Lemonis brings Union 73 to Town Center Union 73, Marcus Lemonis Fashion Group’s new retail boutique that focuses on fast-fashion clothing at affordable prices, is coming to St. Johns Town Center. The city issued a sign permit for Union 73 at the address of Denim & Soul, another Lemonis concept, at 4742 River City Drive in the Southside shopping center. Union73.com shows the store at Denim & Soul in Town Center. A Lemonis spokesman did not immediately respond to questions, but the sign could indicate a concept change from Denim & Soul. Denim & Soul opened last year in Jacksonville. Lemonis featured the store during Season 4 of his CNBC reality show, “The Profit.” Denim & Soul, selling jeans and high-end clothing and accessories, opened in the space vacated by the bankrupt Cachè. Business-turnaround investor and entrepreneur Marcus Lemonis opened Union 73 in May in Minneapolis as “the go-to trendy retailer in this community with our ever-changing collection of top quality men’s and women’s fashions,” including denim. The group announced in May it would add locations, including Jacksonville and Chicago. Lemonis is active in Jacksonville. He featured Jacksonville’s Sweet Pete’s candy store in 2014 on “The Profit.” After he made a 50 percent investment in the business, Sweet Pete’s moved Downtown from Springfield into the

renovated Seminole Club and expanded to Lake Forest, Illinois, near Chicago. He also is an owner in AutoMatch USA, which has a Jacksonville operation at 9012 Beach Blvd., and is chair and CEO of Camping World Inc., an RV superstore with a Jacksonville location at 10101 Interstate Center Drive. He also leads Good Sam Enterprises Inc., a club for RV owners.

Josephs Group buys Monument Landing for $12.2M

The Josephs Group of New York added to its Jacksonville retail holdings with the purchase Monday of Monument Landing in Arlington for $12.2 million. Through Monument Landing LLC, the group bought the 66,780-square-foot retail center on 8.85 acres at 2485 Monument Road. Howard Josephs, an owner in the group, said Thursday he plans to make capital improvements, “fixing up and cleaning

up and leasing up.” He said the property had about 7,000 square feet of space available for lease. “We like the area and believe it can be a great center,” Josephs said. The site is at Monument and McCormick roads, across Monument from the corner where Wawa intends to build one of its gas stations and convenience stores. The Josephs Group bought Monument Landing from Nightingale Properties of New York. Major tenants include Walgreens and Bailey’s Health & Fitness. The property is assessed at almost $7.3 million. Nightingale Properties says it has 61,754 square feet of leasable space. The center was developed in 1988 and Walgreens was built in 2008. The Josephs Group is based in Orangeburg, N.Y. Through Blueberry Commons LLC, The Josephs Group bought the Medical & Merchants Center for $25.7 million in March 2016.

Breezy Jazz Club opens today at 119 E. Adams St. Downtown. Owners Thea and Bernett Jeffers will offer live music three nights a week, along with spoken word and jam sessions. Jeffers said the restaurant, which holds 90 guests, will feature New Orleans-inspired dishes along with wine and beer. The club will be open 4 p.m. to 1 a.m. Tuesday to Friday from and from 11 a.m. to 3 p.m. for brunch on Sunday. The club will feature local jazz performers, with a national act performing every quarter.

125 new laws go into effect Saturday By Jim Turner The News Service of Florida Rideshare services, such as Lyft and Uber, will have to comply with statewide rules, and students and teachers will be allowed to express their religious beliefs at public schools, under new laws that will go into effect Saturday. The changes — including two bills from the special session — are among 125 revisions to Florida statutes that hit the books on July 1. The new laws include Florida’s $82 billion budget, along with a package offering $91.6 million in tax breaks during the upcoming year and new rules regarding public notification of toxic spills. A controversial law regarding charter schools also will go into effect. A number of the bills still require approval from voters before becoming law, including a statewide proposal (HB 7107, HJR 7105) that would expand the homestead exemption by $25,000, if approved by voters in November 2018. Seventy-eight bills became law upon Scott’s signature,

including rules for medical marijuana and a plan that will allow the state to bond money for a controversial reservoir intended to help clean South Florida waterways. Another 27 laws will go into effect on Oct. 1, including a measure that will impose tougher sentencing for fentanyl possession and distribution. Here are some of the laws that will hit the books July 1. BUDGET

SB 2500, the state’s $80 billion spending plan for 2017-2018, dubbed by the governor’s office as the “Fighting for Florida’s Future” budget. The package outlines funding for state agencies as well as numerous individual local projects. HB 1A creates an $85 million “job growth” trust fund for regional economic development projects and workforce training, and provides $75 million for the public-private Visit Florida. HB 7022, provides acrossthe-board pay raises to state employees for the first time since 2013. State law enforcement officers will get a 5 percent hike, while most correctional

officers will get an extra $2,500 a year. Judges, state attorneys and public defenders will see 10 percent raises. The legislation also includes changes to health insurance and retirement plans for state employees. TAX CUTS

HB 7109, a business-friendly package, has a variety of start dates. The measure provides a three-day back-to-school discount on certain clothes worth up to $60 each, school staples up to $15 each, and personal computers that cost less than $750. Two other key portions of the package —an elimination of sales taxes on feminine hygiene products and a reduction in a commercial lease tax — go into effect on Jan. 1.

project and sell the retail space to Regency Centers, which is a national shopping-center owner. Jacksonville-based Regency Centers intends to continue the project without ArchCo and its development partner, but details are being worked out, said spokesman Eric Davidson. The site is at 1532 Atlantic Blvd. “The project is still moving forward but not with ArchCo and Bluerock. We are still committed to the project,” Davidson said Thursday. Publix still is onboard. “We remain committed to this project and are anxious to serve the beautiful East San Marco community in a more significant manner in the near future,” spokesman Dwaine Stevens said Thursday. Davidson said Regency Centers was deciding how to proceed. He said Regency was committed to the development of East San Marco and he knew of no changes regarding the size and scope permitted by City Council ordinances about the development. ArchCo, based in Atlanta, and New York-based Bluerock Residential Group REIT formed BR ArchCo ESM LLC to buy the 4.3-acre site. ArchCo Residential Regional Partner Jason Jacobson said Thursday that a combination of higher construction costs and a more uncertain interest rate environment led to the decision to terminate the deal. “It’s not very common to go through two years of work on a project and then come to an end so suddenly,” Jacobson said. He said the decision “wasn’t done lightly.” “We could not get our construction costs down to the point where we needed them to be to make the deal financially feasible and on top of that, the interest rate environment was volatile post-election and the interest rate risk overall led us and our investor partner to decide they could not go forward on that basis,” he said. Jacobson said previously that ArchCo began looking at the project in 2014 and executed a purchase-and-sale agreement in February 2015. He said construction cost estimates increased by almost 50 percent “from where we initially thought they would be in

to go forward and it just wasn’t working,” he said. The project draws strong neighborhood interest. At the Southside Business Men’s Club on Wednesday, outgoing City Council President Lori Boyer fielded questions about the project. She represents District 5, which includes San Marco and much of Southside. Boyer said ArchCo backed out of the deal, saying it couldn’t

make the numbers work. She didn’t rule out another attempt to develop the property. “It’s been a good market,” she said. “It may become viable again.” Development at the site surfaced in 2002 when it was owned by SouthTrust Bank. In 2006, Regency Centers and The St. Joe Co. announced a mixed-use project on the site and Publix committed to lease there.

After the recession, plans continued and City Council enacted ordinances to allow apartment and commercial development. ArchCo and Bluerock executed a purchase-and-sale agreement in 2015. The city issued building permits in late 2016, but the site remains vacant.

League Baseball cities. Austin was a standout at The Bolles School, where he played second base and shortstop. In his senior year, he was team captain and rated the top prospect in the state by Prospect Wire. He committed to Stanford University and was scouted by several major league teams. Despite breaking his ankle while playing Frisbee, having surgery and sitting out most of his final prep season, Austin was selected by the Los Angeles Dodgers in the 44th round of the 2011 major league baseball draft. He passed on the pros, however, and headed to another California destination — Palo Alto — to study computer science and play baseball for the Cardinal. After leading Stanford in hits,

doubles and triples in his junior season, Austin was drafted by the Giants in the eighth round in 2014. He signed a contract and played in the minor leagues for more than two years, where he had a .308 batting average. Austin had his major league debut with the Giants on June 2 and went 1-5 with a single, walk and an RBI. He hit his first home run against Milwaukee on June 8. As of Thursday, he’s hitting .333 with two home runs and 12 RBIs in 75 at bats. As much as his son is enjoying playing professional baseball, he’s already planning for a career after he hangs up his cleats, Slater said, likely in the front office on the business side of baseball. That will happen after the Giants cover the cost to finish his degree

at Stanford, one of the terms of his contract with the team. “He knows he needs to get his degree,” Slater said. In the meantime, he said it’s rewarding to see Austin succeed — and a lot of fun to see him on the sports television networks. “I think every man grows up dreaming about playing pro sports. To have your son do it makes you a really proud father,” he added. One of Austin’s biggest fans was his maternal grandfather, the late Ed Austin, former 4th Judicial Circuit public defender, state attorney and mayor of Jacksonville from 1991 to 1995. “I know his grandfather would be proud of him,” Slater said.

Former YWCA now a historic landmark By David Cawton Staff Writer A portion of the former YWCA building in the Downtown Cathedral District was given a historic landmark designation Wednesday by the Jacksonville Historic Preservation Commission. The designation allows Community Connections of Jacksonville Inc. to remove an interior facing section of the roughly 45,000-square-foot structure, leaving an L-shape building intact.

Chase Properties Inc. president Mike Balanky plans to purchase the 1.5-acre property at 325 E. Duval St. from Community Connections. Built for the YWCA in 1949, Community Connections operated out of the space until the nonprofit shut down last year. Balanky plans to develop the property into a mixed-use project that will support 115-120 apartments, with at least 15 percent set aside for workforce housing, over the next 10 years, he said. dcawton@jaxdailyrecord.com
