Downtown Riverplace Tower sells for $53.4M
Hoping to demolish‘aging relic
Lingerfelt CommonWealth Partners LLC said Wednesday it sold the 50-year-old Riverplace Tower on the Downtown Southbank for $53.4 million. It did not identify the date of the sale or the buyer, and the sale has not been recorded with the Duval County Clerk of Courts. Senior Vice President John Mason said he could not comment beyond the news release because of confidentiality provisions. Richmond, Va.-based Lingerfelt CommonWealth bought the tower Oct. 30, 2014, for $29 million. That means it sold it at almost double the price in about two years. Lingerfelt CommonWealth bought and owned the property through CFLC Replace LLC, which comprises the company and Fortress Investment Group LLC of New York. A Fortress spokesman said Wednesday the group typically does not comment on transactions. The 28-story building, at 1301 Riverplace Blvd., is 441,000 square feet. At that size, the tower sold for $121 per square foot. Its 2017 assessed value in progress is $27 million, according to the Duval County RIVERPLACE CONTINUED ON PAGE 4

By David Chapman Staff Writer Last year, it was about building bridges for pension reform. This year, it’s about knocking down parts of a bridge itself. Mayor Lenny Curry made a pitch Wednesday to members of the Duval County Legislative Delegation to secure money to knock down the nearly 50-yearold, elevated portion of the Hart Bridge expressway that leads to the heart of Downtown.
He called the ramp an “aging relic.” Curry later said he is seeking $50 million for the project that would be handled by the Florida Department of Transportation. He said it was premature to discuss any potential city funding for the project. The road would be reconfigured so motorists would enter Downtown from Bay Street near EverBank Field. Currently, the elevated roadway takes them to Adams or Duval Streets. Curry said the idea has been discussed internally for about a month. An FDOT spokeswoman in a message
Wednesday said the city has discussed the early concept with the department and it is evaluating the request. There are several reasons Curry wants to demolish the stretch of roadway. His priorities for the project, he said, are traffic flow and safety. The roadway has no breakdown lanes, nor does it have dedicated room for pedestrians or bicyclists. It also only flows west on the river-side of Bay Street. The initial use of the stretch was to allow a roadway to co-exist with shipyards along the St. Johns River. RAMP CONTINUED ON PAGE 4

By Max Marbut Staff Writer The city will reconsider its intent to revitalize Downtown along East Bay Street by adding more publicly owned real estate to its scope and nullifying a redevelopment proposal from Jacksonville Jaguars owner Shad Khan that was approved 19 months ago but never acted upon. At the request of the mayor’s office, the Downtown Investment Authority is scheduled to consider a new request for proposals for redevelopment of not only the Shipyards property, but other urban riverfront property owned by the city.

Chief Administrative Officer Sam Mousa on Nov. 22 asked authority CEO Aundra Wallace to expand the real estate inventory in the RFP, title it “Notice of disposition/redevelopment of city-owned riverfront property” and to drop the phrase “known as the Shipyards site.” Mayor Lenny Curry said Wednesday he wants to see improvements around EverBank Field, and East Bay Street from Metropolitan Park to the Plaza at Berkman condominiums. Questions immediately arose about the city’s contributions to the project, including improvements to East Bay Street and mitigation of environmental issues that would be needed before any construction could begin. When there was no contract eight months later, Wallace said negotiations had not stalled, but that Khan’s Downtown redevelopment focus had changed to the amphitheater project at the stadium, which is underway. The mayor’s office said Wednesday the final environmental report on the site has not

been issued and the cost to remediate environmental issues is not known. Wallace said the negotiations with Iguana will be closed and that all city property Downtown will be “under consideration” in the new request. Publix joining Palencia center
Palencia in St. Johns County will gain a Publix Super Markets Inc. grocery store at the Palencia Commons Shopping Center. Franklin Street and Cape Asset Management announced Wednesday that Publix executed a 20-year lease to anchor Palencia Commons at 7458 U.S. 1 N. in St. Augustine, at the entrance to the Palencia development. The 45,600-square-foot Publix will be the first grocery store tenant there since Food Lion closed in 2012. The Publix space will be
completely redeveloped within the center. It is expected the build-out could start in early 2017 and be complete by 2018. Katy Figg with Franklin Street is the exclusive leasing broker for Palencia Commons, which is managed by Cape Asset Management. Also, Franklin Street and Cape Asset Management said the center would be renovated and will add 16,800 square feet of space. Workout Anytime and Broad River Tavern will open in the additional shops. Currently, 4,000 square feet of retail is available at the center and another 8,700 square feet is available in the planned shopping space. Palencia Commons was built in 2008 and will be 90 percent occupied with the addition of Publix, but not including the new space. Fogo de Chao Brazilian Steakhouse appears to be the next restaurant newcomer to Jacksonville, planning to open at The Strand at Town Center. The concept is owned by Fogo de Chao Inc., based in Dallas. The holding company, through its subsidiaries, operates more than 30 restaurants in the U.S. and more in Brazil along with a joint venture location in Mexico. A map shows Fogo de Chao is planned on an outparcel along Town Center Parkway, although a concurrency reservation certificate signed Monday lists the address as Gate Parkway. The 8,549-square-foot restaurant will occupy a 1.3-acre site. At The Strand and its companion The Crossing at Town Center, it joins other new-to-town eateries — Chuy’s, Cheddar’s Scratch Kitchen and Firebirds Wood Fired Grill. Moe’s Southeast Grill and PDQ also are going into the developments. The Strand and Crossing are under development opposite St. Johns Town Center. A Fogo de Chao representative was researching answers to questions about the Jacksonville plans. The fogodechao.com site says the first Fogo de Chao opened in 1979 in Brazil. It brought the concept to the U.S. in 1997. It has restaurants in Miami and Orlando. The company says the name is pronounced “fo-go dèe shoun” and it means campfire or fire on the ground, although there is no literal translation. A Brazilian steakhouse also is called a churrascaria, which specializes in preparing meats using a Brazilian cooking technique of fire roasting and grilling, then carving the meats tableside. Fogo de Chao serves lunch, dinner and Sunday brunch. There also is a bar. Its menu includes steaks, chicken, lamb and pork along with seafood; the Market Table

project in Jacksonville Beach, Neptune Beach and a portion of Atlantic Beach began in September and was scheduled to be completed by Dec. 6. But the city’s decision to add $6.5 million worth of dunes restoration to the project after Hurricane Matthew changed that plan, said Jackson. Project Manager Jason Harrah said it was hoped work could continue through the winter, but the contractor’s dredge schedule was fully booked. The dredge will return in May with the goal to complete the project before hurricane season begins June 1. He said by reinstating the proj-
ect in May, erosion along the southern end of the project can be repaired while at the same time pumping additional sand onshore to restore the dunes. The Duval County project was initially constructed in 1978-80 and since then, five principal renourishments have occurred (1985-87, 1991, 1995, 2005, and 2011) in addition to periodic placement of sand dredged from navigation projects. The group of local legislators also elected state Rep. Jay Fant as chair and state Sen. Aaron Bean as vice chair for the year.

Commonwealth Commercial Partners, the company’s property management affiliate, will handle day-to-day asset and property management. Jones Lang LaSalle will continue to handle the leasing and marketing. A Jones Lang LaSalle representative did not return a call seeking comment. Lingerfelt CommonWealth bought the property from Jacksonville-based Gate Riverplace Co., which owned it for 21 years. “Riverplace Tower offers 360 degrees of unencumbered views, debatably the best in the Jacksonville market,” Mason said in a news release upon the 2014 acquisition. The sale also included an adjacent 765-space garage that provides covered access to the tower and a surface lot. The tower features The University Club at the top. The club will close Dec. 20 and its contents are scheduled to be auctioned Saturday. The space is slated for conversion into offices.
Undocumented immigrant tuition issue re-emerges Ramp

A newly elected state senator has filed legislation that would undo a 2014 law allowing in-state tuition for some undocumented immigrant students, potentially reopening an emotionally charged debate in the wake of Donald Trump’s presidential win. Sen. Greg Steube, R-Sarasota, filed the bill (SB 82) less than three years after the Legislature approved the original proposal authorizing the lower, in-state tuition rates for immigrants who have attended secondary school in Florida for three years before graduating from high school. Steube, who was named this week as chairman of the Senate Judiciary Committee, said he was following through on a campaign promise after hearing about the 2014 measure from concerned constituents. “It was quite frankly a big issue with a lot of people during my election, especially during the primary,” Steube, who opposed the 2014 measure while serving in the House, said Wednesday. But Steube’s legislation drew a sharp rejoinder from Rep. Jeanette Nunez, the No. 2 Republican in the House and the sponsor of the bill that extended in-state tuition to undocumented immigrants. “Clearly, it seems to me that Senator Steube is still in campaign mode and has not transitioned to governing mode,” said Nunez, R-Miami. Repealing the in-state tuition exception could also alter the higher-education plans of many
students who have spent much of their lives in Florida. Supporters argue that undocumented families often still contribute to the economy and tax base, which helps fund higher education. “We know that there are thousands of students who have taken advantage of the in-state tuition bill since it’s been passed,” said Francesca Menes, policy and advocacy coordinator with the Florida Immigrant Coalition. If it advances during the 2017 session, the legislation could reopen an issue that badly divided Republicans in 2014. The in-state tuition bill was pushed by then-House Speaker Will Weatherford, a Wesley Chapel Republican who is now considered a potential candidate for statewide office. While a staunch conservative on many issues, Weatherford tacked to the center in the tuition debate, arguing the students involved were often brought to America at young ages and that the state had already invested in their education. Gov. Rick Scott also rallied around the bill after it was amended to include provisions he supported aimed at rolling back the ability of universities to increase tuition for all students without getting permission from the Legislature. But then-Senate Appropriations Committee Chairman Joe Negron refused to hold a hearing on the bill, leading to a dramatic showdown between Scott and Senate leadership. Eventually, the bill was put before the Senate and approved. Negron, R-Stuart, is now presi-
dent of the Senate. Also, new House Speaker Richard Corcoran, R-Land O’ Lakes, voted against the legislation in 2014. That and other changes in the legislative lineup give Steube some optimism that the legislation could be approved. “I think there’s a much different temperament among both the House and Senate members,” he said. But the leadership teams in both chambers are heavy with Miami-Dade lawmakers who tend to be less receptive to legislation targeted at immigrants. Sen. Anitere Flores, who supported the initial bill in 2014, is the No. 2 Republican in the Senate. “In some ways, this is going to be a test of their leadership,” said Elbert Garcia, state director of Florida’s Voice, an immigrant advocacy organization. Other legislative leaders could also complicate a drive to reverse the 2014 law. New Senate Appropriations Chairman Jack Latvala, R-Clearwater, sponsored the Senate version of the in-state tuition bill that was approved in 2014. Garcia said the legislation could fuel further fears among undocumented immigrants worried about their fortunes after Trump’s surprise win in the November elections. Trump has vowed to roll back executive orders that removed the threat of deportation for millions of people in the country illegally. In light of that, Garcia said, “just to hear that somebody in their state Legislature is trying to essentially take away in-state tuition — it is just kind of a hurtful blow.”
With those historical shipyards gone, Curry said, the roadway remains an aging relic — and as the land in the Sports Complex and that area continue to develop, traffic problems would only grow, he said. That leads to another perk of removing the roadway. If gone, it would provide easier access to developable land along the riverfront. “There would be an economic benefit, it would appear,” he said. One possible beneficiary could be Jacksonville Jaguars owner
Shad Khan, who has shown interest in developing land near the Sports Complex. Curry said the request comes from the city, however, when asked directly about Khan, the mayor said the city “keeps our folks doing business with the city informed” of such projects.
