General Dynamics adding Jacksonville jobs General Dynamics Information Technology is adding jobs at its North Jacksonville operations center. A “virtual hiring event” is scheduled 9 a.m.-4 p.m. Wednesday for prospects “to

are available, though. Job postings show several openings, including a recruiter for its Health and Civilian Solutions Division. It also seeks a training specialist to join its Consumer Finance Protection Bureau “in sunny Jacksonville, Florida.” Another posting is for a customer service representative on the Debt Management and Collection System contract.
The federal and commercial contractor did not have a lot to say beyond acknowledging the project. “We do have a contact center at the facility in Jacksonville. Our employees there provide call center support services for a number of different customers,” said spokesman Mark Meudt by email. “And we are expanding our current space to accommodate
our business at this contact center location,” he said. The city is reviewing a permit application for Dav-Lin Interior Contractors to renovate space at 1 Imeson Park Blvd., No. 100, for the company to expand. A pair of infill projects won Downtown Development Review Board approval Thursday that will bring housing and entertainment — including bowling — to the Northbank. Kerstin Chelius reflects on 50 years as a small business owner — and what it takes to be successful By Maggie FitzRoy Contributing Writer In 1966, when Kerstin Chelius and her husband Richard were living in Manhattan, Richard got the idea that they should go into business. Although she was pregnant with their daughter, Kerstin agreed. They bought a small Swiss music box import wholesale company, and ran it while Richard kept his executive position with General Electric. Within a year and a half, they tripled their income. That adventure led to 50 years of small business ownership success, thanks to

the couple’s willingness to change with the times, and take calculated risks in doing so. Kerstin kept their Jacksonville business, Sandmark House, running until January, when she closed the Beach Boulevard shop and joined Richard in retirement. In March, she was awarded the Women Business Owners of North Florida Lifetime Achievement Award—the first such honor from the Jacksonville organization she helped found. “Once we found out she was retiring,

Both approvals follow the news Tuesday that the Downtown Investment Authority chose Shad Khan as master developer for riverfront Metro Park and Shipyards property, which Farley Grainger said would tie in nicely with his nearby Iconic projects. “They’re making a huge investment here in Jacksonville, and we’re happy to be doing our part as well,” Grainger said. Iconic previously redeveloped the building next door, home to Intuition Ale Works and Manifest Distilling. Phase one of the new project includes 44,500 square feet of commercial, retail, and entertainment space along with 10,000 square feet for offices. Developer Paul Grainger, Farley’s son, said a 13,300-squarefoot section of the structure along East Adams Street will be demolished to make way for a temporary parking lot. Renderings show a bowling alley, bar and restaurant on one side, and a large outdoor space on the other. In addition to traditional retail, Grainger envisions the building to feature temporary events like pop-up shops and street fairs. “We see a space where you can come down and experience 10 things all on the same block,”
said Grainger. “We think there’s a really good opportunity, especially on big event days, to harness a lot of people within one central location,” he added. Grainger expects the first phase will take 12-18 months to complete. The second phase will include a multistory residential project or boutique hotel, replacing the temporary parking. “We’ve been approached by both types of users,” Grainger said of potential partners for that second phase. Before they can begin phase two, the Downtown Development Review Board would need to provide separate approvals. Grainger said the next step for phase one is securing development rights from the Downtown Investment Authority. Vestcor intends to add housing on the other side of Downtown. The five-story Lofts at Monroe will add another 108 affordable homes to the Downtown neighborhood. The business model for the project is to offer the apartments at affordable rates to attract people who make $29,000 a year or less for a single person, about 60 percent of the Florida median income. Designs show a four-story L-shaped building. It would also include a mix of covered and exposed parking for 114 on-site spots, with an additional 11 offstreet spaces available. ect will offer mostly one- and two-bedroom apartments, along with a few studios, filling a growing need for affordable housing in the area. “There’s a lot of people who work Downtown who need affordable housing, and right now there’s really not a lot of options,” he said. He estimates construction will cost around $20 million. Not far from there, Vestcor already is working on another affordable housing project called Lofts at LaVilla, which is expected to be completed this year. Hoover said the company owns more land in the area, and will begin looking at developing those sites after the first two projects are completed. “We’ll see what the market does and take it one step at a time,” he said. When Vestcor came to the DDRB for conceptual approval, members asked developers to add coverage for roof-top air conditioning units and to provide a more urban design for street-level landscaping. Because of financial limitations, Hoover said only so much can be done to alter the design before the project isn’t affordable. Now that DDRB has signed off, he said the company will begin submitting permits and as well as final approval for financing. The board also took steps toward approving two more infill projects. BAM Investments received conceptual approval for Burlock & Barrel, a whiskey distillery in the Brooklyn neighborhood. The concept converts an existing structure at 417 Magnolia St. into a 3,500-squarefoot distillery, along with a 3,400-square-foot tasting room and point-of-sale. Board members praised the idea as the perfect example of fighting blight in an up-andcoming neighborhood. The proposed San Marco Apartments on the Southbank at 1444 Home St. also earned conceptual approval. Plans show a four-story, 143-unit rental property facing Home Street, with additional frontage on Kipp Avenue. According to architectural firm Fisher Koppenhafer, plans include a three-story, 214-space parking garage behind the building facing Louisa Street. The project also would include a pair on enclosed courtyards with a pool and other amenities. It shows 50,462 square feet of space as the current tenant area. A plan indicated “future space” but that did not show any buildout. While Meudt did not provide an employment number, the plan states that the “existing actual occupancy” is 355 and the “new actual occupancy” would add 84 people. General Dynamics Information Technology opened the operations center at One Imeson in the Imeson International Industrial Park in late 2014. At the time, it said it would hire about 100 employees. As a business unit of industrial giant General Dynamics, Information Technology opened the project “to support rapidly growing contact center operations for federal government customers,” said a statement from the company then. The company said there would be no sales, collections or telemarketing and it sought candidates with a high-school diploma or GED, with six months of customer service experience and preferably callcenter experience, the ability to read and speak English proficiently and the ability to pass a background check, among other requirements. It said General Dynamics Information Technology offered company-paid benefits and would operate Monday-Saturday. Hours and shifts would vary based on customer needs. In 2014, Dav-Lin was approved to build-out almost 50,500 square feet of office space at a cost of $1.5 million, three times the amount first listed on the permit application. That indicates the current permit might be adjusted. That initial space could accommodate about 300 employees. The company said additional positions would depend on customer needs. Initial job postings in 2014 included a facilities supervisor, customer service specialist and customer service representatives. General Dynamics Information Technology is one of four business units of the General Dynamics Information Systems and Technology business segment of General Dynamics, which is based in Falls Church, Va. General Dynamics Information Technology provides IT, systems engineering, professional services and simulation and training to customers in the defense, federal civilian government, health, homeland security, intelligence, state and local government and commercial sectors. Information Technology is based in Fairfax, Va. One Imeson was developed in 1974 as a Sears catalog sales distribution center. The building contains about 1.6 million square feet of distribution and warehouse space along with office space. The office space previously served as an America Online call center and as an operations center for Prudential and Aetna Inc.

Fidelity to renovate existing building As Fidelity Investments prepares space for 300 jobs in Building 100 at the Deerwood North campus, it also is planning on renovating its existing offices in Building 400. A permit application shows that Brasfield & Gorrie LLC would renovate space on all four floors of the structure at a project cost of $1.5 million. That address is 4601 Touchton Road E., No 400. The project scope is to update finishes, light fixtures and furniture and to reconfigure spaces leased by Fidelity Investments. In March, a permit application showed Brasfield & Gorrie LLC would renovate 58,000 square feet on the third and fourth floors in Building 100 at a project cost of $800,000. Those plans show offices, open office space, meeting rooms, a café and seating area, learning centers, a lounge area and other functions. It also uses space on the third floor. Fidelity Investments pledged to the city and state that it would create 300 more jobs by yearend 2018. Spokeswoman Kathleen Bentley said in March the Building 100 space will accommodate current employees and those that might be needed in the future. Bentley said then that the company has about 900 employees in Jacksonville “and continues to grow and hire, making progress toward the multiyear jobs goal we announced in 2015.” She also said Fidelity would renovate its existing space. Fidelity leases the majority of Building 400. Bentley said Buildings 100 and 400 will accommodate the current and future employees. The city and state agreed to $2.6 million in taxpayer incentives for Fidelity to add the
financial services, investment banking and IT support jobs. Fidelity said the jobs would pay an average annual salary of $64,356, and the company will invest at least $13 million in real estate improvements, IT equipment, furniture and other items.
Florida Plastic OK’d for build-out Orlando-based Florida Plastic Recycling was approved for a 30,571-square-foot build-out at 5220 New Kings Road. S&K Development is the contractor for the $100,000 project. The space comprises a factory and office space, including production areas, quality control, a control room and break room. At the February JAXUSA Partnership quarterly meeting, chair Tim Cost said the company is taking 100,000 square feet in Northwest Jacksonville, creating 30 jobs and making a $7 million capital investment. JAXUSA is the economicdevelopment division of JAX Chamber.
Dunkin’ Donuts franchise to open 5 more sites Dunkin’ Donuts said it signed a multi-unit store development agreement with existing franchise group FLMS Foods Inc. to develop five new restaurants in Jacksonville and Fernandina Beach and in Brunswick, Ga. The first restaurant is planned to open in the fall. FLMS Foods Inc. is led by Alex F. Fernandez and his two sons and partners, Alex D. and Randy Fernandez. The group joined the Dunkin’ Donuts brand in 2011 and currently owns and operates six Dunkin’ Donuts restaurants in Jacksonville and six in Tampa. FLMS also plans to open two more locations in the Tampa area. As part of the new multi-store development agreement, the group plans to develop new loca-

The city approved the permit Thursday to add a bar at the Regal Avenues Stadium 20 at 9525 Philips Highway. Benning Construction Co. is the contractor for the $113,438 project. Plans show a lobby bar with 11 seats. Also approved was the $200,000 tenant build-out for Pancheros Mexican Grill, an Iowa-based chain, at Beach and Hodges boulevards. Ticon Inc. will renovate almost 2,800 square feet of space for Pancheros at 13423 Beach Blvd., Unit 104. Franchisee Joe Logan said previously it will be the first of at least three locations. He said the fast-casual restaurant will seat 90.

giving it to her was a no brainer,” said Pixie Larizza, a past president. “Her stories, and all she’s encountered in 50 years gave me hope, but also led me to know the challenges never end. They’re the cost of doing business.” For Kerstin, being in business for half a century was an ongoing education, one that she loved. To women business owners, and to men as well, she has some advice: “Don’t hesitate to try something. And cut your losses quickly if it doesn’t work.” The couple’s first years in New York City, in the 1960s, were exciting, she said. They ran their business out of the lower Manhattan wholesale district, a rough, no-nonsense kind of place. With their earnings from the music box business, they purchased another company that imported clocks from Germany, and merged the two. By 1969, Richard had left General Electric to help run the company full time. Since mechanical clocks needed a warranty repair department, they added that too, and by 1970 had the largest import company of German clocks in the U.S. But they had a problem. They needed to move out of Manhattan. Among the challenges, rents were rising and good office help was hard to find. Kerstin said Jacksonville was one of the few ports that had invested in container cranes and that the fact that Jacksonville had that capacity to unload containers “was a big deal,” she said. In February 1970, with the help of the Jacksonville Chamber of Commerce, the couple found a warehouse at 30 W. Fifth St. and shipped 14 containers of merchandise there by barge from New York City. “There was also ample, welltrained office help and warehouse help here,” Kerstin said. “And that was what we needed.” In those days, the wholesale industry got orders from trade shows, so the couple attended about 30 every year around the country. They set up merchandise and took orders. That was the business model that worked, Kerstin said. “You take orders, you ship, and you bill, and then you wait for the money.” That worked for six or seven years, until the devaluation of the U.S. dollar in the late 1970s, and skyrocketing interest rates. That meant they had to change what they were doing. Richard had many overseas contacts, so he accepted a job offer from a Swiss construction company, and Kerstin stayed in Jacksonville to run the business by herself, while transforming it into a retail model. They moved it to the Southside, into a large building at 10913 Beach Blvd., and there Sandmark House thrived as a retail clock shop, with a large repair department and a small music box wholesale component. They sold clocks from all around the world — cuckoo, desk, wall, and grandfather clocks — and for four years did clock repair for Jacksonville’s Navy bases.

That business model worked “really well until 2008,” said Kerstin, when the Great Recession forced them to change once again. “The retail end plunged, but the repair end skyrocketed,” she said. “It was ludicrous, because people could buy a brand-new clock for the same price as it took to repair it.” But she didn’t argue with reality, she switched to specializing in repairs. By the time the business closed its doors in January, it was 75 percent repairs and 25 percent retail. The repairman’s family took over that part of the business, but the brick-and-mortar store was no longer viable. Kerstin held a close-out sale, and by Jan. 31, there was nothing left. Retirement is even more enjoyable than she thought it would be. The Cheliuses are long-time members of the Ponte Vedra Inn & Club, and she visits almost daily to walk on the beach. She also stays busy with her homeowners’ association, and Women Business Owners. Reflecting on her career, “I feel that I had three distinct businesses,” she said. “Wholesale, retail and repair, and mainly repair.” With a small business, “you have to be flexible,” she tells people. “You must not love the business model. You must love being in business.” She said if they had stuck with wholesale only in the late 1970s, “we would have been out of business.” They also made it a point to embrace new technology. In the 1960s, they used typewriters and paper ledgers; in 1972, they bought their first computer, “16K, and big like a desk, but that $14,000 computer paid for itself very quickly,” she said. “You have to always look and lis-

ten,” and be willing to try something new. “Sometimes it doesn’t work. But the fact that you tried is a success,” she said. During her booming retail years, she opened a second shop on the Westside, but closed it after three years because it only broke even. A business relies on the owner’s energy, she said. “When I had to split my energy, both places suffered. Expansion doesn’t always mean more revenue.” Kerstin shares what she learned over the years with Women Business Owners members, and will continue to do so. For small business owners, belonging to a business organization is important, because members learn from each other, she said. It’s a place to get “fresh ideas,” she said. “It’s like continuing education.”

Area colleges investing in Downtown By Caren Burmeister Contributing Writer Higher education is playing a lead role in the economic revitalization of Downtown Jacksonville as two of the city’s three colleges expand their campuses in the city’s urban core. This fall, Florida State College at Jacksonville plans to open its student housing and culinary arts café in the historic Lerner Building. That’s just the start. FSCJ President Cynthia Bioteau said it will be the first of three facilities the college has planned for Downtown. She did not say where the next two might be. The Lerner Building is at 20 W. Adams St., off of North Main Street. Jill Johnson, FSCJ director of marketing and communications, said Thursday that the next two locations have not been decided. FSCJ wants to see the results of the initial housing project. “Dr. Bioteau definitely has a vision to continue the momentum of our housing efforts as we share our resources in promoting the revitalization of Downtown Jacksonville,” she said. FSCJ’s investment in the Lerner Building is projected at roughly $6.2 million in private capital, according to the Downtown Investment Authority. About the same time, Jacksonville University students will start taking health science courses in the SunTrust Tower at 76 S. Laura St., where the uni-

versity is leasing 15,000 square feet, said JU President Tim Cost. In addition to leasing expenses, JU will be using a $274,000 loan from the DIA to renovate SunTrust tower’s 18th floor. College campus expansion was a topic at Wednesday’s Economic Roundtable of Jacksonville as Bioteau, Cost and University of North Florida President John Delaney discussed the economic impact of higher education. Cost has been working two years on the Downtown campus plan, which will provide under-
graduate and post-graduate courses for about 100 students. The commitment is permanent, he has said, and may eventually expand to business courses. “We can’t wait to get in there and start teaching classes,” Cost said after Wednesday’s forum. With Downtown only a 10-minute drive from the 300acre university on Arlington’s waterfront, Cost said businesses have encouraged and supported his vision. “As soon as we started negotiating we found a very friendly atmosphere,” Cost said.
A permit was issued early this year to convert the six-story Lerner Building, which has been vacant since the late 1980s, for FSCJ student housing. The college’s main campus is on West State Street. The facility will offer five floors of student housing for about 60 students and a “farm to fork” café, which will be open to the public and help train students through the college’s Culinary Arts and Hospitality program. When Bioteau moved to Jacksonville three years ago, she said she was dismayed by Down-
town’s sense of isolation and silence after 5 p.m. FSCJ’s Downtown presence is aligned with the prosperity of the city’s urban core, she said. Delaney, who has served the longest term as UNF president, announced he will retire in 2018 after 15 years in the position. He said he doesn’t anticipate a UNF Downtown campus any time soon. UNF does have a presence through the Museum of Contemporary Art Jacksonville, which is a cultural institute of the university.
