Work begins on Riverplace café Preliminary work began Monday to transform the groundfloor restaurant space at Riverplace Tower into the 5Loaves 2Fish Café. Chef Toben Stubee said he anticipates a $310,000 investment to turn the 10,000-square-foot space on the concourse level in the Southbank riverfront tower into a 174-seat café that should open in late October or November. Stubee intends to continue to operate his 5Loaves 2Fish Mobile Kitchen food truck, but trim the schedule. He expects to hire 12-14 employees to start at the café and double that when he begins to
offer dinner. Hours will start with breakfast and lunch 7 a.m.-3 p.m. MondayFriday. He will add a weekend brunch, probably on Sunday, after a few months and offer dinner starting in the second year. Stubee also has catering space on the plaza level directly above the café that can accommodate 250 people. He started the mobile kitchen in June 2014. His wife, Debbie, is
a teacher and helps when she can. He said she will more than likely come to the restaurant full time “once things are going well.” The riverfront space offers a skyline view of the Northbank. River City Contracting is the contractor and Hota Design Studio LLC is the architect. The 5loaves2fishtruck.com said the menu is inspired by what’s in season and it never uses frozen, packaged or pre-made products. Committee may seek additional applicants
A committee with oversight on selection and retention of an inspector general has decided it has enough interest to at least hear from seven candidates. That wasn’t the case in July when the panel said it had five qualified applicants for the job and decided to rebroadcast the position. Now, the Inspector General Selection and Oversight Committee will interview the candidates Monday with the goal of picking one to replace Tom Cline, the first inspector general. He was in the role for about a year before abruptly resigning in late April. Steve Rohan, a retired assistant general counsel, has since filled in on an interim basis and guided the office through a transition that included the annual budget process. The latest call for applicants ended last week and brought in more than 20 possibilities, which the committee whittled to seven. The seven who will be interviewed: • Kevin Donovan, a section chief with the FBI • Scott Ando, most recently with the Independent Police Review Authority in Chicago • Lisa Green, director of investigations for the current Office of Inspector General • Richard Holmgren, most recently the deputy inspector general for the Texas Health and Human Services Commission • James Hoffman, general counsel for the U.S. Naval Forces Southern Command • Maxine Person, chief financial officer for the Jacksonville Housing Authority • Neftali Carrasquillo Jr., director of special investigations and review for the New York City Transit Authority. “It’s actually pretty good, I think,” said Rohan on the interest level this go-round. When a machine has operated 24/7 for more than 75 years, it’s going to need a lot of maintenance and upkeep. That’s certainly true of the John T. Alsop Bridge Downtown, usually referred to as the Main Street Bridge. It was closed this past Friday from 6:30 p.m. until 8 a.m. Sunday. The span that allows U.S. 1 to connect the Northbank and Southbank will be closed 6:30 p.m.-6 a.m. today through Thursday and Sept. 18-23, with the exception of Wednesday, Sunday and Sept. 21, when the bridge will be closed 9 p.m.-6 a.m. The closures are needed to allow the Florida Department of Transportation to sandblast and then paint portions of the bridge, as well as to upgrade some of its operating systems. The electrical control system is being replaced, along with traffic and sidewalk gates, the lightning protection system and the closed-circuit television cameras that give operators a live view

of traffic. In addition, the control house at the top of the draw span will get new air-conditioning and heating systems, water and sanitary sewer lines and floor tile. The project, with a budget of $10.7 million, is scheduled to be complete in spring. The work follows a project completed in May 2015 for $11.2 million to improve the sidewalks along both sides of the bridge and replace the handrails with crash-resistant steel barriers. That work also included structural maintenance and replacing some of the steel cables that help raise and lower the vertical lift span. “Some bridges need more love than others,” said Hampton Ray, transportation department spokesman. The bridge is 1,680 feet long, including the 365foot vertical lift span, which is the longest on any drawbridge in Florida. Woodsman expanding with $2.7M warehouse
The owner of Woodsman Kitchens and Floors wants to build a $2.7 million office-warehouse center near its 11732 Beach Blvd. showroom. New Vision Properties Inc., led by Woodsman Kitchens and Floors President Rick Woods, wants to build a 45,000-squarefoot center on 3.5 acres at 3621 Beachwood Court, according to a construction permit application. The office-warehouse would include 2,800 square feet of office space. New Vision bought the Beachwood Court site in May. Woods said construction should start by mid-October for completion by mid-April. The company needs additional distribution space, he said. A site-clearing permit for $25,000 also is in review.

Woodsman Kitchens and Floors, founded in 1983, provides kitchen cabinetry, countertops, flooring and design services. In 1996, it built its showroom and warehouse at its Beach Boulevard location. New Vision owns two buildings at the showroom address comprising almost 35,400 square feet for the retail store and the warehouse on 2.6 acres. It also owns an almost 23,800-squarefoot warehouse built in 2001 at 11744 Beach Blvd. It leases additional space that will not be needed when the new building is completed. The construction will boost its presence to more than 100,000 square feet. Woodsman Kitchens and Floors employs 155 people. Woods doesn’t expect to add staff as a result of the new warehouse.
McDonald’s customers can score free food
Jacksonville McDonald’s owner-operators and the Jacksonville Jaguars announced last week that with every 10 points the team scores each game this season, fans who have downloaded and registered the McDonald’s app can score free food the next day at restaurants in Northeast Florida
and Southeast Georgia. Ten points would be worth a free six-piece Chicken McNuggets; 20 points would be a free double cheeseburger; and 30 points earn a free Big Mac. The app can be downloaded from the App Store or on Google Play. The promotion is valid through Jan. 2. No purchase is necessary.

The city issued Conditional Capacity Availability Statements for three restaurants at the new Town Center Promenade and The Crossing at Town Center, both along Town Center Parkway near St. Johns Town Center. At Town Center Promenade, Red Robin International Inc. intends to build a 5,704-squarefoot restaurant on 1.55 acres and Taco Bell wants to open a 2,258-square-foot unit on 0.62 acre. At The Crossing at Town Center, PDQ intends to operate a 3,312-square-foot restaurant on 1.64 acres. Both centers are expected to be developed and opening stores starting in the spring.

He says on the site he grew up in Miami and was exposed to Latin and Caribbean cuisines. He spent 25 years in fast food, corporate dining, fine dining and as a private residence chef. He also caters. Stubee has a bachelor’s degree from The Culinary Institute of America in Restaurant Operations and has worked in Miami, New York, Orlando, Jacksonville and St. Augustine. Stubee can count on some highprofile former customers patronizing his new venture. Jacksonville-based Stein Mart Inc. Chairman Jay Stein said Monday that Stubee had cooked for him and his wife, Deanie. “He’s the best chef I have ever known. He’s fabulous,” Stein said. He wishes Stubee well and “absolutely plans to go to his new restaurant.” It won’t be far because Stein Mart Inc. is headquartered across the street at 1200 Riverplace Blvd. The 5Loaves 2Fish Café filed its Fictitious Name with the state on Friday for the 1301 Riverplace Blvd., C102, space. McDonald’s rolling out self-serve kiosks in Duval

McDonald’s customers at some area restaurants will soon be able to order from self-serve kiosks that by next year will allow them to custom-build their sandwiches. Spokesman Joe Wolf with Dalton Agency said the “Signature Crafted” program, which is similar to the chain’s “Create Your Taste,” should be available next year in most of the 52 Duval County McDonald’s restaurants. Counter service will remain available. Signature Crafted orders will not be available, at least in the beginning, at the drive-thru. The kiosks opening this year will allow customers to order from the regular McDonald’s menu on a large digital screen, pay with debit or credit cards and receive a buzzer to take to their tables, where restaurant staff will deliver their food. Starting in 2017, the kiosks will add the Signature Crafted menu that allows customers to order their meals and specify preferred breads and toppings. The meals also will be available at the counter. The first kiosks were up, but not in use, at the 909 Dunn Ave. store Monday morning. Building-permit applications show at least seven Jacksonville McDonald’s are installing the kiosks and making kitchen and counter changes. The $24,000 permit for the Dunn Avenue restaurant was issued in August. The Duval County permit applications so far range from $20,000 to $24,000 each, totaling $152,000, for restaurants at 8570 Argyle Forest Blvd., 1077 Baldwin Maxville in Baldwin, 3552 Blanding Blvd., 1768 N. Davis St., 5230 Norwood Ave. and 10135 San Jose Blvd., as well as Dunn Avenue. Wolf said he did not know how many Duval County McDonald’s will take part in the program or when it will roll out, but he expects eventually a majority of the restaurants in Northeast Florida and Southeast Georgia will participate. All plans say there will be minor tenant improvements that range from 90 to 250 square feet of space. Some plans show an enlarged kitchen area and a new front counter. The kiosks were rolled out in other parts of the country by the end of 2014. A USAToday.com report in December 2014 said Oak Brook, Ill.-based McDonald’s was expanding its Create Your Taste test in response to declining same-store sales, falling stock prices and a shrinking base of younger customers. USAToday.com said then the prices could be higher at the kiosk where customization can add cost and it takes longer to prepare the food because it is made when the order is placed.
Businessmagz.com said the move to self-serve kiosks by McDonald’s, as well as other chains like Panera Bread Co. and Wendy’s, is a way to control labor costs. It reported in May the moves are aimed at reducing labor costs linked to minimum wage hikes. However, Wolf said Monday the number of crew will not decrease and likely will increase because the restaurants will need the concierge at the kiosks and staff to deliver the food. the bridge would have to start in Springfield on the north end and somewhere past San Marco on the south. As for why the bridge is blue, that’s related to direction-finding and college pride. Ray said Downtown’s steel bridges used to be painted silvergray, but about 50 years ago, the state decided to paint each a different color to make it easier for people to identify routes to various parts of the city. The Isaiah Hart Bridge was painted green, the Main Street blue and the Acosta, a goldenyellow.
Protest erupted over having a blue bridge and another that was so close to orange — a possible nod to the University of Florida — so the John E. Mathews Bridge that connects Downtown with Arlington was painted maroon, close to the garnet shade that represents Florida State University, Ray said. The state Department of Corrections grappled with disturbances at four North Florida prisons during the past week but said “normal operations” had resumed Monday. The department announced last week that a “major disturbance” involving several hundred inmates had occurred Wednesday at Holmes Correctional Institution. It said Monday another major disturbance happened Friday in
dorms at Gulf Annex Correctional Institution. In addition, the department said, two dorms at Mayo Correctional Institution were involved Friday and Saturday in work stoppages and attempts to incite disturbances and one dorm was involved in a disturbance Saturday at Jackson Correctional Institution. The Jackson disturbance came after what the department described as a “serious inmate-oninmate assault.”
In announcing the return of normal operations, Corrections Secretary Julie Jones issued a statement Monday that said staff members had “worked tirelessly throughout the last several days and nights to protect our state in many challenging situations.” In each incident, teams from nearby prisons responded to help bolster staffing. The department said it will conduct investigations of each incident.

Enterprise Florida job draws a crowd
Former JTA official among candidates to lead recruitment agency By Jim Turner The News Service of Florida With dozens of candidates seeking the job, finalists to run Florida’s businessrecruitment agency could be named later this week. Enterprise Florida, which remains on pace to select its next president by Sept. 28, received 101 applications for the position. A search committee expects to create a shortlist Friday. “Our goal that day will be to narrow and confirm a shorter list, maybe it’s three, maybe it’s something different than three, but it will be something shorter than what we’re working on now,” said committee Chairman Stan Connally, the president and CEO of Pensacola-based Gulf Power. The finalists will be asked to interview individually and as a group with the com-
mittee, Connally said during a telephone conference call Monday. The goal is for the committee to forward one candidate to the full Enterprise Florida Board of Directors, which will make the final decision. The position is expected to pay $175,000 to $200,000 a year. The committee is seeking to come up with a replacement for former President Bill Johnson, who was appointed by Gov. Rick Scott in 2015. Johnson stepped down this year after legislators declined Scott’s request to provide $250 million to Enterprise Florida for corporate recruitment. Johnson’s departure came as Scott ordered a review of the public-private agency that resulted in slashing staff and operations by one-third. Scott, who is on the Enterprise Florida board, said Monday he intends to work
with the committee but doesn’t have a favorite among the applicants. At least one of the applicants has Jacksonville ties. Keith Brown is former head of real estate for the Jacksonville Transportation Authority. Among the other Connally applicants are Joe Hice, Enterprise Florida’s chief marketing officer; Richard Biter, a retired Florida Department of Transportation assistant secretary; and Susan Pareigis, former president & CEO of the Florida Council of 100, a group of business executives that has long advised governors. Enterprise Florida Vice Chairman Alan Becker said creating a short list shouldn’t be difficult if the panel looks for candidates who have knowledge of economic development, experience working with a legislature or government, and organizational leadership experience. “There are plenty of them that have one of those, a lot have two, and very few that have all three,” Becker said. “My guess is we’ll be able to narrow it down,” Becker said.

By Dara Kam The News Service of Florida Gov. Rick Scott will make his first appointment to the Florida Supreme Court after Justice James E.C. Perry announced Monday he will retire in December. Perry, 72, is forced to leave the court because the state Constitution requires justices to retire when they turn 70 years old. The law also allows justices like Perry to fulfill the remainder of their terms, depending on when their birthdays fall. Perry, a Columbia Law School graduate, was appointed by former Gov. Charlie Crist to the state’s high court in 2009. Nine years earlier, then-Gov. Jeb Bush tapped Perry to serve as a trial judge in the 18th Judicial Circuit. He is among five jurists who make up a liberal-leaning majority of the seven-member court, which has drawn the wrath of the Republican governor and the GOP-dominated Legislature. Other members of that bloc are Chief Justice Jorge Labarga and justices Barbara Pariente, R. Fred Lewis and Peggy Quince. Scott’s anticipated appointment of a third conservative to the bench, joining justices Charles Canady and Ricky Polston, “may very well change the way the court has been ruling on cases,” former Justice Gerald Kogan said in a telephone interview Monday. While judges are on the whole open-minded and fair, they can sometimes render “surprise” votes on certain hot-button issues, Kogan said. “When any judge comes to a court, that judge does not get rid of all of their lifetime experiences and their philosophies. Even if they are honest and above board, it’s going to impact the way in which they will render a decision, depending on the particular case that comes before the court,” he said.
Perry “I’ve seen people vote on the court in a certain way which would be completely out of context for what they usually do. But that’s because they have a certain philosophy in a certain area,” Kogan added. Scott, who regularly appoints judges to lower courts, said he is looking for two characteristics in a candidate. “If you talk to any judges that I’ve appointed, that I’ve interviewed, I generally care about two things. Are they going to be humble in the process and are they going to uphold the law. That’s what I care about. I want people that want to uphold our existing laws,” he said. Scott will pick Perry’s successor from a list of nominees provided by a nine-member Judicial Nominating Commission. The panel includes Jesse Panuccio, who formerly served as the governor’s general counsel and as his executive director of the Department of Economic Opportunity; Daniel Nordby, a lawyer who worked for the Florida House of Representatives and the Florida Department of State, and also is a former general counsel of the Republican Party of Florida; and Fred Karlinsky, an influential
insurance lobbyist. The nominating commission is expected to submit three to six names to Scott in November, though the list could come as early as October, said Jason Unger, chairman of the panel. Perry’s replacement will have to be a resident of the area covered by the 5th District Court of Appeal, which stretches across the state from Brevard to Citrus counties and includes counties such as Orange, Volusia, Marion and St. Johns. Sandy D’Alemberte, a former president of the American Bar Association and Florida State University, said he is worried changes instituted under Bush “have pushed the judicial nominating commission process much closer to being patronage committees.” “The integrity of the people on the nominating commissions is at stake as well. I don’t think they can wind up, for a Supreme Court appointment, nominating somebody who’s a political hack. As for a once-proposed $100,000 build-out, Rohan scaled it back after taking over to $25,000-$30,000 to cover security upgrades and minimal upgrades at the Yates location. That won’t even happen now. Rohan on Monday said he was notified the entire $100,000 — money purposed from the current year budget — for any buildout was being swept back into the city’s general fund by Mayor Lenny Curry’s administration.

Council Vice President John Crescimbeni serves on the oversight group and plans to ask candidates their opinions on the issue. He is the council member who sponsored the resolution to move the office back to City Hall. The interviews come with a caveat, though. If the committee doesn’t like the slate of candidates, it can go back into the market and advertise the position. “I can interview 100 people and there not be the right person and I can interview one and it is,” said Crescimbeni. “I want it to be exactly right.” If the job is readvertised, Rohan said he likely would not continue in the interim role but would talk to the committee about the situation. Still, he’s hopeful the group of candidates will provide a future for the office. “I’m glad they are moving forward with it,” he said. “I’m ready to give up the reins.”
