First Baptist Church Jacksonville still awaits the $10 million in donations it needs to break ground, but it is taking a step toward a new campus in Nocatee. Judson Leverette, director of business administration for Downtown-based First Baptist, said leaders continue to work on architectural plans for First Baptist Church Nocatee. Leverette said Nocatee was chosen because it is a growing community. “That’s where a lot of our young people are living right now and it makes it a whole lot easier for them to have a church in their community,” he said. Leverette said some churchgoers don’t like to drive Downtown anymore. “They want something closer to home,” he said. Nocatee is about 26 miles from Downtown, where First Baptist has its large main campus at 124 W. Ashley St. Preliminary engineering plans are in city review for almost 22 acres of the Nocatee site, identified along Valley Ridge Road. The site straddles the county line. The majority of the campus is in Duval County, with sports fields in St. Johns. Plans show a church, playground and the sports fields. They also indicate a preschool day care. The proposed building footprint is 40,850 square feet, but that doesn’t include multiple stories. Leverette said that was the extent of the plans for now. Connelly & Wicker Inc. is the civil engineer. He declined to predict a start and completion date and said the project will be paid for by donations, not with debt. First Baptist owns the land. In July 2013, it acquired almost 22 acres of Duval County property and 7.29 acres in St. Johns. A Nocatee presence would accommodate the 500 members who now attend Sunday morning services at Ponte Vedra High School and others — existing and new. First Baptist Church also has satellites in Ortega and at the University of North Florida, where a trailer is brought in for Sunday night worship. He said membership exceeds 15,000 people. Deal brings opportunities, prestige to university By Marilyn Young Editor As the Ocearch vessel made its way up the St. Johns River Wednesday afternoon, it was heading home. Its new home at Jacksonville University. The world-renowned shark research nonprofit and the university were scheduled to announce this morning the launch of a partnership that JU President Tim Cost calls “one of the most substantial things we’ve ever done as a university.” The Ocearch at Jacksonville University venture is part of Cost’s strategy to pursue signature programs, such as marine sciences, that

will attract students from around the world. The union pairs Ocearch founder Chris Fischer, whom Cost described as the “modern Jacques Cousteau,” with JU’s Quinton White, a leading expert on water issues in Northeast Florida. Fischer joined the JU faculty Jan. 1 as explorer in residence. Though he won’t teach classes, he is available for lectures. Cost said he expects Fischer to continue to carry a heavy schedule of public appearances. “What he does that attracts attention to the sciences for young people is really stellar,” Cost said. “He is a charismatic style leader.” Cost said the multiyear agreement required a six-figure invest-

ment from the university. (He would not say how many years and the amount of the investment is not public record for the private institution.) “I consider it a moderate investment for the magnitude of the return,” he said. The investment and the benefits go beyond the Marine Science Research Institute, of which White is executive director. It allows JU “to go to students and their families around the world and talk in a different way,” Cost said. City OKs $56M Amazon.com permit

With permit now in hand, The Conlan Co. can continue with vertical construction on the Amazon.com fulfillment center under development in AllianceFlorida at Cecil Commerce Center. The city issued the permit Wednesday for the $56.5 million construction project at 13333 103rd St. Site work was approved in October and has been underway for the 1 million-square-foot building. PlainsCapital Bank of Dallas issued a $58.13 million construction loan Jan. 6 to Hillwood Development Co. LLC. That was the same week Fort Worth-based Hillwood bought the 86-acre site from the city for $783,341. The bank made the loan to 103 BLDG C LLC, which Hillwood created to develop the project. Hillwood is the master developer of AllianceFlorida at Cecil Commerce Center. The city owns the former naval air station. Seattle-based Amazon said Jan. 4 it would open the fulfillment center at Cecil Commerce Center to handle large consumer items, while an Amazon center under development in Northwest Jacksonville will deal with small consumer items. The investment in both centers is projected to be $315 million and total employment will be 2,700, according to city legislation. Both are expected to open in the fall.

$50M Mayo destination building approved

As the area’s medical and health care industry continues its growth, the city issued a permit Tuesday for a $50 million shell building for Mayo Clinic. The four-story, 152,000-squarefoot structure will be the Destination Medical Building the clinic announced almost a year ago for its Southside campus at 4500 San Pablo Road. The Robins & Morton Group of Orlando is the contractor. Mayo Clinic announced March 29 it would invest $100 million in construction projects at its Jacksonville campus, including the four-story medical building with the potential for 11 more floors. In that announcement, it said the building will provide integrated services needed for complex cancer care, as well as neurologic and neurosurgical care. Mayo Clinic said it will add about 40 physicians and scientists and 250 allied health employees to support the medical building and a new positron emission tomography (PET) radiochemistry facility. The health care organization said then it has 5,351 employees in Jacksonville and contributes more than $1.6 billion to the Florida economy. A spokesman said Wednesday the timeline for completion is

That space more than doubles the size of the Hematology and Oncology Department, with a 50 percent increase in staff. The new building also doubles the space for the neurology and neurosurgical departments and supports hiring 12 neurologists and neurosurgeons, Mayo said. A news release said more than 126,000 patients are expected to visit the first year it opens.

Earth Fare OK’d for Mandarin South

Jacksonville’s second Earth Fare grocery store should soon start building-out at the Mandarin South Shopping Center. The first Earth Fare opened in August 2014 at Kernan and Atlantic boulevards. The Mandarin store, at 11700 San Jose Blvd., will be almost 27,700 square feet. Build-out is $2.06 million, according to the building permit issued Tuesday. Benning Construction Co. is the contractor. Earth Fare, founded 42 years ago, is based in Asheville, N.C. It focuses on natural and organic foods.

Belfort at Canopy Park sells for $26.5M

Colliers International Jacksonville announced the 192-unit Canopy at Belfort Park apartment community was sold Wednesday for $26.5 million, or $138,020 per unit. Canopy at Belfort Park Apartments LLC sold the complex to TC Belfort Park LLC. It is 93 percent occupied. The apartments, on 11.5 acres at 7750 Belfort Parkway, were developed in 2013. The complex comprises eight three-story residential buildings, clubhouse, pool and other amenities.

• The Hyppo Gourmet Ice Pops shop is being built-out at The Hexagon at San Marco Train Station at 1434 Hendricks Ave. The $61,000 project will convert 1,150 square feet for the venture. • Taco Bell will build at Town Center Promenade. Engineering and landscape plans were filed for the 2,271-square-foot restaurant that will be built where the former Pier 1 Imports store will be demolished. • Aldi, with three Northeast Florida grocery stores open and at least two more planned in Duval County, intends to remodel more than 1,300 of its U.S. stores by 2020, costing an estimated $1.6 billion. The upgraded stores will provide a more modern design and focus on fresh items, including produce, dairy and bakery sections. For example, he said he’s talked to the math department about having someone do ocean modeling. In addition, two doctoral students in the business college built a pro forma cash flow and profitand-loss statement examining the opportunity as JU was negotiating with Ocearch. The partnership also will allow the university to publish more worldwide research work, a boon in academic circles. It will require more faculty at the research institute (there’s already a job posting for a shark biologist), as well as additional resources in admissions, the chief financial officer’s department

and communications. Many of the needed additions and changes in processes have been made over the past six months as JU approached today’s announcement. Cost said Fischer has built a massive audience through aggressive technology messaging, getting hundreds of millions of hits on his website. One year, he said, it was a billion. The relationship between Fischer and JU dates back four years ago, when Ocearch did an expedition in Jacksonville. “They had an amazing time,” White said. They tagged Lydia the great white shark, worked with some of the local schools and met with faculty of the institute. White said when Fischer began thinking about putting Ocearch where its work could continue

even without him, he talked to people around the country. “And things kept pointing back to Jacksonville,” White said. Talks began more than two years ago, Cost said, with the normal ebb-and-flow pace of negotiations. “All deals have a life to them. They have a cadence and a rhythm,” he said. At times the talks cooled off, but they never stalled. Justices block Baker Act video hearings

Temporary ban follows challenge by public defenders By Jim Saunders The News Service of Florida A skeptical Florida Supreme Court has moved to at least temporarily block Lee County judges from holding videoconference hearings in cases about whether mentally ill people should be involuntarily committed to treatment facilities. Justices unanimously issued a stay late Tuesday afternoon, hours after listening to arguments about the use of videoconferences in what are known as Baker Act cases. Public defenders last year challenged the use of video technology instead of judges or magistrates appearing in person at mental health facilities and sought a stay to halt the practice. The Supreme Court issued a one-sentence decision and indicated a broader legal opinion would be issued later. But Kathleen Smith, public defender in the 20th Judicial Circuit, which includes Lee County, said Wednesday she expects the decision to lead to in-person Baker Act hearings starting Friday. During Tuesday’s hearing, justices pointedly questioned the legal basis for holding Baker Act hearings remotely, as Assistant

Attorney General Caroline Johnson Levine argued in support of allowing videoconferences. Lee County judges did not take part in the hearing. “So all of our circuit judges could simply say we’re not coming to the courthouse and we’re not going to conduct anything in person, we’re just going to set up TV cameras and I am going to sit by my pool having an iced tea and enjoying myself, and I’ll just do everything from there?” Justice R. Fred Lewis asked at one point. “And there’s nothing that requires that judge to be in person conducting judicial business?” he continued. Robert Young, an attorney in the 10th Judicial Circuit public defender’s office, argued videoconferences particularly pose difficulties for some people with mental illnesses. “You’re talking about folks who are often overstimulated by their surroundings and asking them to attend to conversations both in front of them and on the screen,” said Young, who represented the opponents at the Supreme Court. The issue went to the Supreme Court after a panel of the 2nd District Court of Appeal ruled in September that nothing bars Lee County judges from holding vid-

CONTINUED FROM FRONT PAGE Putting the question up for a popular vote — and putting off a decision on HRO for 18 months until the midterm election — isn’t a path Bowman could support. “It would hang over our heads for a year and a half. It will get us an incredible amount of attention we don’t need,” he said. Council member Sam Newby joined Gulliford and Matt Schellenberg in supporting a referendum. “I trust the people of Jacksonville to make the right decision,” Newby said. When Gulliford contended council already voted on the proposal in 2012, Hazouri pointed out that was a different council. “The bill was not debated in 2012 by 11 of us,” he said. Hazouri said council was elected to consider and vote on issues, such as the HRO, and added, “We should vote our conscience, our heart and what’s right for the city.” The people voted when they elected the council in 2015, said Love. “We have a responsibility as City Council members to do the right thing and move the city forward,” he said. Schellenberg, addressing comments that failing to enact human rights protection for LGBT people harms the city’s economic development, said he’s not sure that’s the case. “Companies that don’t come to Jacksonville — they don’t know us and they are discriminating against us,” he said. “We don’t need this bill to tell people that we’re wonderful people.”

While videoconferences began last year in Lee County, judges in other areas also have looked at the idea. Jeffrey Colbath, chief judge of Palm Beach County’s 15th Judicial Circuit, filed a friend-of the-court brief that said his circuit was moving toward using remote hearings in Baker Act cases. Colbath took part in Tuesday’s arguments at the Supreme Court and said the idea involves “management of resources,” at least in part because the Legislature has not provided money to add judges. He said sprawling Palm Beach County has seven mental health facilities. “Right now, we’re doing so much with so little, and as we all know very well, the Legislature is being pretty stingy with us,” Colbath said. “And if I had a couple of extra magistrates, I wouldn’t have had to explore this. I mean, it’s really that simple.” But Smith, the public defender in the 20th Judicial Circuit, questioned why peo-

A House proposal that would kill Gov. Rick Scott’s prized economic development and tourism agencies began moving forward Wednesday over Scott’s growing public objections. The House Careers & Competition Subcommittee voted 10-5 to back a 172-page proposal (PCB CCS 17-01) that would eliminate the public-private Enterprise Florida and tourism marketer Visit Florida, along with a lengthy list of tax-credit and grant programs designed to attract companies to relocate and build in the state. The proposal, pushed by House Speaker Richard Corcoran, has raised tensions in the Capitol, but it likely won’t reach the Senate as is. Some supporters said they expect the bill to undergo changes if the agencies are able to quickly show they can be more transparent and focus more on small counties and small businesses. “I do think that some of the things are going to be zeroed out, but I think at the end of the day not everything gets zeroed out,” subcommittee Chairman Halsey Beshears, R-Monticello, said after voting for the proposal. “The bigger guys are going to take care of themselves. That doesn’t mean throw them under the bus. It just means we need to focus those dollars where we can get the best bang for our buck,” Beshears said.

After the vote, Scott tweeted, “Politicians in @MyFLHouse turned their back on jobs today by supporting job killing legislation.” Prior to the meeting, Scott — amid a growing feud with Corcoran — tweeted, “A job creates hope, a job creates opportunity for your family. LETS FIGHT FOR JOBS TODAY.” (The capital letters were by the governor.) The House proposal drew criticism from business lobbyists who filled the committee room and said spending through the public-private agencies has helped improve the state’s economy during the past six years. Rep. Paul Renner, a Palm Coast Republican who is sponsoring the proposal, said money spent on incentives doesn’t help small businesses or local residents, puts at a disadvantage businesses that are forced to compete with companies that get state money and reduces spending for public safety, roads, bridges and education. “When we spend hundreds of millions of dollars on economic incentives for a few companies, we steal money from those core critical priorities that we all share an interest in,” Renner said. He added Visit Florida has a growing “accountability” problem, which should force the agency to justify its existence. But for now, reports that Visit Florida paid what had been an undisclosed $1 million to Miami hip-hop artist Pitbull offset any positives the agency has garnered by helping the state hit
