It reported revenue of $198.5 billion for the fiscal year that ended March 31, up 4 percent from the prior year. Project Milan also is proposing to lease and furnish a Class A office building that would be built in South Jacksonville. The capital investment in the building and IT and equipment is estimated at $28.5 million. The legislation documents describe it both as 90,000 and 95,000 square feet in size. McKesson has not confirmed or denied it is Milan. “We regularly review our real estate footprint and are evaluating our options in the Jacksonville area as a normal course of business. It would be premature to discuss any speculation,” said spokeswoman Kristin Hunter Chasen. Asked whether Project Milan is McKesson, JAX Chamber spokesman Matt Galnor said the chamber cannot comment. When McKesson bought PSS, it took over its former headquarters offices in Southpoint at

4345 Southpoint Blvd., a building with 104,358 square feet of leasable space. McKesson leases the building, which is owned by a Connecticut-based real estate investment group. Duval County property records show the four-story structure was built in 1997. McKesson Medical Surgical, one of McKesson’s operating units, announced in October 2013 it agreed to extend the lease until this year. Upon the acquisition, PSS World Medical was combined with McKesson’s Medical Surgical distribution business. PSS World Medical distributed medical products and services to physicians and caregivers throughout the United States. It had about 4,000 employees. McKesson Medical-Surgical said in 2015 that it also would continue to lease other space in Jacksonville. It closed a large distribution center in Westside Industrial Park but continued to lease a smaller center there of about

Regions names new city president Bank also is closing two branches in North Florida.

By David Cawton Staff Writer Birmingham, Alabama-based Regions Bank said Monday it is promoting Ryan McIntyre as its new city president in Jacksonville. McIntyre replaces Franklin Danley, who will be relocating to Birmingham and head the company’s Strategic Execution and Business Transformation group. On Friday, Regions said it is closing two North Florida branches as part of a nationwide consolidation effort. The bank said it will close the 1600 Hendricks Ave. branch in Jacksonville and the branch at 1461 Kingsley Ave. in Orange Park by Oct. 27.

DEVELOPMENT TODAY

Regions spokesman Mel Campbell said while employees will have the o p p o r t u n i ty McIntyre to apply for positions at other branch locations, there is no guarantee everyone will be offered a job. Campbell said the closures were made after “a careful review of our branches identified opportunities to consolidate based on traffic, volume, new technologies, location of other branches, profitability and other factors.” He said San Marco customers can visit the Regions main branch Downtown at 51 W. Bay St., and Kingsley customers can be accommodated at the Orange Park branch at 570 Blanding Blvd. The North Florida closures are

part of a nationwide 22-branch consolidation, the company announced in its second-quarter earnings report released Friday. Regions Financial Corp. reported a net income of $301 million, an 8 percent increase, in earnings through the second quarter of 2017. According to Regions, the company has consolidated 160 branches since the end of 2015. Regions will continue to operate 16 branch locations in Jacksonville, Orange Park and the Beaches. McIntyre most recently served as a Consumer Banking Manager in Orlando and has held a variety of leadership roles in the company since joining in 2003. He is a graduate of the University of Central Florida.

20,000 square feet of retail space with a grocer or pharmacy chain as the anchor. By 2011, most of the site was demolished with the help of a $300,000 Community Development Block grant from the U.S. Department of Housing and Urban Development. Only a shell of the former parking structure remains. Since 2012, the site, and properties around it, have been the subject of a pending federal lawsuit in U.S. District Court. The city is suing the land own-

ers, including Jacksonville Hospitality Holdings, over the environmental cleanup because there was a manufactured gas plant on the site in the 1800s. Mickler said development efforts won’t move forward until the lawsuit is resolved. The rezoning and future land use amendment bills will be up for debate before the Land Use and Zoning Committee, with public hearings scheduled for August and September.

Rayonier AM increases offer in bid to buy Tembec By Mark Basch Contributing Writer Rayonier Advanced Materials Inc. on Sunday night announced an increase in the price of its merger agreement with Tembec Inc., to get the support of two large shareholders. Oaktree Capital Management, which holds 19.9 percent of Tembec’s stock, and Restructuring Capital Associates, which holds 17.1 percent. Both said they would vote against the buyout because the price was too low. Jacksonville-based Rayonier

AM will now pay either $4.75 in cash or 0.2542 shares of its stock for each share of Montreal-based Tembec. The previous agreement called for Rayonier AM to pay either $4.05 in cash or issue 0.2302 shares of stock. Rayonier AM said both Oaktree and Restructuring Capital agreed to vote in favor of the deal at the higher price. Tembec shareholders are scheduled to vote on the deal at a special meeting Thursday in Montreal.

3 local firms on 2017 Florida Companies to Watch list Three North Florida companies have been named to a list of 50 statewide expected to see significant growth over the next several years. 3D Digital, A1A Solar Contracting Inc. and JAX Refrigeration Inc. have been honored as 2017 Florida Companies to Watch. The 50 companies were chosen from more than 500 nominees for Florida Companies to Watch, a statewide program managed by economic development group GrowFL, in association with the Edward Lowe Foundation. The company’s management team, competitive market position and strong community involvement were among factors that put them in contention for the award. “These standout companies are all led by entrepreneurs, and have demonstrated their capacity and intent to grow,” said Tom O’Neal, executive director of the Florida Economic Gardening Institute and associate vice president for the University of Central Florida’s Office of Research and Commercialization. “They also all have critical intellectual property or a niche position that gives them a competitive edge in their markets.”

This mitigation bank originally received Board approval on September 9, 2003, the ownership transferred on November 24, 2003, and was later modified on August 8, 2006. The bank received credits for the restoration of wetlands, preservation of wetlands and enhancement of both wetlands and uplands of a 6,000+ acre, silviculturally altered site, known as Loblolly Mitigation Bank UMAM Conversion. The receiving waterbodies are Moore Creek, Yellow Water Creek & Unname Tributaries. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty six (26) days of the District depositing the notice of intended District decision in the mail (for those persons to whom the District mails actual notice), within twenty-one (21) days of the District emailing notice of intended District decision (for those persons to whom the District emails actual notice), or within twenty-one (21) days of newspaper publication of the notice of intended District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5) (b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28- 106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., is not available. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the next regular District business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at floridaswater.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http:// floridaswater.com/noticeofrights/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s intended decision(s) on the permit application(s) described above.
