The OSS, a predecessor to the Central Intelligence Agency, was formed in 1942 and played a key role in the war effort. As far as Edwards is concerned, the medal is long overdue. “This is very late after the acts
took place,” he said. “It’s just a final recognition by Congress — the French were ahead of the curve — to give this award to surviving members,” he said. Edwards actually received France’s highest honor, the French Legion of Honor, three years ago in recognition of his service in that country’s fight for freedom during the war. The Congressional Gold Medal is the highest civilian award
given by Congress, but officers of the OSS came from all branches of the military. Edwards was a lieutenant in the U.S. Army Air Forces, the forerunner to the U.S. Air Force, while he served in the OSS. Although it took a long time to go through the process, the Office of Strategic Services Congressional Gold Medal Act had bipartisan support before final passage by the U.S. House last week. Group may fundraise to split cost of improvements There is newfound harmony between the city and Jacksonville Symphony Orchestra. Days after the orchestra’s president shared concerns over the city’s push to increase ticket fees on publicly owned entertainment venues, there’s been an understanding that could lead to the bill being voted on Tuesday. That legislation, submitted by City Council member Bill Gulliford, in part will increase ticket fees at the Baseball Grounds of Jacksonville, Veterans Memorial Arena, EverBank Field and Times-Union Center for the Performing Arts. The latter has been home to the symphony since 2001, with the city and organization reaching a five-year extension this summer. Gulliford’s bill bumps ticket fees for the arts center, arena and non-Jacksonville Jaguars games at EverBank from $1 to $2.50 and the baseball stadium from 50 cents to $2.50. Events at the new amphitheater will have a $2.50 fee. The fee for Jaguars tickets remains $3.25. Money raised would go toward capital maintenance and improvement on those public Massey buildings. Robert Massey, symphony president and CEO, was apprehensive when he spoke to a council committee on Monday. It’d impact the bottom line if the symphony continued to absorb the costs or hurt attendance if it was passed on to customers, he said. After a Tuesday meeting involving symphony board members and leadership along with city officials, Massey said everyone is on the same page. “Nobody wants to do anything that would cause financial penalty to the symphony or patrons,” he said Wednesday. AutoPoint, which provides customerretention technology to auto dealership service departments, is posting job openings. be exempt. Another solution he pitched was for the city to spend $5 million on capital improvements to the building. On Wednesday, Massey said the increased fees are a way to show the city is committed to making those much-needed capital improvements. A submitted priority list is headed by HVAC repairs and maintenance, which Massey said impacts artistic quality. The failing system blows cold air on the performers and instruments, which impacts their pitch and can damage them. There have been times, he said, when rehearsals have had to be postponed until temperatures reach certain thresholds required by the performers’ contracts. Another project at the top of the list is the hall itself. Massey said the sound quality is excellent with the exception of on stage. An open area above the performers has lights and a catwalk, with sound becoming trapped in the spacious overheard affecting communication and harmony below. Massey in his letter projected those two projects together to cost $1 million to $3 million. In all, the list comprises a maximum of about $5.7 million in projects. And that’s where the understanding comes in from the symphony’s side. “Knowing it’s going to the building, I think our patrons will be understanding of that,” said Massey. “I think the community will be appreciative.” Gulliford on Wednesday said one idea floated at the Tuesday sit-down was to possibly boost the speed of those projects in a funding partnership with the symphony. If, for say, the organization could raise half the money, the city could more quickly dedicate capital dollars to get those projects completed. Massey said the idea was very preliminary, but could be a “win-win for everybody.” In his address to the Neighborhoods, Community Investments and Services Committee on Monday, Massey noted the symphony has been picking up the tab on the $1 fee meant for customers. And with the lease being renegotiated over the summer, the organization has been able to build a surplus this year to extend its season by three weeks. The fee’s impact, if it goes into effect Jan. 1, wouldn’t affect that — tickets already sold for events would be grandfathered in. However, it would impact the symphony’s budget the following year. Massey said there would be internal discussions on whether the symphony could swallow the fee, pass it on to customers or some combination. If so, the cost would jump from

DVI brings back holiday decorations to Downtown

More than 50 years ago, colorful illuminated candy canes and bells decorated many of the utility poles Downtown during the holiday season. After utilities went underground, so did the decorations, but Downtown Vision Inc. has revived the tinsel-trimming tradition with the decoration of 70 streetlamp poles along the main retail and entertainment corridors. The city last year fabricated and installed banners with snowflakes and the message “Happy Holidays.” This year, DVI purchased green garlands and red bows for the lamp poles. “We wanted the decorations to be ready for Art Walk,” said Katherine Hardwick, vice president of marketing. The decorated lamp posts are along Laura Street from Hemming Park to the Jacksonville Landing and along East Bay Street in The Elbow entertainment district. Hardwick said DVI invested about $250 for the decorations on each pole, but they are weatherproof and will stand up to years of use. After Jan. 1, the garlands and bows will be removed and packed away until next year. DVI has a few extra sets available if a business would like to decorate a lamp post with the official décor package and invest in the neighborhood’s new holiday tradition, she said. The decorations complement those at the Landing and the tree that’s along the City Hall side of Hemming Park. “Everyone can do a little. Court says warrant needed to search cellphone By The News Service of Florida Saying the nature of information contained on a cellphone “sets it apart from other physical objects,” a South Florida appeals court Wednesday ruled police needed a warrant before searching a phone that had been left behind in a stolen car. A three-judge panel of the 4th District Court of Appeal upheld a circuit judge’s decision to sup-
press evidence from an abandoned cellphone in a case involving a juvenile. The decision stemmed from an incident in which a Lauderhill police officer stopped a vehicle that was speeding and operating without headlights at night. Two people got out and fled, but the officer found a cellphone in the vehicle, which had been stolen in Sunrise. The officer turned over the cellphone, which

was protected by a password, to Sunrise police. A detective was able to unlock the phone, which belonged to the juvenile. The juvenile was charged with burglary of a conveyance but sought to suppress the information found on the cell phone. The court agreed with the juvenile’s arguments that police needed a warrant to gain access to the information.

Thrasher says more guns won’t make campus safer
In his annual “state of the university” address Wednesday, Florida State University President John Thrasher reiterated his strong opposition to allowing guns on university and college campuses. As a member of the Florida Senate, Thrasher helped kill a bill in 2011 that would have allowed gun owners with concealedweapons licenses to bring their firearms to Florida’s university and state-college campuses. “I opposed it. I killed it. I have worked against it since then,” Thrasher told the FSU faculty. “And you have my promise that I will work against it this year also.” The so-called “campus carry” bill, which in the past has been approved by the House, has already re-emerged as an issue for the 2017 legislative session. Rep. Scott Plakon, R-Longwood, filed a new version of the bill (HB 6005) Wednesday. The issue also may have more support in 2017 in the Senate, where newly elected Sen. Greg Steube, R-Sarasota, a major supporter, has been named chairman of the Judiciary Committee. That committee is where the proposal, strongly backed by Second Amendment groups, died during the 2016 session. Thrasher, a former House speaker and Senate Rules Committee chairman, said he continues to agree with other university and college leaders, campus law enforcement officials and faculty members “that having more guns on campus does not make our campus safer.” A former chairman of the Flor-

ida Republican Party, Thrasher also said during the address he would urge incoming President Donald Trump not to repeal President Barack Obama’s 2012 executive directive that gives undocumented immigrants who came to the country as children the right to work and study in the United States. The so-called “Dreamers,” or Deferred Action for Childhood Arrivals, program has allowed 740,000 immigrants to obtain work permits or remain in school without the fear of deportation, according to federal officials. “I think it’s the right thing to do,” Thrasher said. “And I will help these students and others find a better path to the future.” His support for the “Dreamers” was part of a major portion of Thrasher’s speech in which he emphasized that “diversity and inclusion” at FSU remain a prior-
ity for his administration. “These are not just buzzwords to me,” Thrasher said. “They reflect the values of Florida State University, a place that offered me an education and opportunities I never would have had otherwise.” In the more-traditional part of his speech, Thrasher outlined a host of achievements for the university, which has 42,000 students and is classified as one of two “pre-eminent” schools in the state. He noted FSU jumped five spots in the annual U.S. News & World Report rankings to 38th on the list of top public universities, with the school positioned to achieve its goal of being a Top 25 school. Fundraising is robust, boosted by a $100 million gift from Jan Moran and the Jim Moran Foundation that is helping FSU create a new school, which Thrasher said will “change the face of entrepreneurial education in America.” Thrasher pointed to a number of academic achievements by the FSU faculty, including research into the Zika virus and a major increase in research funding and grants. FSU has received a $10 million federal grant to create a center focused on improving nuclear waste cleanup. Heading toward the 2017 legislative session, Thrasher said FSU would seek a significant funding boost to further raise the quality of the school, including an emphasis on graduate programs. With lawmakers, like Senate President Joe Negron, R-Stuart, talking about initiatives aimed at improving Florida’s higher-education system, Thrasher said he is “optimistic” about university funding in the coming session.

It formerly was a division of Mobile Productivity Inc., research shows. Solera Holdings Inc. of Westlake, Texas, bought it in 2014. Westlake is near Fort Worth and Dallas. The job listings for AutoPoint in Jacksonville refer to the location as US-FL-DME – Jacksonville. DMEautomotive appears to be the existing Jacksonville connection. DMEautomotive was part of JM Family Enterprises Inc. and DME Holdings LLC, and provided ondemand marketing campaigns, sales renewal and reactivation programs, service retention and reactivation programs, data analytics and fulfillment services for about 3,500 automobile dealers nationwide. It was headquartered in Daytona Beach since 1982, according to a January 2011 news release. That release and its LinkedIn page say DMEautomotive has major operations in Jacksonville. A building permit in 2012 showed DME would occupy space at the Baycenter Road building. Solera Holdings bought DME in June 2015. In January, AutoPoint, DME and TitleTec — all automotive technology providers — integrated to create AutoPoint as a single brand. AutoPoint appears to be exploring a move and, based on the job postings, an expansion at Prominence. Also, the Baycenter Road structure, owned by the SET Land Trust of Deerfield Beach, is for sale or master lease. SET Land Trust is part of JM Family Enterprises. It built the Baycenter Road site in 1975 and it was expanded in 1983.

Florida A&M University interim President Larry Robinson testified Wednesday before a congressional committee in favor of legislation that would boost scholarship funding for historically black, land-grant colleges such as FAMU. Robinson was part of a panel that included presidents of some of the 19 historically black colleges and universities that would benefit from legislation (House Resolution 6020) filed by U.S. Rep. David Scott, a Georgia Democrat who is a 1967 graduate of FAMU. Scott’s legislation, which is cosponsored by U.S. Rep.
