Selling point for university Dolphin Pointe nursing facility boosts JU’s health care offerings

By David Chapman Staff Writer When students and their parents visit Jacksonville University to determine whether it’s the right place to spend formative learning years, typical questions emerge. The prevailing ones: Why here? What can JU offer that other schools can’t? For those looking to enter the health care field, the school for decades has had a solid reputation for nursing and orthodontics. But Christine Sapienza will soon be able to simply point across campus to Dolphin Pointe as an experience distinct to the school. The 120-bed skilled nursing facility will be an opportunity for hands-on experience for students while providing a service to Arlington and Jacksonville residents as a whole. The project is a partnership between JU and a group led by alumnus Greg Nelson, which owns the property the center will be built on and will manage day-to-day

The facility will have 120 private suites overlooking the St. Johns River. operations. The facility adjacent to JU broke ground this morning, a project years in the making. “It is the ultimate dedicated education partnership,” said Sapienza, dean of the school’s Brooks Rehabilitation College of Healthcare Sciences.

It will continue JU’s pursuit to lead in areas beyond nursing and orthodontics, though, said school President Tim Cost. Speech pathology, kinesiology, mental health counseling, occupational therapy — they’ve all been incorporated into the Applied Health Science program. But JU wants to continue responding to the needs of the health care industry. Dolphin Pointe will be a nexus for that continued effort. Additional programs at the facility will be available early in students’ tenure at the university, as opposed to just being for juniors, seniors and graduate students like other schools might offer. It’s an effort a couple of years in the making for JU, when Cost recruited Sapienza from the University of Florida. Sapienza said she made the jump because she saw the vision of the school becoming a leader in the health care field. She said JU is on par with most large universities for applied health sciences and could one day be comparable to Emory DOLPHIN POINTE

By Max Marbut Staff Writer The Downtown Investment Authority wrapped up its business for 2016 on Wednesday by approving incentives to bring a satellite campus of Jacksonville University to the urban core, expand the scope of an apartment project slated for Brooklyn and support two businesses in The Elbow entertainment district. In a fast-paced three-hour meeting, the board of directors also approved improving a parking lot near the Sports Complex to promote retail activity in the area and issuing a request for proposals for redevelopment of the Shipyards property and Metropolitan Park. The authority will loan JU $274,000 for costs associated with tenant improvements and capital expenditures to establish a 15,000-square-foot campus on the 18th floor of SunTrust Cost Tower. Thirty faculty and staff members will provide undergraduate and post-graduate courses to about 100 students, who will take day and evening classes. Tim Cost, president of JU, said the students will be in programs offered by the Brooks Rehabilitation College of Healthcare Sciences and the Davis College of Business. The loan will be forgiven at the rate of 3.45 percent per month over the course of the initial 29-month term of the lease. Cost said the intention is for the urban campus to be permanent. “The idea of coming Downtown has been on our schedule for two years,” he said. “JU is part of the DNA of this city. I want Downtown to be part of the DNA of JU,” said board Chair Jim Bailey, publisher of the Daily Record.

That’s the last event on the club’s calendar. On Dec. 19, buyers are asked to pick up the furniture, artwork, fixtures, doors and other items that were auctioned Dec. 3. The fitness facilities closed Nov. 30. That equipment also was auctioned.

The auctioneer said everything must go by Dec. 27 because that’s when the club must be out of the building. The weekend ends the process announced in mid-September when owner ClubCorp of Dallas notified members the club would close Dec. 20 after 48 years in business. premier office space. Landlord representatives also said a fitness center would be an amenity for building tenants. Occupancy in the 441,000-square-foot tower has risen from 63 percent in October 2014 to 85 percent a month ago, when the building was sold by a partnership of Fortress Investment Group LLC and Lingerfelt CommonWealth Partners to a group led by Lingerfelt CommonWealth. Fortress said the partnership made capital improvements to the property and leased more than 170,000 square feet of office space, including 137,000 square feet to new tenants.

Accelerated Contractors LLC is renovating a former fast-food restaurant at Kernan Village for Jollibee, a Philippines-based chain. to open its first Jacksonville restaurant. Jollibee USA brand manager Dianne Yorro said by email Wednesday the target opening date is in January. Significant renovations have been ongoing at the former Kentucky Fried Chicken and A&W Restaurants location at 11884 Atlantic Blvd. Jollibee had been expected to open in mid-December. An opening date will be announced when confirmed. It will be the forerunner for expansion of the largest fast-food chain based in the Philippines. A Jollibee representative said in December the Jacksonville location will be its first in Florida and there will be more in the state. It has 30 U.S. locations, most of which are in California. The restaurant’s menu includes what it calls its all-time favorite Chickenjoy, which is fried chicken, as well as Jolly Spaghetti, Yum Burgers, a sandwich collection that includes Spam and corned beef, and Chicken Dippers. TIAA CEO to speak to JAXUSA

Roger Ferguson, president and CEO of New York-based financial services company TIAA, is scheduled to keynote the first-quarter lunch meeting for JAXUSA Partnership, the economic development division of JAX Chamber. The meeting is scheduled Feb. 28 at the Hyatt Regency Jacksonville. It could be particularly newsworthy. TIAA and Jacksonville-based EverBank Financial Corp. hope to complete TIAA’s buyout of EverBank in the first half of 2017 EverBank’s shareholders voted in November to complete the $2.5 bilFerguson lion deal, which calls for EverBank to merge with TIAA’s St. Louis-based bank subsidiary while keeping the headquarters of the merged bank in Jacksonville. The merger still needs approval from bank regulators. EverBank has said there is no timetable for choosing a name for the merged bank and whether the company will keep its naming rights deal for EverBank Field.

Hines, Rummell to headline ULI

Hines founder and Chairman Gerald Hines and Jacksonville-based developer Peter Rummell will keynote the 2017 Emerging Trends in Real Estate presentation Jan. 23. The event, annually presented by the Urban Land Institute North Florida District Council, will be 5-8 p.m. at the Omni Jacksonville Hotel Downtown. Hines is a privately held real estate firm based in Houston. Gerald Hines will talk about his 60 years in the industry. In her time in Gainesville, Sapienza said UF had Oak Hammock, a retirement community the school sponsored to enhance learning. She said, however, it was miles away from the main campus. Dolphin Pointe will be next door to JU. Geoff Fraser, a partner in the Dolphin Pointe group, said the true visionary for the facility is Nelson. The JU alumnus played basketball for the school and graduated in 1971. From there, he went on to run skilled nursing and assisted living facilities Sapienza throughout the state along with one in Denver. It’s not the first time Nelson pursued building a skilled nursing facility adjacent to campus. In 2011, he sought to do the same but needed approvals from City Council and the Florida Legislature. Council ended up withdrawing it. As for what the facility will mean for the Arlington area, Cost said it will be a major part of the school’s efforts to help the beleaguered area and provide hundreds of jobs and infrastructure. “This is a big additional incremental stake in the ground for Arlington,” said Cost. Fraser said the facility will be a way for students to experience health care firsthand and train

Sen. David Simmons, an Altamonte Springs Republican who chairs the Senate’s publiceducation budget subcommittee, said Wednesday he will make another push that could reduce the amount of standardized testing in Florida schools. During the first meeting of the Senate PreK-12 Education Appropriations Subcommittee, Simmons framed over-testing as something that crimps the state’s ability to spend education funds wisely.

“Since we’re going to have a tight budget — we’ve got to most effectively use the resources that we have — I think it’s time for us to do a very, very serious look at the amount of testing that we do,” Simmons said. He argued “the waste that is attendant to too much testing results in a tremendous, tremendous collateral damage.” Lawmakers last made a concerted push to reduce the number of tests in 2015, amid an outcry from parents and the flawed launch of the state’s Florida Standards Assessment, a standard-

But some resistance to testing has continued, including from the “opt-out” movement, which argues that students should be allowed to refuse to take tests that help determine whether they move from the third grade to the fourth. “I don’t think that we’ve done enough,” Simmons told reporters after the committee meeting. “I think that the reports that have come back to us are that there’s still too much testing, that we can be more efficient and we can do a better job on that.”

Senate debate brewing on Medicaid long-term care By Jim Saunders The News Service of Florida With a major nursing home group looking for changes, a Senate panel Wednesday began delving into part of the Medicaid program that involves seniors enrolling in managed-care plans. The Senate Health and Human Services Appropriations Subcommittee held a hearing two days after Senate President Joe Negron, R-Stuart, said he wants a review of the Medicaid long-term care system. He linked the review to the coming end of five-year contracts between the state and Medicaid managed-care plans. Lawmakers in 2011 overhauled the Medicaid system to require most beneficiaries, including seniors needing long-term care, to enroll in HMOs or other types of managed-care plans. Part of the concept was managed-care plans would provide a wide range of services that would allow Medicaid-eligible seniors to stay in their homes and communities rather than receiving costly nursing home care. Deborah Franklin, a nursinghome operator who represented the Florida Health Care Association at Wednesday’s meeting, said the managed-care system works for seniors who can be served in their homes and communities or who need short-term rehabilitation in nursing homes. But the nursing home industry

Negron group objects to the continued involvement of managed-care plans with people who are in nursing homes for long periods of time. “(For people who stay in nursing homes for long periods), we don’t believe the managed-care system is working properly, working effectively,” Franklin said. “There are no savings associated with paying managed-care companies an administrative fee to manage for long-term care residents.” But the Florida Association of Health Plans, which represents managed-care companies, issued a statement after the meeting that indicated it does not think the Medicaid long-term care program should change. It pointed, in part, to cost savings from the program and the

increased ability to provide homebased services to seniors and others who need care. “FAHP (Florida Association of Health Plans) supports keeping in place the current long-term managed care program that, as the Legislature originally envisioned, has proven successful at achieving cost savings and better serving a vulnerable population since its implementation,” Audrey Brown, the group’s president and CEO, said in the statement. The state’s shift to a Medicaid managed-care system was highly controversial when it was approved by lawmakers and Gov. Rick Scott in 2011. The managed-care program includes more than 3 million Medicaid beneficiaries, including about 94,000 people who need long-term care, according to information presented to senators Wednesday by Justin Senior, interim secretary of the state Agency for Health Care Administration. Before moving to the Medicaid managed-care program, Florida relied on what is known as a “fee for service” system that involved more-direct payments to health providers. Critics argued, in part, the old system was riddled with fraud and care was fragmented. Wednesday’s hearing and Negron’s comments indicate a debate could be looming in the 2017 legislative session, at least on the long-term care portion of Medicaid.

The 200 Riverside project along Riverside Avenue in Brooklyn that was approved in February by the Downtown Development Review Board will be expanded by three floors — to 10 stories — and by 50 units for a total of 311 one- and two-bedroom apartments. The board approved modifying the original development rights agreement to add the units and to reduce the retail space from 18,000 square feet to 14,000. A $79,000 retail enhancement grant was approved for LIVE Bakery & Bar at 327 and 331 E. Bay St. The owners plan to invest nearly $331,000 for the bakery and restaurant that will serve lunch and dinner. The project will, under the terms of the grant that is forgivable over five years, create 15 full-time and eight part-time jobs. The owners of Spliff’s Gastropub and 1904 Music Hall along Ocean Street were approved for a $15,000 retail enhancement grant toward the $54,000 cost to consolidate the bar and restaurant operations and construct a beer garden in the alley behind the businesses. Parking Lot X, a vacant lot at the southwest corner of A. Philip Randolph Boulevard and East Bay Street, will be paved, striped and lit with funds remaining in the Bay Street Town Center project.

By The News Service of Florida As President-elect Donald Trump questions the future of the military’s F-35 Joint Strike Fighter, the Florida Senate will look at how more of the jets can be based in the state. Sen. Audrey Gibson, a Jacksonville Democrat who chairs the Senate Military and Veterans Affairs, Space, and Domestic Security Committee, said she intends to hold panel discussions on the fighter. “I definitely want to make sure we have a presentation on the possibility of getting some of the fighters in Jacksonville, in particular, and in the state of Florida in general,” Gibson said. Gov. Rick Scott also has expressed support for bringing more of the aircraft to the state, saying Florida Air National Guard 125th Fighter Wing at Jacksonville International Airport would make “a great home”

for the jets. The Jacksonville base is on the shortlist for the next squadron location, with the list whittled last week from 18 to five. Trump, meanwhile, has criticized the costly fighter program. “The F-35 program and cost is out of control. Billions of dollars can and will be saved on military (and other) purchases after January 20th,” Trump tweeted. The Integrated Training Center at Eglin Air Force Base in Okaloosa County is already home to training programs for the three variants of the F-35 Lightning II. Also, Lockheed Martin, which produces the F-35, contends the fighter accounts for 14,700 jobs in Florida, with an annual economic impact just over $3 billion. The jet was conceived in 1996 to replace other aircraft. But redesigns sought by the different military branches and other problems have driven up the cost.

The $376,000 appropriation includes $36,000 to build a pedestrian walkway between the lot and an existing dock on the St. Johns River that will likely become a new water taxi stop. Authority CEO Aundra Wallace said the lot will be exclusively for short-term parking and will be patrolled by parking enforcement staff who will issue citations to vehicles left in the lot for more than two hours. The board also terminated the suspended negotiations with Jacksonville Jaguars owner Shad Khan’s development firm that was selected in 2015 to redevelop the Shipyards property. The authority, through the city Procurement Department, will issue a new notice of disposition for the riverfront property the city owns between Catherine Street and the WJCT Public Broadcasting offices and studios. The offering includes the Shipyards property and Metropolitan Park. The request for proposals will be issued Jan. 4 with plans due by March 6. After a committee evaluates the candidates and the board approves the top-scoring submission, authority staff will have up to 18 months to bring a draft redevelopment agreement to the board.
