Apartments, retail proposed for Neptune Beach Kmart site Plan would bring 313 apartments and 10,000 square feet of retail space in the first phase. By David Cawton Staff Writer A mix of apartments and retail could replace an aging, vacant Neptune Beach strip mall formerly anchored by Kmart. Neptune Beach FL Realty LLC and Jarrold Dwaine Dixon Trust et al., owners of a trio of properties at 436, 500 and 572 Atlantic Blvd., want to replace the existing development with a mixed-use project comprising 313 apartments and 10,000 square feet of retail space. Future expansion could bring the retail space to 98,000 square feet.
The design would reshape the 18.25-acre site, dominated by a large parking lot in front of the 92,693-square-foot former Kmart. According to a master site plan for “Neptune Beach Apartments,” submitted to Neptune Beach in October, the existing buildings would be torn down and eight single- and multistory buildings would be built with a “pedestrian-friendly” layout. Site plans for Phase 1 show four residential buildings, two retail buildings and two smaller structures for carriage-style homes in the existing parking lot space. Retail and residential components would be separated, according to the project description.
Amenities could include a pool, courtyard, park, business lounge, fitness center and a “focal iconic tower.” Subsequent phases could add 4,000 square feet of retail space near Lucky’s Market, 7,000 square feet of retail fronting Atlantic Boulevard, and another 20,000 square feet of commercial space or multifamily housing on the property occupied by the Belmarmi marble showroom, just east of the former Kmart. Similarly, federal government programs and legislation — such as Troubled Asset Relief Program, Foreclosure Prevention Act of 2009, the American Recovery and Reinvestment Act of 2009 and the Affordable Care Act — overpromised and underdelivered, just as did the upright clothes steamer he said he purchased from SkyMall. After 20 minutes of use, “I put on the suit and not only was it still wrinkled, but it was wet,” Snaith said. A disappointing return on investment, the highest corporate tax rate among industrialized nations and over-regulation resulted in a lagging economic recovery, with a gross domestic product that has struggled to exceed 3 percent growth since the beginning of the recession, he told the CREW membership “There has been no economic stimulus through much of the recovery,” he said. “It’s mostly been monetary policy and quantitative easing keeping things chugging along.” An economist and part humorist, Snaith said the Trump administration’s “double-barreled” economic policy, combining infrastructure spending with tax reductions, should sustain, if not accelerate, the economic recovery for the next two to three years, and perhaps next year the U.S. will see GDP growth of more than 3 percent. But don’t expect it to happen overnight. He said the Trump administration’s proposed $1 trillion in infrastructure improvements, similar to the American Recov-

ery and Reinvestment Act, isn’t a quick fix. “The myth of the shovel-ready project was dispelled with that last plan,” Snaith said. “It takes time for that money to impact the economy. If by some miracle, tomorrow a trillion-dollar infrastructure bill was signed into law, we would not see any economic impact until late 2018.” A more immediate impact would result from continued deregulation and the promised lowering of the corporate tax rate, he said. “Regulations are like a tax. When you regulate something, you get less of that thing, which in some instances is good.” Snaith said. “I’m not suggesting regulations are bad, but when you foist regulations upon the economy, and we have been doing this for decades, there are costs associated with them and you have to weigh the costs against the benefit. “Regulations are not imposed
in a vacuum,” he said. Snaith said a report he developed about regulations that have been imposed on American industry since 1949 suggest GDP growth is one-third of what it could have otherwise been. “Regulation growth reduced real GDP growth by an average of 2 percent per year,” Snaith said. “That turns out to be significant when compounded. Real GDP growth was $15 trillion (since 1949). Without the regulations, it would have been $45 trillion.” The administration’s plan to reduce corporate taxes would provide an additional boost, he said. American corporations now keep about $2.5 trillion in profits offshore. Should the corporate tax rate become more competitive, Snaith predicted much of those profits would return and immediately be invested. “One thing companies do when they bring profits back is buy a new building and write that off immediately,” he told the
University of Central Florida economist Sean Snaith said several factors contribute to Florida is doubling the pace of the nation’s economic growth, not the least of which is population growth. “In Florida, we were in recession 2½ years longer than the national economy, but in 2012, we started outpacing both the national economy and the labor market performance,” Snaith said. “We grew twice as fast as the national economy last year.” Housing sales growth has been steady, but he said demand still outpaces supply across the state, resulting in rising prices. “It’s not another bubble,” he said. “Inventory has been low and what we don’t have that we had in 2005 is easy finance. You could get a $500,000 mortgage with a pulse and a pencil to fill out an application. The pendulum has swung the other direction. This is not easy money you can use to speculate and flip like you could in 2005.” Snaith said Florida is adding 1,000 residents per day, the result of relocating retirees, international immigration and the birth rate outpacing the death rate. More people, he said, mean more jobs to provide them goods and services. Employment is above pre-recession rates as the state has added 1.4 million jobs since 2009. “If you want your economy to grow,” Snaith said, “the simplest thing to do is to put more people in it.”

China, for example, is experiencing a debt bubble that could burst at any time. “There’s never been a book written about a debt bubble that has the final line, ‘and they all

A plan shows an entrance at an existing traffic signal at First Coast Tech Parkway along Kernan Boulevard and a second entrance from Betty Holzendorf Drive. Hearing dates are Thursday at the Jacksonville Planning Com-
mission, Nov. 28 at City Council and Dec. 5 at the council’s Land Use and Zoning Committee. T.R. Curry in D.C. to ‘advocate for Jacksonville’s needs’ Mayor seeking grant to help tear down Hart Bridge ramps. By David Cawton Staff Writer Mayor Lenny Curry is spending part of this week in Washington D.C., to lobby federal officials. That likely includes a proposal to tear down ramps to the Hart Bridge Expressway. Curry’s office said his trip to D.C. is “to advocate for Jacksonville’s needs.” According to the schedule, Curry left Monday and will stay through today to meet with lawmakers and Trump administration officials, specifically those who have oversight of federal transportation spending. Curry is seeking a $25 million Infrastructure for Rebuild-
ing America grant from the U.S. Department of Transportation to offset the estimated $50 million road project. City Council members approved $1.5 million for surveying, geotechnical investigations and preparation of a design criteria package Oct. 24 after a Florida Department of Transportation study found that removing the ramps would improve freight traffic to Talleyrand Avenue. Curry is scheduled to meet with U.S. Department of Transportation senior staff members and Transportation Secretary Elaine Chao on Tuesday. He’s also scheduled to meet with Republican lawmakers Sen. Marco Rubio, Rep. John Rutherford and Rep. Mario Diaz-Belart, who represents the 25th Congressional District in South Florida, including part of Miami.
Rubio is on the Senate Appropriations Committee, while Diaz-Belart is assigned to the House counterpart, and its Subcommittee on Transportation, Housing and Urban Development. Curry also will meet with Justin Clark, a deputy assistant to President Donald Trump and director of intergovernmental affairs. His office acts as a liaison between the White House and state and local officials. Curry also is scheduled to speak with Deputy Assistant to the President and White House Director of Personnel Bill Stepien. Work will be bid on a lump sum, fixed price basis, in accordance with the specifications attached this Solicitation. The JEA Brandy Branch Generating Station Combustion Turbine (CT) Unit 1 is a simple cycle General Electric 7FA Gas Turbine that is used as both an intermediate load and a peaking unit. Unit 1 is currently under a Long Term Service Agreement with General Electric, the Original Equipment Manufacturer (OEM). Since commercial operation, the unit has accumulated 1438 fired starts and 8998.7 fired operating hours. The OEM specification for the not to exceed noise levels were 65 decibels far field, 75 decibels at 400 meters and 85 decibels near field. The gas turbine inlet air and filtration system were supplied by a third party fabricator, as is the exhaust duct, noise attenuation section and stack. The third party fabricator is no longer in business. Routine stack inspections, on JEA’s simple and combined cycle units, are performed bi-annually or as needed due to unusual noises or hot spots detected with thermal imaging. In recent routine
inspections of the exhaust system, evidence of damage has been found in both the exhaust diffuser and sound attenuation (silencer) sections on the majority of JEA’s Combustion Turbine 7FA fleet. In most cases, the exhaust diffuser, duct liner, and stack areas can and have been repaired on planned maintenance outages by plant personnel and contract labor. The silencer damage that has been noted cannot be repaired in situ as there is physically no room between the individual baffle panels to perform weld repair work. The silencer system consists of eight individual vertical “panels” or baffles approximately 22 feet tall and 20 feet long. Each panel is about 20 inches wide and is constructed of type 409 stainless steel. The baffles are spaced approximately 12” apart.
