Lee Arsenault’s early years were spent moving around countries in Central and South America. The son of a man who worked with the State Department was never anywhere long enough to make true friends — until the family moved to Jacksonville.
A place to build a home
Lee Arsenault didn’t have long-term friends as a boy. He spent his childhood bouncing around Central and South American countries with his father, Paul Arsenault, who worked with the U.S. Department of State. “About every two or three years we’d move again, so all those friendships you make during that time of your life evaporate,” Arsenault said. “As a kid, it tears you up and your friendships become very shallow.” Finally, when he moved to Jacksonville in 1981, he was able to begin building lasting friendships. The 64-year-old CEO of New Leaf Construction and New Leaf Homes will be installed Jan. 18 as president of the Northeast Florida Builders Association. Arsenault was born in Maracaibo, Venezuela. He had siblings born in San Salvador, Paraguay, and Washington, D.C. He became fluent in Spanish, a skill he still uses. By the early 1960s the family had moved to Argentina, a country the Committee to Combat Terrorism characterized at the time as having “the most virulent terrorism in Latin America,” according to the Depart-

skiing and fishing until graduation, as the Vietnam War loomed. Arsenault had a low draft number, which he knew meant likely being assigned to the infantry. “I’d heard stories about the infantry in Vietnam and I really didn’t want that,” he said. Instead, Arsenault voluntarily enlisted in the Army as an aircraft ordnance repairman. In other words, he’d be fixing rocket launchers, grenade launchers and machine guns on Army aircraft, and not slogging out foot patrols. Though the designation kept him out of foot patrols, it didn’t keep him out of Vietnam. After basic training in 1972, Arsenault was assigned to F Troop, 9th Cavalry Regiment. He flew with the maintenance crew helicopter that assisted malfunctioning helicopters from his unit in the field. “On the way to and from the field, I was the door gunner on the right-hand side,” he said. “But once we got out there, I had a foot locker full of gear to fix rocket launchers, components or unjam a mini-gun.” The unit was tasked with reconnoitering and attacking the North Vietnamese Army’s advance on its neighbor to the south. As Roost Restaurants LLC continues working through zoning challenges for its proposed Riverside location, it is moving ahead with plans for a restaurant near San Marco. The Local is expected to open June 1, said partner Ted Stein. “We wanted to be as close to the neighborhood as possible. Being a part of the communities we serve is a core belief of ours,” he said. Roost Restaurants applied for permits to renovate space in Shops of Granada at 4578 San Jose Blvd., just off Hendricks Avenue. It is in the Miramar and Granada area. A state Division of Hotels and Restaurants application said The Local is a 65-seat eatery. Toney Construction Co. Inc. would build-out 2,656 square feet at a cost of $348,500. The space includes a walk-in cooler. The city also is reviewing a permit for interior demolition of the space in preparation for build-out. Stein said The Local will resemble The Roost with “the same great food in a smaller footprint.” He said The Local will be a counter-service concept focusing on breakfast, lunch and tapas. “We will also have great wine, local beer and some of the best coffee in town,” Stein said. Senators back bid for F-35 jets at JIA
By The News Service of Florida State senators expressed support this week for the Florida Air National Guard’s effort to attract a squadron of military F-35 Joint Strike Fighters to Jacksonville. Sen. Audrey Gibson, a Jacksonville Democrat who chairs the Military and Veterans Affairs, Space, and Domestic Security Committee, inquired about additional natural sound buffers to help residents living near 352 acres the National Guard leases for the 125th Fighter Wing at Jacksonville International Airport. But she otherwise backed the effort Gibson to attract the F-35 jets, which Maj. Gen. Michael Calhoun, adjutant general of the Florida National Guard, said could have an economic impact of about $100 million a year on Northeast Florida.

Random shooting won’t hamper Art Walk’s future By Max Marbut Staff Writer “There is only one thing in life worse than being talked about, and that is not being talked about,” said poet and author Oscar Wilde. Downtown Vision Inc. is hoping that concept will prove to be correct after the nonprofit’s monthly First Wednesday Art Walk made headlines and led local broadcast news for two days last week after a shooting. Two men sustained non-lifethreatening injuries in the incident just off Laura Street between Hemming Park and the Jacksonville Landing. “People were disappointed,” said Katherine Hardwick, DVI spokeswoman. “Art Walk is a place for diversity and peaceful expression.” Not surprisingly, the news spread on social media within minutes. “It was a very unfortunate and isolated incident. People were in disbelief that there could be violence at Art Walk,” said DVI CEO Jake Gordon. He said the subject began showing up on Twitter at a record
pace. “I think more people tweeted about Art Walk Wednesday night than any other time since I’ve been here. It was trending,” said Gordon, who became the organization’s top executive in May 2015. “There is a lot of support for Art Walk in the community. The response was overwhelmingly positive. Some of the people were worried that Art Walk could end,” he said. Soon after the shooting, the Jacksonville Sheriff’s Office said, based on its investigation, the random incident was not connected to Art Walk. That doesn’t mean DVI and the sheriff’s office aren’t evaluating the safety aspect of the event that brings thousands of people of all ages Downtown each month. Michelle Cook, sheriff’s office director of patrol and enforcement, said the office works with event organizers to ensure there is a good public safety plan. “We remind all event-goers that obeying the law, staying aware of their surroundings, staying with friends — this is important no matter where you go when attending events,” she
added. Hardwick said security personnel are stationed along every block of Art Walk. In addition to 18 off-duty police officers, a private security firm and DVI’s ambassadors also help ensure the public’s safety during the event. DVI is consulting with the sheriff’s office on staffing levels and might consider other measures, such as improving lighting along Downtown streets. “We will implement as much as we can as fast as we can,” Hardwick said. In the meantime, planning is underway for the next installment of Art Walk on Feb. 1. “We’re not going to let an isolated incident ruin a great event,” Gordon said. The traditional theme for the second month of the year is “love,” due to Valentine’s Day being in February, but this year it will take on greater significance. “Without reliving what happened, we want to celebrate Art Walk for being about peace and love and make it bigger and better than ever,” said Hardwick. mmarbut@jaxdailyrecord.com (904) 356-2466

Roost Restaurants is a local venture led by well-known names. Stein is its president and CEO and its chairman is Jack Charles “JC” Demetree III. Shops of Granada is owned by a Demetree family entity. Use of the site, built in 1957, has included a convenience store, hair salon, pet grooming and karate studio. It has been vacant for more than a year. About 2,000 square feet of space remains for lease. The site is between San Marco and Lakewood, near the Miramar Center. As for Riverside, The Roost reported Friday on its Facebook page that “The Stove is warming up …. Who’s hungry?!” It describes itself as an up-andcoming restaurant/coffee shop. The Roost wants to open at 2219 Oak St. in the former Deluxe Laundry and Dry Cleaners space. The proposal for the 150-seat restaurant generated neighborhood opposition. City Council approved a zoning exception for the project, with conditions. On Aug. 3, The Roost’s Facebook page said a small group of neighbors had appealed the city’s
decision. Believing it would be resolved in its favor, The Roost said construction wouldn’t start for two to eight months. “We will be serving the neighborhood fresh food in a funky atmosphere soon,” said the Facebook page in August. In the summer, four neighboring residents challenged the legislation. Circuit Court dismissed the challenge in December. A motion for rehearing is pending. The Roost says its concept is to blend a full-service café alongside a functioning coffee shop. That gives customers options for a sitdown and to-go experience. The café side will offer a full menu consisting of diner fare to food crafted for The Roost. The coffee shop will offer custom espresso-based drinks and freshly squeezed juices. It also will offer grab-and-go items, pastries and a lighter-fare menu. Among the conditions in the rezoning, the hours will start at 6:30 a.m. daily but close at 11 p.m. Monday-Thursday and Sunday and at midnight Friday-Saturday; there can be no outside sales or service of food or alcohol after 5 p.m.; live entertainment will stop

Buffalo Wild Wings to join Promenade
Buffalo Wild Wings intends to join Town Center Promenade. The city and St. Johns River Water Management District are reviewing plans for the 5,456-square-foot restaurant on 1.89 acres at 4594 Tropea Way, near the St. Johns Town Center. Plans show it will be on the lakefront Lot 10. Buffalo Wild Wings will join several restaurants at the site. Three new restaurants are planning locations at Promenade –– Red Robin Gourmet Burgers and Brews, Texas de Brazil Churrascaria Brazilian Steakhouse and Piada Italian Street Food. The redhead who changed his life
Arsenault worked what construction jobs he could find around Miami and the Keys until his sister, who was going to school at the University of Florida, asked him to pick up her best friend who was flying in to Miami to visit. He was already going to the airport to pick up his uncle, so he agreed to go a little early. “Then this gorgeous redhead — who was entirely too young for me — gets off the plane,” he said. Months later, Arsenault would leave South Florida for a job in Gainesville. After flying back from a job interview in New Orleans, the pair was making their way back to Gainesville when Arsenault had an idea. “I thought I was going to get the job, so I pulled the car over on Interstate 295 in Jacksonville,” he said. “I walked around the car, got down on my knee and asked her to marry me.” Lee and Diane Arsenault have been married for 35 years. They have two children, a son and a daughter who now both work for New Leaf, as well as recently welcoming their first grandchild, Benjamin. The couple started out in a small home in Arlington, while he took night classes at the University of North Florida. Arsenault worked odd jobs
like painting and concrete, until a company building an addition to the berthing wharf at Naval Station Mayport offered him a shot at building forms for concrete. “All of the sudden, I was making $11 an hour,” he said. As Arsenault took on responsibility, more was given to him. By the end of the project, he was scheduling concrete trucks and working as a supervisor. By 1986, he had gutted out enough classes to earn his contractor’s license and started his first company: Arsenault Construction. For nine years, the mom-andpop company was building 10 to 12 houses a year. “I was the superintendent, the estimator, the purchaser, the one who met with clients, did the sketches and Diane did the books,” he said. Arsenault went on to work in supervisory roles for several other construction companies until the bottom fell out of the housing market in the Great Recession. “I’d been helping a buddy of mine grow his construction business in the mid-2000s,” he said. “Then in 2009, I helped him close it because the market never recovered.” “So after being on the couch for a few months,” he said, “I decided to start New Leaf Construction.”
Start of a successful new business venture
The first years weren’t easy. “I’d cut my pay, cut my pay and I was making less than what I needed to live on,” he said. “I had to use up my 401(k), we were almost at the point where we were going to lose our house.” Soon, a small, but growing
group of loyal clients began to turn his fortunes. The company started out doing smaller jobs for friends and family and began to get repeat customers. Then, he interviewed for his business to build the Old San Jose on the River community. “Getting that job in February 2012 was really a transformative moment for our company,” Arsenault said. “Our purchasing manager was actually out nailing baseboards when I called him and said, ‘Get back to the office. We have a lot of work to do.’” The company is now headquartered at a glistening office building on Southpoint Boulevard. It is set to begin a new slate of nine homes in Queens Harbor, with other projects in the works. In Jacksonville, not only has Arsenault found professional redemption, but personal redemption, as well. The group at New Leaf Construction is a tight-knit lot who gather every Tuesday for a book club meeting and a good bourbon — though, as Arsenault says with a mischievous grin, there are no books involved. Along with his friends at work, his church family at Deermeadows Baptist Church has provided the lifelong friendships he never knew as a child. “When I go down through my whole life and look back at all of these things, I’m just really appreciative,” he said. From Venezuela to Argentina to Vietnam to the Great Recession to New Leaf, Arsenault sees a purpose to each experience. “I believe that whatever God lets us go through, good and bad, it’s to help us grow or to help someone around us grow,” he said.
$58M mortgage issued for Amazon center By Karen Brune Mathis, Managing Editor PlainsCapital Bank of Dallas issued a $58.13 million construction loan last week for the Amazon.com center at Cecil Commerce Center. The bank made the loan to Hillwood Development Co. LLC on Jan. 6, the same week Fort Worthbased Hillwood bought the property from the city for the project. PlainsCapital made the loan to 103 BLDG C LLC, which Hillwood created to develop the project. The mortgage was recorded Wednesday with the Duval County Clerk of Courts. Through the LLC, Hillwood Investment Properties bought the 86-acre site at 13333 103rd St. from the city, paying $783,341. The city approved site work in October. Plans filed for the Cecil Amazon center show a construction cost of $56.5 million. The city also is
reviewing an application for construction of a guard house. Hillwood is the master developer of AllianceFlorida at Cecil Commerce Center. The city owns the former naval air station. Seattle-based Amazon announced Jan. 4 it would open the fulfillment center at Cecil Commerce Center. It will handle large consumer items, while an Amazon center under development in Northwest Jacksonville will deal with small consumer items. Both are expected to open in the fall. The Conlan Co. is the contractor for each. Senate pitches higher education plan

The Florida Senate on Wednesday released a wide-ranging plan to reshape higher education in the state, including an expansion of Bright Futures scholarships, block tuition for universities, stronger requirements for students to graduate on time and a program to attract highquality faculty. The bills (SB 2 and SB 4) embody initiatives advanced by Senate President Joe Negron, a Stuart Republican who toured all 12 Florida university campuses in the spring. Sen. Bill Galvano, a Bradenton Republican who is chairman of the Senate budget subcommittee on higher education, will take the lead on the legislation. Galvano said the bills “will elevate the prominence of our state universities and increase their ability to compete as national destination institutions, while preserving access and increasing affordability for Floridians.” The Senate released the plan a day after Gov. Rick Scott unveiled a series of proposals aimed primarily at holding down the costs of higher education.
Scott’s proposals include capping student fees, eliminating sales taxes on textbook purchases and extending Bright Futures scholarships to summer classes. One major element of the Senate initiative is an emphasis on scholarships and student aid, with Negron saying every student should “have the opportunity to obtain a higher education, regardless of their economic circumstances.” The legislation would increase the toplevel award for the merit-based Bright Futures scholarships to cover all tuition and fees and provide a $300 per semester stipend for books. The “academic scholars” program now only covers half of the tuition and fees, which average about $200 per credit hour across the system. Negron’s plan would also allow the top-level Bright Futures recipients to use their scholarships for summer classes, which is similar to a proposal by Scott, though the governor wants to expand the summer provision to all levels of the Bright Futures program. The Senate’s Bright Futures changes would cost an estimated $151 million. Another provision would extend what is known as the “Benacquisto Scholar
Program” to out-of-state students who qualify as National Merit Scholars to attend Florida universities. Currently, the program, which pays full tuition, only applies to in-state residents. On need-based aid, Negron’s plan would double state funding for a matching grant program aimed at first-generation students attending universities or state colleges. The bill would make it a 2-to-1 match, meaning the current $10.6 million program could expand to $15 million or more. How students pay for their university education could be impacted by another provision that would mandate the 12 universities and the Board of Governors, which oversees the system, develop a “block” tuition plan. The tuition plan would be in place for the fall 2018 classes. It is part of the Senate’s effort to provide more incentives for undergraduates to complete their educations in four years. The bill would allow universities to develop the details of a block tuition plan themselves. But it would work something like this: Students would be charged for 15 credit hours each semester, rather than paying
Ridesharing bill could pick up speed this year
By Jim Turner The News Service of Florida Turnover in the Florida Senate could signal brighter prospects this year for a renewed proposal that would prevent local governments from regulating app-based transportation services such as Uber and Lyft. Sponsored by Sen. Jeff Brandes, R-St. Petersburg, and Rep. Chris Sprowls, R-Palm Harbor, identical measures (SB 340 and HB 221) were introduced Wednesday that would create statewide rules for “transportation network companies” and set insurance and background-check requirements for drivers. “At the end of the day, tourists expect this type of access, business travelers demand these services, and frankly Floridians deserve it,” Brandes said. Similar proposals have failed the past two legislative sessions as Senate leaders questioned the idea of preempting local regulations and focused on issues such as insurance requirements. Bogdanoff, who argued that the proposal would establish an unfair balance between taxi companies and rideshare services, said local officials may be better positioned than the Legislature to take emergency steps, if needed. “It’s much (more) difficult to react to something that might be catastrophic, whereas you might need to control who enters and who exits the airport or who enters and exits the seaport,” Bogdanoff said. Before the bills were released Wednesday, the Florida Taxicab Association announced it will continue to seek stronger background checks and insurance requirements for rideshare drivers. “As an industry, we agree with much of what has been debated in the past related to reducing barriers and regulations for TNCs (transportation network companies) as well as taxicab compa-
nies,” Roger Chapin, an association member and executive with Mears Transportation, said in a statement. “However, we firmly believe any legislation should also protect passengers, drivers and third parties when it comes to consumer protections such as background checks and insurance,” he said. The latest measure would require transportation network companies to have third parties conduct local and national criminal background checks on drivers. People would be prohibited from becoming rideshare drivers if they have three moving violations in the prior 3-year period; have been convicted of a felony within the previous five years; or have been convicted of a misdemeanor charge of sexual assault, driving under the influence of drugs or alcohol, hit and run, or attempting to flee a law enforcement officer within the past five years. Critics of the proposal have in the past sought the use of fingerprinting as part of broader criminal background checks. Under the proposal, drivers would also have to have insurance coverage worth $50,000 for death and bodily injury per person, $100,000 for death and bodily injury per incident and $25,000 for property damage when going to pick up a passenger. Coverage would jump to a minimum of $1 million in coverage for death, bodily injury and property damage while a passenger is in the vehicle. Bogdanoff said the two sides were close to an agreement on insurance.

for each class based on the credit hours. Students would have the opportunity to take more credit hours than 15, effectively making their education cheaper and reducing their time on campus. But if they opted to take fewer hours, say 12, they would be financially penalized. The higher education plan would also put more pressure on universities and state colleges to graduate students on time by linking performance funding to those measurements. The bill would hold universities to a four-year graduation rate of 50 percent or better, rather than using the current six-year standard. Only 44 percent of students, on a system-wide average, now meet that four-year standard. Also in an effort to move students more efficiently through the higher-education system, the Senate initiative seeks to improve the “2-plus-2” system in which students spend two years at a state college and then finish the next two years at a state university. The legislation would require all 28 state colleges to develop at least one agreement where students are guaranteed access to a state university after completing requirements at the college.
