St. Vincent’s may add health centers

St. Vincent’s HealthCare might be extending its reach to open seven more health centers within about 24 months, Chief Operating Officer Tom VanOsdol told the Meninak Club of Jacksonville on Monday. That comes in addition to the three already announced that should open within a year, he said. St. Vincent’s HealthCare does not have an estimate of the total cost for the 10 centers. The first three represented an estimated $8.5 million investment each, but spokesman Kyle Sieg said it would not be accu-

rate to calculate the total for the 10 at $85 million and the budget would be less than that. In his presentation, VanOsdol showed a map with seven more health centers in Arlington, Westside, Town Center, Ponte Vedra Beach, World Golf Village, Fleming Island and Waycross, Ga. Specific locations were not included in the presentation. Jacksonville-based St. Vincent’s HealthCare said in August it would open the newconcept health centers to provide essential services, including urgent care, primary care,

imaging, lab services and specialty care in one location. VanOsdol said in a statement Tuesday that St. Vincent’s HealthCare is finalizing its plan for expansion. “Our goal is to increase access to care within our community while also making it even more convenient for those we already serve,” he said.

VanOsdol said the health centers “will optimize access, quality, convenience and value, while responsibly reducing health care costs for our patients.” The first is under development at a renovated Walgreens store at 10503 San Jose Blvd. A second is planned in St. Johns County west of Interstate 95 off County Road 210. Both are about 20,000 square feet. A third is planned in North Jacksonville along Dunn Avenue, he said. VanOsdol has been named

There’s a new cure for a sweet tooth Downtown with the grand opening Monday of the artisan bakery at The Bank BBQ & Bakery across from EverBank Center on Forsyth Street. When restaurateurs Tom Thornton and his wife, Rocio, opened the barbecue side of the business in August, they did it with veteran pitmaster Richard Burns in the kitchen, who already had logged 27 years at The Pig Bar-B-Q on Lem Turner Road. The bakery staff also has decades of combined experience, including a 30-year veteran baker who worked for Publix Super Markets and another who worked in the kitchen at Edgewood Bakery for three years before it closed this year. The third member of the bakery staff has a successful custom cake business. Thornton said he met her at an auction and started talking after they each bid on a mixer. Then he offered her a job.

There will be a tray of mini cupcakes at the front door every day this week for lunch patrons to sample. The Bank is serving a free pancakeand-bacon breakfast this week starting at 7:30 a.m. With three months under his belt on the barbecue side of the business, Thornton is putting some new items on the menu to go along with the ribs, pulled pork, chicken and brisket. A proposed additional charge on tickets for events at city-owned venues is seen by city officials as a way to increase spending on infrastructure of those facilities. However, not everyone impacted is playing the same tune. The Jacksonville Symphony Orchestra is voicing concern over the issue, saying the proposed fees for its users would end up hurting attendance or the symphony’s bottom line. The bill being heard by City Council committees this week proposes bumping fees to $2.50 per ticket for events at The Times-Union Center for Performing Arts, Veterans Memorial Arena and the Baseball Grounds of Jacksonville. It currently is $1 for those at the performing arts center and arena and 50 cents at the baseball facility. Jacksonville Jaguars games at EverBank Field would continue to bring in Massey $3.25 per ticket, while events at the under-construction amphitheater and stadium for non-games would be $2.50. It would be the first time in nearly 20 years the fees have been adjusted and it’s expected to generate close to $1.4 million more in fiscal 2017-18 to maintain those facilities. Robert Massey, president and CEO of the Jacksonville Symphony Association, appeared before the first committee Monday to relay concerns outlined in a letter he sent council members over the weekend. The symphony, he told the Neighborhoods, Community Investments and Services Committee, pays the city about $90,000 a year in rent, which doesn’t include security or other direct costs. Yet, after coming to terms with the city over the summer on a new lease that lowered costs, the symphony is poised to have its first budget surplus that would allow it to expand the season by three weeks next year. Massey said if the increase goes into effect and the symphony continues to cover the costs, the $90,000 jumps to about $150,000, eliminating the surplus. The other option would be to pass it on to customers, but marketing shows that would decrease attendance. Massey said the symphony brings about 4,000 people Downtown for each performance. Mike Weinstein, Mayor Lenny Curry’s chief financial officer, said the renegotiated lease already provided several favorable terms to help the symphony and the ticket surcharge was a user fee adjustment that was long overdue. The initial plan was for the fees to be implemented Jan. 1. Weinstein said delays would only decrease possible collections for maintenance improvements next year.

Gulliford “We feel like it has been time enough,” he said. Council member Bill Gulliford led the discussion on the bill he proposed, saying he was a little concerned how the potential increases would impact the symphony and wanted to hear more. He convinced his colleagues to defer the bill a cycle, which would push possible approval back to mid-January as opposed

to next week due to the winter break. A meeting among symphony representatives, the Curry administration and Gulliford is tentatively scheduled for 1 p.m. today to further discuss the issue. Massey offered several suggestions in his letter on how to resolve the situation. They included carving out Jacoby Symphony Hall from the plan, adjusting the lease again or going forth with the fee but having the city commit to about $5 million in needed capital improvements to the facility. The projects include repairing an HVAC system, making acoustical improvements to the hall and reconfiguring its balcony box. Gulliford later said there would need to be consideration given to how making adjustments with the symphony might lead to other tenants at city venues seeking similar relief. “We’ll have to see,” he said.

And he’s adding a fish–andchips lunch special every Friday beginning Dec. 16. The Bank has developed quite a following among people who work Downtown, particularly employees in the Duval County Courthouse. “They tell me they can sometimes smell our barbecue in their building,” said Thornton. The third and final phase of The Bank is in the design stages. Thornton is renovating the second floor of the building for a private dining and catering room that should be open in a few months. He said he is glad his business plan was to open the different elements of the operation over several months. That allowed the barbecue restaurant to establish itself before the bakery opened. “Everybody’s getting in the groove,” Thornton said. “I’m really happy I didn’t try to open both at the same time.”

Closed Corner Bakery Cafes could fill quickly By Karen Brune Mathis Managing Editor It might not take long to lease the closed Corner Bakery Café locations in Riverside and the Southpoint area. Discussions have begun for the Brooklyn Station on Riverside location, one of the area’s two Corner Bakery Cafes that closed Friday. Regency Centers Corp. spokesman Eric Davidson said he did not know the identity of the potential tenants, but said the space would be leased “as quickly as possible while being responsible.” The Bonneval Road location near Southpoint, an area under significant road construction, also appears close to landing a new tenant. John Ergisi, director of leasing for Murphy Land and Retail Services Inc., said a letter of intent has been sent to the landlord for a high-end Mexican fusion restaurant. If that lease isn’t signed, he said other restaurants are interested. As soon as Corner Bakery Café closed its doors, calls and emails began, he said. Ergisi anticipates the space could be filled and opened in two to four months, depending on the concept. Two years after Corner Bakery Café opened its two Jacksonville locations, the restaurants closed Friday in redeveloping Riverside and the increasingly restaurantdense Southside area near Butler Boulevard and Interstate 95. A sign posted on the door at Brooklyn Station on Riverside thanked customers for their support. It directed visitors to the cornerbakery.com website, which had removed the locations from its listing of restaurants. Davidson said Regency Centers had been told of the decision, but he did not know specifics about when the franchisee, Lee Wesley Group LLC of Orlando, notified the landlord. Ergisi also said the landlord was aware in advance of the closing. Breana Whalen of Fishman PR said Monday the “difficult decision to close” the locations was not an indication of the overall health of the brand. “We are continuing to grow and currently have nearly 200 company-owned and franchised locations around the country,” Whalen said, representing Lee Wesley Group. Whalen said economic conditions and other factors often force a restaurant to close, and those circumstances are difficult to control. “Restaurant sites that might have seemed ideal when first opened can become less desirable locations, due to changes in traffic flow, nearby construction or even a shift in the primary commercial area,” she said. Whalen said the Riverside and Southpoint Corner Bakery Cafe locations are locally owned and operated and a decision to close them was made mutually with Corner Bakery Cafe’s home office.

Corner Bakery Café opened two locations in Jacksonville two years ago, including this Brooklyn Station on Riverside restaurant at 192 Riverside Ave. Dallas-based Corner Bakery Café opened its first Jacksonville location in September 2014 at 7111 Bonneval Road. The second opened in December 2014, at 192 Riverside Ave. in Brooklyn. The Riverside location is more than 4,000 square feet, while the Bonneval Road restaurant is about 4,300 square feet. “The Brooklyn location should be highly desirable and should lease up fairly quickly if it’s not already leased,” said Collis McGeachy, vice president of the CBRE real estate firm. He focuses on retail and advisory transaction services. The site is in the RiversideBrooklyn neighborhood near Downtown, an area experiencing a resurgence of apartments and retail space to serve them as well as the larger residential and commercial neighborhood. McGeachy said the Bonneval Road location might be more challenging because of the existing restaurants in the area. Also, he said that location primarily services the area breakfast and lunch crowd Monday-Friday, while the restaurant hours are breakfast, lunch and dinner daily. Retail leasing and managing agent and broker Geneva Henderson, executive vice president of Lat Purser & Associates Inc., said both are good locations and should backfill quickly. She thinks whoever leases in Brooklyn will have to re-train customers to visit because it still is a relatively new market and the nearby established Five Points area “still rules,” despite its parking challenges. Competition in the Bonneval area has increased with the addition of several newcomers, including Newk’s Eatery and Chicken Salad Chick, she said. In addition, “they also have suffered through the expansion of Butler Boulevard for the past several years.” Road construction continues. In 2013, Corner Bakery Café said it planned to open as many as

Scott continues push for officers’ raises Gov. Rick Scott urged legislators Monday to back his proposed 5 percent pay raises for state law enforcement officers in the 2017-18 budget — and hinted the plan could grow to include corrections officers. “It’s the right thing to do,” said Scott, whose $11.7 million proposal would boost the salaries of some 4,000 officers, such as state troopers, Capitol police and wildlife law enforcement officers. Scott continued trying to build support for the raises during an appearance in Tampa, after rolling out the initiative last week in Orlando. The governor in early 2017 will release a full budget proposal, which will serve as a starting point as lawmakers draw up a final spending plan for the fiscal year that starts July 1. Citing a 45-year low in Florida’s crime rate and a rash of recent police killings nationally, Scott said a raise for sworn law enforcement officers — whose last raise came in 2014, when all state workers received increases — was overdue. He said state police deserve to be rewarded for their “life-saving work,” while Florida Highway Patrol Col. Gene Spaulding said “some glimmer of hope” for raises was necessary to adequately recruit and retain officers. But the proposed eight-figure allocation could put him at odds with some legislative budget writers, who say there might not be enough money to fund it. House Speaker Richard Corcoran, R-Land O’ Lakes, laid out an austere vision for next year’s budget in comments during the Legislature’s organization session last month. Corcoran said he forecasts the state will begin budget talks “somewhere between a half-billion to a billion dollars in the hole” compared to previous projections, which indicated a meager $7.5 million surplus.

Gov. Rick Scott pushed Monday for legislators to back his proposal for 5 percent pay raises for state law enforcement officers in the 2017-18 budget. He talked about the issue during a news conference at the Florida Highway Patrol post in Tampa. Senate Appropriations Chairman Sen. Jack Latvala, R-Clearwater, is more bullish on the issue of state law enforcement raises, however. Latvala affirmed his support for Scott’s plan via social media last week, tweeting “I commend the Gov for his proposal. These men & women keep our state safe. They’ve only had 2 pay raises in 9 yrs.” Scott did not specifically address the recent budget projections but said he thinks robust tax revenue and population growth in recent years make the raises

viable. Scott also refused to rule out granting Florida Department of Corrections officers a similar raise, which could put the governor’s proposal even further apart from the budget designs of House leaders. “They’re hard workers, correctional officers. State workers work really hard,” said Scott, adding he would consider further proposed raises as he rolls out additional aspects of his budget plan in coming weeks. During the 2013 round of state worker

raises, law enforcement was singled out for an additional $10.3 million in pay hikes — 3 percent for all officers, with an additional 2 percent for those with more than five years of experience. Scott tied his new pay-raise pitch to the deadly mass shooting at the Pulse nightclub in Orlando in June, as well as a series of severe storms this year in which officers faced danger. “Right now, for whatever reason, it’s risky to put on a uniform right now,” said Scott.

Effort to remove Rodman dam renewed

Reviving a decades-old fight, environmentalists have begun a legal push to remove the Rodman dam in North Florida and restore the Ocklawaha River. In an administrative challenge filed Monday with the U.S. Forest Service and the U.S. Department of Agriculture, members of the Florida Defenders of the Environment asked the federal government to enforce the terms of an agreement that came after Congress deauthorized the Cross Florida Barge Canal in 1990. The dam, built in 1968 near Palatka and formally known as the George Kirkpatrick Dam, remained in place on federal land in the Ocala National Forest under a series of permits that have long since expired, said Jane West, a St. Augustine lawyer who filed the litigation. She said the last action came in 2010 when the U.S. Forest Service directed the state Department of Environmental Protection to seek to renew the dam permit, which never happened. “Years later, the agencies have

been muddling along with no clarity, no delineation of responsibilities, and quite frankly an outright unauthorized trespass of publicly owned land,” West said. Former Gov. Buddy MacKay, who wrote the legislation that killed the canal project while he was a member of Congress in 1990, said he supports the removal of the dam. “It’s an absolute outrage that everything that has been done and we still have this dam,” MacKay said. “There’s no reason whatsoever to do this. In fact it’s a bizarre situation.” The lawsuit was filed on behalf of Bruce Kaster, a Florida Defenders of the Environment member and former officer in the U.S. Army Corps of Engineers, and Joseph Little, another member of the environmental group and law professor emeritus at the University of Florida. Kaster, who is an Ocala lawyer, said the proponents of restoring the Ocklawaha River and removing the dam have been too “conciliatory” in their approach and are now taking a more aggressive legal stance.

“This is just one prong. We’re going full tilt right now,” said Kaster, explaining other federal lawsuits may be filed. Most of the debate over the removal of the Rodman Dam has taken place in the political arena, where North Florida lawmakers, including Kirkpatrick, a longtime senator, and former state Senate President Jim King of Jacksonville, over the years successfully blocked efforts to remove the dam and related structures. Newly elected lawmakers, including Sen. Keith Perry, R-Gainesville, and Rep. Bobby Payne, R-Palatka, support keeping the dam and the related 9,200-acre Rodman Reservoir, which is a major bass-fishing attraction. The last significant debate over the dam came in 2015, when Jacksonville officials advanced a plan linking dredging of the St. Johns River for a port expansion with the removal of the Rodman dam. The effort died in the 2015 Legislature. The repeated failure to resolve the issue in the Legislature or administratively has led to the

lawsuit, West said. Environmental groups have long called for the removal of the dam and the restoration of the Ocklawaha, which is a major tributary to the St. Johns River. West said the state would save more than a $1 million a year that it now uses to maintain the dam. She also said the dam removal would add to the water flow of the St. Johns and revive more than 20 natural springs in the area, where water flow is suppressed by the presence of the Rodman Reservoir. Supporters of the dam and the Rodman Reservoir cite a list of reasons to keep the existing system, including the economic benefit of a large bass-fishing water body. Kaster and other environmentalists say the loss of the bass fishing would be offset by new economic activity related to the restored river system and new recreational facilities. “There is plenty of flat water in North Florida for me to fish that I’m happy with,” said Kaster, who is a fisherman. “But there is only one Ocklawaha River.”
