More LaVilla housing in works Vestcor wants to add a second phase to its apartment project that’s not finished, but already fully leased. By David Cawton Staff Writer Downtown’s LaVilla neighborhood could gain 132 more residences and a possible commercial project on a vacant cityowned site. The Downtown Investment Authority approved several resolutions Tuesday that allow DIA staff and developers to take steps toward the development. Vestcor Inc. wants to continue building housing in LaVilla with a proposed $28 million secondphase addition to the Lofts at LaVilla. The first phase, a 130-unit apartment project near the Prime Osborn Convention Center, is scheduled to open by yearend and is completely leased. The company also is building the 118-unit Lofts at Monroe nearby. The DIA approved a $400,000 loan from the Downtown Economic Development Fund along with a Recapture Enhanced Value grant for 75 percent of the ad valorem tax increment generated over 15 years. The REV grant, funded through the Northwest Tax Increment Finance District Trust Fund, would not exceed $2.98 million over that time. Southside is gaining two developments – Bay95 and Butler95 – by Property Theater LLC, led by Charles Skinner and Justin Clark. Bay95, a Southside neighborhood retail center for lease, won city permitting approval Friday for development at 8738 Baymeadows Road E. Butler95 Business Center, an officewarehouse condo project at 8200 Cypress Plaza Drive, is in construction permitting review. Skinner said Bay95 is about 55 percent leased, including Salsas Mexican Res-
taurant, Marco’s Pizza, and a dry cleaner and nail salon. He said a regional breakfast and coffee shop tenant is in negotiation for 2,000 square feet. The city approved a permit Friday for C.&R. General Contractors Inc. to build the 14,750-square-foot retail center at a project cost of almost $1.9 million. Skinner said there are 12 retail spaces at the project starting at 1,200 square feet. Some have been combined for larger tenants. Bay95 is at northeast Baymeadows Road and Interstate 295. C.&R. General Contractors landed a permit Sept. 27 to clear almost 2 acres for the project. Bay95 LLC, a real estate investment company, is led by brothers Russell Skinner and Bryant Skinner Jr. Brother Charles Skinner is vice presi-
dent of Property Theater LLC and will develop the multitenant retail center for them. The site is near Ikea at northwest Gate Parkway and I-295 and other projects along Gate Parkway, including the new Southside Quarter and the Gateway Village at Town Center properties. Clark said high-end demographics, housing development and traffic patterns heading south toward Florida 9B “make this site even more desirable for retailers.” Rents start at $30 a square foot, which Clark said are lower than that for comparable space at St. Johns Town Center. ment for senior living, said construction should start by the end of November and be completed in spring 2019. Anderson said Ryan hasn’t begun marketing to residents, but has been talking with equity groups about investment and received “significant interest.” Anderson said the almost $3.3 million purchase of 6.08 acres closed Friday. bought the property from Tamaya Loan Acquisition Group LLC, whose managing member is associated with ICI Homes. Tamaya is an ICI Homes community. Ryan Companies is a builder, designer and developer. It owns one-third interest in Grand Living Management, which is its strategic operating partner. Both are based in Minneapolis. Ryan Companies will build and develop the project and Grand Living will operate it. Anderson said Ryan will partner with an equity group to be part of the ownership. The site is next to ICI Homes’ Tamaya development and is near Jacksonville Golf & Country Club as well as the traffic along Beach and Kernan boulevards. Anderson said the location is about visibility. Commuters may drive by many times and not think about it. “You will remember where it is when you do need it,” he said. Anderson said marketing senior living usually means “marketing to the oldest daughter.” He said adult children often prefer to move aging parents near them rather than relocate. “We have had great success around gated communities,” he said. Grand Living at Tamaya is
designed as an age-in-place community for its 137 units for independent and assisted-living residents. “We bring the care to where you are,” Anderson said, explaining residents won’t have to move when they need more assistance. However, memory-care residents would move to the 34-unit secure environment designed for those living with dementia. Amenities include five dining venues with multiple menu offerings; a “Grand Spa” featuring personal fitness and a fitness trainer, group fitness, massage and an outdoor pool; a performance theater; a library and club room; and pet grooming. “Boomers want choice,” Anderson said, referring to the generation reaching retirement age. He said the performance theater will be available for youth recitals. “We are going to partner with colleges and schools and we want to be a recital center,” he said. “Seniors love that. They will be the biggest cheerleaders for the kids.” Grand Living will maintain a registered nurse 24/7 as well as licensed practical nurses. Anderson said the group will market the property eight to 10 months before opening.

The sizes will range from 450 to 1,200 square feet. Some units will have decks and fireplaces, and the 137 independent and assisted-living units will have kitchens with appliance packages and granite countertops. Grand Living will hire 80-90 employees to provide care, food service, maintenance, activities and other functions by the time the community is full. HabiJax Women’s Build homes going up Habitat for Humanity of Jacksonville has begun its 2017 Women’s Build – build[her] campaign that will provide struggling female heads-ofhousehold in Jacksonville with the foundation of homeownership. The Women’s Build campaign goal of $210,000 was reached for the construction of two homes. They are being built by volunteers in the New Town neighborhood at 1883 and 1887 Hardee St. Daily’s convenience stores and Baptist Health System are presenting sponsors of the Women’s Build by each donating $50,000. Other corporate partners include Bank of America, Burdette Ketchum, Citi, Exit Realty, Jacksonville Jumbo Shrimp, Owens Corning, Prudential, The Doctors Company and Trad’s Garden Center. HabiJax has been building homes in the urban core for almost 30 years. Players by the Sea raises $25,000 with ‘Curtain Call’ Community theater group Players by the Sea raised more than $25,000 at its fundraiser, “The Curtain Call,” on Oct. 7. The event also honored Players by the Sea supporters, volunteers and performers. Honorees included Magelda Arnold, Linda Ewer and Jean Nehl-Salisbury on behalf of The Tom Nehl Fund at The Community Foundation for Northeast Florida, Bill Ratliff, Holly Gutshall, Lauren Hancock and Hunter Steinke. The fundraiser featured an abbreviated performance of the group’s season-ending musical, Smokey Joe’s Café, and other songs. Money was raised through sponsorships and a silent and
live auction. Food was provided by Taste Catering. Liberty Bakery sponsored a dessert bar. Beverages were sponsored by St. Augustine Distillery, Royal Palm Village Wine & Tapas and Heineken. Proceeds will benefit Players by the Sea and its children’s theater programs, youth performances, summer camps, theatrical competitions and partnership programs with area public schools. tenant improvements, crane upgrades and relocations, environmental compliance; to be financed by the issuance of Obligations in an aggregate principal amount not exceeding $80 million. d. Improvements and mitigation to the Mile Point navigation project, to include the combining and reconfiguration of the existing training wall with the creation of a flow improvement channel in the Chicopit Bay. The training wall configuration includes removal of the western 3,110 feet of existing Mile Point training wall and the reconstruction of a new western leg and a relocated eastern leg training wall of approximately 4,250 feet and 2,050 feet, respectively. The flow improvement channel consists of a dredging channel 80 feet wide and 6 feet deep for a length of approximately 3,623 feet through Western Chicopit Bay, located on the St. Johns River, east of Blount Island, to be financed by the issuance of Obligations in an aggregate principal amount not exceeding $10 million; e. The design and construction of a cruise ship terminal at the Blount Island Marine Terminal, to be financed by the issuance of Obligations in an aggregate principal amount not exceeding $60 million; f.
