Casa del Rio apartments sold Addison, Texas-based S2 Capital LLC, through S2 Casa Del Rio LP, bought the Casa del Rio apartment complex in Arlington on Friday for $28.3 million from an ownership group led by New York investor Pinchos Shemano. Co-founder and Managing Partner Scott Everett of SC Capital said in July the group intended to buy the 458-unit Casa del Rio apartments near Jacksonville University in August and invest $5 million in renovations. It bought the property from Casa Del Rio 2016 LLC, led by Shemano. The apartments, at 3500 University Blvd. N., were built in 1973 and 1975, property records show. Jones Lang LaSalle Multifamily LLC issued a $22.8 million mortgage to S2 Casa Del Rio LP. The apartment investor bought the Mathews Crossing Apartment Homes complex along Atlantic Boulevard in June for $49.5 million from groups led by Shemano. The 1,103-unit community, not far from Regency Square Mall in Arlington, is the largest apartment complex in the area. Everett said it will be renamed and updated with $12 million in exterior and interior renovations. Mathews Crossing, at 400 Century Drive and 401 Century Drive E., was built in 1972 and 1973. Everett said S2 Capital likes to invest in “mismanaged, neglected properties,” indicating it is a successful strategy. Its website says its strategy is to make “cost-effective improvements”

to provide tenants with “the best apartment, service, and living experience within the submarket.”

Budget

NOTICE OF PUBLIC HEARING REGARDING BROWNFIELD DESIGNATION

Continued from front page

The Jacksonville Sheriff’s Office is asking for a $12.3 million overall increase in salaries to include the new officers. According to the council auditor, the cost of another 80 officers, including salaries, equipment, and vehicles, would be $4.41 million. In 2018-19, Williams said a full year with 100 new officers would cost the department $8.44 million. During the public comment portion of the last few council meetings, several residents expressed concern about adding more officers, saying it would cause more tension between the force and the community. “We want enough officers working in neighborhoods to have the time to meet and work with them,” Williams said. Current employment numbers, he said, don’t allow that. “Right now, we’re just going from call to call to call,” Williams said. If approved, Williams said the addition of new officers would be staggered throughout the year, “as fast as we can get them into the academy,” a training process he said takes up to 11 months. Williams said officers in training are paid at 95 percent of their annual salary. Another area of concern was the pending outsourcing of health services and its 66 JSO positions, which would take effect in November. A new contract would be budgeted at $12 million, up from $8.3 million this year. Williams said the benefits of having a stronger outsourced program would make up for the additional costs. The committee agreed to move forward with most of the JSO budget, although the added police, changes to health services, and increases for professional and contractual services all will be taken up during the Aug. 25 session. COUNCIL AUDITOR REVIEW

During the first three hours, Council Auditor Kyle Billy presented the Council Auditor’s

“Right now, we’re just going from call to call to call.” Sheriff Mike Williams

Office’s budget review. Two early points of contention dealt with fees the city charges for services, the first focusing on what was described as “loans” from the general fund to enterprise funds. Enterprise funds represent the money the city collects from fees residents pay for services. Those fees are supposed to cover the costs of those services, without making a profit. When those fees don’t cover operational costs, the chief financial officer can either raise fees or council can transfer money from another source of revenue, like the general fund, to make up the difference. The proposed budget shows transfers, or “loans” of $5.38 million from the general fund to make up for the loss in revenue from solid waste and stormwater fees. Billy recommended a fee increase so the city doesn’t have to use money from the general fund. When asked why fees couldn’t cover the cost of solid waste services, Chief Administrative Officer Sam Mousa said it was because of increases in bulk waste pickup costs and the fluctuations in the recycling industry. “There’s no value for recycling,” Mousa said, explaining that the demand for recycled products isn’t high. He said the cost difference also is because of a new contract for recycling pickup. The city now receives about $40 for every ton of recycling that’s picked up. Mousa said a new contract could cost the city $2.6 million a year for the pickup starting Sept. 30. Committee members declined Billy’s recommendation. Another discussion centered on a recommendation to waive temporarily the annual review of

fees, which is required by ordinance. According to the municipal code, the chief financial officer must complete an annual review of fees, and can increase those that don’t cover at least 85 percent of the cost of providing the service they pay for, but only up to 85 percent. To make up for a loss in revenue, city CFO Mike Weinstein said he would like the ability to raise fees to cover 100 percent of the cost to provide services, which would require changing the code. The committee adopted the waiver recommendation, with an amendment that leaves 201617 fee levels in place, while the finance department begins a review of the overall policy. Weinstein said the administration plans to introduce legislation by the first finance committee meeting in January.

The City of Jacksonville proposes to adopt the following RESOLUTION: RESOLUTION 2017-524 A RESOLUTION DESIGNATING PROPERTY AT 5735 PHILIPS HIGHWAY, JACKSONVILLE, FLORIDA 32216, AS A BROWNFIELD AREA FOR ENVIRONMENTAL REHABILITATION AND ECONOMIC DEVELOPMENT. Public hearings pursuant to Section 376.80, Florida Statutes, will be held in City Council Chambers, located on the first floor of City Hall, St. James Building, 117 W. Duval St., Jacksonville, Florida, as follows: Public Hearing:

All interested persons are invited to review the proposed resolution and to appear at the public hearing and be heard regarding the adoption of the proposed resolution. Interested persons are advised that, if a person decides to appeal any decision made with request to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purposes, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. FIRE AND RESCUE

The Jacksonville Fire and Rescue Department is trying to hire an additional 42 firefighters. Chief Kurt Wilson said the increase is needed if the department is going to open two new fire stations and a temporary station in the next two years. The department’s $217 million budget moved through without change. The committee also reviewed budgets for the Property Appraiser, General Counsel and Tourist Development Council but there was little discussion. Friday’s meeting will include emergency contingency funds, an area Curry wants to increase by more than $52 million. That meeting starts at 9 a.m. at City Hall. dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466

tee, the arm of the U.S. Federal Reserve Board that determines the nation’s monetary policy. The FOMC consists of the seven governors of the Fed plus the 12 regional bank presidents, but only five of the regional presidents vote on policy matters, on a rotating basis. Bostic said he will be a voting member next year. Even though he’s not voting this year, Bostic said every member of the committee gets to speak about the economy and monetary policy at each meeting. Bostic’s visit Wednesday was his first to Jacksonville, but he intends to visit often so he can hear from local business leaders about economic conditions in the region before he sits down with the other FOMC members. “When I go to FOMC meetings, I’m provided with a lot of on-the-ground intelligence,” he said. Bostic said the Atlanta region provides a good overall impression of the U.S. economy because the region is diverse. “Our district is a microcosm of

the U.S. economy,” he said. Bostic sees the current economy at a “crossroads.” “The data is less clear than I’d like it to be,” he said. “I feel the economy is conflicted.” While signals show extra capacity that businesses are trying to fill, the demand for labor is not pushing wages higher. Bostic said that may be a hangover from the 2007-09 recession. “The recession was extremely damaging to the psyche collectively,” he said. That has made businesses reluctant to take risks for fear of another downturn,” he said. “It’s something we definitely have to talk about,” he said. Technology is making some jobs obsolete, but that’s nothing new, Bostic said. “What is new today is the speed at which it’s happening,” he said. Disruption from technology is affecting what would traditionally be considered “male jobs,” like manufacturing, while job growth is coming in more female-dominated professions,

like nursing, he said. People who see their professions disappearing should consider training in areas such as nursing or computer programming, Bostic said. But they also should think about becoming plumbers or electricians, “some basic trades that pay very well.” Job seekers may not think of those trades as a pathway to success, he said. “It doesn’t need to be that way.” Although he had not been to Jacksonville before, Bostic said after the meeting he has been learning about the city in his two months as president. One thing that surprised him was a growing technology and biotech industry in the area – “more of that than I was aware of,” he said. But for the most part, trends in the Jacksonville job market seem similar to the disruptive trends Bostic has seen nationally. “Those are all consistent with what I’ve heard in other places,” he said. mbasch@jaxdailyrecord.com
