Amazon.com briefly stopped operations at its new fulfillment center. As the storm passed, some businesses i m m e d i a te ly resumed and parts of the area were quickly back to normal. This week starts with schools and courts reopening. JEA continued to reconnect customers throughout the week, heaped both with criticism and praise. Companies, foundations and individuals, such as Jacksonville Jaguars owner Shad Khan, donated millions to relief efforts. The U.S. Small Business Administration and other agencies rolled out disaster assistance programs. Businesses and economic development agencies helped find temporary space for dislocated offices and ventures. Mayor Lenny Curry and Sheriff Mike Williams maintained a strong community presence. Companies that want to expand and create jobs want to know that when disaster strikes, they will be able to quickly resume business and continue their payrolls, which is what their employees want, too. “Once workers are safe, then they want to get back to work and be productive and get their lives together again,” Matherly said. Think about the jobs that could be lost if the response lags. Small businesses can’t afford to be out of business for long or they risk permanent closure. Large companies might shift work to other geographic locations and if they can’t return quickly, they might realize they don’t need to go back. Think of the loss of business when office towers and hotels — such as Wells Fargo Center and the Hyatt Regency Jackson-
ville Riverfront — must close for repairs for unspecified periods of time. “All areas of the country have their vulnerabilities,” said Melissa Glasgow, director of economic development with the St. Johns County Board of County Commissioners. “What is most important is that wherever businesses are located, they need to trust that the government infrastructure and the community as a whole is there to provide support and access to the resources they need to quickly resume operations and recoup unanticipated losses,” she said. Michelle Comerford, a site selector with Princeton, New Jersey-based Biggins Lacy Shapiro & Co. and a member of the Site Selectors Guild, said the risk of business interruption is a factor in expansion or relocation decisions. “When you have a tight production schedule and the parking lot is flooded and employees can’t get there, that becomes a problem,” she said. While Florida, Jacksonville and other cities are moving to reconnect people with access to their daily routines, media headlines might not relay that message nationally. Consider that the world was bombarded for days with the terms “catastrophe” and “disaster” as well as satellite images of a hurricane that consumed the Florida peninsula and photos of the resulting damage, flooding and people and pets left without shelter or their lives. The hard work, restoration and successes don’t always grab the national spotlight. “Unfortunately, the negative stories get circulated more than others,” Comerford said. Laura DiBella, executive director of the Nassau County Economic Development Board, realizes that. “We cannot ignore or discount anything that has hap-
pened but very quickly we have to make sure that the message becomes more of a resilienceand-rebuild and we are going to come back stronger than ever,” she said. JAX Chamber Chair Darnell Smith said city leadership and response “sends a message that we are focused on doing what’s best for our customers and our employees.” Smith said companies attracted to Jacksonville talk about the hurricane risk. “But I would ask people to put it in perspective. Over the past hundred years, how many times have we been hit?” It’s rare, he said. “But when we are hit, we respond in a manner that really demonstrates who we really are,” Smith said. Preparation is another key factor. Smith Evacuations, shelters, traffic and fortifying of homes and businesses can be time-consuming, costly and stressful. Those actions aren’t always successful for property salvage, but they save lives. Then there are the factors that property owners must deal with: Rebuilding or renovating to prevent such harsh effects the next time. “In the longer term, we have seen communities rebuild in ways that are more sustainable for the future,” said Michael Langley, chair of the International Economic Development Council and founding CEO of the Greater MSP, which is the Minneapolis St. Paul Regional Economic Development Partnership. Appel left Skeeter Snacks in November and most recently was a principal at Jacksonville investment banking and financial advisory firm Heritage Capital Group. He could not be reached for comment last week. Fresh Market was a publicly traded company before it was acquired in April 2016 by Apollo Global Management LLC. Apollo Chairman Andrew Jhawar said in a news release the investment firm chose Appel after reviewing internal and external candidates. “We look forward to partnering with Larry and are confident in his ability to lead operationally and to execute strategies to ‘win’ with our customers,” he said.
Hurricane Irma sends Landstar to another high
Landstar System Inc. did find its way to another record high last week in the wake of Hurricane Irma, albeit briefly. You may recall that two weeks earlier, the Jacksonvillebased trucking company soared because of the impact of Hurricane Harvey striking Texas. In the past, Landstar received government contracts to provide trucking services for hurricane relief, and investors speculated the devastation of Harvey would result in bigmoney contracts. Landstar’s stock rose as much as $12.80 over seven trading days to a high of $94.60 before Labor Day weekend. Last Monday, the stock rose $1.40 to a new high of $96.15 as Irma churned up the Florida coast. However, Landstar gave back that gain by the end of trading Monday. Investors likely saw the Harvey-related increase as a big enough gain for the stock, even if Irma relief brings more business to Landstar.

Jacksonville-based shopping center developer Regency Centers Corp. announced after Harvey that it had no significant damage to its Houstonarea centers. Two weeks later, Regency was back at it, announcing initial inspections of its properties in Florida, Georgia and South Carolina showed no significant damage from Irma. However, it did say operations at some of its properties and offices were impacted by power outages. Regency is headquartered in the Downtown Wells Fargo Center.

NextEra actually rose as much as $3.34 to a record high of $151.60 that day. How is that possible? According to a story by Zacks Investment Research, major utilities have done a good job improving their infrastructure to minimize long-term power outages after a major storm. It said Texas utilities reported little damage to their infrastructure after Harvey, so Wall Street was not concerned about power companies impacted by Irma. FPL provides power in most Northeast Florida communities outside of Jacksonville and to every county along Florida’s east coast, except Duval. Besides FPL, NextEra also operates a renewable energy subsidiary called NextEra Energy Resources. Before Irma hit, J.P. Morgan analyst Christopher Turnure began coverage of NextEra with an “overweight” rating. Turnure said in his report that the renewable subsidiary, which produces solar and wind energy, accounts for 38 percent of NextEra’s earnings per share, and he expects that number to grow. “The overall market potential for North American renewables over the next four years appears larger than ever, and we see NextEra’s ability to maintain or expand share as likely,” he said.

The company is coordinating with suppliers and logistic partners to help ensure a safe and efficient restart of operations with minimal customer disruption,” it said in a news release.
Northrop Grumman also closes Northrop Grumman Corp. reopened its St. Augustine aircraft facility Wednesday after closing for Irma. By Friday the defense and aerospace company said it reopened facilities in seven Florida cities. However, one site in Orlando remained closed.
Analyst sees Black Knight growth As Black Knight Financial Services prepares to be a fully independent company, William Blair & Co. analyst Brandon Dobell initiated coverage of the Jacksonville-based mortgage technology company with an “outperform” rating. “We believe Black Knight is well-positioned to continue to take market share in an evolvDobell ing mortgage industry thanks to its role in loan origination and servicing and its analytics that allow for timely and effective business decisions,” Dobell said in his research report. Black Knight already is the dominant company in its field, providing processing services for 62 percent of all U.S. first mortgage loans. But Dobell sees room for growth. “As the U.S. mortgage industry evolves and adopts more technology, data, and analytics, we believe Black Knight will benefit from strong organic growth among its current client base, with an added layer of new client wins and new product offerings,” he said. Jacksonville-based title insurance company Fidelity National Financial Inc. owns a majority stake in Black Knight, but it plans to distribute its Black Knight shares to Fidelity stockholders at the end of this month, making Black Knight independent. The company will be renamed Black Knight Inc. when the spinoff is completed. Dobell values Black Knight’s
stock at $61. It was trading at $43.05 when he issued his report Wednesday. “We believe upside in the stock will be driven by comparatively higher revenue growth, better incremental margins than investors expect, and a bit higher multiple, in part because the spinoff transaction from Fidelity National Financial of 83.3 million shares will soon be in the rearview mirror,” he said.
FIS tops in annual FinTech ranking While Black Knight dominates the mortgage technology field, a former parent company is the leader among all companies providing banking technology. IDC Financial Insights last week said Jacksonville-based Fidelity National Information Services Inc. was the top company in its annual IDC FinTech ranking. The list is based on 2016 revenue from technology services provided to financial institutions. Fidelity National Information Services, or FIS, is a Fortune 500 company that reported revenue of $9.2 billion last year. FIS was spun off from Fidelity National Financial, and it later spun off the mortgage technology part of its business as a separate public company called Lender Processing Services Inc. Fidelity National Financial bought back LPS in 2014 and renamed the business Black Knight. IDC analyst Karen Massey said in a news release that stamping FIS at the top of its ranking should help its business, along with the other top companies. “The financial services industry is currently faced with a disruptive landscape and changing consumer behaviors. The IDC FinTech Rankings represent those IT providers that have demonstrated success and are poised to take their financial institution clients to the next level of innovation and transformation,” she said.
International Baler earnings up International Baler Corp. increased quarterly earnings, in part because of money saved by the resignation of its chief executive officer. The Jacksonville-based company, which makes balers used for recycling, reported earnings for the third quarter ended July 31 quadrupled to $81,134, or 2 cents a share. Revenue fell 6 percent to $3.1 million. However, expenses were
sharply reduced by reductions in personnel, the company said in its quarterly report filed with the Securities and Exchange Commission. CEO Roger Griffin resigned in January and was replaced by Chief Financial Officer William Nielsen. International Baler’s most recent proxy statement showed Griffin was paid $130,000 in salary in fiscal 2016 and Nielsen was paid $120,000. They received no other compensation beyond their salaries. In addition to Griffin, a regional sales manager and one other salesperson also left the company, the quarterly report said.
Patriot Rail, Diversified Port announce merger Two privately owned Jackson-
ville-based companies, Patriot Rail Co. LLC and Diversified Port Holdings LLC, announced a merger. Patriot operates 12 short line railroads and five rail-related service companies. Diversified operates a maritime port logistics business through subsidiaries Seaonus and Portus. Terms of the deal were not announced. Patriot CEO John Fenton was appointed CEO of the merged company. “In our day-to-day service delivery we noted customers increasingly seeking bundled port and rail solutions,” Fenton said in a news release. “In the past DPH and Patriot have partnered in providing these solutions to our customers. The combining of the businesses will enable us to further enhance service delivery for our customers and offer more value-add
transportation solutions.”

By Max Marbut Associate Editor After everyone evacuated or sheltered in place Sept. 10 and 11, one of the first signs that Jacksonville was picking itself up after Hurricane Irma swept through Northeast Florida was resumption of the basic services. That’s why Duval County Tax Collector Michael Corrigan and Property Appraiser Jerry Holland were open for business Wedneday at the Yates Building on Forsyth Street after shutting
down for three days to allow the storm to pass and give their staffs time to assess their situations and begin the recovery. “A major part of the return to normalcy is seeing gas stations and grocery stores open for business,” Corrigan said. “For most people, the tax collector is the face of city government, so it’s important for people to see that we’re open.” About 70,000 people visit the tax collector’s main office and the nine branch offices each month, so losing three days means more than 10,000 customers weren’t served. Corrigan said the middle of the month was the best time for the disruption, since there’s usually more customer volume at the beginning and end of each month. Holland said in terms of prop-

up IT equipment and services and furniture will be moved into the new space in preparation for being fully functional Monday, or at the latest, Tuesday. Hyde said it’s his understanding that when the basement flooded, the building’s electrical system and elevator machinery were “wiped out.” He said he plans to be allowed into the building Monday to inspect the office, even though without air conditioning, the interior temperature is about 100 degrees. Hyde also said staff members, having no idea the building would not reopen this week after the hurricane, left behind personal items that they would like to retrieve. As of Friday, the firm intended to eventually move out of its temporary office and reclaim its space at Wells Fargo Center when the building is repaired. “I’m using the term ‘camping out a bit.’ I know good will come of this. I just don’t know what that good will be,” said Hyde. Michael Gray, spokesman for anchor tenant Wells Fargo, said Friday the company leases about six floors of the 35-story tower. The closing has not affected the bank’s operations, he said, other than the branch in the lobby that will remain closed until the building reopens. “We do have business continuity plans in place to manage that impact,” he said. All of the other branches have reopened and most of the employees who work in the Wells Fargo Center are able to work remotely, he said. That was all of the information he had as of Friday afternoon. He referred additional questions to a spokeswoman with landlord Banyan Street Capital of Miami, but she did not return an email or a phone call by midafternoon Friday. The River Club leases the top two floors. Spokeswoman Misty Skipper with club owner Gate Petroleum Co. said Friday the club was waiting to hear from the property manager and she did not have a timeline to reopen the private dining and event venue. Another major tenant, Regency Centers Corp., could not be reached for comment. Cushman & Wakefield Senior Director Bob Retherford said Friday his firm already is working to line up space for Wells Fargo Center tenants, but said the larger employers will face a difficult

challenge in keeping their staff under one temporary roof. “What I have been told is tenants are looking for temporary space in the three- to six-month range,” he said. “I don’t know if that means they will be out of the building that long or not.” As of mid-afternoon Friday, Retherford said his company has offered space for three tenants that requires little or no upfitting for their operations. Larger operations, he said will have to consider multiple locations and even have employees work remotely where possible. Large or small, the most significant challenge tenants face is the duration of their temporary space needs. “You can’t just go by the available space because some of it may not be particularly adaptable to certain tenants and may require code work or something else be occupied,” Retherford said. “Some landlords are going to decline doing something of that short of time because they don’t want to miss out on a better, more long-term opportunity. Some space just won’t be on the market for them,” he said. Retherford anticipates that local commercial brokers will be working in partnership with the businesses looking for a temporary home. “Certainly I think everyone on the brokerage side is trying to be helpful and accommodating to the businesses,” he said. “We don’t see this as a windfall, but more of a helping hand for something that is almost a tragedy in terms of business.
