WHEN A JUDGE BECOMES A VICTIM
Timothy Corrigan recounts attack on his life, its impact on his decision-making By Caren Burmeister Contributing Writer Four years ago, a man desperate not to return to prison viewed U.S. District Judge Timothy Corrigan in the crosshairs of a high-powered rifle scope and pulled the trigger. The metal casing on Corrigan’s living room window saved his life. The bullet intended for his head hit the metal and ricocheted, missing him by 1.6 inches. Corrigan’s personal account of the attempted assassination and his professional concerns about remaining impartial while on the bench capped a seminar hosted by the Jacksonville chapter of the Federal Bar Association on April 20.
The man who wanted him dead, Aaron Richardson, is serving 343 years in prison. His motive? Richardson had gone on a crime spree that violated the supervised parole Corrigan had given him. Those new crimes assured he would go back to prison. Corrigan said he and his wife, Nancy, were relaxing in their living room June 23, 2013, watching “The Closer” on TV after returning home from a friend’s wedding. The Florida Constitution Revision Commission’s “Floridians Speak, We Listen” tour made a stop in Jacksonville on Thursday and heard a wide range of suggestions from the public related to how the state’s most fundamental laws might be amended by voters in about 18 months. The commission is a group of 37 members appointed by the governor, state senate president, speaker of the house, chief justice of the Supreme Court and state attorney general. If amendments are placed on the ballot, they will require a 60 percent majority from voters to be enacted. State budget talks begin after leaders reach deal Session will likely be able to end on time by May 5 By Brandon Larrabee The News Service of Florida With time running out to avoid a special session, legislative leaders agreed Thursday to the outlines of a nearly $83 billion budget and began negotiations aimed at hammering out details of the spending plan before a Tuesday deadline. The deal likely will allow the session to end May 5, as scheduled, avoiding the embarrassment for legislative Republicans of needing extra time for the second time in three years to complete lawmakers’ only constitutionally required task. “The reports of the demise of session have been greatly exaggerated,” said House Speaker Richard Corcoran, R-Land O’ Lakes, in a statement following the announcement. Even as lawmakers celebrated, critics including Gov. Rick Scott were questioning the process that Corcoran and Senate President Joe Negron, R-Stuart, used to reach the agreement on “allocations.” The deal sets out how much money should be spent on broad areas of the budget, like education or human services. The late-breaking nature of the agreement, along with a couple of false starts and some comments by legislative leaders, seemed to indicate that Negron and Corcoran were moving beyond allocations and into the fine details of the plan in their closed-door negotiations. Those smaller disagreements are usually smoothed over by joint House-Senate negotiating committees, which are open to the public and at least theoretically allow for more input by individual lawmakers. The committees began meeting Thursday evening after the deal was announced. There was also specula-
tion that Negron and Corcoran cut deals on policy issues and potentially other legislation during the discussions. Even Scott, while lambasting the Legislature for spending less on tourism marketing and economic development than he had called for, took the unusual step of criticizing the process. “I’d be furious if I was a House or Senate member,” Scott told reporters. “Think about it, every one of them got elected in a district. They represent that district. They have the same number of votes as the speaker and Senate president. They should be in the discussion, just like the speaker and Senate president,” he said. Negron and Corcoran, who pledged to run the most open and transparent session in history, defended their negotiations during a joint appearance Thursday afternoon, even as they refused to offer much detail on what had been agreed to. “We’ve agreed that we would respect the priorities of the other chamber,” Corcoran said. After a contentious backand-forth that lasted several minutes, Corcoran and Negron abruptly walked away from reporters who repeatedly asked for more specific information about the agreement. To end the legislative session on time May 5, lawmakers need to finish the budget by Tuesday because of a constitutionally required 72-hour “cooling off” period. One detail from the allocations agreement that emerged Thursday included an acrossthe-board pay raise for state employees, which Latvala and others said was the first in roughly a decade despite the fact that a salary increase was approved in 2013. “For too long the men and women who have made Florida one of the premier places to raise a family, grow a business or enjoy retirement have done so without their hard work being justly compensated. No longer,” said Andy Madtes, executive direc-
tor of the American Federation of State, County and Municipal Employees in Florida. In an apparent exchange, the Senate will consider a House proposal to require new state employees who don’t select a retirement option within nine months to go into a 401(k)-style “investment plan.” Those employees currently default into the traditional pension plan. The Senate won an extended time period for the selection, up from six months, and an exemption for lawenforcement and emergency workers. The House won policy concessions on a $200 million plan to encourage charter schools where traditional public schools have struggled, and $200 million for teacher bonuses. But Rep. Shevrin Jones, a West Park Democrat involved in education issues, said school districts would have more control over charters under the language than under the “schools of hope” plan that the House initially put forward. Jones said the compromise might not assuage teachers unions and other groups, but satisfied him. “The school district is in charge. ... We started somewhere which wasn’t a happy medium, and I’m happy where we are now,” Jones said. The governor did not fare as well. Scott would get just $25 million for Visit Florida, a tourism marketer, and operating funds for Enterprise Florida, an economic development agency. Scott had asked for as much as $100 million for Visit Florida and $85 million in incentives for Enterprise Florida. In health care, the budget includes cuts to Medicaid funding for hospitals. House Appropriations Chairman Carlos Trujillo, R-Miami, said money in the Low Income Pool program remains out of the budget until final details are negotiated with the federal government.

A native of the St. Louis area and a graduate of the University of Missouri School of Journalism, Mathis is married to retired Circuit Court Judge E. McRae Mathis and they have two adult sons. She has been involved in numerous Jacksonville organizations, including the Meninak Club of Jacksonville, Leadership Jacksonville, the Jacksonville Women’s Network, the World Affairs Council of Jacksonville and the Economic Roundtable of Jacksonville. Zickuhr previously served 18 years at The Florida TimesUnion, most recently as its primary front-page designer. He also designed pages in the Times-Union’s Life, Money,
Reason and Jack sections. A native of Visalia, Calif., Zickuhr is a graduate of Washington State University. Before moving to Jacksonville, he also served as an editorial designer for the Columbus, Ga., LedgerEnquirer. Zickuhr is responsible for the design and production of the Daily Record and assists Mathis with editing and editorialcontent planning. Zickuhr is married and has three children, an 11-year-old son and twin 8-year-old daughters. Marbut, a 55-year resident of Jacksonville, has been a reporter and writer at the Daily Record since 2005. On Thursday, the commission heard proposals ranging from leadership to gun control and elections. District 12 State Rep. Lake Ray from Jacksonville suggested an addition to the state’s top leadership. He’s also president of the First Coast Manufacturers Association, and after pointing out that 20 percent of Florida’s workforce is involved in manufacturing or logistics, the state should have a commissioner of manufacturing and logistics. “It’s time to look toward moving to the future. We could put Florida on the forefront in developing polices,” Ray said. Attorney Rob Mason, who said he was appearing before the commission as an advocate for children, suggested amending the constitution in terms of how a juvenile can be charged and tried in court. He said either a grand jury indictment or a ruling from a judge should be required before a juvenile can be prosecuted as an adult. Expanding gun rights was brought up by several speakers. Some suggested eliminated the waiting period to take possession of a gun after it is purchased if the buyer passes the federal firearms purchase requirements. Others suggested expanding open-carry laws and making it legal to carry concealed firearms on college campuses. Many of the speakers said they

support amending election laws to allow all voters, regardless of party affiliation or even no party affiliation, to vote in primary elections as well as general elections. Other election law suggestions included automatic voter registration at age 18 and allowing people to cast their ballot using a mobile device. Restoring the rights of nonviolent felons, parental rights in terms of where they may send their children to school and a policy to require a 24-hour “period of reflection” before a woman may choose to have an abortion also were topics presented to the commission. Municipal officials also presented suggestions that would limit the state’s influence on how they conduct local business. “There are seven bills before the Legislature that could damage our ability to govern locally,” said Jacksonville Beach Mayor Charlie Latham. “Protect home

and law professor Clay Henderson said the “arc of history is about the expansion of rights.” He also gave the commission a glimpse of what’s ahead of them as they consider amending the constitution. “You have no idea what you’ve gotten into or how much time it will take over the next year,” he said.
