurant is no longer in operation. According to a statement provided by a company spokeswoman, it “was not a Sbraga Dining decision” to close the restaurant and lock employees out. “We are saddened by the abrupt action that was taken, and are doing what we can to help everyone work through the transition,” said Esha Dev, communications director for the restaurant group. Cavin and Friends board members Wayne Wood and Bill Prescott were hoping the mayor would follow the recommendation of his budget review committee. That group penciled in $250,000, plus another $250,000 if the nonprofit raised that amount. Wood said the fact that Curry included $250,000 shows the work that Friends has done is appreciated. (Curry’s plan calls for the money to be disbursed in monthly installments.) “Even City Council members have said what a great change we’ve been able to make,” Wood said. After his budget presentation, Curry acknowledged progress has been made at the park that he wants to be a “jewel of Downtown.” But, the mayor added, “I’m not satisfied with where we are right now.” Wood said the group is committed to making the park better. He said the Friends team is “young, they made some mistakes and some expenses were unwise and not well documented.” He said after a year and a half, “we have finally figured out what we need to do.” Wood said if the group only gets $250,000 it would essentially turn Friends into a fundraising organization instead of one that programs the park. “Just purely to manage the park takes more than a quarter of a million dollars,” he said. Cavin said the group is making changes “to reduce every expenditure that we have.” The nonprofit has four salaried employees and wants to add a development director who can raise money, write grants and cultivate donors. “We haven’t talked about layoffs directly, but nothing is off the table,” Cavin said.
Prescott said he hopes council members will remember the pending $150,000 was approved as part of this year’s budget and not intertwine it with the $250,000 in Curry’s budget for next year.
Will it be enough?
Council President Lori Boyer said a special council committee will make a recommendation on the pending $150,000 and what should be in next year’s budget. She said it’s not likely council will find money to give Friends the full $500,000. If additional revenue isn’t found or an expenditure wasn’t double counted, that would require taking money from another item. “You’d have to rob Peter to pay Paul,” she said. Boyer said she is concerned by what seems to be a declining level of maintenance and activity in the park over the last few weeks. That may be tied to funding issues, she said. “If that’s the case, my caution would be if we were to reduce to ($250,000), what is that level of service we are going to get?” she asked. If council doesn’t increase the $250,000, Prescott said the board would have to “take a hard look” at whether it makes sense for Friends to continue managing the park. Boyer said the last she heard was Friends couldn’t operate the park on $250,000. If that amount holds true through the end of the budget discussions, council will have to evaluate how to handle it in the coming year. Possibilities include the city’s Parks and Recreation Department or Downtown Vision Inc., she said. Wood believes Friends of Hemming Park is the right choice to continue to run the venue, with the proper funding. “We are possibly one of the few groups on earth that can possibly do it,” he said.

No to groups who sought funding for services. The list went on. “I’ve had to say no … because I simply must,” Curry said. Unfunded pensions costs, instead, are “eating alive” the budget. Like he did last year, though, Curry did prioritize public safety. His budget again adds 40 police officers and 40 community service officers, the latter of which handle non-criminal calls. The additional personnel add is about $4.4 million of the Jacksonville Sheriff’s Office’s $424 million proposed budget. And there’s money available for a body camera pilot program, a move Curry calls good for the community and law enforcement. He said when it came to funding priorities, he started with the Sheriff’s Office and worked his way down. On the fire department side, while the extra personnel and stations won’t be available, it did receive some perks in its $222 million breakdown. There’s $7.5 million this year for vehicles, some grant positions will carry over and a dispatch system it shares with the sheriff’s office will be replaced for $2.7 million. City landscaping will take a hit. Extra money wasn’t available for city rights-of-way and other areas to be mowed more than eight times a year. Curry said 12-15 times a year is what probably is needed.

The list included nearly 200 meals and dozens of snack purchases, a $1,200 drone to capture park attendance and operations, and $950 for All Access passes to One Spark 2015. Auditors broke down expenses from Oct. 1, 2014-Sept. 30, 2015 to determine how money is being spent. The largest percentage (44.54 percent) went to contracted services, such as Downtown Vision for ambassadors and to musicians for the café and park events. Payroll and benefits accounted for 23.15 percent. After the meeting, Sherman called the expenses outlined in the 13 pages “interesting.” He also cited Friends’ businessrelated shopping trip to Ikea in Orlando. “It seemed a little unique going on a trip out of town to purchase basic office furniture,” he said. Sherman said the nonprofit has a cash flow problem. “They probably have throughout their life,” he said, “which is kind of the nature of the business to some extent.” The audit report said the nonprofit, whose monthly expenses are $65,000-$70,000, was insolvent at the end of May. The group received $100,000 from the city in June. Sherman expressed concern about the nonprofit using nearly $75,000 from a grant targeted for a restaurant in the park to pay operating costs when money ran short. If council approves a pending $150,000 allocation to get the Friends through the end of the fiscal year, half of that will be needed to replenish the grant funds. The audit report had several recommendations for Friends, including having separate bank accounts for public and private dollars; revising its chart of accounts; and seeing if the city can provide some services (pest control, cleaning and internet) at a lower cost. Vince Cavin, CEO of Friends, said he believes the nonprofit can

That plan initially had $5 million to fix the Liberty Street collapse, an amount later boosted to $17 million. negotiations with JEA that took place this year. All told, many of the enhancements this year likely would have been celebrated the past decade when economic times were tougher. While Curry lauds the boosts to areas like public safety, his tone Monday indicated more was needed. It certainly was more urgent than last year, a tone likely to reach its pinnacle Aug. 30. If successful, next year’s budget address might be a little more optimistic. New council committee ‘hits the ground running’
By Max Marbut Staff Writer The first new City Council standing committee established in the past 11 years convened 35 minutes after its originally scheduled start time Monday morning, following Mayor Lenny Curry’s presentation of the 2016-17 budget. It’s the first addition to the council’s committee schedule since 2005, when the Government, Operations, Oversight and Human Services and the Economic, Community and International Development committees were introduced. Second-year council member and Chair Scott Wilson called the Neighborhoods, Community Investment & Services Committee to order to consider an agenda filled with legislation seeking to appropriate more than $22 million for several low-income and affordable housing projects, along with issues related to city parks and workforce development. Wilson last year was chair of the Land Use & Zoning Committee and was recognized as outstanding chair of the year. “Not bad for a rookie,” he said. The new committee will consider matters related to parks, recreation, affordable and public housing and property tax exemptions. Also on the agenda will be legislation affecting the Jacksonville Public Library, Duval County School Board, Jacksonville Waterways Commission and Jacksonville Children’s Commission. Farms, forestry, fish and game, historic preservation, vessels for hire and “public satisfaction with

Wilson said council President Lori Boyer saw a need to “focus more on certain legislative priorities” and the committee will serve to expand communication about legislation among all council members. “We’ll be able to start conversations sooner and have more input,” Wilson said. The committee will meet at 9 a.m. on alternating Mondays, the first committee to convene each week. No special committees are planned to be established, in favor of a forum for discussion open to all 19 council members. Wilson said the meetings will be scheduled from 9-11:15 a.m. After the regular agenda is finished, the committee will devote the time left until noon to learn more about city departments and programs involved in legislation the committee will review. He’s planning sessions expanding the Adopt-A-Park program, how to recognize people and companies that donate to city parks. “We’ll learn more about a lot of issues,” Wilson said. WestRock planning 127 job cuts By Mark Basch Contributing Writer WestRock Co. filed a Worker Adjustment and Retraining Notification notice saying it intends to cut 127 jobs at a folding plant at 136 Eastport Road. WestRock spokesman Chris Augustine said by email that “high fixed operating costs made
it increasingly difficult to make products cost competitively at our Jacksonville folding plant.” The paper and packaging company will still have about 1,000 employees in the Jacksonville metropolitan area at several locations after the closing.
