Michael Ward retiring from CSX
Company president also stepping down effective May 31
By Mark Basch Contributing Writer As discussions continue about the future leadership of CSX Corp., the Jacksonville-based railroad company announced Tuesday morning that Chairman and CEO Michael Ward will retire effective May 31. CSX President Clarence Gooden will also retire May 31, the company said. Executive Vice President

Baptist Medical Center Beaches is considering a $30 million expansion of its surgery center. According to Jarret Dreicer, assistant administrator of operations, the expansion would enlarge and upgrade operating rooms and more than double the size of pre- and post-operative areas. Dreicer also said it would provide a new and convenient Emergency Department entrance with a modernized and comfortable waiting room. The medical center is at 1350 13th Ave. S. in Jacksonville Beach. If approved, construction would begin this summer. The contractor would be Brasfield & Gorrie General Contractors. Dreicer said construction should take less than two years. Before construction can begin, the Baptist Medical Center Beaches Board, the Baptist Health Finance Committee and the Baptist Health Board must approve the project, he said. Dreicer said the current operating room dates back to 1988. He said modern surgery is complex, requiring more space, equipment and staff. Each operating room would be more than 550 square feet and “universal,” meaning the rooms could accommodate all types of surgery, he said. There also would be larger, private pre-operative bays with natural light that Dreicer said would provide a comfortable patient experience. The St. Johns River Water Management District gave notice it intends to grant a permit for the project. Those plans show the medical center proposes a 33,350-square- foot expansion along with a minor parking reconfiguration. Dreicer said the square footage has not been determined. The site is developed with the main hospital building, several smaller medical office buildings and a large surface parking lot, according to the Water Management MATHIS

Fredrik Eliasson was promoted to president to replace him, but no CEO was named. Former Canadian Pacific Railway Ltd. CEO Hunter Harrison has been negotiating with CSX’s board of directors to possibly become chief executive. However, talks have snagged over Harrison’s compensation package, as well as the make-up of the board of directors. CSX said last week that hedge fund Mantle Ridge, which is
working with Harrison, wants six of 14 seats on CSX’s board. “The changes are part of an orderly transition of the company’s senior leadership that the board has been considering for more than a year,” CSX said in a news release Tuesday. “The appointment of Mr. Eliasson as president is not intended to pre-empt or otherwise affect any discussions CSX may continue to have with Mr. Hunter Harrison and Mantle Ridge regarding
Mr. Harrison becoming the CEO at CSX,” the release said. CSX plans to hold a special meeting to let shareholders decide if they want to accept Harrison’s and Mantle Ridge’s demands. Ward, 66, had planned to retire in 2016 before his heir apparent, then-CSX President Oscar Munoz, left to become CEO of United Continental Holdings Inc. When Munoz left in September 2015, Ward agreed to stay on as CEO for three more years.

Lifetime of love and teaching art
New director for MOCA believes Downtown museum poised for growth
By Marilyn Young Editor Caitlin Doherty’s childhood was filled with the arts. Family vacations — or holidays, as the Scotland native calls them — were spent in and out of museums. Art was absolutely fundamental to everything. Doherty loved drawing and painting, but admits her brothers “are infinitely better artists than me.” When it came time to decide between art college or a university, she chose the latter and earned master’s degrees in art history and museum and gallery studies in Scotland. “At the time, I thought it was very normal that your parents would encourage

you to follow your heart and education and life, instead of saying you must go study ‘X’,” Doherty said. That freedom to choose led her to become a teacher and gallery director in Ireland, exhibition and speaker curator in Qatar and chief curator in Michigan. She collaborated with universities along the way, encouraging and developing the next generation of artists. Doherty is bringing that wide breadth of experience next month to the Museum of Contemporary Art Jacksonville, where she will take over as director. Her parents’ encouragement proved to be true: “You go study what sets you on fire, using your heart and you’ll do good.”

Baptist Medical Center Beaches is working on plans to expand its surgery center. District application. Baptist Medical Center Beaches is part of Jacksonville-based Baptist Health, which is undergoing growth throughout its system. Among its larger projects, it is expanding at its Baptist Medical Center South campus and developing a North Jacksonville complex. public records show at least $1.7 million in property and exterior work has been undertaken or planned. The spokeswoman described the planned improvements as a transformation of the exterior “from a complex with a largely industrial park feel to a sleek, modern office building.” Work includes roofing, new HVAC, skylights, parking lot upgrades and a significant exterior renovation. The work positions the structure for back-office operations and other uses. The JLL real estate services firm announced Thursday the building offers competitive parking of 6.3 spaces per 1,000 square feet of leased space, above the market average and important for backoffice users that employ a large workforce. JLL Vice President Jesse Shimp, the exclusive leasing agent, said the building’s large open floorplate makes it a prime location for such operations or a rapidly expanding tenant. IP Capital Partners bought the building, at 6805 Southpoint Parkway, in April 2015. It is 118,780 square feet in size. The property, in the Southpoint Office Park at Butler Boulevard and Interstate 95, was built in 1989. Its most recent tenant, Comcast Corp., moved to the Deerwood North office park.

Thursday is first day for ‘urban meet and eat’
By Max Marbut Staff Writer If you’re Downtown and looking for lunch — but can’t decide what you’d like to eat — beginning Thursday there will be new and varied options. It’s so varied, the menu will change every day. The Court: An Urban Food Park will be open for lunch MondayFriday and will feature a rotating selection of some of Northeast Florida’s most popular food trucks, along with shaded seating and new landscaping. The pop-up lunch destination will be set up along Hogan Street on the wide sidewalk at the entrance to the SunTrust Tower parking garage between Bay Street and Independent Drive. “It’s a section of Downtown that a lot of people interact with,” said Mike Field, a longtime Downtown and food truck advocate. He and Jack Shad, principal of Windmill Consulting LLC, developed the concept. “Mike and I have been talking about doing this for a while,” said
Field Shad. “This place seems perfect because it’s a little underutilized.” The site is in the center of Downtown’s Northbank Class A office space, within a few blocks of Bank of America Tower, EverBank Center, Wells Fargo Center and the BB&T building, in addition to SunTrust. It’s about four blocks from City Hall and the U.S. Courthouse at Hemming Park. “There are thousands of people who work Downtown who can walk to the food court,” Shad
said. “It’s an urban ‘meet and eat.’” The food court will debut at 11 a.m. Thursday with Butt Hutt Smokehouse, Chew Chew and Muzzi’s Madhouse food trucks and Guanabanas ice pops and smoothies. Field, who founded the Jax Truckies food truck movement in 2012, said more than 20 of the about 100 food trucks that operate in Northeast Florida have signed up to be part of the rotation. “Our plan is to have a constant variety of food trucks. We want it to be a place where everybody can find something they want to eat,” he said. It will open with weekday lunch from 11 a.m.-2 p.m. and 5-9 p.m. during First Wednesday Art Walk, but plans are in place to eventually expand the schedule, Field said. “We want to have activity there seven days a week, so we’ll be phasing in weekend hours. We want to make sure we’ve got lunch right first,” he said. mmarbut@jaxdailyrecord.com (904) 356-2466

House speaker offers $25M for Visit Florida — with conditions
By Jim Turner The News Service of Florida
House Speaker Richard Corcoran is willing to allow Visit Florida to remain alive, at one-third the funding sought by Gov. Rick Scott and with a list of conditions attached. A Scott spokeswoman quickly called the “massive cut” a threat to Florida families that rely on the tourism industry. In the latest move in a feud between Corcoran and Scott, the speaker’s office Monday released an amendment to a contentious bill (HB 7005) going before the House Appropriations Committee on Tuesday. That bill seeks to abolish Enterprise Florida, the state’s business-recruitment agency, and Visit Florida, the state’s tourism-marketing arm. The amendment would place a series of new requirements
on Visit Florida, which would receive $25 million if it agrees to what Corcoran’s office described as “accountability and transparency measures.” Corcoran, R-Land O’ Lakes, called the amendment a way to end “business as usual” at the tourism-marketing agency through “unprecedented levels of accountability and openness.” However, the measure isn’t truly an olive branch to the governor, whose budget request for next year includes $85 million that would go to Enterprise Florida for business-recruitment incentives and $76 million that would go to Visit Florida. Corcoran said the changes proposed to Visit Florida would end “its history of slush funds, corporate negligence and secret insider deals.” Among the changes sought by the amendment, Visit Florida would have to:

• Post all contracts online • Freeze agency employees’ benefits at current levels and prohibit bonuses • Remove public records exemptions from marketing and research projects • Get approval from the governor for out-of-state and international travel. Also, the Senate would have to confirm the governor’s appointment of the agency’s president, and the Joint Legislative Budget Commission, House speaker or Senate president could reject contracts worth more than $750,000. The agency’s annual operating budget would have to go through the legislative budget commission. Scott spokeswoman Jackie Schutz said the governor has already been working on changes at Visit Florida, including a change in leadership.

MOCA CONTINUED FROM FRONT PAGE
Alison Lee was selected to head the search committee to find a new director for the Downtown institution after Marcelle Polednik left last year to head the Milwaukee Art Museum. She said early talks among committee members centered on the “pretty dramatic progress” MOCA had made over the past five years, along with where they wanted the museum to go. That included taking further advantage of being an institute of the University of North Florida, such as increasing engagement with the students and faculty. A search firm helped the board identify potential candidates. Lee said members probably discussed 10 in more detail, then conducted videoconference interviews with three finalists. Each of the three visited Jacksonville for a quick trip of one day and one night, or as Doherty called it, “a whistle-stop.” They met with MOCA staff, interviewed with the search committee, spent time at UNF and talked with patrons of the museum. Lee said Doherty’s personality is well-suited to be the museum’s No. 1 ambassador. “She has this really kind of bright enthusiasm for contemporary art and she’s able to convey that on a very personal level,” Lee sad. The committee also was impressed by Doherty’s connections with higher education institutions in Qatar at a branch campus of Virginia Commonwealth University School of the Arts and at the Eli and Edythe Broad Art Museum at Michigan State University. Doherty and her family returned to town for a longer visit as they were working through an offer. It turns out she was equally impressed with MOCA and Jacksonville.
Right timing for potential and growth
Doherty said she feels the museum is at a point where it is poised to grow and has the desire to do so. “It feels like the museum is not constricted, it still has malleability, potential and growth,” she said. Doherty believes the institution can lead on a national and international level. She was thrilled to see children at MOCA, something unusual in other cities where arts aren’t a priority and are typically the first victim of budget cuts. “There were so many little kids going through the museum, making, creating understanding,” Doherty said. The link with UNF provides an array of opportunities for collaboration, with students, faculty and the community.

Finding a director with worldwide experience
Jessie-Ellen and Thomas Doherty outside the Museum of Contemporary Art Jacksonville, where their mother, Caitlyn Doherty, has been hired as director. The family, including her husband, Brendan, visited the area before she accepted the job. “MOCA really is seen as a bridge between the university and the community,” she said. Doherty also is looking forward to working with other cultural entities, such as the Cummer Museum of Art and Gardens, the Jacksonville Symphony and the Florida Theatre. “We need to be mutually supportive of one another’s agenda and specialties and emphases,” she said. As for Jacksonville itself, Doherty said it has a “big-city attitude, big-city drive and smalltown heart.” “I’m a bit of a country girl so that is very attractive to me,” she said.
Returning to the Atlantic Ocean
The decision to accept the job in Jacksonville was made by her family — her musician husband, Brendan, and their two children, Jessie-Ellen, 12, and Thomas, 8. “It’s always been very important to me and my husband that anything either of us do professionally marries with the family as a whole,” she said. The family found a couple of early favorite spots during the visit to the area. They had burgers and shakes at M Shack in Atlantic Beach and pizza at Mellow Mushroom in St. Augustine. The children were especially impressed with the “massive alligator on the wall” at Mellow Mushroom. “It caused all sorts of chaos,” Doherty said.
Jessie-Ellen, 12, and Thomas, 8, take a stroll along the beach. While exploring their new home, they visited something that felt familiar. A trip to the beach here wasn’t the first time they had walked along the Atlantic Ocean. They had done it 4,000 miles away when they lived in Ireland, as well. myoung@jaxdailyrecord.com @editormarilyn (904) 356-2466
