Hines submits plans for‘Southside Called “Southside” on building plans, the Hines development group has submitted permit applications for its proposed 306unit apartment community on almost 11 acres within its larger Gate Parkway development. The name could be changed as the development is branded, which Hines has said it intends to do. The company declined comment Monday about the apartments or the project. The apartment parcel is in the center of the project, between an internal roadway and Interstate 295. The apartments are the first
construction at the site, west of I-295 and south of Butler Boulevard. The $44.2 million construction job features six four-story, 51-unit apartment buildings at 7385 Park Village Drive. It also includes three garage buildings, a garage with a car wash and maintenance building, a dog spa and a clubhouse.

When buyers of the George Doro Fixture Co. property in the Stadium District bought the site almost a year ago, they talked about their vision for the property. They saw food-related uses, offices and residences at the former manufacturing site that would tie in with the neighboring former Noland Building they own that is occupied by Intuition Ale Works and Manifest Distilling. Talk could be turning into action. Iconic Real Estate Investments LLC wants to redevelop the Doro site and encompass the former Noland Building into a project called the Doro District. “We want to redesign and reimagine Grainger that area that’s been dormant,” said Iconic Investments president Farley Grainger. The Downtown Development Review Board is slated to look at a conceptual plan next week to redevelop the Doro site. The Doro property is at 102 A. Philip Randolph Blvd. near EverBank Field and the new Daily’s Place amphitheater and flex field. The ownership group is led by Grainger and his son, Paul, who bought the 1.63-acre Doro property in March for $2.5 million. It bought the former Noland property a year earlier for $2.2 million. Plans show the Doro property as a bowling alley, bar, offices, retail and, later, residential. It would complement the uses at 929 E. With a sentencing hearing scheduled for today, an attorney for former state Rep. Reggie Fullwood, D-Jacksonville, has filed a six-page document seeking to keep him from going to prison. Fullwood pleaded guilty in September to one count of wire fraud and one count of failure to file a tax return in a case related to the illegal use of campaign contributions for personal expenses. The plea led to Fullwood resigning his Duval County House seat, which he had held since 2010. In a sentencing memorandum filed in federal court, Fullwood’s attorney, Robert Willis, wrote that sentencing guidelines would ordinarily lead to 15 to 21 months in prison. But Willis asked in the document that Senior Judge Henry Lee Adams Jr. exercise “discretion and impose a non-custodial sentence.” In part, Willis wrote that Fullwood is a Fullwood “committed, attentive and supportive father” to two children and pointed to Fullwood’s time in public office, including getting elected to the City Council at age 23. It also described community involvement including his former position as executive director of Metro North Community Development Corp., a nonprofit affordable housing organization. The document also noted Fullwood is going through a divorce and “the defendant’s current circumstance before this court certainly played a part of the pending dissolution” of the marriage. “With the exception of the (sentencing) guideline yield based upon the current calculation, there is literally nothing that suggests Mr. Fullwood should be incarcerated,” Willis wrote. “If allowed, he will have a bright future notwithstanding the undeniable fact of these convictions.”

DDRB is slated to review the conceptual Doro plan Feb. 16. The site plan shows the Doro Fixture property is bordered by A. Philip Randolph Boulevard and East Adams, Lafayette and East Forsyth streets. The entire project is bordered by A. Philip Randolph and Bay, Lafayette and East Adams streets. East Forsyth Street, which runs between Manifest Distilling and the Doro property, is privately owned and shown as a future pedestrian area. The Doro District Mixed Use Project written description said the Doro Fixture buildings were built between 1903 and the 1950s. The vacant structures comprise about 65,000 square feet. Iconic wants approval for the infill redevelopment of the buildings with retail commercial, office and hotel/multifamily residential uses in two phases. The first phase would be 44,500
square feet for a restaurant, bar, bowling venue and entertainment uses. Another 10,000 square feet would be developed with retail and open recreation uses and another almost 10,000 square feet for commercial offices. That phase would include a rooftop terrace retail space on the A. Philip Randolph Boulevard frontage. The second phase would be development of multifamily residential, although the number of units has not been determined. That would be in a two-story structure. As part of the first phase, one of the existing buildings would be demolished to create an interim off-street parking lot. Iconic Investments will request a parking deviation for its needs. The architect is Design Cooperative. Farley Grainger said Monday his group would like to start development this year for completion of the first phase late this year or in early 2018. He said they were talking with foodrelated tenants but he declined to identify them.
Paul Grainger said at the time of the Doro acquisition that the focus would be leasing to local tenants who will be catalysts to redevelop the area. About 5,700 square feet for retail space remains for lease at 929 E. Bay St., according to DDRB plans. The Doro company, in business since 1919, fabricated architectural woodwork, casework and millwork. The property includes warehouse space among several buildings along with a parking lot. Together, the East Bay Street and Doro Fixture properties total about 100,000 square feet of space. Grainger said he was excited about the amphitheater. “We’re trying to continue that destination, social experience,” he said. Iconic has not requested economic incentives for the development. “We haven’t gotten that far in our analysis yet,” Grainger said.

Bills seek changes to police lineups

Pointing to a need for neutrality, two Republican lawmakers have filed bills that would lead to changes in the way police conduct lineups to identify suspected criminals. Rep. Baptist to rebrand duPont Center I and II
Baptist Health wants to rename its 1650 ad 1660 Prudential Drive office buildings as Baptist Health Southbank Plaza. The health care system wants to change the name of what are now called duPont Center I and II to be more descriptive, according to a statement from Cindy Hamilton, director of public relations. A new name would avoid confusion with the Jessie Ball duPont Center, on the Northbank, the redeveloped Haydon Burns Public Library that houses nonprofits and event space. A Baptist Health executive said previously the 2015 acquisition was a strategic investment because of the buildings’ proximity to the system’s campus at 800 Prudential Drive. The duPont buildings, totaling about 160,000 square of space, are on almost 9 acres. Baptist also bought 1.9 acres of vacant land at the site. Baptist Health said upon the purchase the four-story buildings were 89 percent leased and it planned to occupy available space there over time. Hamilton said pending the city’s approval of the permit, Baptist Health anticipated the signage would be in place by mid- to late April. In an application to the Downtown Development Review Board, Baptist Health said there will be four signs total — one campus anchor sign visible from Prudential Drive, two tenant signs along Prudential and one at the back of the property. There also will be signs suspended to the building with the address numbers and address numbers on the front glass entrance of each building. The application indicates DDRB will review the application Feb. 16.
Kazu Sushi Burrito to take space Downtown
Kazu Sushi Burrito owner David Chen said he anticipates opening in March at 117 W. Adams St., the former Pho A Noodle Bar space Downtown. It will be Chen’s second sushi burrito restaurant — the first is near Southpoint. He also oper-
ates the Kazu Japanese Restaurant along San Jose Boulevard near Crown Point Road. Chen said the fast-casual concept would be attractive to Downtown workers for lunch. He isn’t sure about dinner hours yet. He’ll be open during the week, but doesn’t anticipate Saturday or Sunday service.

• Chick-fil-A wants to renovate its Roosevelt Square restaurant’s kitchen and dining room. The $750,000 project will upgrade the 4,344-square-foot location at 4496 Roosevelt Blvd. • Ruby Tuesday Inc. said Friday it has completed the remodeling of its six area restaurants. There are updated dining rooms, new furnishings and fixtures, local artwork and an expanded Endless Garden Bar that almost doubles the selection to more than 55 ingredients. The six locations comprise three in Jacksonville and one each in Orange Park, St. Augustine and Kingsland, Ga. • Work is starting toward the River & Post Restaurant and Rooftop Bar in the Summit Tower at 1000 Riverside Ave. The city approved a permit for Summit Commercial Group LLC to replace the storefront system on the first floor for the current code system at a job cost of $62,435. The city is reviewing a $1 million construction project to build-out the first floor and the ninth-floor penthouse and rooftop for the venture.
Another Wawa permit application
Permits are in review for a Wawa gas station and convenience store at 8251 Old Middleburg Road at Argyle Forest Boulevard. The three permits, for a 6,119-square-foot convenience store, gas canopy and dumpster, total almost $1.1 million. It’s the fourth Wawa that has reached construction permitting review. The others are at The Crossing at Town Center, at Wilson Boulevard and Lane Avenue; and Beach Boulevard and Central Parkway in EastPark. Wawa intends to open three stores this year and at least 10 next year, continuing with two to four more each year until it reaches up to 40 locations in Northeast Florida. So far, 11 locations have been publicly identified in Duval and Clay counties.
Florida Blue adding ‘Guidewell’ sign
The city approved signage to add “A Guidewell Company” to the “Florida Blue” monument sign at 4800 Deerwood Campus Parkway in Deerwood Park. Approved were temporary panels to be applied to the base while the existing sign is modified, as well as the modifications. They total $19,045. Spokeswoman Toni Woods said the company is updating the Florida Blue sign at its main entrance to communicate the relationship between the parent company and the health insurance business.
DRA acquisition part of larger purchase
DRA Advisors LLC’s $49.1 million acquisition of Alta Lakes Commerce Center and a Flagler Center warehouse from Cabot Properties appears to be part of a much larger portfolio purchase. A Real Estate Alert weekly update in October reported DRA Advisors agreed to buy a 20 million-square-foot portfolio from Cabot Properties for about $1 billion. DRA Advisors is based in New York and Cabot Properties is in Boston. The warehouses are across 21 markets with the biggest concentration in and around Dallas and Columbus, Ohio, said Real Estate Alert. It said 87 percent of the space is in 10 markets, including 932,000 square feet in Jacksonville. Real Estate Alert said the average occupancy rate is 94 percent and the average age of the properties is 25 years. Cabot bought most of the warehouses from 2005-2008. The Jacksonville DRA Advisors’ sales took place Jan. 13. Property records show it bought more than 920,000 square feet of developed warehouse-distribution space on 57 acres along with 15.6 acres of undeveloped land. At Alta Lakes in North Jacksonville, it bought four completed buildings, all developed in 2008, on 34.6 acres plus the undeveloped acreage set aside for the second phase of the center. At Flagler Center in South Jacksonville, it bought a distribution center built in 1997 on almost 22.4 acres. Cabot bought it in 2007 from General Motors Corp. DRA Advisors and Cabot Properties representatives have not responded to requests for comment.

Duval County hotels say January was 39th consecutive month of revenue growth By Max Marbut, Staff Writer Conventions are big business in Jacksonville, with more than 400 groups checking into local hotels last year. Visit Jacksonville, the convention and visitors bureau for Jacksonville and the Beaches, announced Friday some personnel changes for its convention sales and services team. • Former Convention Services Manager Nicole Chapman is senior convention services manager. • Samantha Crouch, formerly the convention services coordinator, is the meetings express coordinator and will work with smaller groups. • Former Events Specialist Caitlin Mauney has moved to the group business team as convention services and events specialist. The restructuring is related to changes
in the Duval County Tourism Marketing Plan that was amended by City Council in November. Visit Jacksonville’s 2016-17 budget includes $2 million for marketing the city as a destination for conventions and Chapman other group business. The budget also includes an $800,000 grant fund to be used to close contracts with groups by offering rebates on room nights, ground transportation and conventionrelated hotel expenses, such as audio-visual services. “My goal is to aim higher,” said council President Lori Boyer when the new tourism plan was enacted.
“I don’t want us to just maintain what we have. I want us to enhance and improve on it,” she added. Visit Jacksonville also released last week the occupancy and revenue figures for the week that ended Jan. 28. Crouch Nearly 73 percent of hotel rooms were occupied that week at an average daily rate of $92.11, increases of 2.8 and 6.5 percent, respectively, compared to the previous week. Arlington and the Beaches were most occupied, each at 77 percent, followed by Southside and Mandarin hotels at 74.1 percent. The average daily rate at Downtown
hotels was the highest in the market at $132.29, followed by the Beaches at $122.66 and Southside and Mandarin at $85.95. Panel backs unanimous Senators move juries in death cases ahead with state college changes

Florida juries would have to unanimously agree that defendants should be condemned to death for the sentence to be imposed, under a proposal given swift and overwhelming approval at its first Senate committee Monday. But efforts to broaden the legislation to address other issues involved in a series of court rulings that prompted this year’s measure appear, at least for now, to be doomed. Proposals to require unanimous jury recommendations, backed by leaders in the House and Senate, come as Florida’s death penalty has been on hold for more than a year as a result of a key U.S. Supreme Court ruling, in a case known as Hurst v. Florida, in January 2016. The 8-1 decision, based in part on a 2002 ruling in a case known as Ring v. Arizona, struck down as unconstitutional Florida’s death penalty sentencing system because it gave too much power to judges, instead of juries. Florida lawmakers hurriedly rewrote the statute last year, requiring jurors to unanimously find at least one aggravating factor exists before a defendant can be eligible for a death sentence and requiring at least 10 jurors to recommend death for the sentence to be imposed. The Florida Supreme Court last fall struck down the new statute, finding part of the new law was unconstitutional because it did not require unanimous recommendations for death sentences. The Senate Criminal Justice Committee on Monday unanimously approved a measure (SB 280), sponsored by committee Chairman Randolph Bracy,

aimed at fixing the flaw in the statute by requiring unanimous jury recommendations. Bracy, an Orlando Democrat, said he had spoken with people on both sides of the issue about what he acknowledged is a controversial topic. “The one thing that has been consistent is that people have told me that the death penalty should be a last resort … and the crime should be worthy of death,” he said. “I think we’re getting a lot closer to that.” But defense lawyers cautioned that, even while they support the unanimity requirement, the state law is still flawed without additional changes. “Let me stress this is a first step, not a final solution,” 10th Judicial Circuit Public Defender Rex Dimmig told the panel Monday. The proposal fixes the problems regarding the Sixth Amendment right to trial by jury, Dimmig said, but “it does not mean that our procedures will be constitutional in the future.” Florida law requires juries to make recommendations about death sentences after weighing aggravating factors, laid out in
statute, and mitigating circumstances. State law identifies at least 16 aggravating factors, including whether a defendant is a member of a gang, that make defendants eligible for the death penalty. But courts have long determined the death penalty should be reserved for the “worst of the worst” defendants, and Florida’s long list of aggravators means the state law isn’t narrow enough, Dimmig and other lawyers — including some members of the Florida Supreme Court — have argued. Jeff Clemens warned his colleagues on the panel the Legislature could once again find itself in the position of having to deal with an unconstitutional death penalty law if the aggravating factors aren’t addressed. Lawmakers “knew what was going to happen” when they failed to require unanimous jury recommendations last year, the Lake Worth Democrat said. Last year’s law requiring at least 10 jurors to recommend death was considered a compromise between House and Senate leaders. The Senate wanted unanimous jury recommendations, while the House backed a proposal pushed by prosecutors that would have required at least nine jurors to recommend death. “I’m making that prediction right now that we’ll be back here again,” Clemens said. “We do just enough each year to make us feel good and then we have to come back and redo it again.” Dimmig said he would be “absolutely shocked” if the U.S. Supreme Court “do(es) not find our death penalty overly broad based on the number of aggravators we have.”
By Lloyd Dunkelberger The News Service of Florida A bill that would create a new governance board for state colleges and limit their ability to expand baccalaureate degrees cleared its first Senate committee Monday, although the measure drew plenty of questions. The most controversial aspect is a provision that would set limits on the ability of the 28 state colleges to offer four-year or baccalaureate degrees. The bill, which cleared the Senate Education Committee in a unanimous vote, would also create a State Board of Community Colleges, which would oversee the 28-school system. The state colleges are now under the State Board of Education, which also oversees the K-12 system. The measure (SB 374) would also increase the time it would take for colleges to win approval for new baccalaureate programs, including a one-year prior notification to the new State Board of Community Colleges and allowing a 180-day period for state universities to react to the baccalaureate proposals. “This will enable more advocacy, accountability and independence for the college system,” said Sen. Bill Galvano, R-Bradenton, who was handling the legislation for committee Chairwoman Dorothy Hukill, a Port Orange Republican who is recovering from a cancer treatment. Galvano defended the new limits on baccalaureate degrees, noting the legislation was reemphasizing the state college’s system primary role of award-

He also noted the legislation would not eliminate baccalaureate programs now in place at the state colleges, which were traditionally known as community colleges. The proposal would cap enrollment growth in baccalaureate degrees to 2 percent at each school, if a school’s upper-level enrollment represented more than 8 percent of the total fulltime students. Baccalaureate degrees could expand by 4 percent if the upperdivision enrollment was less than 8 percent. In both cases, the bill would allow state colleges to seek a waiver of those limits from the Legislature. Eileen Holden, president of Polk State College, said imposing a more lengthy review of proposed baccalaureate programs would hurt the system’s ability to respond quickly to workforce demands in local communities. She also said the colleges’ baccalaureate programs are not aimed at “the traditional college student population,” noting 73 percent of her school’s upperdivision students were part-time in the 2015-16 academic year and 41 percent were minority students. Ed Meadows, president of Pensacola State College, suggested if lawmakers want to change the governance system for the colleges, it should be done by a constitutional amendment, which was the way the state Board of Governors, which oversees the 12 state universities, was created.

Policy 5.10 is proposed to be amended to update the physical examination requirements to delete redundant text; and to reference the District’s Student Progression Plan for the criteria used to for the grade level assignment for students entering the district from private, home school or nonpublic schools. Policy 5.11, Admission to Kindergarten. Policy 5.11 is proposed to be amended to reference the Interstate Compact on Educational Opportunity for Military Children; and to state that any available transcripts shall be presented to the district for students transferring from an out-of-state or out-of-country public school. Policy 5.45, Acceleration Program Access. Policy 5.45 is proposed to be amended to include the Advanced Placement Capstone program; and update references to attendance area schools. Policy 5.50+, School Health Services Plan. Policy 5.50+ is proposed to be amended to update references to the Florida Department of Health Duval County and to the District’s School Health Services Plan. Policy 5.62, Administration of Medication. Policy 5.62 is proposed to be amended to reference the District’s School Health Services Manual; reference and include procedures for the District’s Medication Administration Authorization form; provide that students with any diagnosed/documented condition may carry prescription medication according to the requirements in the policy; provide for instructions for administration of nonprescription medication; and provide for emergency procedures for nonprescription medications upon the determination of the District’s Medical Director, the Florida Department of Health Duval County’s Medical Director, and the District’s Director of Wellness (such as the use of repellant for mosquitos). Policy 5.64, Students with HIV, AIDs, or Other Communicable Diseases. Policy 5.64 is proposed to be amended to update references to the District’s Medical Director; provide for additional members of the Multidisciplinary Committee; provide updates for case review and placement; and provide updates for infected students exposed to chicken pox or measles in school. Policy 5.67, District Support for Students with Diabetes. Policy 5.67 is proposed to be amended to update the reference to the Florida Department of Health Duval County.
