Despite being in the Yates Building for less than a year, some City Council members want to see the independent entity that finds waste, fraud and abuse shifted back to City Hall. The potential musical chairs act stems from some council members being less than enthused at finding out the Inspector General’s Office requested $100,000 from its current-year budget to build-out the space and purchase furniture. The money came from positions council approved for this year’s budget that were not filled for the entire year. Council in that same budget allowed just under $3,000 for basic infrastructure and the move from City Hall. So it came as a surprise to council Vice President John Crescimbeni when he heard the Mayor’s Budget Review Committee in late May had signed off on shifting around $100,000 for the buildout. The office and any other city departments can move such funding through the committee without council approval as long as it’s under $500,000. “They weren’t in the wrong,” said CrescimCrescimbeni beni of the Inspector General’s Office, “but I think it’s a little sneaky. … I think the council Finance Committee sent a pretty clear message last year.” The “message” to then-Inspector General Tom Cline was to not pursue a build-out just yet. Defying that intent, Crescimbeni said, was enough reason to file a resolution seeking to move the office back to City Hall. A contractor had been hired and was prepared to start “in days,” said Crescimbeni, until the mayor’s office decided to halt so council could decide on the project. Steve Rohan, interim inspector general, said the physical space the office occupies “is not in good shape.” It’s a largely open, empty space with a collection of spare furniture and sparse cubicle walls that one might think is vacant on first sight. $39M expansion expected to be completed in 2019 By Max Marbut, Staff Writer There wasn’t any public observance on Sunday, but if everyone who’s been treated at UF Health Proton Therapy Institute since the day it opened had shown up for the 10th anniversary celebration, they would have needed enough cake and punch for 6,400 people. That’s how many patients have received some of the most advanced radiation cancer treatment available in the world since Aug. 14, 2006. Over the past 10 years, the facility has expanded its focus from treating only a few cases of prostate cancer to providing 215,000 treatments for more than 20 types of cancer. “We have a much broader case mix now,” said Stuart Klein, who has been the institute’s executive director for 11 years. “Now we’re at the forefront in treating lung and breast cancer,” he added.

Renovation loans eliminate need for second mortgage
Chip and Joanna Gaines are inspiring homebuyers across the nation with more than airy farmhouse-style interiors and white couches. Their popular HGTV show “Fixer Upper” has left a frenzy of buyers looking to create their own renovated masterpieces. But, unlike the quirky couple from the show, many potential buyers don’t have the extra cash sitting around to pay for the renovations in a fixer-upper. That’s where renovation home loans come in handy, whether it’s for simple upgrades or to restore an entire house. “There’s no need to take out a second loan for renovations, it’s all tied in with the mortgage,” said Charles Garrison with Wells Fargo Home Mortgage. The Federal Housing Administration’s rehab loan — the FHA 203(k) — is designed for buyers who want to rehabilitate or repair a damaged home so they can make it their primary residence. Many of the homes would have been previously deemed uninhabitable by lenders. The loan covers the purchase and renovation costs for singlefamily homes and multifamily housing with up to four units. The loan amount is based on the property’s appraised value once the repairs are completed. The down payment can be as low as 3.5 percent. price and chooses the renovations wisely, can immediately come out on top. “When people are buying the houses correctly, they’re actually generating instant equity,” Garrison said at a recent Northeast Florida Builders Association Lunch and Learn session. “It’s a matter of getting the right house at the right deal.” FHA offers two types of 203(k) mortgages. The standard loan is for properties that need structural repairs; the limited mortgage is for homes only in need of non-structural repairs. The loans are not available to investors. The downside to the loans is they are more expensive than conventional financing, because the interest rates are slightly higher and private mortgage insurance is required. The loans do not cover the addition of a luxury item like a pool. But allowances are made toward the cost of repairing or removing a pool, as well as for the addition of solar panels.
Noticing the frustration some buyers have experienced using the 203(k) loans, many larger banks have set up their own renovation home loans. For example, Wells Fargo has two types: one for refinancing and one for purchasing. Johnson on board as pension fund director From staff Timothy Johnson officially became executive director of the city’s Police and Fire Pension Fund this month, taking over a role that’s been muchmaligned in recent years. The fund’s board of directors in June selected Johnson after a nationwide search. His salary is $190,000. Johnson attended his first fund board meeting as executive director Friday. The former Allegheny County Employees’ Retirement System head oversaw a plan that had close to 12,000 members and $850 million in assets. The number of members is about double Jacksonville’s system, while the assets are about half.

Over the decade, the institute has achieved milestones, including in 2008 becoming the first proton facility to treat 100 patients per day. Two years later, UF Health joined the Top 10 proton facilities among 75 in the world in number of patients. In 2012, it was recognized as the No. 1 facility for treating pediatric cancers and in 2015 was named a Florida Cancer Center of Excellence. The institute has grown into a staff of 165 radiation oncologists, nurses, technical experts and other employees who work together to provide treatments 16 hours a day, five days a week. The beginning of the institute’s second decade is devoted to expansion. A 10,000-square-foot, $39 million expansion of the facility is under construction and is scheduled to open in 2019. The addition will include a fifth treatment room equipped with pencil-beam scanning, the most advanced and precise proton therapy available. It also will increase the facility’s patient capacity by about 25 percent, but Klein said there will remain more demand than supply. It will, however, expand the types of cancer that may be treated. “It will open up some disease types, including head and neck

More than 60 percent of the nearly 750 patients treated annually live at least 60 miles from
Jacksonville, which makes it difficult to commute for therapy. Millions of dollars continue flowing to Florida lobbyists By Jim Saunders The News Service of Florida Florida’s lobbying industry remains lucrative. With five firms topping $1 million, lobbyists reported earning at least $28.4 million during the year’s second quarter for their legislative work — an initial estimate that appears certain to increase in the coming days. The five-highest earning firms — Ballard Partners, Capital City Consulting, Greenberg Traurig, Ronald L. Book PA and Southern Strategy Group — represent dozens of clients that anted up tens of thousands of dollars each for representation from April 1 to June 30. But big numbers were spread throughout the industry during the quarter. At least seven firms reported earning between $500,000 and $999,999; at least 12 reported earning $250,000 to $499,999; at least 33 reported earning $100,000 to $249,999; and dozens of others
came in under $100,000. Lobbying firms are required to file quarterly reports that give at least a broad picture of their income. It’s not possible to get exact totals because, in most cases, firms report compensation from clients in ranges. For example, reports show compensation as $10,000 to $19,999 and $20,000 to $29,999. Nevertheless, with secondquarter reports due Sunday night, a state compilation posted online early Monday morning offered the initial $28.4 million estimate for the three-month period. That initial compilation, however, did not include data from all firms, including Southern Strategy Group. The reports also offer a glimpse of clients willing to pay large sums to make sure their interests are represented in Tallahassee. As an example, Ballard Partners reported getting paid $83,000 by Shands Healthcare, which has major funding and regulatory issues before the Legislature each
year. Similarly, Southern Strategy Group reported getting paid $60,000 by Costa Farms LLC, a Miami-based nursery that is part of the state’s new medical-marijuana industry. The seven firms that reported earning $500,000 to $999,999 during the quarter were Buchanan Ingersoll & Rooney; Corcoran & Johnston; Floridian Partners; Johnson & Blanton; Metz Husband & Daughton; Smith Bryan & Myers; and The Rubin Group. Among their top-paying clients, United States Sugar Corp., which has major agricultural and environmental issues at the Legislature, paid $63,000 to Buchanan Ingersoll & Rooney for legislative work. Similarly, HCA Healthcare, a for-profit hospital company that has facilities throughout the state, paid $56,000 to The Rubin Group, according to the reports. Also, Corcoran & Johnston reported getting paid $59,000 by the University of South Florida Foundation.

Rohan pursued the $100,000 build-out. He said there was no reason why he or anyone else in the office would have thought it improper to go to MBRC to readjust the budget — it’s what the committee does. The remodel, said Rohan, can wait until a permanent inspector general is named. Just don’t move the office — it needs to stay away from City Hall, he strongly opined. Cline and Sheryl Steckler, the former Palm Beach County inspector general, both pursued the setup at the Yates Building to allow for more confidentiality and comfort for witnesses and whistleblowers to come forth. When the office was in City Hall, Rohan said he was told offsite interviews with witnesses had to be set up more than 10 times. Since moving to the Yates Building — a city-owned facility just under a mile away — 27 of the 28 interviews conducted were done on-site. “The public will view this as putting a thumb on the Inspector General’s Office,” said Rohan. “… It’s supposed to be an independent office … the council and mayor are not supposed to put their thumb on us.” Crescimbeni’s resolution to move the office has been co-sponsored by council members Aaron Bowman, Tommy Hazouri, Scott Wilson, Jim Love, Reggie Gaffney and Doyle Carter.

The three-story medical office building will include a YMCA and a Healthy Living Center, which is an effort between Baptist Health and the YMCA of Florida’s First Coast, on the first floor. Baptist owns a 107-acre site, but not all of it can be developed because of wetlands. About 40 acres have been cleared for the first phase. The property is envisioned for a second phase, although Baptist Health Emergency Services administrator Darin Roark said no decisions have been made for that phase. A concurrency application filed recently with the city outlines a second phase that shows another 120,400 square feet of uses. Roark said the concurrency filing was made at the city’s request to continue holding the reserved capacity. Concurrency requires that a proposed development’s impact to public infrastructure can be absorbed by the public facilities. Those capacities cover expansion of the emergency and imaging facility with an ambulatory surgery center; a second medical office building; a retail-office building; and three restaurants. The R-A-M Professional Group is the civil engineering agent. Meanwhile, a foundation permit is in review for the Baptist MD Anderson Cancer Center addition at 1301 Palm Ave. on the Southbank, near the main campus of Baptist Medical Center Jacksonville along Prudential Drive. DPR Construction of West Palm Beach is shown as the contractor for the foundation at a project cost of $5.1 million. The foundation will support a nine-story, 332,000-square-foot ambulatory care facility with a 259,000-square-foot parking garage. The more than $150 million project, on 5.3 acres, should open by mid-2018. It will be directly across San Marco Boulevard from the Baptist MD Anderson center that opened in October 2015 in a renovated four-story, 100,000-square-foot building at 1235 San Marco Blvd. When completed, the two structures will be connected by an elevated walkway.

Council member Matt Schellenberg isn’t inclined to move the office. “I prefer them to stay right where they are,” he said. “They need to settle down and do their work instead of moving here, moving there … and I like the independence so people can go see them (in confidence).” Schellenberg said any move should wait until a permanent leader is in place. That likely won’t happen until after the Oct. 1 start of the fiscal year, which Rohan has been preparing for in recent weeks. Initially, the office requested $600,000 or so of enhancements for more staff and furniture, but Rohan was able to slash that to $132,000 before settling on $115,000. The latter is the amount the city’s independent authorities are providing to the Inspector General’s Office for a two-year oversight agreement. The money will be spent on a part-time administrative assistant and a full-time junior investigator. Gaetz makes bid to become UWF president By Lloyd Dunkelberger The News Service of Florida State Sen. Don Gaetz is among more than 70 applicants seeking to become president of the University of West Florida. Gaetz, 68, a Niceville Republican who led the Florida Senate as its president from 2012-14, said Monday he informed the consulting firm handling the search he would like to be considered after he was nominated by several people. A presidential search committee will meet today at the university’s Pensacola campus to go through the applications and decide which candidates will be asked for formal interviews. After the interviews are conducted this month and in September, the search committee is expected to forward three names to the university’s Board of Trustees. A new president is scheduled to be selected at the board’s Sept. 15 meeting. The overwhelming majority of applicants to replace President Judy Bense, who is retiring at the end of the year, have an academic background. Gaetz, a former health-care
executive, said he is “not a looking for a job.” But he said the University of West Florida was “my university,” citing Gaetz his longtime association with the school, which serves about 13,000 students. Over the past 15 years, Gaetz said he has worked closely with faculty, administrators and trustees to create career technical and STEM education programs. He said he has helped the school secure $90 million in campus projects, improve its endowment opportunities and create an economic development fund that has helped generate about 7,000 jobs. Gaetz’s bid for the job is not unusual in Florida. The state historically has picked a mix of university presidents that have academic, political or business backgrounds. Florida State University President John Thrasher is a former state House speaker. University of North Florida President John Delaney is a former Jacksonville mayor.

HKS Architects Inc. and FreemanWhite, a Haskell company, are the design team. A permit was issued June 29 for partial site demolition, clearing and grading at 1316 San Marco Blvd. at a project cost of $850,000. In addition, Baptist Health is expanding its Baptist Medical Center South campus. Baptist also is working on a master plan for the Baptist Medical Center Jacksonville campus that includes a new parking garage. Hillwood, Pattillo projects filed
Hillwood Investment Properties and Pattillo Industrial Real Estate filed plans with the St. Johns River Water Management District for large West Jacksonville projects. Hillwood, the master developer at AllianceFlorida at Cecil Commerce Center, submitted plans for a 507,000-square-foot speculative warehouse on 35.4 acres at Waterworks Street and New World Avenue. No tenant is identified. Prosser Inc. is the civil engineer. Pattillo is building a 448,043-square-foot warehouse distribution facility along Imeson Road near its Westside Industrial Park. No tenant or user is named, but it is expected to be the proposed $30 million center for BMW of North America LLC. BMW has announced plans for a 450,000-square-foot Westside Industrial Park center to replace a smaller one it leases there, but has not confirmed the Imeson Road building is the location. Houston Engineering Inc. is the civil engineer. Both projects are under city review.

• Wawa earned approval for a St. Johns Town Center location. The St. Johns River Water Management District approved an Environmental Resource Permit for a 2.16-acre site at The Crossing at Town Center for development of a Wawa gas station and convenience store. The applicant was landowner PGP Jacksonville TC LLC, part of the Preferred Growth Properties real-estate subsidiary of Books-A-Million Inc. Pennsylvania-based Wawa intends to open its first five Jacksonville stores by the end of 2017. • First Coast Energy is closer to redevelopment at 5640 San Jose Blvd., where it now operates a Shell service station. Jacksonvillebased First Coast Energy LLP wants to open a 4,500-squarefoot gas station and convenience store on the site under its Daily’s banner. The location is at San Jose Boulevard and the University Boulevard West extension. It’s one of several new Daily’s opened or planned along the Hendricks Avenue and San Jose Boulevard corridor. • LA Fitness might soon find space to build at Old St. Augustine Plaza in Mandarin. Landlord Regency Centers L.P. applied for a permit to demolish 22,000 square feet at the center to make way for construction for LA Fitness. Realco Recycling Co. is the contractor for the almost $75,000 demolition job at 11250 Old St. Augustine Road. At $914,458, the fueling station will accommodate 16 vehicle positions. The construction cost of the nearly 155,000-square-foot warehouse club is $11.7 million. Costco, based in Issaquah, Wash., has not provided information about the project, saying it is company policy to not comment about future locations.
