Plan would save most of Cathedral District building

Lung center moving forward $32.4 million building at Mayo Clinic’s Southside campus

Mayo Clinic and United Therapeutics are another step closer to developing a lung-restoration center at Mayo’s Southside campus. The city is reviewing a permit application for construction of a $32.4 million structure for the center. Whiting-Turner Contracting Co. will build the three-story, 75,000-square-foot center at 14221 Kendall Hinch Circle. The city also is reviewing a $6.2 million project for soil improvements, foundations and structural concrete work for the center. It will be next to the Birdsall Medical Research and Griffin Cancer Research buildings on the Mayo campus at 4500 San Pablo Road, just off Butler Boulevard. A spokesman said previously that construction is estimated for completion in the first quarter of 2019. He said it could create about 70 jobs, with about 25 United Therapeutics staff to run the center. Mayo Clinic will dedicate about 50 employees to it. The project owner is Lung Bio-

Developer wants to transform former Community Connections site into a ‘very special’ mixed-use residential project

By David Cawton Staff Writer With approval late Wednesday from the city Historic Preservation Commission, developer Mike Balanky intends to take the next steps toward transforming a block in Jacksonville’s Downtown Cathedral District. “We want to do something very special with this space that’s going to add to the residential development for Downtown,” said Balanky, president of Jacksonvillebased Chase Properties Inc.

The project eventually will support 115120 apartments, with at least 15 percent set aside for workforce housing over the next 10 years, he said. No other uses were specified and Balanky said designs are being determined. Community Connections of Jacksonville Inc. is trying to sell the 1.5-acre site at Duval, Liberty and Church Streets and Shields Place to Chase Properties to develop a mixed-use residential project. In addition to the Florida Legal Access Gateway, an online pilot program that can guide someone toward legal enlightenment,

and even provide access to some common family law documents that are approved for filing by the state Supreme Court, you can consult with an attorney for as little as $30. It’s called “low bono” and it’s been found to fit the needs of people who come to the county clerk’s office in Green Cove Springs looking for help. Not only are they not represented by an attorney, but they also aren’t familiar with

the basics of the legal system, said Clay County Clerk of the Circuit Court Tara Green. Green “People have questions and clerks can’t give legal advice. Many people don’t understand the duties of clerks and lawyers. They see it as all one system,” she said. “We wanted to bridge that gap.” Green and her staff decided to contact attorneys who practice in Clay County and specialize in

family law and ask if they’d be willing to help. A small group – currently eight lawyers – agreed to provide their services to clients on a limited basis and for a nominal fee. They put in place a plan to charge $30 for a 30-minute consultation to answer questions about proper procedure and in some cases, help people fill out the forms that must be filed with the clerk to initiate an action. United Therapeutics is a biotechnology company that focuses on the development and commercialization of products for the medical needs of patients in life-threatening conditions. It and Mayo Clinic said in June 2015 that the goal of the lungrestoration center was to significantly increase the supply of lungs available for transplantation by preserving and restoring selected marginal donor lungs, making them viable for the procedure. The restored lungs will be made available to patients at Mayo Clinic and other transplant centers throughout the United States. The building also will be used by Mayo for research. As shown to the city, the building would feature six “ex vivo lung perfusion” rooms on the first floor; executive and other offices, workstations, a conference room, command center, call rooms and a gym on the second floor; and labs and offices on the third floor. The fourth floor is the roof and mechanical and machine rooms.

The building is being designed for more floors to be added if needed.

MedExpress Urgent Care files plans for Atlantic North

MedExpress Urgent Care applied for a permit to build its proposed center in the Atlantic North shopping center at northwest Atlantic and Kernan boulevards in East Arlington. MedExpress wants to develop a 4,554-square-foot urgent care center at 11901 Atlantic Blvd., which will be its second planned project in Jacksonville. No contractor is specified for the $750,000 building, designed on an outparcel near the 7-Eleven. The design shows seven exam rooms, an X-ray room and labs. MedExpress will join two more outparcels that Sleiman Enterprises wants to develop with multitenant shops. It will be the second MedExpress to open in Arlington. The first MedExpress is under development at the site of the former Arthur Murray Dance Studio at 7720 Merrill Road.

Rayonier AM to buy Canadian company Merger will increase firm’s revenue to more than $2 billion By Mark Basch Contributing Writer Rayonier Advanced Materials Inc. on Thursday morning announced a merger with a Canadian company that will significantly increase its size and geographic reach. Rayonier AM agreed to buy Montreal-based Tembec Inc. for a combination of cash and stock. The deal is worth $807 million, including the assumption of $487 million in debt. Both companies produce cellulose specialty products. The merger will increase Rayonier AM’s annual revenue from about $870 million to more than $2 billion. “By joining forces, we are diversifying our product offering

in high purity cellulose and expanding into the adjacent packaging and forest products marBoynton kets with significant scale,” Rayonier AM Chief Executive Paul Boynton said in a news release. “With pro forma revenue of $2 billion, the combined company will be poised to compete effectively in any market, benefit from greater product and geographic diversity, and provide an attractive value proposition for our shareholders,” he said. The merged company will keep its corporate headquarters in Jacksonville but also retain a

Canadian headquarters in Montreal. Tembec has about 3,000 employees with operations in Canada and France. Rayonier AM has about 1,200 employees, with operations in Northeast Florida and Southeast Georgia. Rayonier AM split with timber and real estate company Rayonier Inc. three years ago and has produced a string of disappointing quarterly earnings reports since then, which has depressed its stock price. Cathedral Myrick said the section to be demolished is less attractive than the rest of the building and doesn’t have the same architectural significance. The section has a flat roof and a less-detailed exterior than sections facing Duval Street and Shields Place. The Colonial Revival building has three floors and a basement, with more than 70 single rooms at 100 square feet each. The most prominent part of the building faces Duval Street and Shields Place. Balanky, who described the project as a catalyst for the Cathedral District, said plans for the site are in the early stages. Renderings presented to the commission show a squareshaped complex with parking in the center. One of the main sticking points for the Historic Preservation Commission was keeping what they called “one of the best examples of Colonial Revival in all of Downtown Jacksonville.” The plans described by Myrick would extend that style to new construction. Had the group been denied, it planned to appeal the decision to City Council, a process that would take six to 10 weeks to

complete. With approval from the commission, Balanky said the project can begin moving through the Downtown Investment Authority and Downtown Development Review Board. “Out of respect for those agencies, we’ve been very hesitant to go to them with this and waste their time until we covered this base,” Balanky said. “This is a very preliminary discussion.” The property is facing foreclosure from the city, the first lienholder on debt the charity accrued from the Florida Housing Finance Corp. to upgrade the facility. In 1995, the Florida Housing Finance Corp. awarded Community Connections a $288,200 State Apartment Incentive Loan to rehab the building. Community Connections received approval from the commission to demolish part of the building for Balanky’s project. As a condition of approval, commissioners requested that the nonprofit seek designation as a historic landmark before that demolition can begin. It was the second attempt by Community Connections to advance the project. Chase Properties wanted to tear down the structure, built as a YMCA in 1949, but those plans were scrapped after commissioners pushed back at an April 26 meeting. The plan now allows Community Connections to remove an interior-facing section of the 45,000-square-foot structure, leaving an L-shape building intact. “This is a win, but there’s still a lot of work to do,” said Ginny Myrick with Cathedral District Jax Inc., who spoke about the project at the commission on behalf of Community Connections.
