Public filings show the North Jacksonville delivery station includes some office space. They explain that packages will be sorted between midnight and 6 a.m. and drivers may load 10-22 vans from 6-10 a.m. The website for MWPVL International, a Montreal-based logistics consultant, reported Amazon launched the delivery distribution network four years ago. The delivery stations are positioned near large metropolitan cities and often near airports. Jacksonville International Airport is about 10 miles from the Alta Lakes site. The primary role of the stations is to sort packages for lastmile delivery to customers in a tightly defined area. The site said deliveries often are performed by multiple local courier companies contracted by Amazon.com. Amazon opened its two fulfillment centers at Pecan Park Road and at Cecil Commerce Center. The Pecan Park Road center near JIA is a multilevel, 2.4 million-square-foot facility that handles small consumer items. It opened Sept. 1. The 1 million-square-foot Cecil Commerce Center warehouse distributes large goods. It opened Oct. 1. The sortation center, at 237,000 square feet, opened at Westside Industrial Park. M W PV L I n te r n a t i o n a l explained that sortation centers take shipments from fulfillment centers, sort the goods by ZIP codes within a tightly defined market region and take the packages for delivery to the U.S. Postal Service, contracted couriers and delivery stations. Meanwhile, the city waits to hear from Amazon about a bid

for the company’s second headquarters. That project would bring 50,000 jobs and a $5 billion capital investment to the chosen site. The Request for Proposals said Amazon would make a final site selection in 2018. Amazon tweeted Monday it received 238 bids.

17, 2016. A marketing flyer says the two-story, 196,214-square-foot building has 12 acres that can be subdivided. It was built in 1981. Flexible leasing options include the first floor, second floor, auto garage and parking lot. It says there are 1,195 paved and striped parking spots available. Lot sizes vary, starting at a half-acre. Bumgarner said a collision center is lined up to lease the former Sears auto center and that negotiations are underway with a national auto dealership for the front part of the parking lot on which it would build a new structure. Bumgarner declined to provide the contract purchase price. The property is assessed for tax purposes at $3.6 million. “We can do just about anything in there,” he said. He said uses could include schools, distribution, offices, RV dealerships and showrooms, for example. He also said that the second floor would be a good site for climate-controlled selfstorage. The first-floor distribution center provides seven dockhigh doors. “It’s a great opportunity to bring some life back to that area,” he said.

into possible violations of the Florida Rules of Professional Conduct, the attorneys could be disciplined by the state Supreme Court — up to and including disbarment — pending the outcome of the investigation. Wilner and Farah have 30 days from the date of the order to appeal, said Holland and Knight partner Dan Bean, one of the attorneys who represent Wilner and Farah. “Our clients respectfully disagree with the order and fully intend to continue to defend themselves as they have successfully advanced the legal rights of thousands of tobaccorelated victims. They have dedicated their professional careers to the representation of those in need and will continue to do so. Without lawyers willing to take on difficult cases against formidable opponents, more preventable injuries and deaths will occur. They will remain zealous advocates for their clients while respecting the role of the judiciary,” Bean said Monday. The 148-page opinion and order begins by stating that attorneys “are the filter upon which courts rely to maintain the integrity of, and trust in, our judicial process.” It continues, “On the rare occasion when attorneys undermine that integrity and trust, there must be consequences. This is one of those rare occasions.” While Wilner and Farah were equally responsible for investigating, filing and signing each of the complaints, it was Wilner who filed case management briefs that all of the plaintiffs were Engle class members. The order describes Wilner’s attitude at a 2011 case status conference as “defiant indignation” that the court would suggest he was unaware of the status of the plaintiffs as well as “condescending assurance” that the court had no reason to worry about the viability of the cases.
The opinion points out that the court is aware that the $9.16 million sanction it imposes is significant, and perhaps unprecedented, but is based on the adverse effect to the court’s docket, plus the cost to assign a special master to the cases “Equally unprecedented is a lawyer filing 1,250 frivolous lawsuits, followed by years of maintaining those cases through obfuscation and recalcitrance,” and while the sanction is a large number, “it is that large because of the breathtaking scale of Wilner’s and Farah’s wrongdoing,” it further states. The amount of the sanction was derived by the court determining the cost to the public for the additional work required for each
of the 1,250 actions in question was about $7,000 – plus about $435,000 in cost for the court to appoint the U.S. Attorney for the Middle District as special master to investigate the matter. The order notes that the court has approximately $45 million worth of attorney’s fees and costs in the Federal Engle Settlement Fund. Of that amount, approximately $39 million represents attorney’s fees. Assuming Wilner’s and Farah’s share of attorney’s fees were not to exceed 40 percent of that amount, their share would be $15.6 million — more than enough to cover the sanction. mmarbut@jaxdailyrecord.com (904) 356-2466

Little Rain Lake, part of the Little Rain Lake Preserve, has been acquired by the North Florida Land Trust.
Land Trust acquires Little Rain Lake Preserve The North Florida Land Trust acquired 415 acres in Clay County, which is home to an endangered sandhill forest with a longleaf pine ecosystem. Little Rain Lake Preserve is in Keystone Heights near Little Rain Lake Park, close to Camp Blanding. The land was acquired through funding from the Department of Defense’s Readiness and Environmental Protection Integration program. It identified the land as a candidate for conservation and to protect nearby military land from encroaching development. “Preserving this land is important not only to act as a buffer for Camp Blanding but also to restore and preserve one of Florida’s most endangered ecosystems,” said Jim McCarthy, president of the trust. “Longleaf pine forests were once a widespread ecosystem throughout the state but has experienced a 98 percent decline. We plan to
restore the property by reintroducing prescribed burns to promote the growth of the longleaf pines, which protect the habitats of many threatened and endangered species.” Little Rain Lake Preserve is a sandhill community, which is a longleaf pine ecosystem characterized by gently rolling terrain that provides a habitat for many Florida species including the gopher tortoise, indigo snake, Sherman’s fox squirrel and the Florida Black Bear. It is within the wildlife corridor that stretches from the Ocala National Forest to the Osceola National Forest and the Okefenokee Swamp in Georgia. The environmental protection program is designed to secure buffers around military installations. Preserving the land around Camp Blanding will allow Florida National Guard soldiers to train to the fence line without fear of affecting the quality of life for nearby residents.

Box 1429, Palatka FL 321781429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. The District’s regular busi-
ness hours are 8 a.m. – 5 p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.).
