Trader Joe’s describes itself as a neighborhood grocery store with foods and beverages ranging from the everyday to the exotic. A building-permit application shows that Aldi would take 21,000 square feet of space in a former fitness center that would be renovated at a cost of $800,000. Aldi representatives did not respond to emails or calls for comment. On Aug. 31, Aldi opened its fifth area discount grocery store

at Town Center Promenade. The first four opened in St. Augustine in St. Johns County; Middleburg in Clay County; and in Jacksonville at 9041 Southside Blvd. and at 7043 Normandy Blvd. Jason Povlick, Aldi area real estate director, said at the Town Center Promenade opening that two more sites were under contract in Yulee in Nassau County and in the Oakleaf area of Southwest Jacksonville. While he declined to specify where those would be, previously reported plans show Oakleaf Corner as a potential address. There also are stores under

construction in Bolton Plaza along Blanding Boulevard in Orange Park and in CB Square in the Regency area in a former Bed Bath and Beyond along Atlantic Boulevard. San Jose Plaza’s store would be the 10th identified. Povlick said in August that several Aldi stores would open in the Jacksonville market over the next several years, but he did not want to be specific. The newer stores feature the chain’s “new look” of a modern design, natural lighting and an environmental focus on building materials, refrigeration and lighting.

The opening along San Jose Boulevard also continues the talk about the relationship between Aldi and Trader Joe’s. One does not own the other. Construction plan next for planned Buc-ee’s gas station in St. Johns The “Texas-size” store would have 120 pumps. By Karen Brune Mathis Editor Texas-based Buc-ee’s next stop on its road to opening a St. Johns County gas station with 120 fueling stations is to return with a commercial construction plan. That plan will detail what is designed as a 52,600-squarefoot convenience store with all of those gas pumps on 13.7 acres at southwest Interstate 95 and International Golf Parkway. Texas-based Buc-ee’s intends to develop what has come to be known as a “Texas-size” gas station and convenience store at 655 World Commerce Parkway in St. Augustine. Buc-ee’s and engineering

consultant England, Thims & Miller Inc. submitted the development review pre-application to the St. Johns County Growth Management Department on Sept. 20. County communications specialist Tom Stallings said Friday the application has been through preliminary reviews by all the departments that handle what might be any challenges to permitting. The construction plan would need to be approved and sent to planning and zoning for approval or modification. If approved, it then goes to the board of county commissioners, which takes about three months. If variances are needed, however, the process could take six months, he said. Buc-ee’s can start construction once it receives approvals. The World Commerce Cen-

ter property is owned by World Commerce Center LLP, which is based at the office of the Steinemann & Co. real estate company in Jacksonville. Buc-ee’s, based in Lake Jackson, Texas, also filed plans in Volusia County for a 53,254-square-foot convenience store and 120 gas pumps on 36 acres at I-95 and LPGA Boulevard. That project was announced in April. Buc-ee’s did not return a call Friday about the projects. The property owner in Volusia County, Consolidated-Tomoka Land Co., said the project is moving along slowly because of traffic reviews, and that Buc-ee’s remains committed to the site. had six months to make adjustments,” he said. Cofer went to work with assistance from the state Justice Administration Commission, which provides accounting, budget, financial and human resource services to public defender’s offices and state attorney’s offices in the 20 judicial circuits. Commission Executive Director Alton Colvin said it’s possible for a public defender or state attorney to have a budget shortfall caused by a transition of leadership. For example, changes can result in having to pay accrued leave to attorneys and support staff who are let go by a new administration, which can affect payroll expenses for the fiscal year. But it’s almost unheard of to take over an office that’s operating under a spending plan that will run out of money before the end of the budget year. “Charlie inherited an unusual situation,” Colvin said. Fourteen support staff members hired by Shirk resigned before Cofer’s first day in office. Some of the positions were eliminated – such as the $70,000-a-year public information officer position, a role Cofer has assumed. Other positions were temporarily vacant until the office’s finances were under control. “That got us caught up on the salary and benefits side. It gave us a little breathing room,” Cofer said. Another fiscal issue was the office’s case management system. Shirk had engaged an outside company that was costing about $80,000 per year.

Cofer said it made fiscal sense to “get rid of it” and go back to the way case management was handled before it was outsourced. “The office had a system that had been written in-house that really didn’t cost anything other than the salary for the employee that wrote the program,” he said. The new policy was to “look at every expense and cut out anything that didn’t aid the mission of the office,” and “we got squared away and came in under the budget,” Cofer added. A new state attorney also took office in January after voters chose Melissa Nelson over incumbent Angela Corey. Cofer said having new administrations on both sides of the circuit’s criminal justice system offered an opportunity to “elevate the level of understanding” between the state’s prosecution and public defense offices. He and Nelson meet monthly to discuss issues that may arise between the offices and look at ways to improve the administration of justice. “We are adversaries, but we are not enemies. We have an adversarial system, but we also have a system in which we are professionals,” Cofer said. Cofer is a former assistant public defender and Duval County judge. His outlook on the system and how it works has changed after nine months as public defender. “The first week I took office, Jim Kowalksi (executive director of Jacksonville Area Legal Aid) sent me a letter. The general theme was ‘congratulations – but be patient with yourself.’ That’s some of the best advice

I’ve ever received,” Cofer said. As a judge, Cofer made decisions and expected them to be followed, but as public defender, he’s learned it’s important to consult with those who may be affected by a decision and take the time to study a problem. “I know I’m the boss here – so whatever I say goes – but it works better if I make really good decisions and it takes time to get those things done,” he said.

Of course, Trailer Bridge is not the only Jacksonville-based company that regularly provides shipping services to Puerto Rico. Crowley Maritime Corp. said it immediately began shipping supplies to the island after the storm and worked with the Federal Emergency Management Agency to coordinate relief efforts. Privately owned Crowley, with 300 employees in Puerto Rico, said it has been providing service to the island since 1954. Trailer Bridge was a publicly traded company before it filed for Chapter 11 reorganization in late 2011 in U.S. Bankruptcy Court in Jacksonville. As part of its reorganization completed in March 2012, creditors received stock in exchange for debt. However, the new stock was not publicly traded. Seacor Holdings Inc., a publicly traded logistics and transportation company headquartered in Fort Lauderdale, ended up with 47 percent of Trailer Bridge’s stock after the reorganization. After a recapitalization of Trailer Bridge in December 2016, Seacor says it has a 55 percent “noncontrolling interest” in Trailer Bridge.

$250 million Maria hit for Medtronic One major international company with a large Jacksonville operation is facing losses from plant shutdowns after Maria. Medtronic PLC said it has manufacturing operations in

four Puerto Rico locations. The medical device company said its facilities “fared well, but each sustained some damage.” The company said it has made progress in repairing the facilities and resumed limited production Oct. 2. The plants continue to operate on a limited basis with power from backup generators, it said. Medtronic said the reduced production at those facilities will reduce earnings by up to $250 million in the second quarter of fiscal 2018. The company reported adjusted earnings of $1.54 billion in the first quarter ended July 28. “The availability and sales of certain products that are newly launched, were on backorder status, or had lower inventory levels prior to the hurricane are expected to be affected” by the storm disruptions, it said. Medtronic’s stock fell $2.88 to $76.93 last Monday after the announcement. In the announcement, Medtronic said it has more than 5,000 direct and contract employees in Puerto Rico and had been able to verify the wellbeing of more than 90 percent of those. The company said it is providing needed supplies to those employees and their families. Medtronic, which is headquartered in Dublin, Ireland, manufactures surgical instruments for ear, nose and throat doctors at its Jacksonville facility.

last week when The Associated Press reported the U.S. Border Patrol just completed a 30-day trial of one of the company’s helium-filled balloons. The Border Patrol is considering using the camera-equipped balloons to monitor illegal crossings. The AP said the agency has a fleet of six large balloons that cost taxpayers $33 million a year. Drone Aviation’s balloons cost $800,000 each, plus about $350,000 a year to operate, it said. The Border Patrol has not yet made a decision, but if it does buy the balloons would be a huge boost for the Jacksonvillebased company. Drone Aviation recorded revenue of just $381,529 in the first six months of this year.

When the name changes, its ticker symbol will change from “COH” to “TPR.” The name change comes after Coach acquired Stuart Weitzman in 2015 and Kate Spade & Co. this year. In a news release, CEO Victor Luis said the acquisitions were part of a plan to expand beyond the Coach brand and now that it has accomplished that, the company searched for a new name to reflect the shared values of the brands. “In Tapestry, we found a name that speaks to creativity, craftsmanship, authenticity and inclusivity on a shared platform and values. As such, we believe that Tapestry can grow with our portfolio and with our current brands as they extend into new categories and markets,” he said. GEE Group Inc. said the recent hurricanes impacted several of its offices, but the staffing firm still doubled its revenue in its fiscal fourth quarter after an acquisition. GEE last week said it expects to report revenue of $45.5 million to $46.5 million for the quarter ended Sept. 30, up from $21.8 million in the fourth quarter of fiscal 2016. Gross profit in the quarter is projected at $16.8 million to $17.2 million, up from $6 million the previous year. The company’s revenue grew after acquiring another staffing firm, SNI Companies, in April. In a news release, CEO Derek Dewan said GEE is benefiting from lower expenses as it achieves economies of scale after the acquisition. “The assimilation of SNI Companies into GEE Group is proceeding nicely, due to exemplary leadership from both the SNI management group who joined GEE, as well as the company’s existing senior leadership team and managers from all of our divisions and operating brands,” he said. “The macroeconomic environment and changing workforce in the ‘gig economy’ continues to fuel strong demand for our services.” GEE is headquartered near Chicago, but Dewan works out of an office in Jacksonville. Dewan said GEE’s financial performance was strong in the

quarter despite an impact from hurricanes Harvey and Irma on offices in Houston, Florida and Atlanta.

BAE cuts don’t affect Jacksonville BAE Systems last week announced a reorganization initiative that will impact nearly 2,000 jobs, but the Britain-based company said it will not affect its U.S. operations. The defense contractor is cutting up to 1,400 jobs in its military air and information division, 375 in its maritime services business and 150 in its applied intelligence business. BAE operates shipbuilding and repair facilities in Jacksonville at Mayport Naval Station and on Heckscher Drive with more than 500 full-time employees, but those facilities will not be impacted. BAE has operated those shipyards since acquiring them from Atlantic Marine Holding Co. in 2010. According to its website, BAE employs about 29,500 people in the U.S. and 83,100 worldwide. The organizational moves come after a new CEO, Charles Woodburn, succeeded the retired Ian King in July. Woodburn had been chief operating officer before the promotion.

Cuts at baked goods company Flowers Another company with a Jacksonville facility that recently cut jobs is Flowers Foods Inc. The baked goods company said in a Securities and Exchange Commission filing that 321 employees left under a voluntary separation program, reducing total employment by 3 percent. Flowers’ media relations department did not respond to an email inquiry about employees in Jacksonville. Thomasville, Georgia-based Flowers operates a bread bakery in Jacksonville and also owns an idle Northside bakery it acquired when it bought the Hostess bread business in a U.S. Bankruptcy Court auction in 2013. Flowers said the job cuts are part of a plan to streamline operations and revamp the company. The company said in a news release it will be making “incremental investments” next year to “align its brands with today’s consumer preferences and will leverage scale and cash flows of established brands to support growth of high-potential brands.” Flowers, which had sales of $3.9 billion last year, said its top brands include Nature’s Own, Wonder, Tastykake, and Dave’s Killer Bread. mbasch@jaxdailyrecord.com

Prudential makes first investment in plan to help eliminate slums

The Prudential Insurance Co. announced in Jacksonville that the first investment under the life insurance industry’s $1 billion national urban improvement pledge would be made in Duval County. William Rivers, executive general manager of mortgage investments in Prudential’s South Central Home office headquartered in Jacksonville, said the company had approved a mortgage loan of $1.75 million for a 200-unit, lowincome housing project in Johnson Washington Heights. The complex already was under construction at Moncrief and Cleveland roads and would qualify for the new federal rent supplement program. On Sept. 13, President Lyndon Johnson and representatives of the life insurance industry announced that 350 of the nation’s insurance companies would participate, in proportion to their assets, in providing $1 billion in mortgage money to help eliminate city slums. The largest contribution — about $200 million — would be made by Prudential.

Ed Austin proposes crime prevention commission Formation of a 15-member local crime prevention commission was being advocated by Public Defender Ed Austin. He made the proposal at a meeting of the Beaches Rotary Club at Le Chateau restaurant in Atlantic Beach. Austin did not say who he thought should be appointed to the commission, or what its specific duties should be, but he urged public agencies in Jacksonville to support the plan. “We can save 90 cents on the dollar we spend on apprehending criminals, defending them, housing, feeding and rehabilitating them,” he said. Austin listed national crime statistics that showed most crimes were committed by males between the ages of 15 and 24 and that crime statistics were predictable. “If they can be predicted, they can be prevented,” he said.

City Commission cancels electric rate discount: ‘Too risky’ The City Commission, anticipating the need for all available revenue when city-county consolidated government went into effect in 1968, rescinded a previous action that granted a 2 percent discount in electric rates. The discount would have been general and apply to residential and commercial accounts alike. It was anticipated that by rescinding the discount, Electric Department revenues would increase in 1968 from about $44.1 million to $45.1 million. Mayor Hans Tanzler said four of the five commissioners believed it would be “financially too risky at this point” to allow the proposed reduction.

An ordinance was introduced in City Council that would reduce the salary of the council’s special attorney to no more than $7,200 a year and eliminate the attorney’s expense account. Incumbent Special Attorney Harry Fozzard, who had just finished his 10th year as council’s lawyer, drew a salary of $8,400 with an expense account up to $4,350 before his annual contract with the city expired Oct. 11. Some council members had voiced support for electing Hudson Oliff to the post. When nominations to appoint the special attorney for 1968 were made at a council meeting Oct. 10, four members voted for Oliff, two for Fozzard and two did not vote. The ninth member of the council was not present at the meeting. A proposal by council member Mary Singleton to abolish the position died on a 3-5 vote. Singleton said she did not feel council needed its own lawyer because the city employed attorneys who advised on legal matters. The ordinance regarding the salary limitation was approved 7-2 on its first reading. It would have two more readings before it could become law.
