Hendricks site slated for project
San Marco rejuvenation continues as property between the Southbank and the historic neighborhood continues to be attractive to developers. Next up, property owned by the Florida Baptist Convention Inc. along Hendricks Avenue could be redeveloped with apartments, condominiums and retail space. Jacksonville-based Block One Ventures is pursuing plans to buy and clear the 3.45-acre site at 1230 Hendricks Ave. to develop a multistory structure with up to 345 residential units and 30,000 square feet of retail and commercial uses.
The first floor would feature restaurant, commercial retail, office and parking space as well as residential units with an amenity center, courtyard and pool. Upper floors would contain parking and residences of studio to multibedroom units. It would include structured parking and vehicle access at Hendricks Avenue and Naldo
Avenue. The project is described in a rezoning application filed with the city. Florida Baptist Convention seeks to rezone the site to a planned unit development. It also requests a land use amendment. The building would be seven stories. Block One Ventures Senior Vice President Christian Oldenburg said Monday his group was not ready to comment about the plans, although he confirmed the project would be new construction. MATHIS

But the bigger question is what the city would do if it does take back day-to-day control of the 1-square-block public space in front of City Hall. Mousa’s declaration came as a surprise

With shifting demographics, a crowded field of competition and millennials entering the market, staying on top of the latest trends is essential for Realtors and builders in an ever-growing field of competition. Area Realtors and builders are optimistic about next year’s market. Reverberation from a recovering market, many predict, will create an increase in first-time homebuyers and therefore an increase in demand for the Northeast Florida housing market, particularly in homes under $200,000. The increase in demand, for both new construction and existing houses, will most likely be impacted by the continued shortage of construction labor. Homebuyers who lost their property during the downturn also are expected to re-enter the market in response to the better economy. Budnick A decrease in REO and short sale properties are likely trends for 2017. Christy Budnick, executive vice president of Berkshire Hathaway HomeServices Florida Network Realty, said most homeowners are now either at break-even or above water and REO properties are down by another 55 percent this year.

Diebenow said he hopes the land-use amendment and property rezoning are approved in the first quarter, after which the new owner would proceed. When the convention’s State Board of Missions approved the contract, it called for 51 percent of the sale proceeds to be directed to the Southern Baptist Convention’s Cooperative Program for worldwide mission causes. Tommy Green, executive director-treasurer of the Florida Baptist Convention, said then that Florida Baptists and their churches sacrificially gave their Cooperative Program gifts and donations to build the San Marco area building “many years ago.” “We owe it to Florida Baptists to use this as missions money,” he said. In a report on the Florida Baptist Convention website, Brian Moulder, then with the CBRE Group Inc. commercial real estate firm, told the board in April the buyer has developed other properties in Jacksonville “and has good credibility with working with city officials.” The sale was expected to be completed by year-end, followed immediately by construction, although CBRE said the sale now is expected early in 2017. CBRE First Vice President Bobby Gatling is marketing the site with Moulder. “The timing was right due to developers currently having strong interest for larger parcels in infill locations, such as the San Marco area of Jacksonville,” he said. Hendricks Avenue links the Southbank of the St. Johns River to the San Marco Square area, where the planned East San Marco mixed-use project should start development in the spring at Hendricks Avenue and Atlantic Boulevard. Gatling said the area is trending, with restaurant, hotel, apartment, medical and other projects developed, planned or underway.
Gatling said he and Moulder represent Florida Baptist Convention in the sale of its location and as its agent in the acquisition of the Regional Planning Council site. Moulder now is with Walker & Dunlop Inc. CBRE Senior Vice President Lou Nutter represents the Northeast Florida Planning Council as the seller. Florida Baptist Convention’s website offered some building history. Construction began in 1958 and was completed in 1960. The 50,000-square-foot building has five floors and a basement. The original cost of the building, $934,017, included the purchase of land, construction, architects’ fees and furnishings, the report said. Additional costs incurred over the next five decades to buy the entire block, build more structures and make capital improvements totaled more than $5 million. The block consists of the original Baptist Building, a building that houses the offices of the Florida Baptist Financial Services and the Florida Baptist Credit Union, a metal storage building and a building at times used for theological education classes and as a recording studio, according to the website. The Florida Baptist Witness leases space on the fifth floor of the Baptist Building, it said. Denman said the Witness will move to the Belfort offices. Block One Ventures was formed a year ago and is led by Oldenburg and Chris Ruen, a vice president of development and construction. Oldenburg is senior vice president of real estate operations. He and Ruen are former Regency Centers Corp. executives. Hearing set on voting rights restoration By The News Service of Florida The Florida Supreme Court has scheduled arguments March 7 on a proposed constitutional amendment that would automatically restore voting rights for many felons. The court issued an order Monday setting the date for arguments on the initiative, which could go on the November 2018 ballot. Floridians for a Fair Democracy has submitted 71,207 petition signatures to the state, enough to trigger Supreme Court review of the proposed ballot wording. If the Supreme Court signs off, the group then

would need to collect hundreds of thousands of additional signatures to put the measure on the ballot. Proposed constitutional amendments on this year’s ballot needed 683,149 signatures, though that number will change for 2018 initiatives. Restoring the voting rights of convicted felons has long been a controversial issue in Florida. The proposed “Voter Restoration Amendment” would automatically restore voting rights for felons who have served their sentences, including completion of parole or probation. The initiative would not apply to felons convicted of murder or felony sex offenses.

The project has a clearer path as Florida Baptist Convention prepares to buy a Southpoint area building at 6850 Belfort Oaks Place this week from the Northeast Florida Regional Council. Barbara Denman, director of communications for the Florida Baptist Convention, said the organization hopes to move its corporate offices and about 30 employees to the Belfort site in February or March. She said a lot of the organization’s employees are based regionally across Florida. Denman said the Florida Baptist Convention was looking for a location close to highways because its staff travels a lot. It also wanted a smaller space with the potential for expansion. The Belfort location is near Interstate 95. As a result, Downtown gained another tenant Monday as the council moved into the WJCT Studios at 100 Festival Park Ave. Council CEO Brian Teeple said 10 employees of the regional council are relocating to 3,700 square feet on the first floor at WJCT, joining several other nonprofits in the building. The council paid $2.2 million for the Southpoint building 15 years ago, according to Duval County property records, and has been operating there since. Denman and Teeple declined to provide the contracted sale price on the property, which is assessed for tax purposes at $2.42 million, according to the 2017 assessment in progress. The two-story, 28,586-squarefoot structure was built in 1990 and sits on 3.5 acres. Teeple said the few remaining tenants there have moved. The Florida Baptist Convention announced in the spring it had a contract on the San Marco property with a prospective buyer. The contract is expected to close in spring 2017. The Baptist Building is on a full city block near the Downtown Southbank along the St. Johns River. It is bordered by Nira and Naldo streets and the Interstate 95 service road, formerly Gary Street. No specific contract price has been revealed for that transaction, either. Property records show Florida Baptist Convention owns six parcels that collectively are assessed at $6.2 million. Mathis wants Polston to step away from case By The News Service of Florida The Jacksonville attorney accused of racketeering and gambling-related crimes because of his work in the internet cafe industry does not want Florida Supreme Court Justice Ricky Polston to take part in the case. Lawyers for Kelly Mathis filed a motion Friday requesting Polston disqualify himself from the case. The request is based on a search warrant Polston signed in 2013 for Mathis’ law office as part of an investigation into illegal gambling in the internet cafe industry. In an affidavit filed Friday along with the disqualification motion, Mathis contended authorities used false information to get Polston’s approval of the search warrant. The affidavit said the information would have led Polston to form an “adverse opinion” about Mathis. “In good faith, I do not believe that the extremely negative first impression created by the search warrant affidavit (filed by a law enforcement officer) can be overcome by a reasonable person,” Mathis said in the affidavit. “To do so would be akin to asking Justice Polston to ‘unring the bell’ in order to consider the issues in this case in a wholly neutral manner.” The 5th District Court of Appeal in October ruled Mathis should receive a new trial after he was convicted on 103 charges stemming from his work for Allied Veterans of the World, which operated dozens of inter-

Attorney General Pam Bondi’s office this month took the case to the Supreme Court. Mathis, a former president of The Jacksonville Bar Association, was an attorney for Allied Veterans of the World. But he faced the criminal charges because prosecutors said he “knowingly provided false legal advice” about the internet cafes, according to the appeals court ruling. Mathis’ affidavit said information in the search warrant affidavit from Seminole County
Sheriff’s Department Capt. James “Sammy” Gibson was “clearly recognized” by the appellate court to be inconsistent with evidence at trial. “Captain Gibson took great effort in the affidavit to paint an extremely negative picture of Kelly B. Mathis, as a result of gross misperception or deliberate intent, by characterizing me as a leader of a multimillion-dollar gambling ring,” Mathis’ affidavit said. He pointed out the appellate court “recognized I served only as the attorney and provided only legal representation to my clients.”

Previous buyers are making their way back
As the economy continues to recover, homebuyers returning to the market is a likely trend. Davidson points out that Florida is continuing to see an increase in retirees and job seekers moving to the state. That, coupled with positive business trends in Northeast Florida, should result in increased demand for housing in the area, Davidson said. However, she predicts buyers will be more cautious and will tend to look for more value when purchasing. “There are still many painful memories from the financial crisis and buyers seem more conservative with their buying decisions. Builders and developers are also taking less risk,” Davidson noted.
Recovering market
While the economy is recovering, so are the real estate and construction markets. When looking at the marketplace today, Budnick says it’s both a very healthy and steady market. “Appreciation in our area is really in that three to five percent range and that’s a really strong and healthy appreciation without being over the top and unrealistic to be able to stay in,” she said. Davidson said she believes 2017 home sales will be better than 2016, but the market will still be inconsistent month-by-month as it was this year. Roberts also believes more people are going to be more willing to purchase. A potential problem, Roberts foresees, has to do with rates. “As the economy improves, rates are inevitably going to increase, which is going to reduce the buying power,” he said. Mortgage rates have risen about one point over the past several months. As a builder, Roberts said, the challenge will be to find that “happy medium” for price points as purchasers’ buying power decreases as rates increase.

Businesses near Hemming say the Friends’ effort to bring more events Downtown led to some positive impact on their bottom lines, but the problem of perceived safety and security due to the park’s high transient population remains an issue. Jake Gordon, CEO of Downtown Vision Inc., said the impact of transients on visitors, such as panhandling and improper behavior due to mental health issues, can be reduced by bringing a crowd Downtown and to the park. The First Wednesday Art Walk, the monthly event that DVI has produced for more than 14 years, brings an average of 10,000 people Downtown, said Hana Ashchi, marketing and events manager. With the recent addition of Front Porch at the Jacksonville Landing during Art Walk, the event has grown to 15 blocks and about 100 vendors, artists and musicians who set up in Hemming Park and along Laura Street to the Landing. Art Walk requires a lot of planning — as much as three months in advance — and the event requires that all six members of DVI’s staff are on the site to ensure it runs smoothly, Ashchi said. Gordon said an event on the scale of Art Walk or the annual Jacksonville Jazz Festival, can make the neighborhood feel safer, but it’s not reasonable to expect a major event on a weekly basis. “It’s difficult to program over what people may not like about the park,” he said. “If we had Art Walk once a week, not as many people would come (to each event). It would dilute the effect.”
With plenty of anticipated demand, Roberts said the challenge will be finding the right fit for the demand for the area, building the right houses and buying the right land.
Trying to keep up with demand
As more buyers enter the market, the increased demand is another challenge, especially due to the continued shortage of workers in the building industry. Budnick expects the low-inventory market issue to continue into the new year. In fact, she believes it will be the strongest trend the industry is going to see for the next couple of years. Additionally, she predicts the demand of what she refers to as the $200,000 and below homes will continue to create a “squeeze” on that market. “When you look at the product that most of the builders are putting forth, it really doesn’t target that first-time homebuyer,” Budnick said. “I believe we need to find a way to fill that void.” Other than a healthy real estate market, Budnick said she’s not sure what the solution is. With the combined costs of land and construction, Budnick acknowledged it’s very difficult for a builder to be able to provide a home in a lower price range and still turn a reasonable profit.
Labor shortage will continue
Roberts said builders are still feeling the thin labor market, but are looking for solutions. Builders aren’t the only ones feeling a shortage in labor. Roberts pointed out that vendors are experiencing the same problem. “Internally, we are looking to hire recent college grads to start training and growing our own labor,” Roberts said of ways his company is looking to deal with labor shortages.
Davidson Shee said he believes land and lot prices will start to level off because he doesn’t see much appreciation occurring. However, he notes that construction companies are getting hit by higher land prices and the shortage of labor is causing the cost to build to go up as well. “As a homebuilder, we can’t keep taking these increases without being able to increase our revenue, our sales prices,” Shee said. How Shee’s company is coping with ongoing labor shortages is through loyalty to trade partners, he said. MasterCraft uses the same subcontractors for every project, hoping that in turn that, the company will be at the top of the list when subcontractors schedule jobs. Shee noted, however, it’s not just subcontractors who are seeing a shortage in labor. Site developers also are suffering a labor shortage — mostly the underground pipe crews, which not only causes a big delay in construction, he says, it also increases the cost of construction for the horizontal development.

Matt Roberts, president of Riverside Homes, echoed that sentiment. He said first-time homebuyers currently in the market are over age 30. However, he believes the age range is going to come down to a more normalized level. A potential complication for first-time homebuyers may be the price point, according to Chris Shee, managing partner for MasterCraft Builder Group. He believes those homebuyers have almost been priced out of the market for new homes. “I think that’s going to create more demand for multifamily product –– more townhome, duplex-type of product –– in order to get that price point lower on new homes, to cater to that first-time homebuyer,” Shee said.

Emily Moody, owner of Wolf & Cub, a vintage boutique on Laura Street near Hemming Park, said while Art Walk can “make the month” for her shop, the smaller events don’t really add much to her business. “We don’t depend on them. We can’t rely on them,” she said. The annual Holidays in Hemming was Saturday. A partnership between the Friends and Sweet Pete’s, the event featured food, beverages, live entertainment and even snow. But it didn’t draw enough of a crowd to affect Wolf & Cub, even though the shop is a half-block from the park. “It wasn’t our biggest day last week,” Moody said. Chamblin’s Uptown has an outdoor café and sets up tables with umbrellas along the sidewalk for patrons. Manager Jennifer O’Donnell said increasing safety in the confines of the park can negatively affect business at the bookstore and café. “When transients are chased out of the park, they come here,” she said. O’Donnell said the future focus for Hemming should be about more police presence to reduce nuisance crime and less about events. “I’ve got plenty of reviews people have posted on the internet. They say they love the store and the café, but they don’t like the transients and the panhandling,” she said. “Get the park cleaned up,” O’Donnell added. “Events have a positive effect because they bring more people Downtown, but people don’t need to be afraid to walk around.”
