Trader Joe’s store likely for Mandarin Location would be second in the area

She proved herself at an accounting firm before joining Watson Realty Corp. By Clifford Davis Contributing Writer With her soft-spoken, almost meek manner, it seems unlikely Carlotta Landschoot would become a driving force behind a sprawling real estate corporation. But her outer deference belies an inner tenacity, fondness for number-crunching and keen business sense. “I’m so glad she’s on my team,” said her brother, Bill Watson III. “When it comes right down to looking at the details, she’s a grinder and she’s going to win. I can’t imagine having to compete against her.” A 1980 graduate of The Bolles School who is executive vice president of Watson Realty Corp., she began life as an admittedly dutiful child who made her bed every morning and caused few problems for her parents. “From a parental standpoint,

the rules were a little more stringent for me,” she said, alluding to her position as the oldest of three children of William Watson Jr., the founder of the company. “Mom and Dad wouldn’t let me go to a concert. They would drive Bill to them. “I guess they were tired by that point,” she said. But the eldest Watson was tireless in his insistence that his children make their own way. For Landschoot, the drive seemed to come naturally. From college sororities to her business career, she took on leadership roles wherever she went. It’s not necessarily a drive for success, she said, but a drive to make a difference. “It makes me feel really good when someone asks me to be a part of their team because they know I’m going to do something that needs to be done,” she said. Trader Joe’s appears to be coming to Mandarin. Documents filed with building plans show the California-based grocer wants to open in Claire Lane Center at 11112 San Jose Blvd. It would be the second area location for the popular chain, which bills itself as a neighborhood grocery store with food and beverages from around the globe. The first opened in 2014 in Jacksonville Beach. The Mandarin site is at Claire Lane and San Jose Boulevard, south of Interstate 295. Sleiman Enterprises owns the shopping center, where 13,746 square feet would be renovated for Trader Joe’s. The city is reviewing plans for a shell and facade renovation to the building, including loading dock modifications, demolition and mechanical, engineering and plumbing work. It would split an existing tenant location into two spaces. Build-out specifically for Trader Joe’s would be permitted separately and include new doors, a new storefront and façade improvements, among other work. Trader Joe’s is identified in the compliance certificates filed with the building plans. A Claire Lane Center site plan on the Sleiman Enterprises website shows a large space available near the Miller’s Ale House Mandarin. Trader Joe’s opened its first area store in October 2014 at the South Beach Regional shopping center at northwest Florida A1A and Butler Boulevard in Jacksonville Beach. The privately held Monrovia, Calif.based company announced a year earlier it signed a lease to open the 12,500-squarefoot store, whose décor includes traditional Trader Joe’s elements, such as cedar-covered walls and Hawaiian motifs. Council may increase travel budget to promote interests By Max Marbut Staff Writer Since the city is spending $200,000 annually on dues for membership in three organizations, there should be some benefit. And there should be people designated to promote the city’s interests at the organizations’ functions. That’s the concept behind legislation being drafted that would provide $20,000 a year for City Council members’ travel expenses to attend meetings of the

The organizations function as lobbying firms to make sure issues involving city and county governments are at the forefront in the state Legislature, and in the case of the national association, in Congress and the federal government. office staff, city attorneys and auditors to begin drafting legislation to appropriate the additional travel expense fund. Council members currently are entitled to up to $3,000 a year for travel. But that’s not enough to cover travel to Florida Association of Counties meetings, said Schellenberg, who’s been volunteering as Jacksonville’s representative to the group for nearly four years and using his council travel fund to cover expenses. “The additional funds would allow us to get the most out of our memberships,” he said.
Annual membership in the counties association is $100,000, for the cities league it’s $50,000 and $40,000 for the national county association, he said. “You shouldn’t spend the money for dues if you’re not going to spend the money to participate,” Schellenberg said. “If these organizations are that valuable, we need to be participating,” Crescimbeni added. A pending permit shows a $144,875 cost for demolition of the retail center at 4000 St. Johns Ave. Realco Recycling Co. Inc. is the contractor for the project. Realco Recycling would demolish the two-story, 60,000-squarefoot center, dispose of the materials and grade the site. Work would be done 7 a.m.-5 p.m. Monday-Saturday. At the same time, the adjacent 16-story, 90-unit Commander Apartments are slated for interior demolition and renovations. The city is considering a permit application for interior demolition by Midway Services Inc. at a project cost of $1 million. The property is designed for a $40 million redevelopment by Chance Partners, with offices in Atlanta and Jacksonville. Chance said previously it wants to complete St. Johns Village in the first half of 2018, creating an up to 224-apartment project among five buildings along with a parking deck and other on-site parking. The Commander Apartments, built in 1961, occupy about 2.5 acres at 3946 St. Johns Ave. along Fishweir Creek and Little Fishweir Creek, which are tributaries of the St. Johns River. As Gov. Rick Scott seeks to eliminate a cap on the number of trauma centers in the state, an administrative law judge has ruled the Florida Department of Health improperly allowed a Clay County hospital to open a trauma center last year. The 57-page ruling, issued Friday by Judge W. David Watkins, backed the arguments of UF Health Jacksonville hospital, which challenged the department’s decision to allow Orange Park Medical Center to begin operating a trauma center in May. The dispute is part of years of legal and political battles across the state about whether new trauma centers should be allowed to open, with the battles involving the department and major players in the hospital industry. A key issue in the Orange Park case is a law that caps the number of trauma centers in the state at 44 and a related rule that allocates trauma centers in 19 different regions. Watkins said the five-county Northeast Florida region, which includes Orange Park Medical Center and UF Health Jackson-
ville, is only allocated one trauma center — a slot that has long been filled by UF Health Jacksonville’s facility. Watkins wrote the Department of Health failed to follow the Northeast Florida limit when it gave what is known as “provisional” approval for Orange Park Medical Center to open the trauma center. He also said UF Health Jacksonville has sustained a loss of patients and money because of the new facility. Trauma centers that receive provisional approval then can seek a more-permanent status. “During the first three months after Orange Park opened its trauma center in 2016, UF Health Jacksonville’s volume of its most severely injured patients decreased by 17 percent,” Watkins wrote. “Overall, UF Health Jacksonville projects an annual loss of 320 to 540 trauma cases caused by Orange Park’s operation of a trauma center.” Watkins’ ruling does not mean Orange Park Medical Center’s trauma center will have to close. Under administrative law, the ruling is considered a recommended order that will go back to the Department of Health for final action. That action could

But Watkins also wrote UF Health Jacksonville “lacks an available, adequate administrative remedy” because of the economic harm and potential damage to its quality of care stemming from the department’s decision to allow the Orange Park trauma center to operate. As a result, he wrote UF Health Jacksonville should be able to go to circuit court to challenge the operation of the Orange Park facility. “It is also well-established that when an agency engages in conduct for which there is no colorable legal authority — i.e., the agency’s action is illegal — exhaustion (of administrative remedies) is not required and the aggrieved party should be able to invoke the circuit court’s jurisdiction for redress from that illegality,” Watkins wrote. “Pursuant to the authority discussed above, the department lacks colorable legal authority to permit Orange Park to operate as a provisional trauma center while this proceeding is pending. Accordingly, here, UF Health Jacksonville should not be required to exhaust administrative remedies,” he continued.

A large West Jacksonville distribution center leased by Samsung Electronics America Inc. will be available after the end of February. CBRE Inc. and Clarion Partners are representing the 400,000-square-foot building at 12400 Presidents Court in the Westlake Industrial Park. Samsung initially leased part of the building but expanded into the entire center. CBRE Vice President Terry Quarterman said the building will be available after Samsung’s lease expires at the end of February. He referred questions about Samsung to the company. Samsung has not responded to requests for comment about why the center will be available. There could be a connection with a December report in the Orlando Sentinel. The newspaper said Samsung will lease the bulk of one of that region’s largest industrial buildings for goods that include appliances. That building has more than 706,000 square feet of space. Samsung has been associated with the Westlake warehouse for more than four years. In September 2012, the city approved a permit for build-out for Samsung in the structure. The company was issued a business license to operate there in February 2013. It set up a home appliance warehouse there, according to a job posting at the time. The business license also named John Wesley Butz, whose LinkedIn account says he has been the manager at Samsung Electronics America Logistics since September 2012. He declined to comment Monday. The structure was built in 2007. Westlake is west of Pritchard and Chaffee roads, north of Interstate 10. It is owned by LIT Westlake LLC, whose manager is Clarion Partners executive John Killian in Dallas.

She knew her strength was in numbers and data from an early age, so there was no hesitancy when she chose accounting as her major at Clemson University. After graduating in 1984, she earned a Master in Business Administration from Florida State University in 1986. The choice most college graduates face of whether to go home or strike out on their own never was a question for Landschoot. “Dad didn’t want to give us anything we didn’t earn,” she said. “He wanted us to go out and prove ourselves. And I’ll tell you, that was the best thing I ever did.” Landschoot landed a position as a CPA with Price Waterhouse in Orlando. Though the pace was hectic, she cut her teeth in the business world by auditing companies from Disney to Universal Studios. “I’d call her on Saturdays when she was down in Orlando and she’d be working,” her father said. “I’d call her on Sundays and she’d be working. “I told her, if you’re going to work that hard, you need to be working for the family.” Landschoot was living the young, unmarried professional life. Her car was brought to her at airports along with all the other perks that come with working for one of the largest auditing firms in the world. But the breakneck pace was hitting her where it hurt. “One Thanksgiving — I was closing on her — I got a lucky break,” her father said. For the second year in a row, she had tickets to Clemson’s football bowl game and would again be unable to attend due to work. “I said, ‘I can guarantee you that you will get to go to your bowl games,’“ Watson Jr. said. Many fathers could be expected to do everything in their power to have their daughters home. That was not remotely the elder Watson’s reasoning, according to his son. “That’s not his style,” Bill Watson III said. “If he didn’t think he was going to get a tangible benefit — not just that she was going to help — you’re not coming.” Though a desire to have his

Landschoot holding the Diamond Award in 2014. daughter back in Jacksonville was not a major factor for Watson, the move, of course, was perceived as such by some employees. At the time, Landschoot was still Carlotta Watson and the nepotism discussion was unavoidable, she said. “Absolutely, there was that perception,” she said. “On the front end, a lot of people thought I got the job because of my heritage. “So you have to prove yourself and our father helped us do that,” she said. Landschoot joined the company as the assistant comptroller working for the chief financial officer. When he retired a year later, she moved to that position. However, where she hit her stride was in the real estate company’s relocation services. When large corporations pay for their executives to move, it can be a huge undertaking. The moves can include guaranteed buyouts of the employee’s home, moving household goods, house-hunting trips, cost of living adjustments and tax preparation. That’s where a relocation service like Watson’s steps in. Her name came with scrutiny, but it also came with clout. The head of the company’s relocation services found he had
much more influence by bringing along someone with the last name Watson when he talked with companies about doing business with the firm. In addition, Landschoot had managed to turn Price Waterhouse on to Watson’s relocation service when she was employed there. “When the head of the department made a lateral move, he recommended that I replace him,” she said. During her 10-year tenure as head of relocation services, Landschoot grew the department and instituted several initiatives, including information phone lines and, later, e-business. Finally, she made the move to upper management. For her father, it was an easy decision. “She’s very conscientious, dependable, but that is combined with a softness to be very concerned about who she’s working with,” her father said, echoing a philosophy for which he’s known. “She can be tough. She will hold to standards, but she’s also very nice. “If you’re nice to people, you can be a little tougher,” he said. Landschoot said her proudest achievement has been lifting the company’s profile through Leading Real Estate Companies of the World, an organization with more than 550 member companies in 60 countries. Watson Realty has won the organization’s highest award four times. One other company has won it five times, with no other firm winning more than once. At the organization’s convention in Las Vegas a few years back, Landschoot found herself sharing podiums with her father. Watson was chairman of the board and she was head of the advisory council. “No one knew we were father and daughter until he told them and flashed a picture of me as a toddler at a parade in Downtown Jacksonville up on the big screen,” she said. At heart, there is a certain portion of that dutiful young girl that remains. “I still make my bed every morning,” she said.

New York investor buys industrial portfolio for $49M

DRA Advisors LLC of New York paid $49.1 million this month for Alta Lakes Commerce Center property as well as a large distribution warehouse in Flagler Center. DRA Advisors, through limited liability companies, bought the properties from Boston-based Cabot Properties, which sold them through LLCs. The deeds were made Jan. 13 and recorded Friday and Monday with the Duval County Clerk of Courts. DRA Advisors and Cabot Properties did not return calls for comment. The Duval County Property Appraiser assessed the sites at about $31 million. DRA Advisors bought more than 920,000 square feet of developed warehouse-distribution space on 57 acres along with 15.6 acres of undeveloped land. At Alta Lakes in North Jacksonville, it bought four completed buildings, all developed in 2008, on 34.6 acres plus the undeveloped acreage set aside for the second phase of the center. Alta Lakes is along Interstate 295 east of I-95. At Flagler Center in South Jacksonville, it bought a distribution center built in 1997 on almost 22.4 acres. Cabot bought it in 2007 from General Motors Corp. Flagler Center is south of Old St. Augustine Road between I-95 and Philips Highway. The buildings in the recorded transactions, based on the Clerk of Courts and the Property

The Cabot sale was the second large industrial transaction this year. Atlanta- and Boston-based investors paid almost $89 million for properties in Imeson International Industrial Park this month. MDH Partners LLC of Atlanta, through two entities, bought seven buildings for almost $54.6 million. They total more than 1.3 million square feet of warehouse and distribution space. Council counties make sure issues important to their interests are at the forefront for lawmakers. In addition to the annual statewide gatherings, a lot of business is conducted through conference calls, particularly during the legislative session each year. “It’s a lot more work than I thought, but it’s important for Duval County,” said Schellenberg. Boyer said she would support assigning four council members to be the city’s voice in the organizations — two would be secondterm members and two would be serving their first terms to give the effort continuity. Having the same people represent Duval County for the long term would be an advantage, Schellenberg said, because a lot of what he does is build relationships with the organizations and the representatives from other counties. She said she can have a draft ordinance prepared this week that could be introduced to council at its next meeting on Feb. 14. That would allow it to be enacted near March 7, when the Legislature will convene for its annual session.
