Mayor says pension reform frees up city to be more aggressive in pursuing deals By David Cawton Staff Writer Mayor Lenny Curry wants CEOs to know that Jacksonville is open for business and willing to make a deal. In an interview Monday, the mayor said bringing more jobs to the area was one of his main priorities, in addition to pension reform and public safety, when he chose to run for mayor. Public records show Curry’s Office of Economic Development has been making deals. Since Curry took office July 1, 2015, City Council has approved at least 20 economic development agreements that

provide up to $34 million in local incentives. Curry said the structure of the incentives allows Jacksonville to compete for economic development while protecting taxpayers. “We measure everything and make sure that the city, meaning the taxpayer, gets more tax dollars back than goes out,” said Curry. “It always comes back to a return on investment,” he said. Deutsche Bank, United Parcel Service Inc. and others on the list promised to add a total of 5,084 new jobs and make

Warehouse seeks $1.9M upgrade for UPS United Parcel Service Inc. is adding capacity for the holiday rush as it prepares for a major expansion of its Westside Industrial Park regional package distribution center. At Westlake Industrial Park, The Conlan Co. plans a $1.9 million renovation to the former Samsung building that UPS will lease for additional packageprocessing capacity while its hub expansion is under development. The former Samsung facility will be completed this fall in time for the holiday volume surge. The 400,000-square-foot building is at 12400 Presidents Court. MATHIS

Conlan will add 40 docks, repair 60 more, build two warehouse restrooms and renovate about 5,600 square feet of existing office space. UPS spokeswoman Susan Rosenberg said in April the operation will give UPS extra processing capacity during the November-December holiday shipping season while construction of the Jacksonville hub is underway. She said the new portion of the Jacksonville hub will be partially open by fall 2018, but the full project won’t be open until fall 2019. UPS will shift some workers from Westside Industrial Park during the construction as tractor-trailer loads move to Westlake for processing. The former Samsung Electronics America Inc. warehouse became available after the company’s lease expired at the end of February. Westlake is west of Pritchard and Chaffee roads, north of Interstate 10. It is owned by LIT Westlake LLC, whose manager is Clarion Partners executive John Killian in Dallas. Also, UPS also is making plans for what it calls a “relief village.” That village will be set up on a 15.8-acre site at 3938 Imeson Road. Plans show an 11,080-square-foot modular building and staging with 60 standard spaces and 200 spots for trailers. The village is referred to as staging for relief of the existing UPS center during renovation, which is at northwest Imeson and Pritchard roads. One plan calls it the “United Parcel Service Air Relief Village.” The property, at southwest Imeson and Pritchard roads, is owned by Ray Lane Properties LLC and is near the main UPS center. The engineer is Barrios Engineering LLC of Orlando. UPS announced in November it will invest $196 million to expand its Jacksonville ground package hub. That came after City Council approval of $4.3 million in taxpayer incentives for the project. UPS will add more than 260,000 square feet to its building at 4420 Imeson Road in

Westside Industrial Park and add advanced technology and operations automation. Atlanta-based UPS said when the expansion is completed in fall 2019, the hub’s capacity will increase by one-third to more than 80,000 packages per hour. UPS said Jacksonville’s operation is one of the larger U.S. ground processing facilities and an important transit point to connect road and rail in the UPS network. More than 1,650 full and parttime UPS employees work at both the hub and its adjacent four package centers. The incentives legislation said the global logistics solutions company would create 10 jobs that would pay an average $50,675 a year by the end of 2020. As part of the expansion, the Jacksonville facility will be retrofitted to include the company’s latest sorting and processing technology. The company filed plans with the city to expand its 532,000-square-foot regional package distribution center by almost 264,000 square feet, creating a nearly 800,000-squarefoot center. A zoning application showed it would increase parking spaces from 954 to 1,661. The legislation said the company already

She said the company will expand into other services areas that it provides globally, including finance and accounting and customer service work. “We chose Jacksonville because it is an excellent market for financial services talent in the Southeast and has an extremely favorable business climate,” Marold said in a statement. Genpact has posted jobs through its applicant tracking system that are also available on its Genpact Careers web page — visit Genpact.com and open “careers.” It also posted the open jobs on sites including Monster, indeed. com, and CareerBuilder, she said. Marold said Genpact plans to hire local leadership into the HR roles and connect with area colleges and professional communities. Genpact is shown on building plans as the tenant for a full floor at Capital Plaza, with a design that shows seats for at least 200 employees. Job postings show that Genpact is expanding its mortgage business process outsourcing services into Jacksonville with a delivery center. A building permit application shows that Auld & White Constructors LLC is the contractor for the project, a renovation of 37,400 square feet of space at a cost of $853,820. The mortgage loan underwriter job description says Genpact is expanding the mortgage business from Irvine, Calif., and Richardson, Texas. For that position, Genpact expects to interview the week of June 5 and make offers by the end of the week. It has a U.S. presence in California, Connecticut, Illinois, Michigan, New Jersey, New York, Ohio, Pennsylvania, Texas and Virginia. It says it has more than 11 delivery centers and sales offices and about 4,500 employees in the U.S. It also has offices in Asia, Europe, Latin American, Africa and Australia. Genpact says it has more than 77,000 employees in more than 20 countries. According to its annual filing with the Securities and Exchange
Commission, Genpact stands for “generating business impact” and designs and runs digitally powered business process management and services. It began as a division of General Electric Co. and became independent in 2004 when GE spun off the operations and sold interests to Genpact’s initial investors. Genpact said it completed an initial public offering in 2007. Five years later, affiliates of Bain Capital Investors LLC bought the majority of the remaining interests held by the initial investors. As of Dec. 31, Bain Capital owned about 29 percent of Genpact’s equity through its affiliates. Genpact reported net revenue of $2.57 billion in 2016, with 14 percent from GE and 86 percent from global clients. Its business focuses on areas that include banking and financial services; capital markets; consumer product goods; health care; high tech; infrastructure, manufacturing and services; insurance; life sciences; and more. In banking and financial services, for example, Genpact uses its analytics to help clients price products, estimate capital and reserve requirements, analyze and monitor portfolios, and manage risk. It also handles reporting and monitoring services and compliance. It says it works with about onefifth of the Fortune Global 500. Genpact Ltd. is domiciled in Bermuda.

Incentives Continued from front page
more than $721 million in capital investments. The agreements usually commit both city and state money, handed out as tax rebates, grants and other incentives, paid out over time. For example, in 2015 Grace Aerospace LLC was awarded an incentives package of $332,500 that included $25,000 from the city in the form of a Qualified Target Industry Tax Refund, paid out over five years. The state is responsible for the rest. There’s always the chance a deal will fall through when a company fails to make good on its promises. Curry said the agreements are structured to favor the city, ensuring money isn’t granted until businesses hit certain employment or investment targets agreed to during the negotiations. He claims the city won’t enter an understanding unless it benefits taxpayers in the long run. He called a return on investment “the stake I’ve put in the ground.” In the case of Grace Aerospace, the company must add 25 jobs by 2019 and move its headquarters from New York to Jacksonville. While the Grace Aerospace deal is on the smaller side, most of the local incentives packages range from about $200,000 to $2 million, with a few exceptions. Other deals are much larger, including one struck with retail giant Amazon.com last year.

Amazon.com’s 1 million-square-foot Cecil Commerce Center fulfillment center is expected to employ 1,200 people after it opens this fall.
That agreement committed $13.4 million from the city in return for 500 jobs that pay $50,000 a year, which are among the 1,500 jobs total it intends to hire. Amazon pledges a $200 million capital investment. The deal gives Amazon a QTI grant of up to $300,000, a Recapture Enhance Value grant of up to $10 million, a training/hiring assistance grant of $600,000 and a road improvement grant of up to $2.5 million. The state, by comparison, will pay $4.95 million through its QTI share of $1.5 million, a road-fund grant of up to $3 million and a training grant of $750,000. A second Amazon deal involved city incentives of $7.1 million for
325 jobs paying $50,000 on average out of 1,200 jobs total. The state will pay $1.2 million. Often, local money accounts for a smaller portion of economic development agreements than the state. According to Curry, the state funds often mean the difference between closing a deal or not. Florida’s ability to provide those incentives may have hit a snag with the latest proposed state budget. This month, the Florida Legislature agreed on a budget that reduced funds for the state’s economic development organization, Enterprise Florida Inc. Expanding Enterprise Florida was one of Gov. Rick Scott’s major
funding requests in 2017 that didn’t make it into the budget. Scott has not yet signed off on the budget and has the option to veto the legislation. Curry said a cut in state incentives is not ideal, but Jacksonville would share the pain with other areas of Florida. “If we’re losing out, other cities around the state are losing out on those dollars, too,” he said. Curry said the city must “find a way to locally turn that into a competitive advantage for us, and be even more aggressive.” For Curry, being more aggressive could be a little easier now that his pension reform legislation has passed council. Curry said the city is in a much
better position having handled it. He said solving pension reform showed outsiders that city leadership is willing to work through a complicated issue. “We’re focused on making sure that if investors want to invest here, they know that we can cut through the bureaucracy, and we can cut through the red tape,” he said. As for the next two years of his term, Curry said he’s going to work with developers to complete Downtown projects. “Capital knows that we’re open for business in Jacksonville, and there’s a buzz about us outside of our city,” he said. dcawton@jaxdailyrecord.com
