CSX cut 500 jobs in Jacksonville Company says management layoffs concluded
CSX said it concluded its management layoffs, cutting 800 jobs.

Spokesman Gary Sease said about 800 management positions were eliminated, including about 500 in Jacksonville across multiple locations and subsidiaries. He said about half of the 500 employees in Jacksonville were eligible for retirement and elected to take the enhanced severance package provided under the program.
Sease said all management employees who are leaving under the program are receiving the enhanced benefits, which include outplacement services. “These were all difficult decisions. Each of the employees made important contributions and we are grateful for their service and dedication,” Sease said. The layoffs came as new CEO Hunter Harrison took the job Monday. He is known as a railroad cost-cutter and a turnaround expert. Harrison will work from Jacksonville-based CSX’s Downtown

Another try at shipyards plan
Jacksonville Jaguars owner Shad Khan had been there before — pitching a plan to bring life to the dormant shipyards property. Just over two years ago, Khan’s Iguana Investments LLC Florida development company proposed a project that included office space, residential, practice fields for the team and a place for the USS Adams. The proposal stalled amid environmental cleanup issues for the site. On Wednesday, Khan talked about a new project for Downtown, one that stretched along the St. Johns River from Metropolitan Park and the shipyards down Bay Street next to the unfinished Berkman Plaza II. This proposal includes a high-end hotel connected by a pedestrian bridge to EverBank

Field, exhibition space, lowrise office buildings, an entertainment district, a park and the USS Adams. It also would feature an elevated park for pedestrians and bicyclists, described as “Jacksonville’s mini version of the High Line in New York.” Iguana Investments was one of three companies to respond to a call for proposals for the redevelopment project. The city opened the submissions Wednesday, which also included proposals from two Texas-based companies: Presidium Group and Wess Holdings. Details of the projects are confidential until a company is selected to begin negotiations on a development agreement. Neither Presidium Group or Wess Holdings returned calls Wednesday. Pancheros Mexican Grill, an Iowa-based chain, is entering the Jacksonville market with a location at Beach and Hodges boulevards. It will be the first of at least three planned by franchisee Joe Logan. “I have been here 18 months finding my first location,” he said. “My first location has to be a home run.” The Beach and Hodges location is a busy corner of an active shopping area on the way to the Beaches. He hasn’t chosen the next two sites, which he wants to open within five years. He hopes to open the first one in May, pending permits. Ticon Inc. will renovate almost 2,800 square feet of space for Pancheros at 13423 Beach Blvd., Unit 104. The fast-casual restaurant will seat 90, Logan said. He also will share patio seating with neighbor Jersey Mike’s Subs. Pancheros features freshly made tortillas it says are “structurally sound” and mixes the customer’s chosen ingredients before building and sealing the burrito, avoiding what the company says is “re-routing a big glob of guac to your chinos.” Logan said there is a Pancheros in Jupiter and the Jacksonville location will be the second in the state. At Beach and Hodges, it will join at least three other restaurants at the site where GFS Marketplace intended to develop a store: Jersey Mike’s Subs, Pita Pit and Your Pie. The GFS store wasn’t built and the developer sold the property to AD Development LLC of Jacksonville Beach. AD Development has put up two structures, totaling 14,400 square feet on the roughly 2-acre site. MATHIS

Work beginning on Mandarin Trader Joe’s
Trader Joe’s was approved for the start of renovations in Mandarin. The city OK’d shell and facade work for the popular grocery store at 11112 San Jose Blvd. in the Claire Lane Shopping Center. Trader Joe’s said in late January it will open its second area location, leasing about 13,700 square feet. The Monrovia, Calif.-based chain opened in October 2014 at the South Beach Regional shopping center in Jacksonville Beach. Target Contractors Inc. will handle the $387,400 job at the Mandarin site, which includes loading dock modifications and mechanical, engineering and plumbing work. The store build-out would be permitted separately. Trader Joe’s said it would open in the second half of the year, but did not specify beyond that. It declined to say how many employees it will hire or how many work at the Jacksonville Beach store.
Private dining at Cowford Chophouse
As the Cowford Chophouse takes shape at Ocean and Bay streets Downtown, owners also are preparing for interior work. The city is reviewing plans for a private dining-room addition at the 101 E. Bay St. project. The 1,600-square-foot space is shown on the second floor of the almost 9,400-square-foot building. Danis Construction LLC is the contractor for the Cowford Chophouse project, including the $220,000 build-out for the private dining area. When completed, the Cowford Chophouse will feature a twostory dining room and a rooftop terrace bar and lounge. Design Cooperative LLC is the architect. There’s no opening date yet,
La Nopalera to open near Avenues
La Nopalera seeks a zoning exception to sell alcohol at
a restaurant it wants to open at Avenues South at 11035 Philips Highway. The site formerly was a furniture store. Jose Valencia, an owner, said the property owners wanted a restaurant there. “They gave us a really good deal on the lease, so we decided to move forward,” he said. The location is near car dealerships, which could translate into a strong lunch business, he said. La Nopalera Avenues Inc. seeks the exception in conjunction with opening a full-service restaurant. Plans show a 164-seat restaurant and a bar, although seating isn’t finalized. Valencia said it could open 90 days after permitting and approvals. La Nopalera Mexican Restaurants’ website said it has nine locations: six in Northeast Florida, two in Georgia and one in South Carolina. Valencia also intends to open one in Bartram Park. Plans are in for permitting for La Nopalera to renovate part of the former Daruma Japanese Steakhouse at 12640 Bartram Park Blvd. That also would open 90 days after approvals.

BCBG closing at Town Center
Fashion company BCBG Max Azria Group LLC, which has filed for bankruptcy protection, is closing 120 stores at shopping centers around the country, including at St. Johns Town Center. Store staff Wednesday did not know the date of the last day. The Los Angeles-based company filed Feb. 28 for protection under Chapter 11 of the U.S. Bankruptcy Code in the Southern District of New York. It said it has obtained a commitment of $45 million in new financing. The restructuring is intended to help the continued success of its brands through a sale, merger or similar transaction. BCBG expects to complete its reorganization within six months. Earlier in February, the company disclosed the closure of the 120 retail stores as part of its restructuring efforts.

Owners of Lechonera El Coqui, with one location in Fernandina Beach, are preparing to open at 3620 Blanding Blvd. in the Cedar Hills area of West Jacksonville. Harold Santana said he and his wife hope to open in May or June. They are seeking a zoning exception to serve alcohol at the full-service restaurant. Santana said the 180-seat restaurant will serve Puerto Rican food. The location also will have event space that can accommodate another 300 people, he said. A Jacksonville resident, Santana said they looked for a location in the city at the beginning but, unable to find a suitable one, opened in Fernandina. There, customers from Jacksonville, Gainesville, Ocala and Ponte Vedra Beach asked when a second location would open. Driving in the Cedar Hills area one day, Santana said he saw a former Chinese buffet restaurant was available. Ameliaisland.com called the Downtown Fernandina restaurant “a Puerto Rican taste explosion” that features authentic, family-style Puerto Rican cuisine including pulled pork sandwiches, codfish fritters, flan, turnovers and seafood.

Committee OKs reviving small business loan plan

to be privately managed and when the agreement with the previous manager expired, the city didn’t secure a replacement, said Kirk Wendland, executive director of the economic development office. About a year ago, the city issued a request for proposals for a program manager and Accion East was the sole respondent, he said. According to a summary filed with the ordinance (2016-486), Accion is the leading micro lender to small businesses in Florida and works closely with the U.S. Small Business Administration. The company serves more than 60 small businesses in Duval County with capital and financial education. It wrote loans to 11 local small businesses in 2015 for a total of $80,000, according to the summary. Wendland said Accion will underwrite and service loans between $5,000 and $100,000 with terms of 24 to 60 months at an interest rate of 8.99 percent. He said they’re loans to get small businesses up and running. “That will keep JSEB owners from borrowing from family or friends or financing with their credit cards at about 16 percent,” he said. The city will pay the company a $2,500 monthly management fee and Accion will keep the interest on the loans, with the principal returning to the fund. Wendland said in the eight

$829,000 would be available for working capital

Certain small businesses soon will again have access to a fund that provides small loans for working capital. City Council’s Finance Committee approved an ordinance Wednesday to appropriate $932,000 to revive the Office of Economic Development Access to Capital Program. Unsecured loans will be available to participants in the Jacksonville Small and Emerging Business program that have contracts to perform work for the city. The full council will vote on the ordinance at its meeting Tuesday. To qualify as a JSEB, the majority owner must have an established headquarters in Jacksonville for at least three years and must have been a resident of Duval, Baker, Clay, Nassau or St. Johns counties for at least one year. The owner must have a personal net worth of $605,000 or less, excluding their primary residence, and the business must be for-profit with a gross annual income of $6 million or below. The loan program was established in 2005 with funds from JEA, the Jacksonville Port Authority and the Jacksonville Transportation Authority. It has been suspended for a few years because the municipal code requires the loan program

The Jacksonville Transportation Authority hosted a demonstration of the Easy Mile EZ10 driverless vehicle Wednesday in the parking lot across from Intuition Ale Works on Bay Street. It is one of the vehicles being considered for the future of the Skyway and Downtown ground transportation as part of the Ultimate Urban Circulator program.
The Easy Mile EZ10 can accommodate six people seated and an additional six standing. The electric vehicle cruises at 12 mph and can reach speeds up to 25 mph. Programming can take a couple of hours to several weeks depending on the complexity of the route traveled. It is guided by lasers on the top and sides of the vehicle, able to detect obstacles in its path.

About the need to develop shipyards Iconic Real Estate Investments recently proposed redeveloping the former George Doro Fixture Co. into a bowling alley, bar, offices, retail and, later, residential. That site, at 102 A. Philip Randolph Blvd., is near EverBank and the new Daily’s Place amphitheater and flex fields. Khan said he hoped to bring a Four Seasons Hotel to Iguana’s development, though he doesn’t know if the chain is interested. “I think we need to be aspirational. There’s nothing like that in Jacksonville. I think you are defined by the highest experience you have,” he said. “They have a secret recipe that we want to learn and tap into.” Khan again talked about the value of a viable city having a vibrant Downtown. “The five years I’ve been here, well, Downtown is dying,” Khan
said. Iguana’s proposal “is going to bring Jacksonville back to life,” he said. Lamping said if Iguana is selected, he believes a development agreement could be reached in about 60 days. “Is it possible that if we were selected, could we have some actual construction activity in early 2018?” he said. “I don’t think that would be a stretch.” He estimated build-out would take five to six years. But WOKV reported Presidium is partnering with Killashee Investments in Ponte Vedra Beach. The Seaglass at the Shipyards proposal mirrors one a few years ago by Mark Farrell of Killashee, the radio station’s website said. A 1,000-foot tower includes a two-level restaurant and observation deck, WOKV said. The proposal also has a convention center, an aquarium, a fine art museum and the USS Adams, the radio station said. The company would offer to buy the property for $20 million. Khan and Jaguars President Mark Lamping detailed Iguana’s proposal Wednesday as part of the team’s annual State of the Franchise event. The plan calls for using the shipyards area as a park versus having to unearth the contamination left below by years of the site being a working shipyard. “The area most difficult to develop,” Lamping said, “is the perfect place to put a park.” He said the amount of green space and park land currently in the area doesn’t change, but will be in different places. Lamping said the entertainment district would “complement the great work going on in the Doro area.” That area includes Intuition Ale Works and Manifest Distilling.
