St. Vincent’s Health Center planned for Gate Parkway
Bonchon plans multiple locations
Access drives first site for Korean-style fried-chicken chain to Town Center. Bonchon spokeswoman Carlene Blair said the location for the Korean-style fried-chicken chain’s first Jacksonville restaurant at The Strand at Town Center was chosen for its access. “The Town Center is the destination spot for all shopping and dining experiences and the best part is we’ll be surrounded by so many other international brands, so we will feel right at home,” she said. The Strand features Tex-Mex, Brazilian and American cuisine and the nearby Town Center Promenade will include burgers, wings, Brazilian food and more. St. Johns Town Center across the street offers steak, seafood, Italian, Mexican, Asian and other types of restaurants. “Jacksonville is a city that is fun, vibrant and family-centered, which closely aligns well with our company’s values,” Blair said. She said the franchisee is an area developer set to open multiple stores in Jacksonville and Gainesville. Blair said construction was in the preliminary stage for the first location, so no opening date has

The Mandarin St. Vincent’s Health Center opened in March. Nine more are scheduled or planned to open in the area.
Offering urgent care and other services, site near FBI Building and new Ikea is among 10 Health Centers to be developed around the city.
By Karen Brune Mathis Editor St. Vincent’s HealthCare will open a Health Center in the rapidly developing Gate Parkway corridor between Butler Boulevard and Interstate 295. David Meyer, chief strategy and marketing officer, said Monday the 16,000-square-foot center should open in August 2018. Plans show it will occupy 1.34 acres near the FBI Building. It will be one of 10 Health Centers planned by St. Vincent’s. The first opened in Mandarin and a second will open Nov. 1 in St. Johns County.
Meyer said the Gate Parkway center, like the others, will offer services that include urgent care, primary care, a laboratory and imaging services. Meyer said anothMeyer er seven locations will be developed over 30 months. He said submarkets are identified and St. Vincent’s is actively securing land. Meyer said St. Vincent’s is buying the land in the majority of the locations, including along Gate Parkway. In choosing a location, he said St. VinSt. Vincents

Patrick Kilbane: Attorney turned wealth adviser Former family law lawyer is maintaining his connection with the legal community. By Max Marbut Associate Editor After nearly eight years practicing family law at Rogers Towers and GrayRobinson, in 2014 Patrick Kilbane decided to pursue a different career. He joined Ullmann Brown Wealth Advisors in Jacksonville Beach. It’s not as different as you might think. It’s more a progression than a 180-degree turn.

“I’m still a member of The Florida Bar, but I’m not in the business of giving legal advice,” said Kilbane, 37, who’s a Certified Divorce Financial Analyst. That means he can be called as an expert witness in court, during mediation proceedings or for other litigation support. He also passed the Financial Industry Regulatory Authority Series 7 General Securities Representative Qualification Examination and the Series 66

Now he’s a “full-fledged wealth adviser,” said Kilbane, who works with clients who need alimony agreements and equitable distribution because they are about to be — or have been — divorced. Kilbane works with his clients
and their legal representatives to develop post-marriage financial plans. When new assets and income are realized, “everything is in place,” he said. While he’s now focused on the financial aspect of divorce, Kilbane calls on his knowledge of the legal side of the issue and relationships with former colleagues. “From being an attorney and working with so many attorneys, I know who’d rather focus on custody or mental health issues than equitable distribution,” he said. director and general counsel, Kilbane maintains close connections with the legal community, the transportation business and his alma mater. He was appointed in 2015 by Gov. Rick Scott to the 4th Judicial Circuit Judicial Nominating Commission. He will serve as chair for 2017-18 and recently helped send to Scott the names of six candidates for a vacancy on the Duval County Court. “It’s one of the most rewarding things I’ve done professionally,” he said. cations for vacant seats on the county and circuit benches. The commission investigates and interviews the applicant attorneys and recommends finalists to the governor, who makes the selection and appoints the new judge. While Kilbane points out that “our group is a small part of the process,” he doesn’t discount the importance of the commission’s work. “These people will make decisions for years that will affect people and the community,” he said. He also wants to provide the highest-quality service to those who hold themselves out as candidates for a judgeship. “My goal as chair for the upcoming year is to make sure applicants feel they have received thoughtful and thorough consideration,” he said. Kilbane also is chair of the Jacksonville Aviation Authority’s board of directors. “As our chair, Pat does a very good job at professionally running our meetings,” said authority CEO Steven Grossman. “Everybody has an opinion and we have some very good discussions. The chair is the facilitator. Pat makes the meetings go smoothly. He asks the right questions.” Kilbane’s experience in finance

and the law is another asset for JAA. “One of the primary responsibilities of a board member is to be a fiduciary. Pat brings his financial acumen to the board and the other board member look to him for that acumen,” Grossman said. “And the board approves a lot of agreements. Pat has the legal perspective,” he said. Giselle Carson, Marks Gray shareholder and past president of The Jacksonville Bar Association, serves on the board as well. She said Kilbane’s contributions and input have helped the authority grow while providing outstanding aviation services. “He brings an impressive
community knowledge, deeply rooted relationships and leadership abilities which help advance the JAA’s goals,” Carson said. Kilbane, who earned his law degree at the University of Notre Dame, also is president of the Notre Dame Club of Greater Jacksonville. “My alma mater is very important to me and we do a lot more than watch football,” he said. In addition to raising money for scholarships, the club partners with the Jacksonville University Public Policy Institute to sponsor a guest speaker from Notre Dame each November. This year, Kilbane said, they’ve invited the chair of Notre Dame’s Department of Political Science to Jacksonville to speak Nov. 9 at JU’s Davis College of Business about President Donald Trump’s foreign policy. Kilbane is enjoying his second career in financial planning and wealth management and made sure to retain a strong connection with the legal community, but at the same time, there’s one aspect of the law he said he doesn’t miss. “I don’t have to fill out a time sheet and I don’t have to send bills anymore.” mmarbut@jaxdailyrecord.com (904) 356-2466

cent’s looks at population, population growth, market demand for urgent care, market demand for primary care physicians, the proximity to emergency room services and a detailed traffic study. St. Vincent’s also has filed plans for a 15,185-square-foot center at 103rd Street and Jammes Road on the Westside. Spokesman Kyle Sieg said previously St. Vincent’s will buy the property and plans are in the early stages. Meyer said St. Vincent’s philosophy is that patients pay more when they patronize freestanding emergency rooms and that up to 75 percent of the customers who visit those departments could instead visit an urgent care center. He said St. Vincent’s Health Centers are staffed with boardtrained emergency physicians “and the cost is significantly less.” “I can’t highlight enough the economics,” he said, around the St. Vincent’s urgent-care model and freestanding emergency care.
The center’s community room is an added feature and will offer nutritional, educational and wellness classes and other complementary services. The design also will be different and include some characteristics of the nearby Southside Quarter residential, retail and office project by Hines, Meyer said St. Vincent’s will be “thoughtful of” the colors of the buildings and the use of glass and awnings. Gate Parkway north of Butler Boulevard leads to St. Johns Town Center. South of Butler, where St. Vincent’s will build, is lined with several large projects, including the planned Town Center office buildings, Deutsche Bank campuses, the new Gateway Village Town Center and Ikea. Sieg said previously the development cost of the 10 centers will be about $75 million. The first St. Vincent’s Health Center opened in March at 10503 San Jose Blvd. in Mandarin. It is a 20,000-square-foot renovated and expanded former Walgreens that St. Vincent’s
leases. The second newly constructed 20,000-square-foot center will open Nov. 1 at 2001 County Road 210 west of Interstate 95 in St. Johns County. St. Vincent’s said last year it also was looking for a North Jacksonville location. St. Vincent’s HealthCare said a year ago the new-concept health centers are designed to provide essential services such as urgent care, primary care, imaging, lab services and specialty care in one location. St. Vincent’s is part of Ascension, the nation’s largest nonprofit Catholic health system. It includes St. Vincent’s Medical Center Riverside, St. Vincent’s Medical Center Southside, St. Vincent’s Medical Center Clay County and St. Catherine Laboure Manor, among other services that include primary care and urgent care centers, labs, imaging centers and pharmacies. kmathis@jaxdailyrecord.com @MathisKb (904) 356-2466

When public notices reach the public, everyone benefits. Some officials want to move notices from newspapers to government-run websites, where they may not be easily found.
2 out of 3 U.S. adults read a newspaper in print or online during the week.
Why try to fix something that isnʼt broken?
Keep Public Notices in Newspapers.
