Jackson Square is becoming San Marco Promenade

Jackson Square is being renamed San Marco Promenade, apparently in a move to better reflect its proximity to the historic San Marco neighborhood and shopping district. A conceptual site plan filed with the city shows the new name for the Philips Highway project. The city issued a mobility fee calculation certificate Monday for construction of 510 apartments and 12,000 square feet of retail space for the project at 2600 Philips Highway. The city calculated a fee of $316,047 to offset the impacts of the development. A car dealership formerly occupied the 17.3acre site. Chance Philips Owner LLC of Jacksonville is the owner and developer. Kimley-Horn and Associates Inc. is the civil engineer and agent. A conceptual site plan shows six apartment buildings and two retail shops that front Philips Highway. A concurrency reservation certificate signed Monday shows the first phase will be 284 apartment units. The developers bought the property in May for $4.75 million from Cypress Real Estate Advisors through CR VI-Philips LP. In June, the Jacksonville Planning Commission approved a minor modification to the original plans. Chance Partners LLC at the time said the $42 million residential and retail development was designed for up to 640 apartments. Chance Principal Jeff Rosen said then the first phase would include 286 market-rate apartments in two four-story buildings with a separate building for retail use. He expected to break ground in the first quarter of 2018 and opening in summer 2019. Rosen could not be reached Wednesday.

Industrial Park Investments Inc. intends to start construction in the first quarter on a speculative 140,800-square-foot distribution center at 10531 Busch Drive N. at Imeson International Industrial Park. Daniel Webb, president of Orlando-based Industrial Park Investments, said there is no pre-lease. He said it will be a state-of-the-art, rear-load distribution building with a 32-foot ceiling. Plans filed with the city show the building on 10.75 acres with space for 36 loading dock bays, 159 automobile parking spaces and 45 trailer parking spaces. The project is at Busch Drive and Whittaker Road in North Jacksonville. Envision Design & Engineering LLC is the civil engineer. Some functions are being consolidated and additional employees are being assigned to the headquarters building, he said previously. The company also is renovating its Southpoint data center. The work indicates a commitment by the company, which changed leadership in March when Harrison joined. “With these updates, CSX expects the headquarters building will accommodate our needs for the foreseeable future,” Doolittle said in a previous statement. CSX has been cutting jobs this year in advance of and after Harrison’s arrival in March. He immediately launched operational changes to improve effi-

ciency. Chief Financial Officer Frank Lonegro said in a conference call this week with analysts that 3,000 full-time jobs were cut this year, 300 more than he said the month before had been cut. He said another 500 jobs could be lost by the end of the year. Total employment was 24,388 in September. Lonegro said that in addition to the 3,000 full-time jobs, 1,000 contractor positions have been cut. CSX announced that thirdquarter revenue was up 1 percent to $2.74 billion. Harrison told analysts CSX has resolved its service issues and the organization is ready to move ahead at “breakneck speed.”

Domu proprietor and owner Sonny Nguyen expects to open the ramen restaurant in the spring at The Strand at Town Center. He said the restaurant will employ a staff of about 30. The 2,700-square-foot space at 4852 Town Center Parkway, No. 101, will be built-out at a cost of $300,000. Nguyen is the sole proprietor, chef and owner. An Orlando Sentinel review described its “pan-Asian menu with everything from ramen to chicken wings.”

Development notes n The St. Johns River Water Management District is reviewing an application for VanTrust Real Estate to clear 14 acres for the Town Center Two building next to its Town Center On under construction at 5555 Gate Parkway. McKesson Corp., a global supplier of health care products and services, is considered a prospective tenant for the building. The size of the building was not included in the application. Town Center One is four floors and 160,000 square feet. The mass grading project is described as timbering, clearing, grubbing, unsuitable soils exploration and mass grading of a silviculture site at 5379 Gate Parkway. n St. Vincent’s HealthCare filed plans for its proposed 15,000-square-foot Health Center on 1.34 acres along Gate Parkway.

n The Jacksonville Transportation Authority applied for a building permit for the $3 million foundation for its 68,000-square-foot administration and bus transfer facility at 74 Johnson St. in LaVilla. Balfour Beatty Construction is the contractor. n Benco Dental Supply Co.’s plans for a storage rack system in its Jacksonville International Tradeport building are in review. No contractor is listed for the $1.3 million construction job to install the racks at 13525 International Parkway. Lakeview Health wants to develop patient housing Arlington facility would be limited to short-term use. By Karen Brune Mathis Editor Lakeview Health Systems wants to develop short-term housing in Arlington for patients in treatment and therapy for drug and alcohol addiction. Lakeview proposes to own and operate the housing on almost 22 acres at 275 Aralia Lane, off of Arlington Road South behind the Harveys Supermarket. The site is wooded. A request for a zoning exception and administrative deviation explains the housing is not a treatment center because Lakeview provides that at its master campus nearby at 1900 Corporate Square Blvd. Once patients complete the initial course of treatment at the campus, they would be moved to the residential property as they undergo outpatient therapy for up to 40 days, the written description says. Patients will be transported to the treatment campus at 7:30 a.m. and return to the housing at 9 p.m. No meals will be prepared or served at the property and patients cannot have personal vehicles or guests. It will be staffed around the clock. Lakeview declined to comment until the land deal has been finalized, a spokeswoman said. Lakeview Health requests an exception to use the property for a residential treatment facility. It requests an administrative deviation to reduce the minimum number of off-street parking spaces from 39 to 22. The exception and deviation are scheduled to be introduced Thursday to the Jacksonville Planning Commission.

Lakeview also has submitted site plans to the city that show four residential structures. The two women’s buildings are separated from the men’s buildings. Plans show the men’s buildings will provide 58 beds and the women’s structures will offer 42. The smaller buildings are referred to as serving the professional programs. After a community meeting Aug. 29, Lakeview agreed that on-site parking would be limited to Lakeview employees and residents would be shuttled; no outdoor amplified sound would be permitted; no on-site food preparation and no on-site treatment would be provided; the entrance will be gated and access controlled by employees; security will be present from 9 p.m. to 5 a.m. and regularly during the day, and staff is trained in crisis intervention; and no public signage will be permitted. Lakeview Health said 140 single-family dwelling units could have been developed on the property and that its proposed project would have “far fewer impacts on the general area.” The project agent is lawyer Wyman Duggan with Rogers Towers. Lakeview Health wants to preserve existing vegetation “to maintain a secluded and tranquil setting for patients.” The main 12-acre campus is lakefront and includes men’s and women’s treatment programs and residential treatment buildings, the administration building, a café, and a conference center, wellness center and counseling center. NEFBA breaks ground on new headquarters Organization wants to have $1.9 million project done by July. By Andrew Warfield Associate Editor One day after receiving its city building permit, members of the Northeast Florida Builders Association gathered at the 4-acre site of their new headquarters for a ceremonial groundbreaking. The 10,000-square-foot facility is at 6789 Southpoint Parkway. The architect is Kasper Architecture of Jacksonville. Thomas May Construction is the general contractor. The group is relocating from its longtime home at 103 Century 21 Drive off Atlantic Boulevard. Following NEFBA’s monthly board of directors meeting under a tent, President Lee Arsenault introduced former President Andy Chambers, who is heading the “All-In” campaign to offset more than half the construction cost. The total project budget is $1.9 million. “We want to build this building through the village, and the village is our membership,” Chambers said. “We have 1,300 members. One thousand dollars per company is $1.3 million. The good stewards of money, NEFBA, has $600,000 in the bank. They have transferred that into an account to start paying for the project, and that (combined) covers the load.” Some vendors and contractors
