Veterans Treatment Court becomes ‘national mentor’ By Max Marbut Staff Writer The 4th Judicial Circuit Veterans Treatment Court signed up Wednesday for a three-year tour of duty. In a ceremony at the Duval County Courthouse, it became one of only four national mentor courts under the auspices of the National Association of Drug Court Professionals, Justice for Vets and the U.S. Department of Justice. For the next three years, judges, prosecutors, public defenders, court administrators, social service providers and other advocates from across the U.S. will come to Jacksonville. They’ll learn how to implement and sustain a system that helps veterans avoid being convicted in the criminal court system by participating in courtsupervised substance abuse and mental health treatment. “It will help us make sure we up our standards and maintain our standards,” said Magistrate John Sampson, who presides over the Dependency Drug Court program. “The core principle is smart justice,” he added. “We want to take care of people before they get really in trouble.” The program is available to current and former military service members who have been arrested for a criminal offense. The goal is to provide a nonadversarial treatment strategy for veteran defendants who suffer from post-traumatic stress disorder, psychological conditions, traumatic brain injury and/or alcohol or drug abuse. Lester, who presides over the Clay County Veterans Court, said the program is based on helping veterans by reconnecting them with traits they learned and the structure they lived under during their military service. “It’s about discipline, mission and teamwork. When they come into our court, I’m their commanding officer and they understand it’s a second chance,” he said. Lester said the minimum oneyear program is an “effective allocation of judicial resources” and has positive effects for the court system as well. “Everyone who goes through this system doesn’t go through the other courts,” he said.

It’s a proven path for a veteran to get back on track after running afoul of the law. In the three years since the program began in Clay County, nearly 30 veterans have completed the program, with only one case of recidivism, Lester said. The designation of the program for veterans as a national mentor court means all three of the 4th Circuit’s problem-solving diversion programs, including those for teens and adults, are now considered models that will share best practices and their success with other jurisdictions, said Trial Court Administrator Joe Stelma. mmarbut@jaxdailyrecord.com (904) 356-2466

in Texas and since 2005 in Jacksonville — into the technology age. She said when she got her first job in a small library in San Antonio, the books were catalogued with a paper card system. Innovations like public computers and e-books were merely imaginations. Gubbin has helped libraries evolve from traditional printed books toward digital materials including novels and reference books, music, video and global databases. During her career, public libraries also have become centers for adult learning, community interaction and workforce development. Innovations that have occurred in Jacksonville’s libraries since 2005 started almost immediately with self-service checkout, allowing customers to scan books they want to borrow without having to stand in line. “I was somewhat surprised when I got here that it wasn’t available. It wasn’t really innovative for public libraries, but it was innovative for Jacksonville,” Gubbin said. A more recent innovation began in 2015 when the library partnered with Duval County Public Schools to introduce “virtual library cards” for kindergarten through fifth-grade students. By merging the library card and

student identification card databases, about 60,000 new library cards went into effect overnight — a record number of prospective customers for a single day. The program expanded last year to include all public school students. “We were among the first tier of libraries to establish the virtual cards,” Gubbin said. Jacksonville also introduced Project LEAP — the Library Enhanced Access Program — in 2015. It sends librarians with computers and other resources to community centers in underserved neighborhoods to promote literacy for all age groups. It’s part of the library’s education component that has grown to more than 1,200 classes a year, said Gubbin. Gubbin also cited BrightStart!, a library partnership with Nemours Children’s Hospital that offers early childhood literacy training for parents of children through age 5. She helped develop library partnerships with the World Affairs Council of Jacksonville to create reading lists related to the group’s guest speakers. A partnership with the Jacksonville Symphony has library staff providing pre-concert programs and presenting music programs for children at libraries. The symphony reciprocates

by offering discounts on tickets for library customers. Gubbin is a co-founder of Cultural Fusion, a group effort with the Museum of Science & History, Jacksonville Zoo and Gardens and the Cummer Museum of Art and Gardens to develop programs complementary to each organization’s mission. But even with the technical advances and new programs, the library remains about people. “I think public libraries have been particularly successful in balancing technology with the personal touch,” Gubbin said. “Technology lets some people do more for themselves and that lets librarians focus more on customers who need our help.” Gubbin said while the plaque will have her name inscribed upon it, she will accept it on behalf of not only herself, but also the board of trustees and the entire Jacksonville Public Library team. “I am very honored, but we all work together to change lives every day,” she said. Gov. Rick Scott has appointed and reappointed several Northeast Florida executives. The appointments are subject to confirmation by the Florida Senate. Two men from St. Augustine and Fernandina Beach were reappointed to the Florida Inland Navigation District for terms that end Jan. 9, 2021. Carl Blow, 63, of St. Augustine, is the owner of Great Oaks Properties. His term began March 24. Lynn Williams, 77, of Fernandina Beach, is the former vice president and general manager of Ingersoll Machine. His term began March 23. Douglas Burnett, 72, of St. Augustine was reappointed to the governing board of the St. Johns River Water Management District for a term that began March 31 and ends March 1, 2021. Burnett is president of Doug Burnett and Associates LLC. Two men from Jacksonville were named to the 4th Circuit Judicial Nominating Commission for terms that began March 31 and end July 1, 2020.
