Aerospace HQ seeks incentives to move Grace Aerospace has satellite office here
Grace Aerospace in 2014 opened a satellite office at Cecil Commerce Center because of a demand by customers. Two years later, the New York-based company could end up moving its headquarters to Jacksonville. Legislation filed late Wednesday would provide a $332,500 incentives package to the company to move its manufacturing operations to Cecil Commerce and expand its local footprint. The company would create 25 new jobs at an average wage of $50,675 by Dec. 31, 2019, and invest at least $300,000 in capital improvements. Grace Aerospace leases 1,500 square feet at a city-owned building. The expansion and relocation will net another 10,146 square feet leased at a market rate of $6 per square foot at Cecil Commerce Center. The company manufactures wire harnesses and other electronic military aircraft equipment. It was founded to fill a market gap where original equipment manufacturers ceased support, according to its website. Grace Aerospace’s clients include Lockheed Martin, Northrop Grumman and BAE Systems. Initially, the satellite office was established to meet demand by clients to inspect work products before they were completed. A project summary indicates the relocation would allow Grace Aerospace to obtain more business in the growing Southeast aviation market. Of the $332,500 in incentives being offered, $25,000 would come from the city for its 20 percent match of a Qualified Target Industry grant for the higher-wage jobs being created. The state would pay the remaining $100,000 for that grant, $37,500 for a training grant and $200,000 for a veterans training grant. In all, the state would contribute $307,500. The new name and logo for Jacksonville’s Double-A Minor League Baseball affiliate of the Miami Marlins was unveiled Wednesday by team owner Ken Babby and other team officials. “It’s quirky and it’s fun,” said Babby. When the name became public late Tuesday, it created a storm on social media, with people at first thinking it was a joke, then realizing it was reality. Babby said he knows change can be difficult, particularly for sports fans who are entrenched in tradition. He went through a similar experience in Akron, Ohio, when he bought the Cleveland Indians’ Double-A affiliate, which was at the time called the Aeros. As in Jacksonville, Babby wanted a name that reflected the community and also brought some fun to the fan experience. SHRIMP

Project Velo site prep moving full-speed ahead
Cecil Commerce Center master developer Hillwood Investment Properties is moving ahead with intense site planning as the city awaits a decision by Project Velo, which matches the description of a second Amazon.com fulfillment center. Dallas-based Hillwood filed a revised set of construction plans with the city last week and requested a modification from the St. Johns River Water Management District for a more than 1 million-square-foot distribution warehouse.

The distribution center is designed on 86 acres at 13333 103rd St. in Hillwood’s AllianceFlorida at Cecil Commerce Center business park in West Jacksonville. Project Velo is a $115 million, 1,200-job product distribution center whose incentives were fasttracked through City Council for the Cecil Commerce Center site. With such a need for speed, Project Velo’s decision appears to be an any-day-now event. Hillwood’s planning actions indicate news is expected soon.

Hillwood resubmitted a 10-set review to the city for what is called the 86.05-acre Parcel C at Cecil Commerce Center, which the city said the developer would buy for $8,819 an acre. That totals more than $758,000. Those plans show the more than 1,016,000-square-foot building would comprise more than 976,000 square feet of warehouse space and about 40,000 square feet of office space. After 105 years, Community Connections on Davis Street shut down last month after facing insurmountable financial challenges. to other area organizations and still have their needs met. What about the 45 full-time and 25 part-time dedicated employees? Many could end up being picked up in other organizations. The after-school and early learning programs could be absorbed elsewhere, too. Then it ended. A 105-year-old local nonprofit was gone. Lanier gives the board members credit — once they unanimously decided to pursue that path, they never looked back. Despite the deep sadness that permeated the room, there was no secondguessing. “There were tears shed, I can promise you that,” said Jerry Mallot, Community Connections board chair and JAXUSA Partnership president. “It was just becoming obvious that was the best decision we could make.” That didn’t make it any easier. Mallot said when the board sought outside consultancy, it was to see what could be done to move forward. However, he said the board realized the alternative would just be “plugging a hole and not fixing the challenge” and sustainability would be difficult. The evening of the vote, Mallot delivered the message to staff members. It was received “as well as could be expected.” “There was not much shock,” he said. “I think everyone has known we struggled for a
long time.” Sherry Magill, president of the Jessie Ball duPont Fund, said the struggles were known for some time but the closure brings an end to an organization that’s done yeoman’s work in a caring way for decades. Yet, the business side of running nonprofits can change and realities set in sometimes, like it did with Community Connections. The duPont Fund was a longtime contributor to the organization and has provided $3.8 million in grants since 1977. “It is particularly sad, I won’t deny that,” said Magill of the closure. Clients are in the process of being transitioned, which should be completed over the next several weeks. The organization’s assets and liabilities also are being assessed during the financial wind-down phase. The center on Davis Street has a lien on it that requires it to be used exclusively to house homeless people, according to the nonprofit. Lanier and consultants merely offered the possible scenarios to the board during that October meeting. Linda Lanier had not been part of such a moment in her long nonprofit career. Community Connections board members were taking in the data Lanier and consultants offered of possible next steps for the financially challenged nonprofit. Since being founded more than a century ago as the Young Women’s Christian Association, the nonprofit has been a mainstay in helping the homeless and children with transitional housing. More recently, it oversaw early learning and after-school programs, too. Times changed. So did funding. Lanier said research “overwhelmingly” showed rapidrehousing, not transitional, had better outcomes for families. In 2012, the federal government began shifting policy accordingly and Community Connections’ funding gap began to widen annually. Add to it the organization’s aging Davis Street facility — an expensive burden that required investment Community Connections simply didn’t have — and the situation reached a critical juncture that culminated in that early October board meeting. Lanier said a scenario was to eliminate the entire transitional housing component. The agency could pull out individual pieces associated with it and end up left with scattered housing projects. Some board members started to weep, she said. “That’s just not us,” Lanier recalls one member saying. It was becoming clearer. Staying alive for the sake of staying alive wasn’t right. Lanier said the board processed the information and emotions before deciding the right decision was to close Community Connections. “I have never seen such a breathtaking moment,” said Lanier of the vote. The attention immediately went to the clients the organization served. What about the 43 women and 35 children? They could transition

By Jim Saunders The News Service of Florida With Democrat Hillary Clinton and Republican Donald Trump in the final sprint to Tuesday’s election, the presidential race in Florida is virtually deadlocked, a new poll shows. Clinton leads Trump by a margin of 46 percent to 45 percent in the state, with third-party candidates Gary Johnson and Jill Stein combining for 4 percent, according to the poll released Wednesday by Quinnipiac University. Clinton led Trump by four points in an Oct. 17 Quinnipiac poll. Quinnipiac described the races in Florida and North Carolina, another key battleground, as “too close to call.” Trump, meanwhile, holds a five-point lead in Ohio, while Clinton leads by the same margin in Pennsylvania, the new poll indicates. “After a two-year campaign which has produced the most unpopular presidential candidates in American history, the election comes down — as it historically does — to a handful of swing states,” Peter A. Brown, assistant director of the Quinnipiac University Poll, said in comments released with the results. “No one has been elected president since 1960 without carrying two of the key swing states, Florida, Ohio and Pennsylvania,” he continued. “And, this year, North Carolina has been added to the mix. All four of these key states remain close entering the final days. Florida, which has the

largest cache of electoral votes, is a virtual tie and North Carolina is almost as close.” The Florida portion of the poll included 626 likely voters, who were surveyed from last Thursday to Tuesday. That includes a tumultuous few days for the Clinton campaign, after FBI Director James Comey announced a renewed inquiry about Clinton-related emails. The Florida portion of the poll has a margin of error of 3.9 percentage points. The Connecticut-based Quinnipiac frequently conducts polls in Florida and other swing states. The Florida results released Wednesday follow patterns from earlier polls, with both candidates having high negative numbers, Clinton leading among women and minorities, and Trump leading among men and white voters.
“Racial patterns are clearly evident in the Florida voting,” Brown said. “Hillary Clinton is getting about a third of whites in Florida, to Trump’s 58 percent. Non-whites, however, break strongly for her.” With 29 electoral votes at stake, Trump, Clinton and high-profile supporters have been traveling throughout Florida in the closing days of the campaign to try to turn out voters. Trump, for example, campaigned Wednesday in Miami and also was scheduled to appear in Orlando and Pensacola. He will be in Jacksonville today. Clinton and her husband, former President Bill Clinton, campaigned in the state Tuesday, and President Barack Obama is scheduled to campaign for the Democratic nominee today in Miami and Jacksonville.

He settled on Rubber Ducks, reflecting Akron’s history as the headquarters city for the B.F. Goodrich and Goodyear tire companies and added “ducks” for fun. Babby said the team worked on the new name for his Jacksonville franchise “all during the season” and brought in San Diego-based Brandiose, a marketing firm that specializes in branding sports teams. “We brought their people to Jacksonville and showed them around,” he said. “We kept coming back to water and marine life — like Mayport shrimp.” John Daigle, principal of Daigle Creative, a local advertising, marketing and public relations agency, said when you ask loyal fans of a sports team to accept a new identity, it can create a challenge. “The (old) brand is close to their hearts. You really have to do a good job selling it,” said Daigle. He was director of marketing and communications at Jacksonville University in 1997 when the college made a slight change to its brand. It entailed replacing school colors green and yellow with green and gold and slightly redesigning the logo. The name “Dolphins” remained, but that didn’t mean the change didn’t cause a little controversy. “It didn’t matter how good it was. We knew the alumni would have a hard time accepting it,” Daigle said. “No matter what, it’s going to take people a while to get used to a new brand.” Another local advertising executive said the Jumbo Shrimp name is merely following a trend in sports marketing. “It has become prevalent in the minor leagues to have a playful brand,” said Will Ketchum, president and CEO of the Burdette Ketchum creative agency.
In addition to team names such as Travelers, Tourists, Muckdogs, Fire Frogs and Lugnuts, quite a few minor league baseball teams have adopted distinctive local wildlife as their identities. The Beloit Snappers in Wisconsin have a turtle mascot. The teams in Burlington, Iowa, and Salt Lake City are the Bees and in Texas, it’s the El Paso Chihuahuas. Also on the list are the Fresno Grizzlies, the Toledo Mud Hens and the Hartford Yard Goats. Minor league baseball teams named for food are less common. There are the Montgomery Biscuits, the Modesto Nuts and the Pensacola Blue Wahoos. The Jumbo Shrimp join the Charlotte Stone Crabs and Hickory Crawdads as the only tasty crustaceans on the menu in Minor League Baseball. Ketchum said the new name references the shrimping industry in Mayport, it “captures the character of the community,” and since the team’s intent is providing family fun, “Jumbo Shrimp” has a lot of potential. And it really was time for a new, more distinctive brand. “The Suns was a great tradition, but any team in Florida could own that name,” said Ketchum. The new brand was planned for introduction following $1.8 million in improvements to the Baseball Grounds of Jacksonville, such as more fan amenities, renovated suites and a new concessions menu. Babby said 2016 was a year to build trust and relationships in the community and to further establish the team’s position as affordable, fun family entertainment. Ketchum said the key to success for the Jumbo Shrimp brand will be for Babby to maintain the level of fan experience that has
been established. He said so many companies have adopted new brands in the past 20 years that consumers have become accustomed to change. “People accept it and move on,” said Ketchum, “As long as you’re providing the same product or service, the name is not as important.” After the formal announcement, Babby made the rounds of the local television stations and then was interviewed all afternoon by the media. The story was picked up by NPR, Fox News and many other national media outlets. As of 8 a.m. this morning, a Google search identified nearly 60,000 results for “Jacksonville Jumbo Shrimp baseball team.” Babby was a guest this morning on WJCT-FM’s “First Coast Connect.” He said Wednesday afternoon he was sure some of the callers would be ready to voice their objection to the team’s new identity — but that’s OK. “Who’d have thought this many people would be talking about a Minor League Baseball team in November?” he said.

Justices eye proposal to limit gambling
By Dara Kam The News Service of Florida The Florida Supreme Court heard arguments Wednesday about a proposed constitutional amendment that could severely limit the expansion of gambling in Florida by giving voters, instead of state lawmakers or local officials, control over casinostyle games. Supporters hope to get the “Voter Control of Gambling in Florida” proposal on the 2018 ballot. But, before that happens, the Supreme Court has to decide whether the ballot summary is clear and whether the measure adheres to a “single-subject” requirement of citizens’ initiatives. Much of Wednesday’s arguments focused on whether voters would know that, by endorsing the proposal, they would be taking away control of casinotype gambling decisions from the Legislature and county officials.
Lawyer Adam Schachter, who represents Voters in Charge, the committee behind the proposed amendment, pointed out the state high court is poised to decide whether Gretna Racing, a tiny pari-mutuel in rural Gadsden County, can have slot machines. That ruling is expected to have a wideranging impact. Voters in five other counties — Brevard, Hamilton, Lee, Palm Beach and Washington — have also approved slots at local tracks or jai alai frontons. The Gretna case centers on whether gambling operators can add slots if county voters give the go-ahead, even without the express permission of the Legislature. It exemplifies the need for the proposed constitutional change, Schachter argued. “There is a lack of clarity on this,” he told the justices. “This amendment … would provide the needed clarity.” Justice Ricky Polston asked Schachter what impact the proposal would have on a constitutional amendment passed in 2004 that authorized slot machines in
Miami-Dade and Broward counties. Under that amendment, local voters also had to approve the slot machines. “We don’t know yet,” Schachter responded, adding it is uncertain how the Legislature will implement the proposed amendment if it passes or what future citizens’ initiatives might do. “Isn’t that problematic, for the summary?” Polston asked. But Schachter said that was not an issue because the ballot summary “need not offer speculation” about how a constitutional change would affect existing laws. But Justice Barbara Pariente wasn’t satisfied. “Doesn’t the public have the right to know if the second amendment is going to wreak havoc with the first amendment?” she asked. Lawyer Marc Dunbar, representing a number of gambling interests opposed to the proposal, warned the constitutional change, if approved, would lead to “a
ridiculous amount of litigation” over its interpretation. And, Dunbar argued, the measure could create problems for pari-mutuels by applying retroactively to slot machines already authorized — which proponents said it will not do — and doing away with legislative control of gambling. “It’s taking away from everybody that has had it for the past 150 years … overturning all precedent … and saying if you want it back, you have to have a constitutional amendment,” an increasingly incensed Dunbar argued, his raised voice earning an admonishment from Pariente. “Let’s calm down here,” she said. Dunbar also said the proposal is misleading because voters might not know that the measure could have a chilling effect, using as an example arcade games such as “claw” machines, which were caught up in a law aimed at shutting down internet cafes.

Opponents of a controversial solar-energy ballot initiative asked the Florida Supreme Court on Wednesday to again review the ballot language and to strike down the proposed constitutional amendment. But a spokeswoman for Consumers for Smart Solar, a group sponsoring what is known as Amendment 1, was quick to call the request — filed with less than a week remaining in the campaign — “political grandstanding.” The motion was filed Wednesday by attorneys for the Florida Solar Energy Industries Association and Floridians for Solar Choice, which are opposed to the proposal and have long contended that it is misleading. The Supreme Court has to sign off on the language of proposed constitutional amendments before they can go on the ballot. Justices, in a 4-3 decision in March, approved the language of the Consumers for Smart Solar proposal, which is backed by electric utilities. Wednesday’s motion for the Supreme Court to reconsider the approval is based heavily on an audio tape that emerged last month and included comments by Sal Nuzzo, vice president of policy at the James Madison Institute. On the tape, first reported by the Miami Herald, Nuzzo described how to use a “little bit of political jiu-jitsu” in promoting solar to win support for desired changes in policy. Critics of Amendment 1 called Nuzzo’s comments an admission of a “secret scheme by the pro-utility coalition to mislead
the public,” about Amendment 1. In the motion, they said the Supreme Court should reconsider the March ruling, known as an advisory opinion, which cleared the way for the initiative to go on the ballot. Sarah Bascom, a spokeswoman for Consumers for Smart Solar, dismissed the late-in-the-campaign legal move Wednesday. “It is hard to comment on something we haven’t seen yet,” Bascom said in an email. “However, it seems as though this is just political grandstanding at its best to deter Florida voters from voting in favor of Amendment 1, which simply safeguards consumer rights, consumer protection and consumer fairness as we grow solar in Florida.” The Consumers for Smart Solar amendment would enshrine in the Florida Constitution existing rules about the use of solar energy by private property owners. Florida Power & Light, Duke Energy, Tampa Electric Co. and Gulf Power have spent a combined $20.2 million in support of the amendment. The Supreme Court does not rule on the merits of proposed constitutional amendments. Instead, it considers wording requirements, such as whether proposals are limited to a single subject and are unambiguous. Chief Justice Jorge Labarga was joined by justices R. Fred Lewis, Charles Canady and Ricky Polston in supporting the Consumers for Smart Solar ballot language. But Justice Barbara Pariente wrote a sharp dissent that opponents of the amendment have touted throughout the campaign and again pointed to on Wednesday.
Gov. Rick Scott on Wednesday told state university leaders he wants to elevate Florida’s highereducation system to the top in the nation in order to continue to produce a workforce that will attract companies and jobs. With Florida’s annual job growth rate of 3.6 percent ahead of the national average of 1.9 percent, Scott told the state university system’s Board of Governors, and trustees representing each of the 12 universities he wants their institutions to be the best in the country. “That’s my goal with the university system,” Scott told the university leaders gathered for an annual meeting at Florida Atlantic University in Boca Raton. “We want to beat Texas, California, New York and every other place in the country,” Scott said. “We’re not going to have the best jobs, the best companies, if we don’t have the best university system.” It is an ambitious goal not likely to be realized in the remaining 796 days, as the governor noted, in his administration. For instance, Florida lags the
states Scott mentioned in publicuniversity research expenditures, ranking fifth in the country with $1.88 billion in the 2013-14 academic year. California was on top with $5.88 billion, followed by Texas at $4.19 billion. Nonetheless, Scott can point to some major improvements during his six years in office, as he has appointed a majority of the Board of Governors and the boards of trustees at each university. Scott noted the production of degrees in science, technology, engineering and mathematics increased 30 percent in the past five years. Graduate STEM degrees have increased by 17 percent. Florida ranked second in the nation in 2014-15 in the total number of students who took at least one online course, with the goal of having 40 percent of the undergraduate student credit hours in online classes by 2025. Scott repeated his call for abolishing online fees, which are now capped at $30 per credit hour. He promised the universities he would find a way to make up for the funding loss in the state budget. fourth lowest tuition rates in the nation, which has been one of his top priorities. “Every dollar of increase in tuition and fees affects some family. Every dollar of debt affects some family. So congratulations for four straight years of no tuition increases,” he told the university leaders. Scott repeated his call for extending Bright Futures scholarships to the summer semester in an effort to keep tuition costs low and allow students to graduate quicker. Under Scott’s watch, a performance-funding system has been developed that rewards institutions based on a series of metrics, including how quickly students graduate and how much they are paid when they get jobs. Florida led the 10 largest state public university systems with a 66 percent six-year graduation rate through the spring of 2015, with a state goal of raising that number to 70 percent by 2025. Florida’s four-year graduation rate was at 42 percent, with a goal to raise it to 50 percent by 2025. “We have got to figure out how to get our kids out faster,” Scott said.
