A news release said the ownership bought the business from Dale Stoudt and that Stoudt will expand his real estate business. Gonzalez worked on the Super Food Truck with Chef Richie Haugk and remained with the business as it opened Downtown. He is a graduate of The Art Institute of Jacksonville’s culi-

Gonzalez also wants to increase its participation in special events, such as the monthly First Wednesday Art Walk, cutting beer prices from the usual $4 to $3. Super Food & Brew will add catering and boxed meals for lunch, business meetings and after-hours events, such as birthday parties and overtime at work. It specifically sees a market with law firms near the Duval County Courthouse. Gonzalez said the eightmember staff, including Executive Chef James Stark, sous Chef Mark Benson, remains. Evelyn Gomez is the new front-ofhouse manager. The bulk of the menu remains, as well.
“We want to feature an evolving menu of the Super Food classics we’re known for, with more specials, including things that are more seasonal and local,” he said in the news release. Popular menu items include pulled pork panini, the Pretzelwich, the Super Food salad and fried mac and cheese balls. While Super Food & Brew offers vegetarian specialties, it also sells a steak filet sandwich, a salmon bowl and chicken stir fry, for example. “Right now, we have the capabilities to try new things,” Gonzalez said. The space on the street-level corner at 11 E. Forsyth St., at Main Street, formerly was a Starbucks but had been vacant since 2008. The 17-story building was developed in 1926 and redeveloped from offices into 126 loft apartments. Gonzalez spent three years majoring in marketing at the University of North Florida, but said in

About eight months later, the release said, the restaurant opened and he remained with the business. In February 2015, the Downtown Investment Authority approved a forgivable loan of $49,837 from its Retail Enhancement Program to property owner VCP-Lynch Building Ltd. to convert the space for Super Food & Brew. However, the DIA said Wednesday the loan was not taken down. Gonzalez said he’s considering expansion to Riverside and the Beaches — and he said the ownership thanks Stoudt for the opportunity “to let your dream live on.” kmathis@jaxdailyrecord.com @MathisKb (904) 356-2466 Matt Walsh Publisher JaMes F. Southeastern Grocers, the parent of Winn-Dixie, Harveys, Bi-Lo and Fresco y Mas, operates more than 700 supermarkets in seven Southeastern states.
Eighth area Winn-Dixie converting to Harveys Southeastern Grocers to expand brand into Central, West Florida. By Mark Basch Contributing Writer Southeastern Grocers said Wednesday it will convert an eighth Jacksonville area WinnDixie store into a Harveys Supermarket and also introduce the Harveys brand into Central and West Florida. Jacksonville-based Southeastern Grocers operates more than 700 supermarkets in seven Southeastern states under four
banners: Winn-Dixie, Harveys, Bi-Lo and Fresco y Mas. It has 70 Harveys stores in Florida, Georgia, North Carolina and South Carolina. The company bought the Harveys chain from the Delhaize Group in 2013. Last year, it began converting some Winn-Dixie and Bi-Lo stores to the Harveys banner, which is marketed as a discounted supermarket brand. Southeastern Grocers says it tailors the Harveys stores to meet the needs of the communities it serves. The eighth Harveys store in Jacksonville will be at 49 Arlington Road S. The former Winn-
Dixie is expected to complete the transformation to Harveys in early August. Besides that store, the company also is converting two Ocala stores to Harveys and one store each in Tampa, Orlando, Cocoa and Winter Haven. Those will be the first Harveys stores in those markets. The existing Harveys stores in Jacksonville are Downtown, in Northwest and North Jacksonville, in the North Shore area and along University Boulevard West. mbasch@jaxdailyrecord.com (904) 356-2466
Amazon drops Prime Osborn job fairs Internet retailer cites ‘overwhelming response’ at this week’s events. By David Cawton Staff Writer Amazon.com has canceled next week’s job fairs scheduled at the Prime Osborn Convention Center because of the strong attendance at this week’s events. The company still will hold a job fair Friday at the Legends Center at 5130 Soutel Drive in Northwest Jacksonville. It will be 10 a.m. to 3 p.m. Amazon spokeswoman She-
vaun Brown said the decision was based on the “overwhelming response” at the first two job fairs Monday and Wednesday. Hundreds of applicants waited hours to apply in person at the Legends Center. Amazon has not released the number of candidates who attended. Amazon had scheduled three job fairs next week at the convention center. Interested applicants can search for positions online at amazondelivers.jobs Amazon is hiring about 1,500 people to staff a 2.4 millionsquare-foot fulfillment center at 12900 Pecan Park Road in Northwest Jacksonville. It will be the first fulfilment center in Jacksonville and will
handle small consumer items. Amazon expects the facility to open about September. The online retailer is hiring full- and part-time positions for the warehouse that range in pay from $12 to $16 an hour, as well as management and operations jobs. The e-commerce giant also is building a West Jacksonville fulfillment center at 13333 103rd St. in Cecil Commerce Center to handle large consumer items, as well as a sortation center in Westside Industrial Park. Amazon has not announced job fairs for the Cecil center. dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466

City documents show a truck terminal and cross-dock warehouse to accommodate drivers and operators in addition to warehouse and office workers. Averitt Express, based in Cookeville, Tennessee, bought the property in November from N.G. Wade Investment Co. Brown said the facility can serve tens of thousands of its customers and distributes com-

Averitt employs 77 people at a smaller location in Jacksonville at 723 Scotia Road and expects that number to grow significantly with the new center. The existing location would close after Averitt takes occupancy of the new facility, which is about 2 miles west. kmathis@jaxdailyrecord.com @MathisKb (904) 356-2466

FIRST INSERTION STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF CONSENT ORDER The Department of Environmental Protection (“Department”) gives notice of agency action of entering into a Fourth Amendment to Consent Order with JEA pursuant to section 120.57(4), Florida Statutes. The Fourth Amendment addresses the sanitary sewer overflows in Duval, Nassau and St. Johns County during Hurricane Matthew from wastewater collection systems owned and operated by JEA. This Fourth Amendment is available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at the Department of Environmental Protection, Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida, 32256. Persons who are not parties to this Fourth Amendment, but whose substantial interests are affected by it, have a right to petition for an administrative hearing under sections 120.569 and 120.57, Florida Statutes. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition concerning this Fourth Amendment means that the Department’s final action may be different from the position it has taken in the Fourth Amendment. The petition for administrative hearing must contain all of the following information: a) The OGC Number assigned to this Fourth Amendment; b) The name, address, and telephone number of each petitioner; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; c) An explanation of how the petitioner’s substantial interests will be affected by the Fourth Amendment;
d) A statement of when and how the petitioner received notice of the Fourth Amendment; e) Either a statement of all material facts disputed by the petitioner or a statement that the petitioner does not dispute any material facts; f) A statement of the specific facts the petitioner contends warrant reversal or modification of the Fourth Amendment; g) A statement of the rules or statutes the petitioner contends require reversal or modification of the Fourth Amendment; and h) A statement of the relief sought by the petitioner, stating precisely the action petitioner wishes the Department to take with respect to the Fourth Amendment. The petition must be filed (received) at the Department’s Office of General Counsel, 3900 Commonwealth Boulevard, MS# 35, Tallahassee, Florida, 32399 3000, within 21 days of receipt of this notice. A copy of the petition must also be mailed at the time of filing to the District Office at Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida, 32256. Failure to file a petition within the 21-day period constitutes a person’s waiver of the right to request an administrative hearing and to participate as a party to this proceeding under sections 120.569 and 120.57, Florida Statutes. Before the deadline for filing a petition, a person whose substantial interests are affected by this Third Amendment may choose to pursue mediation as an alternative remedy under section 120.573, Florida Statutes. Choosing mediation will not adversely affect such person’s right to request an administrative hearing if mediation does not result in a settlement. Additional information about mediation is provided in section 120.573, Florida Statutes and Rule 62-110.106(12), Florida Administrative Code. July 13 00 (17-5590D)

The Permitting Authority’s physical address is: 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida 32256. The Permitting Authority’s mailing address is: 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida 32256. The Permitting Authority’s telephone number is (904) 256-1700. Project File: A complete project file is available for public inspection during the normal business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday (except legal holidays), at the address indicated above for the Permitting Authority. The complete project file includes the draft permit, the Statement of Basis, the application, and the information submitted by the applicant, exclusive of confidential records under Section 403.111, F.S. Interested persons may view the draft/ proposed permit by visiting the following website: https://fldep.dep.state.fl.us/air/ emission/apds/default.asp and entering the permit number shown above. Interested persons may contact the Permitting Authority’s project review engineer for additional information at the address or phone number listed above. Notice of Intent to Issue Permit: The Permitting Authority gives notice of its intent to issue a revised Title V air operation permit to the applicant for the project described above. The applicant has provided reasonable assurance that continued operation of the existing equipment will not adversely impact air quality and that the project will comply with all appropriate provisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-213, 62-296 and 62-297, F.A.C. The Permitting Authority will issue a subsequent final permit in accordance with the conditions of the draft/proposed permit unless a response received in accordance with the following procedures results in a different decision or a significant change of terms or conditions. Comments: The Permitting Authority will accept written comments concerning the draft/proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice. Written comments must be received by the close of business (5:00 p.m.), on or
before the end of this 30-day period by the Permitting Authority at the above address. As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action. If the Permitting Authority determines there is sufficient interest for a public meeting, it will publish notice of the time, date, and location in the Florida Administrative Register (FAR). If a public meeting is requested within the 30-day comment period and conducted by the Permitting Authority, any oral and written comments received during the public meeting will also be considered by the Permitting Authority. If timely received written comments or comments received at a public meeting result in a significant change to the draft permit, the Permitting Authority shall issue a revised draft/proposed permit and require, if applicable, another Public Notice. All comments filed will be made available for public inspection. For additional information, contact the Permitting Authority at the above address or phone number. Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the Public Notice or receipt of a written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who asked the Permitting Authority for notice of agency action may file a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Agency Clerk in the Office of General Counsel, 3900 Commonwealth Boulevard, MS 35, Tallahassee, Florida 32399-3000, Agency_Clerk@dep.state. fl.us, before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address, any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed
action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Mediation: Mediation is not available in this proceeding. EPA Review: EPA has agreed to treat the draft/proposed Title V air operation permit as a proposed Title V air operation permit and to perform its 45-day review provided by the law and regulations concurrently with the public comment period, provided that the applicant also transmits an electronic copy of the required proof of publication directly to EPA at the following email addresses: R4TitleVFL@ epa.gov. Although EPA’s 45-day review period will be performed concurrently with the public comment period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review period is performed after the public comment period has ended. The final Title V air operation permit will be issued after the conclusion of the 45-day EPA review period so long as no adverse comments are received that result in a different decision or significant change of terms or conditions. The status regarding EPA’s 45–day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www2.epa.gov/caa-permitting/florida-proposed-title-v-permits. Objections: Finally, pursuant to 42 United States Code (U.S.C.) Section 7661d(b)(2), any person may petition the Administrator of the EPA within 60 days of the expiration of the Administrator’s 45-day review period as established at 42 U.S.C. Section 7661d(b)(1), to object to the issuance of any Title V air operation permit. Any petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day public comment period provided in the Public Notice, unless the petitioner demonstrates to the Administrator of the EPA that it was impracticable to raise such objections within the comment period or unless the grounds for such objection arose after the comment period. Filing of a petition with the Administrator of the EPA does not stay the effective date of any permit properly issued pursuant to the provisions of Chapter 62-213,F.A.C. Petitions filed with the Administrator of EPA must meet the requirements of 42 U.S.C. Section 7661d(b)(2) and must be filed with the Administrator of the EPA at: U.S. Environmental Protection Agency, Office of the Administrator, 1200 Pennsylvania Avenue, N.W., Mail Code: 1101A, Washington, DC 20460.
