Project Velo similar to Amazon.com Company seeking $8.3M in incentives for 1,200-job distribution center

First, Amazon.com announces 1,500 jobs for a fulfillment center in North Jacksonville. Next, an unidentified leader “in the product distribution marketplace” is considering West Jacksonville for a 1,200-job hub. If the latest project, code-named “Project Velo,” is supported by City Council, the two would create 2,700 warehouse, office and operations jobs just 23 miles apart no later than year-end 2019. Could Project Velo be a second Amazon.com center? It’s not unusual for the Seattle-based

e-commerce retailer to open two distribution facilities in one city to handle different products. Amazon.com has not responded to an email about the center, and city and development officials are not commenting on the identity of Project Velo. On Wednesday, city legislation was introduced to support incentives for Project Velo to create 1,200 jobs at a 1 million-squarefoot product distribution center at AllianceFlorida at Cecil Commerce Center. Of those jobs, 325 would pay an

annual average salary of $50,675. “It just continues to solidify Cecil Commerce Center as a destination that we can really continue to promote,” said Kirk Wendland, executive director of the city Office of Economic Development. The city owns Cecil Commerce Center. Dallas-based Hillwood

Investment Properties is the master developer. Wendland would not comment about the identity of Project Velo, citing a confidentiality agreement. Hillwood Senior Vice President Dan Tatsch declined comment. Project Velo requests incentives of almost $8.3 million, comprising nearly $7.1 million from the city and $1.2 million from the state. The company is considering Cecil as a distribution hub for its “diverse array of products” and plans to make a decision this year

whether it will select the site for one of its distribution centers. It anticipates an estimated capital investment of about $115 million in equipment, furniture, land and real estate improvements. The bill, 2016-654, would be fast-tracked. It is scheduled to be introduced Tuesday. The bill would then be heard at the council committee level the week of Oct. 3 and, if approved, move for a full council vote Oct. 11. Jaguars Foundation grant funds outreach van for city military office By David Chapman Staff Writer The city’s Military and Veterans Affairs Department has been driven to increase the level of service it provides area veterans. Soon those outreach efforts will include driving, too. The department is receiving a specially branded, patriotic van with scenes of military personnel and contact information for the office. Red, white and blue, of course. The scenes come from EverBank Field and Jacksonville Jaguars games, which isn’t coincidental. The van is being provided to the office via a multiyear grant from the Jaguars Foundation. The nonprofit side of the team awarded a $1 million grant spread over five years to assist the military-missioned office.

The grant is now in the third year. “We could not do what we do without the foundation,” said Bill Spann, department director. “Out of the 32 NFL teams, they’re the best friends of the military.” The grant doesn’t cover just the vehicle or other special projects. It covers the everyday checks the office cuts to help veterans with short-term needs to stave off evictions, keep the lights on or assist with legal issues. They’re smallish in nature — typically $200-$300 — for veterans who meet U.S. Housing and Urban Development thresholds. Anita Hiles is an equal-opportunity mentor. Naturally, the 10-year industry veteran readily counsels members of her 12-person Exit Real Estate Gallery team. Just as willingly though, her door is open to other agents in Exit’s Jacksonville Beach office and throughout the company. But it doesn’t stop there. “I’ll help anyone who comes to me and asks for it,” she says. Why share her secrets, particularly in an intensively competitive trade? Hiles says it’s because she loves her profession and wants to give back. She benefited from the tutelage of a couple of top producers as she cut her real estate teeth in California. “I think we are grooming the future of real estate — they are kind of like our kids,” she said. “There’s plenty of business to go around.” While the North- Hiles east Florida Association of Realtors provides education and guidance to real estate professionals throughout their careers, it doesn’t have a mentoring program. Instead, many of the brokerages have their own training and mentorship programs, said NEFAR Education Director Cindy Foley. Among them is Watson Realty Corp., which emphasizes the value of mentorship from Day 1 of agents joining the firm. Trey deMoville, the company’s training and professional development director, said there’s virtually no way to advance in real estate — or any other career — without a good mentor. “I have two mentors and they are far and away the biggest influence on my career,” he said. Local parklets have higher safety standard than others Installation for first should start Downtown in 2 weeks

When Downtown’s first parklet opens for business, it will set a new standard for public open spaces built within the boundaries of a metered parking spot. Parklets have been along urban streets for years in several cities around the U.S. and the world, but when the Downtown Investment Authority and Downtown Vision Inc. commissioned the design for the first one in Jacksonville, the main focus was on safety. While most other parklets are built on platforms suspended above adjustable levelers, Jacksonville’s design standard requires a poured concrete base with an 18-inch-high steel-rein-

forced concrete barrier around the three sides not facing the sidewalk. “The city wanted a sturdy platform that could deflect a car if it veered into the parklet,” said Jason Fisher, principal architect at Content Architecture and Interiors, who was commissioned for the design. “It will be a lot safer than in other cities.” The parklet also will be protected by wheel stops to maintain a 4-foot boundary between it and the adjacent parking spaces as well as flexible bollards to prevent a driver attempting to parallelpark from contacting the parklet. “They’ll make noise, so you’ll know you’ve hit something,” Fisher said. After quite a bit of engineering

to meet the safety standards, it was time for the architecture part of the design process. “The challenge was how to hide the barrier,” said Fisher. Jennifer Hewitt-Apperson, DVI director of district services, said Auld & White Constructors should begin the installation in about two weeks. It will be along West Adams Street at The Brick Coffee House. Veterans “We are their safety net, one of multiple safety nets to help veterans face bumps in the road,” said Spann. Some receive small grants, others take loans with manageable payback terms. If they don’t repay the loan, that’s the only help the office will provide. “They get one bite of the apple,” as Spann said. The office’s Veterans Resource and Reintegration Center is the entry point for those needing help to access their benefits, find a job or transitional housing, receive emergency financial assistance and more. The numbers of those served have increased over the past fiscal year. In 2014-15, the office helped 6,050 Northeast Florida veterans. New benefits for those veterans

topped $23.5 million for the year. With just over a week to go in the fiscal 2015-16 year, the office has assisted more than 8,100 veterans. New benefit figures likely won’t be provided by the U.S. Department of Veterans Affairs for a couple of months, said Spann, but conservative numbers would put it in the range of a 10-15 percent increase. If upwards of 30 percent of that was spent locally, it would provide a solid return-on-investment for the city department that Spann said is the smallest in terms of budget at $1.13 million. Some of that return for the office isn’t just financial, either. Spann recalls scenes of veterans the office has helped returning to offer baked goods or hugs for the assistance they’ve received.

Or maybe even a happy dance, like one woman did last year in the middle of the lobby after receiving a large benefits settlement with the office’s help. Spann credits the people in the office for the help veterans receive. He just fills the office’s lobby, he said. That comes from a concerted marketing effort, whether it means speaking for a few minutes at a civic club or being featured at veterans’ functions. “Anyone who will listen,” he said. “The automatic answer is ‘yes.’” Soon enough, people will be able to see that effort on the roadways, too. dchapman@jaxdailyrecord.com @writerchapman (904) 356-2466

Watson’s deliberate, longstanding emphasis on brokers and associates developing coach relationships is expanding. DeMoville is designing an active mentoring program for the firm. He said a mentor’s greatest value may be holding mentees accountable — and that everyone needs to be able to lean on a colleague or boss for advice or a shoulder to cry on. “You really need someone to help you navigate the path of real estate because there are so many things that can go wrong — jeopardizing your license and things like that,” deMoville said. He says he thinks the industry’s churn rate — the number of people who leave the business — would be much lower if everyone had a mentor. “I really believe that (people leaving the industry) is because they didn’t get a mentor to help them navigate the business,” he said.

Building relationship of trust and respect

At Watson, a go-to mentor is Mark Rosener, vice president and managing broker of the firm’s St. Johns County office. “Mark really, really invests in his people. He’s a super developer of his associates,” deMoville said. Rosener said as a mentor, he seeks to identify “what really drives the person. What attributes, skills, passions make that individual unique.” He also works to help them identify their strengths and flaws, and set up a plan to minimize the impact of their weaknesses. The real estate industry, in particular, beckons mentors, Rosener said. “Being able to have someone that is totally honest and direct to guide you ... is very important,” he said. “By its very nature, the relationship is one of trust and mutual respect.” Rosener mentored Keller Williams Realty’s Christina Welch in her early real estate days at Watson. “He was my rock,” Welch said. “I literally asked him about everything.” For Welch, mentoring is now a daily responsibility. At her team’s morning huddles, agents share the biggest concerns they are hearing from would-be customers. “Every single transaction, you’re running into things that weren’t expected,” she said.

Welch said coaching agents at all stages of their career is particularly important because “basically you are entrusted with people’s most important purchases of their lives.” “They are relying on you for all aspects of finding the best property, negotiating the best deal and then taking them through closing,” she said. “They are putting a lot of trust in us.”

Paying it forward

A Northeast Florida native who was community-centric even as a teenager, Cole Slate already was well-connected when he entered the real estate profession. Through his networking, Slate was introduced to Welch, who offered him a position on her team before he had passed his licensing exam. He accepted in a heartbeat. “When I first got into the business, I wasn’t necessarily looking for a leader to get leads from, which is a big motivation for a lot of people joining teams,” said Slate. Rather, he was certain Welch would provide great direction for him. “She was and is one of the top team leaders in Northeast Florida,” said Slate. “I wanted to know how to do the business the way it should be done.” In addition to learning industry fundamentals and putting the right systems in place, Slate said Welch instilled “the value of actually giving a hoot about the customer versus them just being another commission check.” Slate worked with Welch from September 2012 to April 2014. He’s now with Exit. Welch remembers Slate having a strong database when he joined Keller Williams. “We provided him advice on what to say to his friends to get them to become customers,” Welch said. She still gets calls for advice from Slate from time to time. And he’s paying it forward. Through an Exit corporate program, Slate mentors about 14 new agents throughout Florida. He regularly communicates with them, answering questions and offering tips of the trade via a private Facebook group. “I’m often the first phone call they make when they are working on a transaction,” Slate said.

Teaching street smarts

and others’ assessment that there’s enough business to go around. Realtors being transparent with one another about their trials and tribulations is good for the industry, she said. “And you never hurt yourself by sharing your knowledge with someone else,” she said. A former law enforcement officer, Hiles likens mentoring in real estate to field training provided in police work. “Anyone can be book smart. … I teach street smarts,” she said. Hines advises newbies to the profession that if a mentor isn’t readily available, “go find one.” She also says the industry should do more to promote the value of mentorships. “People come to us as the experts, so we better be the experts,” she said. “And doing this job is a lot different than reading something in a book.” Scott said she aggressively sought out advice from highly successful peers at a critical crossroad early in her career. She had been juggling her fledgling real estate business with the guaranteed income of a waitress job. But it wasn’t working. “I realized that I didn’t know what I was doing (in real estate),” Scott said. So, she committed to real estate full time and gave herself three months to turn things around. “I figured that if I couldn’t figure it out in three months, it just wasn’t what I was destined to do,” she said. “So, I asked people if I could tag along with them.” By the third month, “things started to click,” she said. Scott said new agents should identify a successful agent who seems to have time to share. “Just ask them, ‘Can I shadow you?’ Say, ‘I won’t get in your way and be a hindrance,’” she said. “And they’ll find out that it’s actually flattering to be sought out like that.” Scott said a career highlight for her was when a former mentee, well into a successful career, thanked her for her help years earlier. “It’s a great sign of respect and an awesome privilege to be called a mentor,” deMoville said. Rosener says there is as much value to mentoring as there is to being mentored. “As a mentor, I have a learned a great deal about myself — my own personal strengths and weaknesses, that I may not have learned otherwise,” he said.

Liz Dudek, a longtime state health official who helped lead an overhaul of the Medicaid program, is retiring as secretary of the Florida Agency for Health Care Administration, Gov. Rick Scott announced Wednesday. Dudek, who has served as secretary since March 2011, shortly after Scott took office, will be replaced on an interim basis by Deputy Secretary Justin Senior. Dudek’s retirement from the $141,000-a-year job is effective Oct. 3. “Liz Dudek has been a part of my team since my first year in office and has spent over four decades serving Florida families,” Scott said in a statement. “She cares deeply about making our state the best place for families. Under her leadership, we have worked to make hospitals more transparent and accomplished historic Medicaid reform,” the governor said. The announcement did not explain Dudek’s reasons for leaving the agency, which is primarily responsible for running the Medicaid program but also is involved in regulating hospitals, nursing homes and other health providers. The agency’s budget this year tops $26 billion, with much of that going to Medicaid. The Medicaid program has long been a lightning-rod issue, with many Republicans complaining about its costs and other critics taking aim at quality of care. Lawmakers and Scott in 2011 approved a controversial measure to shift most Medicaid beneficiaries into HMOs and other types of managed-care plans — an overhaul that Dudek, Senior and other AHCA officials carried out during the next few years. As secretary, Dudek has been involved in high-profile funding issues, including a move by the federal government to phase out the state’s “Low Income Pool”

During that January hearing, Dudek traced her lengthy career. “I’m a lifer and I mean that in a really good sense,” she said. Senior, an attorney, has been the agency’s deputy secretary for Medicaid since 2011. Before that, he was AHCA’s general counsel. “Justin has been an integral part of AHCA’s senior leadership team and has done an outstanding job running our state’s Medicaid system,” Scott said Wednesday. “He has been a leader in establishing our statewide Medicaid managed care system and oversaw its successful implementation in 2013 and 2014,” he added.

Value grant, a $200,000 training grant and a Qualified Target Industry Tax Refund of $195,000 for the 325 jobs. The state would pay for the 80 percent QTI match of $780,000 and a $420,000 training grant. According to the summary, the Cecil Commerce Center location will make jobs accessible to residents in some of Jacksonville’s high unemployment areas. Cecil Commerce Center, a former naval air station, is south of Interstate 10 at Cecil Commerce Center Parkway and Normandy Boulevard. “If you look at the region as a whole, I think the workforce will be there,” Wendland said. Hillwood reported in June that during the first quarter, it had drawn up a layout for a facility of 850,000 square feet that could be expanded to 1 million square feet. It was responding to a request for proposals from a broker representing a prospect. Since then, Hillwood filed applications that outlined a 1,000job, around-the-clock regional package facility for a national company. It would need 1,159 parking spaces for office and warehouse employees as well as truck and van drivers. More employees would be needed on a seasonal basis. The facility, at 13333 103rd St., would include 40,000 square feet of office space. Hillwood wants to buy the 86-acre site for the project by mid-October. The legislation filed Wednesday said if the project moves forward, Hillwood would buy the property from the city for $8,819 an acre, or more than $758,000. The site, known as Parcel C, is described as wooded and one that will require a large amount of infrastructure and fill material to accommodate the proposed facility. Velo’s description sounds similar to Project Rex, Amazon.com’s code name on legislation adopted in April. The North Jacksonville Amazon.com center, at 12900 Pecan Park Road just off of Interstate 295, will pick, pack and ship smaller consumer goods, such as

books and consumer electronics. In cities with more than one Amazon.com center, one typically handles smaller items while a second packs and ships larger items, such as kayaks, furniture and TVs. The company also operates smaller “last mile” sortation centers that sort sealed packages for shipment for the final delivery to customers. Compare Amazon.com and Project Velo: • Amazon.com is building a $200 million fulfillment center that will create 1,500 jobs, of which 500 would pay an average of $50,000. Project Velo is a $115 million product distribution center with 1,200 jobs, of which 325 would pay $50,675. • The North Jacksonville city and state incentives totaled $18.4 million, including a $5.5 million road grant. The Cecil total is $8.3 million, without a road grant. • Project Velo is 1 million square feet, while Amazon.com is a footprint of 855,000 square feet but a total multilevel size of 2.4 million square feet. • Both projects must create their jobs by year-end 2019. Both anticipate a high level of seasonal hiring.
