Clay County Chamber of Commerce calls area the ‘Golden Triangle.’ Site development has launched on 30 acres for Branan Field Village in Clay County, laying the groundwork for a retail, medical, office, restaurant and hotel center. Development partner John Kiddy said a hotel has committed and more are interested, creating the start of a hotel park similar to those in the Southpoint, Bartram and Chaffee Road areas of Jacksonville. Branan Field Village is a 92-acre project at southeast Branan Field and Old Jennings roads in the Middleburg area. Kiddy said the Clay County Chamber of Commerce refers to the area as the “Golden Triangle” because of its proximity to St. Vincent’s Medical Center Clay County; to big-box retailers including Lowe’s, Home Depot and Wal-Mart Stores Inc.; and being next to the First Coast Expressway that will connect Interstates 10 and 95.

Kiddy said 70 acres will be developed and 22 will be preserved. Of the acreage to be developed, 30 will be for commercial use and 40 for multifamily residential. Jason Ryals, executive vice president of Colliers International Northeast Florida, will handle leasing and sales for the retail portion being prepared. “Finally the time is right,” Ryals said. He said the indicators sought for a viable project are coming together. Kiddy said several inline retailers and restaurants are expressing interest and there appears to be demand for 10,000 to 15,000 square feet of small shop retail space in multiple buildings. Several freestanding retailers are working to buy parcels in the development. He said the groundbreaking should enhance interest in those and in outparcels, which could accommodate banks, credit unions, restaurants, gas and convenience stores and medical providers, such as primary care, specialty care and diagnostic and imaging. St. Vincent’s Medical Center completed an expansion across Branan Field Road, effectively doubling the size of the hospital. Kiddy wants Branan Field Vil-

lage to attract more medical uses. Ryals said medical, fast-food, self-storage and more hotel groups have shown interest, although there are no commitments. He said day care is another complementary use. “That area has … never had the critical mass energy that it has now,” Ryals said. He said it was becoming a top-tier retail area in Northeast Florida. Kiddy expects the hotel developer, which plans an 81-room project, will receive approval soon. He envisions three to four hotels on an 8-acre site designed for hospitality uses. Clay County Planning and Zoning is reviewing plans for a Hampton Inn across from St. Vincent’s. Kiddy said the second phase is drawing interest from multifamily developers, particularly workforce and senior housing developers. He envisions 500 units. Branan Field Village is a lot of land, Kiddy said. “We are getting good momentum. Once users start seeing development and start seeing dirt pushed around, interest grows larger,” he said.

Miami Grill is remodeling at 9575 Regency Square Blvd. N. and expects to open its first Jacksonville restaurant by early October. The building was a Zaxby’s, whose owners sold it to Miami Grill and built a new store next door. Miami Grill said more Jacksonville sites are in review. The former Miami Subs chain closed a nearby restaurant in 2003. Miami Subs Grill LLC, formed in 2009, is based in Fort Lauderdale. Miamisubs.com lists almost 40 locations open or coming soon, primarily in South Florida.

Council not concerned about debt Finance Committee begins to examine Mayor Curry’s Capital Improvement Program. By David Cawton Staff Writer The Jacksonville City Council Finance Committee began looking through Mayor Lenny Curry’s $131 million Capital Improvement Program on Wednesday. The largest CIP budget in a decade includes money for the removal of vacant Downtown buildings and the addition of new sidewalks, roads, parks and senior centers. It comprises more than 100 ongoing and one-time projects that span five years. The mayor proposes the city authorize up to $122 million in new debt to fund the projects with grants and cash making up the difference. Concerns about adding to the city’s existing $2.2 billion debt were dismissed at Tuesday night’s council meeting and again at Wednesday’s Finance Committee meeting. “The reality is, in the last few years, we have substantially paid down debt,” council member Lori Boyer said. “We are in compliance and in the range in every ratio, where we were not previously,” she said referring to targets the Finance Department wants to meet concerning debt. “These projects need to get done,” said council member Matt

Schellenberg. We’ve waited a long time, got through the pension crisis, and now we have to address our priorities.” City Chief Administrative Officer Sam Mousa said that new debt is a two-step process and not all of the borrowing would happen in one year. “First comes the authority to create these projects, and then the authority to borrow the money,” Mousa told the Finance Committee. “Both steps have to be approved by council.” Council also questioned the proposed increase in city reserves. The mayor’s office proposes to set aside $60 million for a pension reserve fund. Another $7 million is being placed in a reserve to address issues caused by Hurricane Matthew. The administration also asks to increase emergency reserves by $10 million with cash coming from the general fund. Boyer questioned the idea last week, expressing concern that the city was putting money in the reserve “just for the sake of saving money.” She said she’s since met with the administration to work out a compromise. Boyer offered an amendment Wednesday that divides the $10 million to pay for projects spanning multiple years in the CIP with cash instead of debt. She listed 24 projects totaling $4.55 million, already in the CIP, that could be paid with cash this year. “This allows us to check off some of these projects in this budget, and gives us more flexibility in future years,” Boyer said.

EWC project meets resistance The Finance Committee removed a high-profile project, $8.4 million to enhance a community field and to renovate dormitories at Edward Waters College, from the CIP project list because it is not considered a city asset. Mousa told the committee the money still will be allocated through the capital project subfund. Council member Danny Becton voiced concern over spending taxpayer money on a private school’s needs, an opinion shared by others since Curry introduced the request. “This is not what our local government should be doing,” Becton said. He said the inclusion of the project may ultimately affect his vote when budget legislation comes before the full council, calling it a “game-changer.” “Our passion is to make Edward Waters College a lighthouse,” Mousa said in response. FIRST INSERTION STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT TO ISSUE PERMIT REVISION The Department of Environmental Protection gives notice of Intent to issue permit revision to JEA, 21 West Church Street, Jacksonville, Florida 32202-3139, for reductions in its aggregate effluent loading limit for total nitrogen. The permit revision extends the current water quality credit trading for the total nitrogen load to Lower St. Johns River between JEA and the City of Jacksonville through the permit expiration date (March 10, 2019). During the period of water quality/ TN trading, the total nitrogen credit of 30,340 kg/year or 66,888 Lbs/year will be transferred from JEA to the City of Jacksonville. The total nitrogen loading limit for total nitrogen in the JEA-Aggregate permit is adjusted to 1,366,402 Lbs/year which is reduced 66,888 Lbs/year from the original TN credit of 1,433,290 Lbs/ year. There are no other changes proposed to the existing permit conditions or permit limits. The Department has assigned the project number as: FL0620564-006DW1SW. The intent to issue and application file are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, FL 32256.
