its issue date. On Wednesday, a survey crew was on-site at the location of the townhomes. According to documents on file with the city, the townhomes, currently named Baymeadows Townhomes, would be built on what were two pairs of parallel fairways off Baymeadows Circle East north of Paseo Drive South. The single-family homes are planned for the former practice range with the street cutting through the center of the site that once included a single golf hole. That street will connect Baymeadows Circle West and Baymeadows Circle East. Called Pine Terrace at the Meadows, the single-family site has an average density of three lots per acre with homesites averaging 40 feet by 120 feet, or 4,800 square feet. After Horton purchased the property and began pursuit of its original plan, nearby homeowners stood in opposition because of traffic concerns and the loss of the golf course community feel. Horton had agreed in 2005 to pay $7.1 million to mitigate traffic volume increases associated with the original project. The plan was approved by City Council but was vetoed by then-Mayor John Peyton, citing congestion concerns on Baymeadows Road. The current, significantly lower mobility fee for partial development of the property is the result of a 2011 change in fee calculations. The mobility fee now represents cost per vehicle mile traveled multiplied by the average vehicle mile traveled in the applicable development area, then multiplied by average daily vehicle trips. Average trips are determined by national traffic engineering standards for

development size and type, and can be adjusted based on location and design factors that can reduce trips generated by the development. Those include a mix of uses, multimodal options and more. An updated master plan in

2014 reduced the number of residential units to 697 combined single- and multifamily. That 2014 plan also called for razing a Bank of America branch near the intersection of Baymeadows Road and Baymeadows Circle West to realign the entrance

to the neighborhood. A conflict between whether the state would be responsible for that cost — Baymeadows is a state road — or a combination of the developer and the city in large part doomed that proposal. Neither the single-family nor

townhome project has begun the review process with the city. Officials with D.R. Horton did not respond to requests for comment.

a reaction to costly deals cut by some municipalities, particularly one Miami-Dade County struck with the Miami Marlins Major League Baseball team to build Marlins Park, which opened in in 2012. The cost to build Marlins Park is estimated between $550 million and $650 million. The Marlins covered about 25 percent, with Miami-Dade selling $500 million in bonds to cover the rest. According to the South Florida Sun-Sentinel and The New York Times, paying back those bonds could eventually cost taxpayers more than $2.4 billion. “To me that sounds like a local

government dropping the ball, not the state Legislature,” Fant said. “Why should everyone else get punished because of one bad deal?” Public financing to build or renovate sports stadiums is not uncommon in Florida. The Jacksonville Jaguars agreed to a 30-year lease in 1993 to operate EverBank Field. Since then, the city and the Jaguars have upgraded the stadium several times since it was originally renovated to accommodate an NFL team in the early 1990s. The city spent roughly $90 million on upgrades in 2013, 2015 and 2016, as well as the

initial $144 million spent to renovate the former Gator Bowl to accommodate the team in the 1990s. A team spokeswoman declined to comment. “I don’t think those improvements would’ve been possible if this was a law on the books back then,” Fant said. The bill will be added to the House calendar for debate when the legislative session begins Jan. 9. A similar bill was introduced and failed last legislative session.

The bill moved through the House Government Accountability Committee on Tuesday by a 15-6 vote. Jacksonville-area Rep. Jay Fant, a Republican, voted against the bill in committee. He said Wednesday he felt the legislation was an attack on home rule. “It’s just another way for the state to take away the ability of local government to negotiate agreements or dictate how they choose to prioritize spending,” Fant said. Fant thinks the bill would create unnecessary obstacles for cities trying to attract major or minor league sports franchises.

“They would look at Florida, this law in particular, and I think they’d pass on us,” he said. Publicly financed stadium deals and the subsequent renovation of those facilities have come under scrutiny in recent years amid rising costs. In the National Football League, the Chargers moved from San Diego to Los Angeles this season after the city did not build the team a new stadium. Voters there also defeated stadium measures. The Oakland Raiders also planned to move to Las Vegas after the city did not build a new stadium. Fant said he believes the bill is

Its 15 locations carry gifts, collegiate items and clothing brands that include Yeti, Simply Southern, Columbia, Southern Marsh, Costa, Rainbow Sandals, Scout, Lilly Pulitzer, Spirit, Jack Rogers, Southern Fried Cotton, Sperry, Guy Harvey and more. Ciesla said Palmetto Moon will be a strong addition to the apparel stores in The Markets at Town Center. It will be near Versona, Charlotte Russe and Nordstrom Rack as well as REI and West Marine, which sell marine and outdoor clothing. “It will complete a hub of tenants in that area,” she said.

Arby’s, Wendy’s, McDonald’s are expanding

n Arby’s is taking over the closed Hardee’s along Butler Boulevard near Interstate 95. Arby’s plans to remodel the 3,828-square-foot building at a cost of $250,000. The building, at 5081 Butler Blvd., was developed in 1992. n Wendy’s will build a new restaurant at 3624 Firestone Road at a cost of $650,000. It’s a 2,531-square-foot project at Firestone Road and Wilson Boulevard. n McDonald’s is rebuilding its Oceanway location at 12311 N. Main St. at a cost of $800,000. It’s a 5,278-square-foot project. Venture Construction Co. is the contractor. The restaurant was built in 1984.

MOD Pizza opening in Bartram Village MOD Pizza is building-out at 12547 Bartram Park Blvd. at Bartram Village. Dakenna Development Inc. is the contractor for the almost 2,500-square-foot project at a cost of $308,055. The Seattle-based concept features gas-fired ovens that cook pizza in a few minutes at 800 degrees. The menu includes pizzas, salads and drinks. BBX Capital, which is the exclusive franchisee for MOD Pizza in Florida, intends to develop up to 60 locations throughout the state over five to seven years. Eight more are planned in Northeast Florida. Each store will hire 25 to 30 employees.
