By Max Marbut Staff Writer It’s one thing to provide a homeless person a place to live. It’s another to keep them in their new home. That’s why Ability Housing and the Sulzbacher Center have forged a partnership to combine the strengths of each organization to maximize positive outcomes for people who have experienced chronic homelessness. Sulzbacher Center is now the primary case management service provider for people who have found homes through Abil-
ity Housing and need help adjusting to their new, more stable life. Medical, mental health and employment issues can create situations for people who have been homeless for an extended period that can lead to them returning to the street. “We can’t predict who is going to need help,” said Shannon Nazworth, Ability Housing executive director. “Some people do well on their own, some people don’t.” Ability Housing owns four apartment communities and 29 single-family homes in Northeast Florida, providing 298 afford-
able residences. The nonprofit also provides supportive housing for an additional 65 households through Homeless Assistance Grants from the Department of Housing and Urban Development. The federal program is expected to increase to about 140 households in 2017. Sulzbacher Center has been providing case management services to homeless people in Jacksonville for 21 years. Gatlin Development Co. expects to complete Collins Plaza in Southwest Jacksonville by summer 2017, adding almost 40,000 square feet of restaurant and retail space to the existing businesses. Jacksonville-based Gatlin Development bought the nearly 44-acre Collins Plaza site at Collins Road and Interstate 295 in December 2014 and sold about 16 acres for development of a Wal-Mart Supercenter. That opened in the spring. Jacksonville-based Gate Petroleum Co. bought property for a Gate store that opened in the summer and land next to it where it will build a new Express Car Wash expected to be ready for business in the summer. Gatlin is moving ahead on plans to build four more buildings. “It’s all happening now,” said CEO Frank Gatlin III. Gatlin Development expects to complete two of those buildings, totaling 20,600 square feet, in the spring. Their addresses are 7083 and 7091 Collins Road. The city is reviewing permits for tenant work in 11,600 square feet of space at a cost of $465,000. Those tenants are China Kitchen, Coco’s Beauty Supply, Great Clips, Fancy Sushi, MetroPCS and Le Nails & Spa. They will submit separate permits for their final build-out, according to the permit applications. Gatlin said his group was working with prospects to take the remaining 9,000 square feet in those buildings, but could not disclose names. He expects to break ground in the first quarter on another multitenant 8,600-square-foot building, which will include an end-unit drive-thru, for completion in the summer. And behind that, he is designing a 10,000-square-foot building for two tenants — a 3,500-square-foot restaurant and a 6,500-square-foot retailer. That, too, will open by summer, he said.
By David Chapman Staff Writer Like the firefighters union the day before, the police union offered Mayor Lenny Curry’s team a counter proposal on wages and pension that greatly differed from what was initially offered. On one key point, the police union received the same resounding answer as its public safety brethren: A “no thanks” to putting new employees into the Florida Retirement System. Curry and the city, said lead negotiator Michael Mattimore, are committed to a definedcontribution plan for new hires. There is “no interest” in the FRS, which would take control of the plan from the city and place it in the hands of the Zona Legislature, he said. Steve Zona, head of the local Fraternal Order of Police chapter, said the state system was a “way forward” for the city and the union. One that would take the two sides away from the bargaining table and negotiating benefits every few years — another point the union advocates — and instead place employees into one of the better-run systems in the country. It also would keep police officers in a defined-benefit pension plan, which Zona throughout Wednesday’s discussions said was still the market for public safety officials. “Pensions for officers are not dinosaurs,” said Zona. “They are not archaic.” The “dinosaur” language has been used by Curry several times to describe definedbenefit plans he said are not sustainable and the need for plans that resemble 401(k)-style contribution plans. The spokesman said he could not confirm plans for the company to take over another closed Krispy Kreme at 3814 University Blvd. W. • Checkers Drive-In Restaurants Inc. wants to renovate a structure at 7214 103rd St. for use as a restaurant with 30 seats and a drive-thru. The size remains 2,970 square feet. The site is at 103rd Street and Firestone Road. • Hardee’s will remodel its River City Marketplace restaurant at 675 Nautica Drive. It’s a $150,000 project. • Outback Steakhouse near Queen’s Harbour Yacht & Country Club will undergo an exterior facade upgrade. The restaurant is at 13245 Atlantic Blvd. and is the nearest to the recently closed Outback at Regency Park Shopping Center. • Taco Bell intends to open at 4466 Town Center Parkway in the Town Center Promenade. • Wal-Mart Stores wants to remodel its location in Northwest Jacksonville at 12100 Lem Turner Road. The city is reviewing plans for a $500,000 project to paint the store inside and out; update the pharmacy and vision center; refurbish the garden center, restrooms, break room and vestibule; remodel the customer service and grocery areas; and repair and replace doors, floor tile, grocery equipment, the roof and other elements. • Concept Development Inc. of Gainesville, which develops Dollar General stores, filed plans for a 7,500-square-foot store on 1.4 acres at 5855 Fort Caroline Road in Arlington. Plans don’t identify it as a Dollar General, just as a retail store. The site is north along Fort Caroline Road, near Cesery Boulevard.

• Arby’s wants to open an Arlington restaurant in the former Krispy Kreme by the end of the year. A spokesman said there would be 60 seats. A building permit shows the 2,509-squarefoot shop at 7612 Merrill Road will be converted into an Arby’s
for PDQ at 4816 Gate Parkway in The Crossing at Town Center. The 3,312-square-foot chicken tenders, sandwiches and salad restaurant is planned on a 1.64acre outparcel. • Plans were filed for another McDonald’s restaurant to add kiosks for digital ordering. This one, at 9571 Argyle Forest Blvd., will be one of 69 area McDonald’s to add the technology next year. • Build-out for Your Pie at 13423 Beach Blvd. is a $150,000 construction cost, the permit application shows. It will occupy 2,154 square feet in the multitenant shopping center. It will join Pita Pit and Jersey Mike’s Subs and there’s space for more. • Winn-Dixie held a ribboncutting ceremony Friday for its remodeled Callahan store at 450078 Florida 200. Improvements include new facade signage, updated fresh produce and floral departments, improved deli and bakery selections, and an expanded selection of natural, organic and gluten-free products. Since it was founded, Sulzbacher Center has provided case management and other support to more than 57,000 people. “We have the comprehensive services they need — medical, dental and behavioral health,” said Sulzbacher President and CEO Cindy Funkhouser. The center provides those services at its facility Downtown at 611 E. Adams St. and at its clinic at 850 Sixth Ave. S. in Jacksonville Beach. Funkhouser said partnering with Ability Housing will help both organizations focus on what each does best and should allow both to expand their work. “They don’t need to figure out how to provide case management and we don’t need to get into developing affordable housing,”

Justices order new sentencing in guard murder By The News Service of Florida The Florida Supreme Court on Wednesday upheld the firstdegree murder conviction of an inmate who fatally stabbed a North Florida corrections officer, but it vacated the inmate’s death sentence based on U.S. Supreme Court rulings. Wednesday’s ruling ordered a lower court to hold a new sentencing hearing for Richard Franklin, who was convicted of first-degree murder in the 2012 stabbing death of Columbia Correctional Institution Sgt. Ruben Thomas.

The 15-page ruling said Franklin attacked Thomas in a cell, chased him and ultimately stabbed him in the throat with a shank. Thomas’ jugular vein was cut and he suffered other injuries, including a punctured lung, the ruling said. The Supreme Court unanimously said the evidence demonstrated the murder was premeditated, but justices split 5-2 on ordering a new sentencing for Franklin. what could happen on the pension side of the issue. However, there was some back-and-forth on the wages side. The police union’s counter to Curry’s original size and schedule of wage increases was much higher and looked to the past. The union requested a 3 percent raise in the current year that’s retroactive to Oct. 1, 2014. Curry’s offer didn’t consider the past two years, Zona said, and union membership “can’t forget” that point at the table. Members didn’t get raises those years or several years prior. From there, the union sought a 10 percent pay raise for employees for fiscal years 2018-20. Additionally, it seeks to essentially undo the negotiated pension benefits from the first wave of reform brokered in 2015. Some of those dealt with rates for Cost of Living Adjustments and the Deferred Retirement Option Plan. Curry didn’t alter those in his proposal. Zona said the package would
bring the salaries and benefits of the workforce back to where it needs to be while also making the force a little more competitive in the marketplace. The union showed a PowerPoint presentation identifying a litany of statistics it says show it isn’t competitive. That starts with salaries, where the union said the Jacksonville force is 42 percent below the average of other departments in the state. Zona also pointed to a study released Monday by a group of civic and business leaders that showed many of the same issues and facts. Sheriff Mike Williams’ commissioned task force on police resources showed Jacksonville police officers’ starting salaries of $36,240 were well below peer cities of Tampa ($47,320), Orlando ($46,631) and Miami ($50,490), to name a few. The city did make a counter on wages during Wednesday’s talks. It offered the same 2 percent one-time lump sum bonus in the current year to employees, while
providing a 7 percent raise next year and 3.5 percent raises the following two years. Curry’s initial offer was the lump sum, followed by raises of 5 percent, 4 percent and a 3.5 percent in the following years. The city also offered a financial model the union requested of what officers under the proposed plan would make upon retirement. But as one union official said, there was “a lot wrong” with the proposal. For instance, it calculated officers in 30 years at the lower end having quadrupled their salaries, while higher end officers would be making seven times what they currently make. Long-awaited $30M transfer facility opens at port The Jacksonville Port Authority’s $30 million Intermodal Container Transfer Facility recently opened, providing on-dock rail service to Blount Island Marine Terminal and the TraPac Container Terminal at Dames Point. A news release from JaxPort said the benefits of the direct transfer of containers between vessels and trains include expediting the shipment process and offering shippers greater efficiencies. Rails that connects to CSX Transportation’s main line allows for two unit trains each day. The facility was funded with $20 million from the state and $10 million from the federal government, the release said.

A year-round spirit of giving

A woman with five children had a severely leaky roof she could not afford to fix. Four of the youngsters were foster children and if the roof caved in, they likely would have been removed from the only stable and loving home they had ever known. When Builders Care Executive Director Justin Brown learned of her plight, he knew she had to go to the top of his long list of people needing emergency assistance. “It’s devastating how many people need help,” he said. “And your roof is your first line of defense. We jumped on it.” Builders Care is the charitable arm of the Northeast Florida Builders Association. Its mission is to provide affordable or free construction services to people in need, as well as to other nonprofits. The organization is building a home for a Marine who was paralyzed in a parachuting accident and built a ramp at the home of a mother who became a paraplegic after a truck accident. The ramp allowed her to roll her wheelchair into the backyard to play with her young daughter. Builders Care’s generosity is not unique in Northeast Florida’s construction and real estate industries. Philanthropy from Realtors, builders and developers makes a huge difference in Northeast Florida, with a variety of causes and nonprofits supported throughout the year. Davidson Realty started its foundation, Davidson Cares, about three years ago to help young people in St. Johns and Duval counties. This past year, they paired up with St. Augustine Youth Services to help support the home the nonprofit operates for boys ages 6 to 18, who are severely abused and neglected. The foundation has raised $50,000 for the nonprofit. “We’ve always been very community involved and aware,” said Peyton Davidson, vice president of marketing and social media for the family-owned business. “We really wanted to touch local families in the area to give back.” Berkshire Hathaway HomeServices Florida Network Realty raises money to support children through its annual Backpack Challenge, which just completed its 17th year. Before school began, the firm collected 1,011 backpacks filled with supplies for children, beating last year’s record of 733. Company founder, president and CEO Linda Sherrer said she was “filled with gratitude” for the firm’s employees and clients for ensuring so many children began the school year with the supplies needed for their success. Berkshire Hathaway also supports Dreams Come True, an organization that grants wishes to children with life-threatening illnesses. With every real estate transac-
tion, the company makes a donation, which in the past three years has totaled more than $150,000. Many Realtors get involved in philanthropic efforts through the Northeast Florida Association of Realtors, said Communications Director Melanie Green. One of the group’s largest events benefits Haven Hospice. The Charity Bass Fishing Tournament and Family Fun Day has been held annually for 13 years on the banks of the St. Johns River in downtown Palatka. To date, NEFAR has donated $346,000 for Haven Hospice to support unreimbursed programs and services for patients and families. The association also has given the agency $25,000 to buy a truck and $26,000 to purchase a large van. In 2014, NEFAR members donated more than $25,000 and volunteer labor to Daniel Kids’ Independent Living Village to help homeless or abandoned youth. The group also is an annual sponsor of the St. Johns Housing Partnership’s Make a Difference Day, builds wheelchair ramps for needy citizens through its Realtors Ramp It Up program. Local builders and developers also support individual company projects. ICI Homes recently launched a charitable program to benefit Mayo Clinic Jacksonville. The company is developing Tamaya, minutes from the medical facility. For every sale to Mayo employees or medical professionals, ICI Homes makes a $3,000 contribution to fund research and education at the campus. Developer Ed Burr, president and CEO of GreenPointe Holdings, founded The Monique Burr Foundation for Children Inc. in 1997. Burr, who is developing TrailMark, a master-planned community in St. Johns County, created the foundation in honor of his wife, who died in 1996. She was an advocate for protecting children and the nonprofit focuses on child abuse prevention education, said spokeswoman Lynn Layton. The MBF Child Safety Matters program, which serves children in kindergarten through sixthgrade, helps protects kids from bullying, cyber bullying and educates children and parents about digital safety and child abuse. The program trains school counselors, who implement it in schools throughout the state. “We have trained over 1.5 million students in the last five years and 2,200 school counselors, at no cost to the school,” Layton said. The foundation also launched a pilot program for middle school children, called MBF Teen Safety Matters to prevent child abuse and bullying among teenagers.
