“We’re talking with the city about the outstanding debt, and the developer is having discussions about the incentives,” Myrick said. Chase Properties Inc. President Mike Balanky wants to buy the property and turn it into a mixed-use development with multifamily housing. An early proposal calls for 115-120 units of market-rate and workforce housing and possible streetlevel retail. He said previously the project wouldn’t be feasible if the property went into foreclosure. While Balanky’s proposal currently sets aside 15 percent of the apartments for workforce housing, Wallace said he believed the property is restricted to lowincome housing, which he said he hoped could be relaxed.
Myrick said she was unaware of any land-use restrictions other than those that accompany historic landmark designation. In August, City Council designated a portion of the structure as a historic landmark as part of a compromise with the Jacksonville Historic Preservation Commission. Wallace said another challenge centers on how much the city would be willing to contribute in the form of financial incentives. “The discussed incentives package could be very steep for that particular project,” he said. Wallace said the developers have financial decisions to make “because at the end of the day, the city and the DIA can’t do everything.” Myrick said that while the project seems to be developing slowly,
“it’s certainly not falling apart.” “It’s moving along, but it’s a process,” Myrick said. “If you’re going to do anything that requires city approval, you have to go through that process.” Myrick said the project is the first of several the nonprofit hopes to help initiate for the Downtown neighborhood. “Historically it was the neighborhood for the middle income,” she said. “We’re hoping this can provide that critical mass of residents we need Downtown.” Myrick said two other projects are in development for the area, but that “it would be premature for me to talk about them right now.” dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466
D.R. Horton to build active adult homes near World Golf Village Parkland Preserve will have 360 home sites on 275 acres. From Staff More age-restricted residential homes are planned for St. Johns County, as D.R. Horton will bring its Freedom Homes active adult brand to the World Golf Village area in a partnership with Chase Properties Inc. Chase Properties, in conjunction with NGMB Properties LLC, last week announced Parkland Preserve, a gated community northeast of the Interstate 95 and International Golf Parkway interchange. The 275-acre development will comprise 360 single-family and 109 multifamily homes for ages 55 and older. Most will have a lake or preserve view. Homes will be priced from the high $200,000s and will be 1,600 to 2,000 square feet. “Chase Properties is excited to be working with D.R. Horton on this development opportunity,” said Chase Properties CEO Michael Balanky. “Parkland Preserve’s proximity to the World Golf Hall of Fame and its worldclass golf courses, beaches, dining, health care and shopping make it one of the best locations for an active adult community in the country.” The number of Americans 65 and older is expected to increase from 47.8 million in 2015 to 79.2
million by 2035. Households headed by the 55-plus population will comprise 45 percent of all households by 2019. The property was purchased from the Fletcher Davis Company and was brokered by CRES Commercial Real Estate Inc. and CBRE. Project engineering
is being performed by KimleyHorn Engineering. Groundbreaking is expected in the second quarter of 2018. Other age-restricted communities in St. Johns County include Del Webb Ponte Vedra, Cascades at World Golf Village and Bridge Bay at Bannon Lakes.
