A pilot program for a new way to bill residential customers for electricity will be considered today by JEA’s board of directors. SmartSavings would allow customers to control their monthly bill by reducing usage during peak periods of demand and by limiting the amount of electricity they use at a given time. According to promotional materials available at jea.com, peak periods vary depending on the time of year. April-October peak demand occurs noon-7 p.m. Monday-Friday; NovemberMarch is 6-9 a.m. Monday-Friday. In addition to deciding when to use electricity in general, JEA also recommends customers change when they use appliances that require the most electricity. In a typical all-electric home, the central heating and air system can account for up to 40 percent of electric usage. The water heater is nearly 20 percent of the total bill, a clothes dryer nearly 9 percent and a refrigerator or freezer, 8 percent. By avoiding using a dryer when the heating and cooling system is operating, the household’s peak usage is lower, which would result in a lower cost per kilowatthour for electricity. Customers who enroll in the program could pay less on an annual basis for the electricity they use. There would be two rate categories and JEA

The Regency area is set to gain a new retailer. Skechers USA Inc. plans to open a footwear outlet in early February at 9450 Arlington Expressway in the Regency Pointe shopping center. On the first day of 2017, Michelle Glass celebrated the one-year anniversary of her real estate law firm. That opening came after a long journey in the legal world, one that began when she was a child. Glass remembers sitting in the judge’s chambers during her parents’ divorce proceedings, with an attorney on each side of her. “I was 5 but even though I didn’t know what they were doing, I knew I want- Glass ed to do it,” she said. For JEA, having customers use electricity when demand is not at the maximum level can preclude the necessity to build more generating capacity, which would result in more debt for the utility and/or higher rates for customers. The pilot program would be conducted in two phases. The first, which could begin as early as April, would involve up to 150 participants comprising JEA employees who volunteer and customers who want to be the first to try the new rate plan. That phase will be focused on evaluating the customer experience and ways to market the program to the customer base. In Phase 2, up to 2,000 customers will be chosen to statistically represent the entire customer

City Council adopted a resolution last week for an economic development agreement to provide up to $1.95 million in incentives for North Jacksonville developer Steve Leggett to move forward with the proposed River City Crossing. Now, “we get to work,” Leggett said. Road work starts soon. He said the project might be renamed River City Station. The development comprises almost 163 acres at Owens Road and Max Leggett Parkway. The city’s project summary said the private capital investment would total $33.8 million. The city assistance would apply only to uses that qualify as targeted industries, including office, office-medical, bank and warehouse/flex space. Leggett proposes almost 202,000 square feet for those uses, creating 160 jobs. The property is north of the River City Marketplace regional retail and entertainment center and across Max Leggett Parkway from the UF Health North campus. It’s not far from Jacksonville International Airport. Incentives comprise up to a $1.75 million Recapture Enhanced Value grant and a Tax Increment District Infrastructure Development grant up to $200,000 from the JIA Area Redevelopment Fund. The REV grant would be based on 50 percent of the incremental increase in property taxes over 10 years. The TID grant would be disbursed after the project infrastructure is complete. For the TID grant, the project needs to create 20 full-time jobs by year-end 2023 or the grant must be repaid. The project is designed in two phases, the first of which is seeing activity. Focus for that phase, projected to begin in January 2018, would be on collecting data regarding usage patterns and how participation in the program affects JEA’s electric generation demand. Demand rate billing isn’t a revolutionary concept in the utility industry. The Sierra Club’s board of directors in May 1977 voted in favor of charging more for electricity used during peak demand periods as a way to encourage people to manage their usage and therefore reduce pollution associated with power generation. In California, Pacific Gas & Electric Co. made its SmartRate program available in 2008. It’s based on “Smart Days,” when the utility predicts higher than average demand on consumption and notifies customers enrolled in the program they can pay less for electricity if they reduce their usage during the

peak demand period. According to a case study published in 2013, there were 8,000 initial enrollees in 2008 and more than 100,000 customers in the program by September 2013. The study was funded by the U.S. Department of Energy, Office of Electricity Delivery and Energy Reliability. One of the elements of PG&E’s introduction of the demand rate option was to offer customers a guarantee that if enrolling in the program resulted in higher monthly electric bills than the previous year, the utility would refund the additional cost. Precisely how JEA will implement the proposed rate structure remains to be seen. the appeal of Florida’s weather and beaches, coupled with an opportunity to enroll in St. Thomas’ inaugural spring term for law that brought Glass to the state. She hasn’t left since. “I just love Florida,” Glass said. After graduating from law school, she worked for a sole practitioner in Melbourne, which she found interesting. “It tells you what law you want to work in and what law you don’t,” Glass said. From there, she eventually made her way to Jacksonville after getting a job with Fidelity National Law Group in its Title Claims Division. At that point, Glass had decided real estate law was where she wanted to be. Why? It wasn’t necessarily the interest in realty, although that is apparent, but rather, the desire to help people in many ways. Glass said she might come into work one day to handle closings but the next day may involve hours of helping people retain ownership of a house they’re in danger of losing. “I do what I do because I love helping people. I always have and I always will,” she said. This also manifests itself in her volunteer work. For many years, Glass worked
on the management team for Special Olympics in Northeast Florida. She often managed the checkin and registration for participants and doled out the awards. Glass first started volunteering with Special Olympics when at age 6 or 7, she and her siblings were dropped off at the event to help. “I’ve been in love with the program ever since,” she said. Glass also has volunteered many hours to help the elderly in hospice, which was a challenge for her. She was very close to her grandmother, who lived to be 98. That made Glass realize volunteering with hospice was something she needed to do. “I would not want someone in my family to be alone at that point in their life,” she said. Running her own firm and being president of the Mortgage Bankers Association of Jacksonville and of her condominium association makes it tough for Glass to volunteer as much as she’d like. She does plan, though, to get back to it soon. As president of the Mortgage Bankers Association, she finds herself in the middle of a threeyear commitment. The first year consists of sitting
on the board as vice president. Glass has completed the first year and moved on to the second, which means she is president. As president, she represents not only the real estate industry, but the bankers involved, as well. Beyond working with her board to solve issues and further protect the industries at hand, she helps throw multiple fundraisers throughout the year. “I’m a part of this association because I want to be involved. I love it,” Glass said. The third year consists of a term as past-president, which acts as a mentor to the current president. Looking back at her law office’s first year, Glass finds herself extremely grateful and humble. After leaving Vernis & Bowling, she is humbled her clients followed her. “My clients had a choice when I left my previous law office to open my own. They could find another firm or they could go with me,” she said. “All of them came with me.” While Glass continues juggling the multiple positions, one thing is clear: She’s excited about the future. “The Law Office of Michelle L. Glass, PA, is going to be big. Just you wait,” she said.

State colleges gear up for battles
By Lloyd Dunkelberger The News Service of Florida Florida state colleges are preparing for a renewed legislative fight this spring over how the 28-college system is governed and the number of bachelor’s degrees they can award. The colleges’ lobbyists told the college system’s Council of Presidents, which met in Tallahassee, the Senate is working on a major bill that is expected to contain those elements and will be filed shortly. The proposal will follow other Senate legislation filed last week that would create new performance standards for the colleges, requiring students to earn their degrees more quickly. And it follows Gov. Rick Scott’s call to freeze tuition and fees for the college system as well as the state universities. The college presidents, who are seeking a $100 million boost for their system, were also told
they could expect an initial budget proposal from lawmakers for the 2017-18 fiscal year that could reduce the current $82 billion state budget by up to $1.9 billion. “It’s too early to get upset,” said Ed Meadows, president of Pensacola State College and chairman of the presidents’ council. “Every session every year there are always challenges. I would say that this year poses a complexity that we have not seen in a while.” The issues are not new to the college presidents and are part of Senate President Joe Negron’s initiative to overhaul Florida’s higher education system. Negron, R-Stuart, has been a sharp critic of the college system in the past. Not having seen the Senate bill, Meadows said it was too early to assess any changes in the governance system. But some have suggested the state college system, which has 28 schools serving about 800,000 fulland part-time students, should
be put under a separate board similar to the Board of Governors, which oversees the 12 state universities. Currently, the state colleges are under the state Board of Education, which also oversees Florida’s kindergarten-to-high-school system. Another initiative may impose new limits on the ability of state colleges to issue baccalaureate degrees. In 2015, Negron proposed limiting enrollment in each college’s baccalaureate program to 5 percent of the school’s overall enrollment. Baccalaureate students remain a small part of the state college system, accounting for 6 percent of the 110,844 degrees and certificates awarded in the 2014-15 academic year, according to the state Department of Education. Meadows said the Legislature originally gave state colleges the authority to have baccalaureatedegree programs in order to
increase the number of Floridians who receive a post-secondary degree or certificate. The state’s current attainment rate is about 46 percent, with a goal to raise that to 55 percent by 2025. Meadows said the colleges responded to Negron’s prior concerns about duplication in the higher-education system regarding the baccalaureate degrees, including a one-year moratorium that allowed the process to be reviewed. He said the current system, which allows colleges to initiate baccalaureate-degree programs subject to approval by the Board of Education, is meeting the Legislature’s original goal of increasing degree attainment in the state. “It takes all of us,” Meadows said. “It takes a village and that includes all of higher education to achieve these attainment goals.” In addition to policy challenges from Senate leaders, state colleges also will have to respond to the

Republican Party of Florida Chairman Blaise Ingoglia was easily re-elected to a second term. He also is a state representative from Spring Hill. somewhere between icy and nonexistent. The wedge between Scott and the party was one of the top arguments for Ziegler’s supporters. Ingoglia’s backers continued to point to the results in November, though. Trump became the first Republican presidential nominee to carry the state since 2004 and a potential wave against the GOP never materialized. Rubio, who seconded Ingoglia’s nomination, said the chairman was the best choice to lead the party forward facing midterms in 2018 and as the GOP starts to lay the groundwork for Trump’s re-election bid in 2020. “It’s hard to think about in those terms, because we just got out of an election,” Rubio said. “But (the) re-election’s already started. And it needs to start with a strong Republican Party of Florida.”

Following the state GOP’s strong performance in the November elections, Republican Party of Florida Chairman Blaise Ingoglia overwhelmingly won a second term at the party’s annual meeting. In a vote of the party’s executive committee, Ingoglia defeated his only competitor by a 2-to-1 margin, taking 152 votes to 76 for Christian Ziegler, the Republican state committeeman for Sarasota County. Following a heated race, Ingoglia urged Republicans to put any divisions behind them, as elections for governor, the state Cabinet and U.S. Senate loom in 2018. “We need to come together as a party, starting right now,” he said. “We cannot afford to lose a millisecond fighting amongst ourselves.” Ingoglia was buoyed by the GOP’s showing in November, when President-elect Donald Trump carried the state and U.S. Sen. Marco Rubio easily won re-election. At the same time, Democrats made only minimal gains in the state Legislature and congressional delegation, despite favorable district maps. But the fall results did not necessarily indicate the incumbent was a shoo-in — Ingoglia won his first term in 2015 by ousting then-Chairwoman Leslie Dougher despite swing GOP victories the year before. Ingoglia, who is a state representative from Spring Hill, had also weathered a stormy beginning to his tenure. Senate Republicans moved to separate their campaign operations from the party following Ingoglia’s election. The relationship between the party and Gov. Rick Scott, who backed Dougher in 2015, is
governor’s call to freeze tuition and fees in the system. Meadows said college tuition has not been raised in five years, while colleges use the existing law to adjust fees based on educational costs. Individual colleges are allowed to raise fees up to 15 percent over a base rate set each year by the Legislature. Daytona State College President Thomas LoBasso said the colleges are prepared to work with the Senate, including on other issues such as the creation of a more defined “pathway” that will allow students to move through the college system and be guaranteed a spot in a specific university program. “Any legislation that is studentcentered is a good thing,” LoBasso said. More challenging may be the Senate’s call to link performance funding for the colleges to the number of students who complete their two- and four-year degrees on time.
In his remarks to the executive committee, Ziegler said the party was helped last year by an influx of resources from the Republican National Committee, the energy generated by Trump’s larger-thanlife personality and Rubio’s organization. “But to win in 2018, we will be on our own,” he said. Ziegler also promised to be “a full-time chairman” — an implicit shot at Ingoglia’s role in the Legislature. Ingoglia took shots of his own, seeming to bristle at Ziegler’s attempt to claim the mantle of the grass-roots candidate for the position. The chairman recalled traveling to county GOP fundraising dinners across the state. “’Grassroots’ is not a talking point. A proposal to steer money toward protecting the St. Johns River, along with its tributaries or lakes in the Keystone Heights region, may be set for smooth sailing in the Senate. Sen. Rob Bradley holds leadership posts in two of the three committees slated to vet a measure he’s backing that would set aside $35 million annually for the river. Bradley serves as chairman of the Appropriations Subcommittee on the Environment and Natural Resources, and vice chairman of the Environmental Preservation and Conservation Committee. Senate President Joe Negron assigned those committees, along with the chamber’s full budget committee, to review Bradley’s proposal (SB 234). Under Bradley’s bill, the money — which would come from the voter-approved Land Acquisition Trust Fund — could be used for land management and acquisition as well as improvements in recreational opportunities and public access. Bradley’s plan is similar to money that lawmakers have earmarked for Everglades projects, natural springs and Lake Apopka. Last week, Bradley announced his support for Negron’s latest effort to protect the Everglades by buying land south of Lake Okeechobee as part of an effort to store and clean water and reduce releases from Lake Okeechobee into the Caloosahatchee and St. Lucie estuaries. “There is zero daylight between President Negron and I as far as our concern for what has happened and our urgency to move forward and what we need to accomplish,” Bradley said.
