Boulevard Crossing surfacing at Kmart site Developer has plans for retail at Beach, University boulevards. Jacksonville developer Jeff Conn intends to redevelop property at the closed Kmart site at northwest Beach and University boulevards in 2018. “I will be developing it. There’s no question about that,” Conn said Thursday at the site, which he calls Boulevard Crossing. Conn, a principal and cofounder of NAI Hallmark Partners, is president of Boulevard Crossing LLC, which bought about 8 acres at the corner in October 2014. Boulevard Crossing doesn’t own the buildings there, including the former Kmart. Those structures are separately owned, Conn said. Conn said his group owns the bulk of the large parking lot, used Thursday afternoon by some drivers cutting through to bypass the busy intersection. Conn will be putting up fencing to curb that traffic. While Conn doesn’t own the Kmart property, he said “it’s certainly a possibility we could develop that.” Asked if he would buy the buildings for redevelopment, he said that would be “determined at a later date.” A preliminary site plan for what is called Boulevard Crossing is included with a Mobility Fee Calculation Certificate sought by property owner Boulevard Crossing LLC. and Vice President Alex Coley, also a co-founder and principal of Jacksonville-based real estate company NAI Hallmark Partners. A preliminary site plan by engineering firm England, Thims & Miller Inc. shows four parcels, including a 10,100-square-foot retail building on the western side of the property. That property is the subject of the mobility fee certificate signed Wednesday. The city calculated a mobility fee of almost $35,500 to support the transportation impacts of the project on 8.84 acres. The preliminary site plan shows the property would comprise four parcels, starting west of the existing Piccadilly Cafeteria, which is not part of the project. That plan indicates the Kmart building would be removed. Parcels A and C do not indicate any structures. Parcel B,

between those two, would comprise a three-tenant building of 6,700 square feet with a patio, indicating it could accommodate restaurants. No tenants are listed for the 10,100-square-foot retail building. Conn said there is plenty of retail interest in the site. “You don’t find that much acreage at infill locations,” he said. Boulevard Crossing LLC paid almost $1.9 million for the property, at 5751 Beach Blvd., in October 2014. The property is about 4 miles east of Downtown in an area developed with retail stores and dominated on the southeast corner by Memorial Hospital and Brooks Rehabilitation Hospital. Kmart closed its 108,341-square-foot store in 2012. There also is 36,563 square feet of retail space. The structures were built in 1969.

Property records show the entire site to be 13.5 acres.

Permits for Grub Burger Bar, Maple Street Biscuit Co.

The city issued a permit Thursday for Garrard Construction Group Inc. to build-out space at The Strand at Town Center for Grub Burger Bar, whose marketing vice president said previously would open early in the first quarter. The site is at 4906 Town Center Parkway in an end unit of one of the larger retail strips under construction along Town Center Parkway. The build-out cost is $637,515 for the 3,821-squarefoot space along with outdoor seating. The restaurant, expected to hire about 50 people, will be company owned. Florida Coastal DeVito pointed out that the 75th percentile LSAT score at Florida Coastal – the minimum score that would mean admission for 3 out of 4 applicants – is lower than the 25th percentile score (minimum for admission for 1 out of 4 applicants) at the other law schools in the state. Florida Coastal’s 75th percentile score for students admitted in 2016 was 149. Compare that to 25th percentile scores at Florida International (151), Stetson University (152), the University of Miami (155), the University of Florida (156) and Florida State University (157). The virtually unattainable “perfect score” on the LSAT is 180. DeVito said Florida Coastal

“widens the opportunity for diversity” by offering a law school education for students who aren’t able to enroll at the other schools in the state, based on their LSAT scores and the level of competition for law school admission. He pointed out that failing the Bar exam on the first try doesn’t prevent a graduate from having a career in the law. “Our ultimate Bar pass rate is in the 90s,” DeVito said. “Eightyseven percent are lawyers and 3 percent are in J.D.-advantage careers.” He said most students who enroll at Florida Coastal aren’t looking for a job with a highprofile law firm. Many graduates have specialized in family law or

public service law, such as public defenders, prosecutors or counsel at nonprofits. And there’s a plan in place to elevate the school’s academic standards. Since DeVito became dean of the law school two years ago, the minimum LSAT score required for admission has increased from 141 in 2016 to 145 this year and will increase to 147 in 2018. “Raising the incoming credentials guarantees moving up. Florida Coastal Dean Scott DeVito said how potential law students are tested and the law school’s niche are the main factors to consider when evaluating the statistics. “We take students who don’t do well on standardized tests. The LSAT is a standardized test and the Bar exam is a standardized test,” said Florida Coastal Dean Scott DeVito, referring in the first case to the Legal Scholastic Aptitude Test. A student’s LSAT score is viewed by many law school admissions officials as being more important than grade point average when evaluating whether to admit a student.
