Jacksonville-based Firehouse Subs was spinning around the “Wheel of Fortune” television game show last week. And on Friday night, a contestant’s spin landed on the Firehouse Subs tag and he won a $1,000 Visa gift card, courtesy of the company. Senior Public Relations Manager Liz Anderson said by email she is an avid fan of the show and approached the company’s PR team at The Zimmerman Agency about negotiating a promotional opportunity. The first Firehouse Subs promotion was a gift tag in November that aired during Veterans Week, tying into the chain’s first responder focus. A contestant won a $1,000 gift card then, too. Anderson said Firehouse Subs was informed about two weeks ago the gift tag would be featured last week, during the show’s Great American Cities theme week celebrating San Diego. “The agency team informed us that it’s rare a brand is featured more than once during the promotional calendar year, so we were excited,” Anderson said. Host Pat Sajak didn’t dwell on Firehouse when the contestant landing on the restaurant’s tag and won the prize. “They are required to mention us as a sponsor, but nothing more,” Anderson said. But others have responded. “It’s exciting to hear franchisees, friends and Firehouse fans comment on seeing Firehouse Subs on the Wheel,” she said. “Wheel of Fortune” airs to more than 30 million viewers and is considered America’s most popular game show, said Brittany Mirvil with The Zimmerman Agency. She said it ranks as the longest-running syndicated game show in the United States with more than 6,000 episodes in the last three decades. It isn’t Firehouse Subs’ first national TV appearance. Mirvil said Firehouse Subs appeared on “Let’s Make a Deal” twice in 2016 and on MATHIS

on ensuring maximum return on investment and fairness. He is a member of the House Careers & Competition Subcommittee that filed HB 7005. House leaders on Monday filed a stand-alone bill for Visit Florida, separating it from the Enterprise Florida discussion. “It’s ultimately a question of the best way to grow jobs,” Renner said. “And the idea of taking taxpayers’ money and giving it to mostly healthy companies is unfair to small businesses.”

The original version would have eliminated Enterprise Florida and its tax incentive programs designed to make the state more attractive than others for establishment of new business and expansion of existing businesses. It also would have abolished Visit Florida, the state’s publicprivate tourism marketing division. The legislation had been amended to reduce Visit Florida’s funding from $76 million this year to $25 million in 2017-

18. Enterprise Florida and the tax rebate incentive programs still would be terminated. Renner said eliminating the incentive programs administered by Enterprise Florida could eventually free up as much as $200 million a year that could be used to improve education, public safety and roads. Council bill would amend rules on city contracts

Two weeks ago, City Council approved a human rights ordinance that makes it against the law to discriminate against LGBT people in employment, housing and public accommodations. The six weeks of discussion about the issue before the vote has led council member Garrett Dennis to tackle another form of employment discrimination. He’s sponsoring a bill (2017-35) requiring companies that get a city contract worth $200,000 or more to cooperate with the city to secure employment for exoffenders that were convicted, served their

sentence and are in a re-entry program. The bill describes rehabilitation of exoffenders as “an essential component in a community fight against criminal activity.” It goes on to state that fair-paying jobs help Dennis restore the economic stability of ex-offenders and reduces recidivism. “In light of the HRO, this is tearing down the vestiges of discrimination,” Dennis said. “We need to make sure all of our citizens have opportunities.”

The Jacksonville Sheriff’s Office operates a re-entry center that works closely with private nonprofits that have established programs to help people get back into society after they are released from prison. Larry’s Giant Subs heading to Murray Hill

Larry’s Giant Subs wants to join the Murray Hill movement. The Jacksonville-based chain is making plans to open at 1050 Edgewood Ave. S. and seeks a zoning exception, waiver and administrative deviation. Larry Raikes, who founded the company with his brother, Mitch, said the venture will be a new concept for the company. He said the 3,500-square-foot restaurant will feature wood-fired stone pizza ovens, a full bar with local craft beers on draft, grilled Philadelphia cheese steaks, Wisconsin cheese curds, beignets and other specialties. Raikes said the 125-seat restaurant, including patio seating, would hire more than 50 people. Pending approvals, he expects to start work in May and open about September. “It will have a real knack to it and we think in that area it will be great,” Raikes said. He said the design will include a rustic look from custom woodwork, working with Smokey Mountain Cabinets in Palatka. Raikes said he likes to use local and area vendors, products and workers when possible. The new concept comes as Larry’s Giant Subs celebrates its 35th anniversary. Raikes doesn’t anticipate franchising the new concept. “It’s a prototype,” he said. Murray Hill, in West Jacksonville, has been attracting new businesses to join its historic environment and established companies. In recent weeks, for example, Town Beer Co. and El Jefe have talked about plans to open in the area. El Jefe will be a new-concept restaurant by Scott Schwartz, the chef and owner of 29 South Restaurant in Fernandina Beach. Raikes anticipates investment of more than $500,000 in the build-out and equipment. Larry’s Giant Subs seeks the zoning exception for the retail sales and service of all alcoholic beverages, the waiver to reduce the minimum distance from a church and the deviation to reduce required parking from a minimum of 46 spaces to 12. The building is at the corner of Antisdale Street and Edgewood Avenue. Mitch Raikes said Murray Hill “seems to be an upand-coming community.” He said it will be Larry’s Giant Subs’ ninth corporate store. There also are about 55 franchise locations. Larry’s operates in Florida, Georgia, South Carolina and Texas.

Developer Toney Sleiman said the multitenant buildings will be leased to small tenants. He said he is aware of a couple of national tenants that want to lease there as well as some Jacksonville restaurants. Atlantic North is anchored by LA Fitness, Academy Sports + Outdoors, Earth Fare and Belk. Limits sought on young boaters By The News Service of Florida Children under age 16 would be prohibited from operating most boats on salt water in Florida unless accompanied by sober adults, under a measure filed Monday. The proposal (SB 1262) by Sen. Gary Farmer, D-Fort Lauderdale, would prohibit minors younger than 16 from operating vessels with motors of at least

10 horsepower or sailboats that have hulls of 10 feet or more. The bill includes an exemption for minors accompanied by people at least 21 years old. However, it specifies that supervising adults could not be under the influence of alcohol or drugs. Parents who allow minor children to violate the law would face a second-degree misdemeanor, which could carry a

fine up to $500 or 60 days in jail. Last year, lawmakers tabled a proposal driven by high school students from Broward County that called for setting the age at 16 to operate personal watercraft in Florida. The 2016 bill was proposed after a pair of 14-year-olds from Tequesta went missing in July 2015 after steering a 19-foot boat out of the Jupiter Inlet into the Atlantic Ocean.

“You can’t fault the businesses for asking for the money, but you can fault us for giving it to them,” Renner said. Getting rid of tax rebates in exchange for business development and capital investment could harm Florida’s ability to keep up with other states that are not considering cutting back — or cutting off — similar programs, said Daniel Davis, president and CEO of the JAX Chamber. “The most important thing we should focus on is how to remain competitive,” he said. “We’ve had a lot of success working with the governor and Enterprise Florida, bringing thousands of jobs to this community,” he added. A recent example is the agreement with Amazon.com to provide $26.7 million in incentives (80 percent from the state and 20 percent from the city) in exchange for the online retailer to build two fulfillment centers in Jacksonville that would employ about 2,700 people. The Ernst & Young public accounting firm received a similar city and state incentive package for $3.29 million for its local office consolidation and expansion and hiring 450 new employees. A $15.4 million incentive package was approved for GE Oil & Gas in exchange for the company building a $50 million plant and creating 500 new jobs. In that deal, the city’s share is $10 million with the state providing the balance. Visit Florida got on lawmakers’ radar after a $1 million contract with rapper Pitbull to promote

the state at his concerts and on social media came to light. Paul Astleford, president and CEO of Visit Jacksonville, the convention and visitors bureau for Duval County, is concerned if Visit Florida’s budget is cut, the agency won’t be able to continue its level of marketing of Florida as a leisure tourist and business travel destination. “From our perspective, if it weren’t for Visit Florida, Jacksonville’s national and international marketing wouldn’t exist. We depend on them for that exposure,” he said. Astleford said Florida should analyze the experience of other states that eliminated their tourism marketing, such as Colorado and Washington. “If the Legislature does its homework, there are plenty of examples of states learning the hard way,” he said. After eliminating tourism marketing efforts and watching visitor counts and revenue decline, the programs were reinstated. “When a state takes it away, they bring it back,” Astleford added. Davis, a former state representative, said he hopes as the bill moves through the Legislature,

tax incentives can be retained, even if there’s a restructuring of Enterprise Florida. “There are issues that can be improved upon and you always want to protect the hard-working taxpayer, but money should be set aside for performance-based incentives,” Davis said. “We’ve got to be able to compete.” The bill was approved last Tuesday by the House Appropriations Committee. A similar bill (SB 1076) was filed last week in the Senate that would amend how government support organizations do business, including authorizing the Department of Economic Opportunity — instead of Enterprise Florida — to establish a cooperative matching grant advertising program and enter into contracts with local governments. Davis hopes the incentive programs will remain in effect because when the chamber is working with a prospective new business, it needs all the “tools in the toolbox,” he said. “It takes everything we’ve got to compete with what we’re up against,” he said.

Kevin Gay, president of Operation New Hope, said close to 2,000 men and women return to Jacksonville each year after they are released from prison — about 1,800 from state institutions and another 100 from federal facilities. Operation New Hope’s Ready4Work program enrolls about 600 ex-offenders each year. “You can’t just write off somebody who is an ex-offender,” Gay said. “A person needs a job so they can support themselves. That keeps them from going back to crime.” The city has been requiring businesses with local government contracts for services to at least try to hire ex-offenders since 2008, Gay said, but the reporting procedure isn’t as effective as it could be in terms of making sure companies are complying with the requirement or in terms of analyzing the effectiveness of the re-entry employment programs.

The proposed amendment would require city contractors to provide job descriptions and employment opportunities to exoffender program providers. It also would require the city’s chief of procurement to provide to the council and the mayor an annual report detailing the number of ex-offenders hired through the re-entry programs. Mary Tappouni is president of Breaking Ground Contracting Co. and a member of the Associated Builders & Contractors Inc. Florida First Coast chapter’s Government Affairs Committee. Speaking for the organization, she said she’s concerned about how complicated the reporting requirement might be if the ordinance is enacted. “I think hiring ex-offenders is being done already and I support that,” Tappouni said, “But we don’t want additional burdens for contractors.” Stephen McCoy, executive director of Prisoners of Christ, an ex-offender service organiza-

tion, said when he first heard about the new ordinance he too was concerned about the possible impact on contractors. “I was a bit skeptical,” he said. “I thought the city wanted to hold companies over the barrel.” McCoy has since learned more about the proposed changes. “It’s really about improving communication between employers and organizations that help ex-offenders,” he said. “I’m glad there’s some movement trying to open the dialogue.” Gay said the system in place is working, but improvements always can be made. “I think we’ve done a pretty good job connecting folks with jobs,” he said. “But this bill makes participation more measurable.” The ordinance was re-referred to the Finance Committee two weeks ago and will be back on the agenda for discussion March 8. mmarbut@jaxdailyrecord.com (904) 356-2466

Justices turn down FPL in line dispute The state Supreme Court turned down an appeal by Florida Power & Light in a case about whether the utility could be required to install underground transmission lines as part of a nuclear-power project in Miami-Dade County. Justices, as is common, did not explain their reasons for declining to take up the case. But the decision was a victory for local governments, including the city of Miami, that have tangled with FPL about the transmission-line issue and local development regulations. The dispute is rooted in a longdiscussed FPL proposal to build two nuclear reactors at its Turkey Point complex in Miami-Dade. In 2014, Gov. Rick Scott and the Cabinet, acting as the state’s powerplant “siting board,” signed off on the project. But the 3rd District Court of Appeal sided with local governments and overturned the decision by Scott and the Cabinet. A key part of the ruling said Scott and Cabinet members erroneously determined they could not require underground transmission lines as a condition of the project approval. “The court of appeal held that the siting board was required to apply the city of Miami’s applicable land development regulations, and that the siting board erred when it determined that it did not have the authority to require FPL to install the lines underground at its own expense,” attorneys for

the city wrote in a brief to the Supreme Court. In taking the case to the Supreme Court, FPL argued the state Public Service Commission — not Scott and the Cabinet — has authority over issues related to installing transmission lines underground. It said the dispute involved 89 miles of transmission lines. “This case directly affects FPL’s ability to install miles of transmission lines needed to supply electricity to millions of South Florida consumers,” the FPL brief said. “The (appeals court) opinion also alters the balance of power between the state’s highest elected officials, sitting as the siting board, and the PSC.” The siting board also filed a brief last month asking the Supreme Court to take up the case and “reiterate the Legislature’s intent that only the PSC shall regulate rates and services of public utilities.” “The 3rd DCA’s decision directly affects the previously exclusive powers of the PSC,” the siting board brief said. “The siting board and the PSC constitute a class of constitutional or state officers that will now separately and independently exercise the identical power to require utilities to underground transmission lines at the utility’s expense.” The city of Miami, however, disputed such arguments. “Relative to nuclear facilities, if the siting board has the authority to impose conditions on a power company (it does), then it can impose any condition without intruding on the PSC’s jurisdiction,” the city’s brief said.

Gov. Rick Scott has been elected as vice chairman of the Republican Governors Association. The RGA is a national political organization focused on electing Republican governors, with 33 GOP members holding governor’s seats after last year’s elections. Scott, who is nearing the end of his second term and is considering a U.S. Senate bid next year, was elected by his fellow Republican governors to replace former South Carolina Gov.
