wide, including four in Florida. Helow’s first location is in San Marco at Hendricks Avenue and Atlantic Boulevard. It’s difficult to miss because he put up a sign to cover the name of the former user – Subway. He said it took a year to find the right site based on demographics and density. There was “zero availability” in some of the places he wanted. When Subway decided to relocate, “I found the ideal spot,” he said. Regis hires local real estate brokers for its site needs. Geneva Henderson, executive vice president of Lat Purser & Associates Inc., found the location for Helow. Regis also is involved in the build-out, and Helow expects a decision soon about the contractor. The 1,311-square-foot space will be converted into a shop with six stations, each with its own shampoo sink. Helow will hire barbers and stylists with a total of eight full- and part-time employees. In addition to haircuts, beard trims and facial shaves, Roosters offers head shaves, neck trims, highlighting, color camouflage, and facials. It also can tend to eyebrows and nose and ear hairs.
Helow said every haircut includes a shampoo with conditioner and a scalp and neck massage. The shampoo comes after the cut, so no hair strands are clinging to clothes. “Guys will really be groomed when they leave,” he said. Roosters will operate by appointment, but can accommodate walk-ins. The service lasts about 30 minutes. Hours will be 10 a.m.-8 p.m. Monday-Thursday; 10 a.m.-7 p.m. Friday; 9 a.m.-5 p.m. Saturday; and noon-5 p.m. Sunday. After the San Marco shop opens, Helow has 18 months to open a second location and 18 months after that for a third. His territory is north to Brunswick, Ga.; south to St. Augustine; and west to Lake City. He bought a three-store license and looks for 1,100 to 1,300 square feet of space, with drive-by traffic and higher-end stores. “That is why San Marco is very, very good,” he said. He hasn’t settled on a second site, but said brokers like Durbin Park, the northern St. Johns County lifestyle center in development. Helow, 65, said he didn’t want to start a new concept, so he sought a proven template. He will own and manage it, but
he won’t be behind a chair. “I do not know how to cut hair. And if I did, it would be a buzz cut,” he said.
Amazon announces plans for Miami fulfillment center
Seattle-based Internet retailer Amazon.com Inc. announced plans for a Miami fulfillment center to create more than 1,000 jobs. Employees at the more than 800,000-square-foot center will pick, pack and ship small items to customers such as books, electronics and toys, similar to the plans for a Jacksonville fulfillment center at Interstate 295 and Pecan Park Road. Akash Chauhan, Amazon’s vice president of North America Operations, said the center will join a sortation center and Prime Now hub in the Miami area. The company said it created more than 4,000 full-time jobs in Florida since entering the state in 2013. Amazon said the new center along with two under development in Jacksonville will boost Amazon to 10 locations in the state. Those sites include fulfillment and sortation centers and Prime Now hubs.
Amazon also plans to open a sortation center and a delivery station in Jacksonville but has not confirmed them, although they are under development. The city issued a permit Wednesday for the manual sort and conveyor system for Amazon’s sortation center at the Westside Industrial Park in West Jacksonville. The delivery station is being built-out at Alta Lakes Commerce Center in North Jacksonville. Amazon said the Miami center will boost Amazon’s workforce in Florida to more than 7,500. Jacksonville’s Amazon workforce is expected to reach about 3,000, not counting seasonal employment. The Miami facility will feature Amazon Robotics to help fill orders.
Florida Blue renovation approved
The city approved an almost $5.7 million renovation for Florida Blue at its Deerwood Park campus. Danis Construction LLC will renovate 12,300 square feet at Building 300 at 4800 Deerwood Campus Parkway.

Florida Blue said previously the renovation was just the first of its older campus structures. Cathedral District development moves to council The ordinance would turn part of Community Connections’ building into a historic landmark. By David Cawton Staff Writer A project to transform a Downtown Cathedral District block will head to City Council. Ordinance 2017-436 was filed this week and designates part of the former Community Connections building at 325 E. Duval St. as a historic landmark. It’s the latest step for Jacksonville-based Chase Properties Inc. President Mike Balanky and his efforts to buy the 1.5-acre property, which includes several buildings, and turn it into a multifamily, mixed-use development. Balanky’s plan would bring 115-120 market-rate apartments and some workforce housing to the area, a project he described in May as a “catalyst for the Cathedral District.” The road to council, however, hasn’t been easy for Balanky and the property’s owner, Community Connections of Jacksonville Inc. During two contentious meetings in April and May, they
sparred with the Historic Preservation Commission about what to do with the Colonial Revivalstyle structure, built in 1949. At a lengthy meeting April 26, Community Connections withdrew its application to tear down the 45,000-square-foot building to make room for the project. The withdrawal came after the commission voiced concerns. The commission can deny demolition if a building meets at least four of seven standards set for historic preservation. During the May meeting, the parties regrouped and found common ground with commissioners. Balanky and Ginny Myrick of Cathedral District Jax Inc. offered a new plan that saves the most “significant parts” of the building — an L-shaped section facing East Duval Street and Shields Place — while demolishing a small, interior-facing section. That section, which features a flat roof and a less-ornate exterior, they contended, didn’t

match the rest of the building, and wouldn’t be missed. Commissioners agreed and approved partial demolition with one caveat. Community Connections is required to seek historic landmark designation for the L-shaped building because it is considered a contributing property in the Downtown Jacksonville Historic District, as listed on the National Register of Historic Places. The building was developed
for the YWCA to house young women and in 1978 it began to shelter homeless women and children. Community Connections of Jacksonville used the building until December, when it shut down because of financial struggles. The property is facing foreclosure from the city, the first lienholder on debt the charity accrued from the Florida Housing Finance Corp. to upgrade the facility. In 1995, the Florida Housing
Finance Corp. awarded Community Connections a $288,200 State Apartment Incentive Loan to rehab the building. Balanky said in May the project wouldn’t be feasible if the property went into foreclosure. If the landmark designation is approved by council, Balanky said he will move ahead with more concrete plans, eventually submitting the vision to the Downtown Investment Authority. dcawton@jaxdailyrecord.com

Florida high court rejects medical malpractice caps The 4-3 ruling also disputed the argument that a medical malpractice crisis exists in state. By Jim Saunders The News Service of Florida The Florida Supreme Court on Thursday ruled that a law limiting pain-and-suffering damages in medical malpractice cases is unconstitutional, rejecting a controversial change that the Legislature and Gov. Jeb Bush approved in 2003. Justices were sharply divided, with the four-member majority finding that the caps on “non-
economic” damages violated equal-protection rights. Also, the majority disputed that a malpractice insurance “crisis” exists — a justification that lawmakers used in approving the limits. “We conclude that the caps on noneconomic damages … arbitrarily reduce damage awards for plaintiffs who suffer the most drastic injuries,” said the majority opinion shared by Chief Justice Jorge Labarga and justices
Barbara Pariente, R. Fred Lewis and Peggy Quince. “We further conclude that because there is no evidence of a continuing medical malpractice insurance crisis justifying the arbitrary and invidious discrimination between medical malpractice victims, there is no rational relationship between the personal injury noneconomic damage caps … and alleviating this purported crisis. Therefore, we hold that the caps on personal injury noneconomic damages … violate the Equal Protection Clause of the Florida Constitution.”
In a blistering dissent, Justice Ricky Polston, joined by justices Charles Canady and Alan Lawson, argued that the majority was overstepping its role. “The majority just discards and ignores all of the Legislature’s work and factfinding,” Polston wrote. “But, under our constitutional system, it is the Legislature, not this (Supreme) Court, that is entitled to make laws as a matter of policy based upon the facts it finds. “It is the Legislature’s task to decide whether a medical malpractice crisis exists, whether a medical malpractice crisis has
abated, and whether the Florida statutes should be amended accordingly. For a majority of this (Supreme) Court to decide that a crisis no longer exists, if it ever existed, so it can essentially change a statute and policy it dislikes, improperly interjects the judiciary into a legislative function.” The ruling, which stemmed from a Broward County case, dealt with malpractice lawsuits that allege personal injuries. It was effectively an extension of a 2014 Supreme Court ruling that found caps unconstitutional in wrongful-death malpractice cases.

The Jacksonville-based developers bought the property in May for $4.75 million from Cypress Real Estate Advisors through CR VI-Philips LP. Rosen said the Philips Highway property landed on his radar after moving to the area about four years ago. “I would drive past it every day on my way to Commander Apartments,” said Rosen, referring to an Avondale project under
way by Chance Partners. “I saw a very large site, very close to San Marco and wanted to figure out how we could put it into production,” he said. Phase one will include 286 market-rate apartments in two four-story buildings along with a separate 10,000-square-foot building for retail use. Rosen said he expects to break ground in the first quarter of 2018 and targets a summer 2019 opening. Rosen said rents would be consistent with new projects in
Riverside and near the St. Johns Town Center, with a one-bedroom unit about $1,200 and for two bedrooms around $1,500. Rosen said phase two is still in the planning stages. “If everything holds as it is today, we would think it would be somewhat similar to phase one,” he said. The modification allows the first phase to be moved to the north end of the property and the second phase to the south end. Rosen said the retail portion was separated from the gated
residential buildings because there was more “desirability on the renters’ side to have a standalone apartment project.” Chance Partners President and CEO Judd Bobilin told the commission that LandSouth Builders LLC likely will be the general contractor. LandSouth is working on the renovation and redevelopment of the former Commander Apartments and St. Johns Village shopping center in Avondale. The 16-story apartment building and former retail shopping
center will bring 228 residential units to the Avondale neighborhood. Chance Partners recently moved its headquarters to Jacksonville and has offices in Atlanta and Orlando. Rosen said the company will spend a significant amount of time as a “permanent investor” on the First Coast. “We’re looking at lots of different neighborhoods throughout town,” he said. dcawton@jaxdailyrecord.com
