By Max Marbut, Staff Writer Susan Barnett Ricke wants to make something perfectly clear: Despite the “store closing” and “everything must go” signs in the store and the flag-waver with the same message on the street in front of Wells Fargo Center Downtown, Barnett Jewelers is not going out of business. But the store in the building that opened 40 years ago the day the Independent Life building opened its doors will be gone by the end of the year. “The number of people in the building has really gone down,” she said. At its peak when the Independent Life & Accident Insurance Co. was the anchor tenant, about 2,500 people worked in the building, said Bill Barnett. Barnett is the third generation of his

In the week since Mayor Lenny Curry said he wants Hemming Park back under city management, Bill Prescott has seen a change in the Downtown venue. Not one for the better. Prescott, interim CEO of Friends of Hemming Park, the nonprofit contracted by the city to manage the park, said word spread and “troublemakers” have come back to the park. They are telling private security officers hired by Friends to patrol the park that they have no power, he said. The security and the management group have been “fired,” –– according to some users of the park, Prescott reported to the Rules and Boundaries Subcommittee of the Hemming Park Special Committee. The committee was established to consider the future of the park’s management when a city audit was critical of the nonprofit’s financial practices. “Whatever progress we have made, it’s one step forward, two steps back,” he said. The volatility, Prescott added, has not been helpful. Sam Mousa, Curry’s chief administrative officer, last week informed the committee of the mayor’s intent to take back the park when the Friends’ contract expires March 31. Prescott wants to hear Curry’s plan and have the opportunity to explain what he has seen since he joined the organization, first as a board member and then as interim CEO in late July, after the resignation of CEO Vince Cavin. Prescott said if the plan remains to make Hemming an active park, elements like private security and ambassadors could be assets. Despite Curry’s intent, Prescott would like to show the Friends could still be the answer for the park. Prescott said he plans to attend a meeting with Curry, Mousa and Chief Administrative Officer Kerry Stewart scheduled for Nov. 28. just aren’t as many people on the floors as there used to be” and the building is closed Saturday and Sunday to all but tenants’ employees with an access card. She also remembers when there was much more retail activity in the building. In its glory days, in addition to Barnett Jewelers, there was a women’s clothing and accessories store, a florist, a card and gift store, shoe repair, a car rental office, an alterations shop, a dry cleaner, Morrison’s Cafeteria, radio and television stations and a couple of bank branch offices on the ground floor. On the second floor, there was a pharmacist and a restaurant and bar that overlooked the atrium. “At one time, it was like a little town,” Ricke said. MAKERSPACE CONTINUED ON PAGE A-3
400 apartments proposed at Deerwood Park A 400-unit apartment complex is in review for Deerwood Park on land owned by GuideWell Group Inc. GuideWell Mutual Holding Corp. is the parent company of Florida Blue. WRH Deerwood would be six apartment buildings on almost 16.6 acres along Deer Lake Drive East. It would be developed at northeast Butler and Southside boulevards in Deerwood Park North, west of the Florida Blue Deerwood Campus. There also would be a clubhouse and pool, playground, leasing building and at least two parking garages.

Florida Blue spokeswoman Toni Woods said GuideWell does not plan to use the property and it appeared to be a good opportunity to dispose of assets. “It was important to us to find a partner who would make better use of the property for the good of the area,” she said. Woods said GuideWell put a bid out to multiple companies and received more than 20 responses. She said that among the reasons for selecting WRH, it was the best partner in meeting GuideWell’s needs as its neighbor and it had concrete plans. “We were able to give input into the design and aesthetics of

the building. They presented conceptual plans and we liked that they are not only the builder, but that they stay to manage the property,” she said. WRH builds, manages and maintains multifamily properties. “We know this will be an asset to the community,” Woods said, adding that it was possible that some Florida Blue employees might choose to live there. She said the sale should close
in early 2017 and the price would not be disclosed until after the closing. City Council is reviewing an ordinance, 2016-724, to rezone the land from one Planned Unit Development to another to permit multifamily use. The ordinance was introduced at council last week. The project would be up to 60 feet in height. The legislation also outlines it would offer at least 750 parking spaces and up to 810 at the developer’s discretion without triggering additional landscape requirements. Access to the complex would be from Deer Lake Drive and the property might be gated.

Baptist Health, Walgreens link pharmacies, clinics From Staff
Baptist Health and Walgreens announced Wednesday that starting in early January, Baptist’s retail pharmacy operations will be under Walgreens ownership at Baptist Medical Center Jacksonville. Pharmacies at the Baptist Health system’s six other locations will close, with access continuing at the 50 or so Walgreens pharmacies in the Jacksonville area. Baptist Health’s inpatient pharmacies and infusion therapy pharmacy will remain owned and operated by Baptist. “This is a strategic relationship between the most comprehensive health care system in the region and a long-standing, trusted provider of pharmacy services throughout the community,” said Baptist Health President and CEO Hugh Greene in a news release. In addition, Baptist Health said

Greene it will own the clinical practice and operations management of retail health clinics at three Walgreens stores in Jacksonville and Northeast Florida. Those Walgreens Healthcare Clinics are expected to transition to Baptist in May, becoming an
extension of Baptist Health. They will operate as Baptist Health Clinic at Walgreens. Walgreens will continue to manage the existing Healthcare Clinics at those locations until that time. Baptist Health said the retail clinics will complement Baptist’s primary care network and urgent care partnership with CareSpot. The release said Baptist Health Clinic at Walgreens is designed to give consumers improved access to care provided by Baptist with extended walk-in hours, online scheduling and the option to access health care services without an appointment. Baptist Health and Walgreens also plan to use digital tools and incentives to help people manage their health. Walgreens and Baptist will plan several community initiatives soon, the release said. Baptist Health is based in Jacksonville and Walgreens is headquartered in Deerfield, Ill.

There’s a Jacksonville Sheriff’s Office stop station, a hair salon, a restaurant, a copy center, a Wells Fargo retail office and Barnett Jewelers. Michael Loftin, director of leasing for Banyan Street Capital, the building manager, said retail in an office tower Downtown can be challenging, particularly when there’s as much space as is available at Wells Fargo Center. ‘The ground floor was originally designed as a mall,” he said. Loftin also said there are about 1,500 people working in the building, but the trend in commercial interior design is to make employees content in their workspace with breakrooms and lounge areas. That makes people not want to get out of the office, even for lunch, as much as they did in years past. Ricke said Barnett Jewelers is working with a broker to look for a smaller space Downtown, but might consolidate operations at its store at River City Marketplace off Interstate 95 in North Jacksonville. The River City Marketplace store opened four years ago and is managed by Oscar Barnett and his wife, Anna, the fourth generation in the family business. Barnett’s neighbors there include more than 50 retail businesses such as Walmart, Best Buy and Ashley Furniture HomeStore along with restaurants and a multiplex movie theater. Barnett has signed a letter of intent to open a store at a shopping center under development by Gate Petroleum, “but that’s three years away,” said Ricke. In the meantime, the Downtown store is conducting a closing sale, with merchandise discount-

Change is coming to Hemming Park, but not just management. Legislation will be introduced to move the Downtown park’s boundary to include the sidewalks up to Hogan, Duval, Monroe and Laura streets. the park’s boundaries to the curb along Hogan, Duval, Monroe and Laura streets. Currently, when enforcement efforts remove people from the park, offenders merely move a few feet to the sidewalk and continue to cause issues. With the updated boundaries, they’d be forced to go into or across the street. Another issue discussed was
the Jacksonville Transportation Authority’s Skyway platform at the park. City Assistant General Counsel Peggy Sidman said JTA would accept the new boundary. Additionally, case law would allow Skyway passengers cited for trespassing in the park to use the Skyway, but they could not get on or off at the Hemming stop, she said.

Southeastern Grocers unveils 73 stores Wednesday in Southeast Southeastern Grocers LLC unveiled 73 refreshed and converted Harveys Supermarkets on Wednesday throughout the Southeast, including the conversion of six Winn-Dixie stores in Jacksonville. Another Winn-Dixie in Jacksonville converted in May, becoming the first Winn-Dixie to be changed to the valued-priced Harveys banner. The Harveys stores are in Florida, Georgia, North Carolina and South Carolina. Southeastern Grocers President and CEO Ian McLeod said in a news release that customers shopping at Harveys “will now find thousands of great low prices and significant savings that make a meaningful difference for families on a budget.” The Harveys locations will feature the banner’s latest design concept, including a new façade. More than 800 products are priced “Low and Staying Low,” and more than 2,200 other items are reduced in price. A new $1 Zone features more than 600 items, such as beverages, canned goods, cleaning products, meals, greeting cards, baby and health items. The expanded meat department features smoked meats and value meat selections, and a refreshed produce department will feature fruits and vegetables from more than 90 local farmers. Harveys also will offer the “Pick 5” of more than 75 items from which to choose, priced at five for $19.95.
There also is an expanded health and beauty care section. Southeastern Grocers is the parent company for Bi-Lo, Fresco y Más, Harveys and Winn-Dixie grocery stores. It is the secondlargest supermarket chain in the Southeast based on store count. It operates in Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina and South Carolina. Southeastern Grocers opened the first converted Harveys in Jacksonville and the second in Charlotte, N.C., in July. The company said the “overwhelming positive response” to those openings led to 73 conversions and upgrades that included 11 Bi-Lo stores, 55 Harveys and seven Winn-Dixie stores. Southeastern Grocers also launched a Harveys Rewards card that allows customers to earn points toward savings. The first Jacksonville WinnDixie to convert to Harveys was at 1012 Edgewood Ave. N. in Northwest Jacksonville. Those converting Wednesday were at 777 Market St. in Downtown; 5909 University Blvd. W. in Southside; 3000 Dunn Ave. in North Jacksonville; 201 W. 48th St. in the North Shore area; and 2261 Edgewood Ave. W. and 5250 Moncrief Road in Northwest Jacksonville. There now are 500 Winn-Dixie stores, 165 Bi-Lo stores, 73 Harveys and 1 Fresco y Más. China-Bahamas fishing talks alarm Florida officials

Florida wildlife officials expressed concern Wednesday that the government of the Bahamas is in talks with China to split fishing rights in waters east of Florida. State Fish and Wildlife Conservation Commission Executive Director Nick Wiley said the potential deal, as reported, could impact Florida’s commercial and sport-fishing industries. “China, their interests in this, would get exclusive access to fisheries in Bahamian waters,” Wiley said. “A lot of people may not realize this, but the boundary between the United States waters and Bahamian waters is still in dispute. It’s still not been clarified, so that further makes this an issue.” The government of the Bahamas hasn’t released details of the
negotiations. The Nassau Guardian newspaper has reported the government of the Bahamas has given the green light to its embassy in Beijing to pursue agricultural and fishing partnerships with China. The proposal reportedly could bring $2.1 billion in cash, along with agricultural and farming equipment, into the Bahamian economy, over 10 years. The proposal by the Bahamian government, according to the Guardian, states: “While realization of a reasonable return on an investment in agriculture is a relatively slow process, requiring substantial capitalization over many years, participating companies in the initiative will within months of commencement of operations realize positive cash flow from the sale of seafood.” Under the reported terms of the deal, the government would
lease to 100 companies, each jointly owned by Chinese and Bahamian shareholders, 10,000 acres in Andros Island, along with fishing licenses. “It is anticipated that the agricultural products and the seafood will be used either for local consumption or will be exported to China or the U.S.A. for sale,” the proposal says. “The management of participating companies will resolve to do what is in their best interest,” it says. Commercial fishing for conch, lobster, snapper and grouper are mainstays of Andros Island’s economy. However, the indication is the Chinese firms want to target dolphin, kingfish, marlin, tuna and wahoo. Wiley said the Fish and Wildlife Conservation Commission has reached out to the government of the Bahamas for additional details.
