Burr, who turned 61 in October, holds many positions of influence. He is president and CEO of GreenPointe Holdings LLC, a third-year chair of the Jacksonville Civic Council, chair of the Florida State University board of trustees and former chair of the JAX Chamber and the Jacksonville Transportation Authority, to which he was appointed by Gov. Rick Scott. Burr also served on other boards, including his appointment by Mayor Lenny Curry to the board of the JEA, the city’s utility. He stepped down from JEA in the spring. He knows the city well. A Jacksonville native, he graduated from Fletcher High School in 1974. He was “by far the youngest” of four children, with a sister who was two years older and two brothers ahead of him by 14 and 24 years. His parents were of modest means, Burr said. His father sold windows; his mother served breakfast to charter fishing boat crews in Mayport. Burr threw 360 newspapers every morning, made pizzas at Pizza Hut and took other parttime jobs to help pay the bills. “I worked hard as a kid,” he said. “I always had a strong work ethic.” Burr also was an athlete. He was chosen captain of his high school baseball and football teams and was president of the Fellowship of Christian Athletes. “Those might reflect leadership, but I think it just more reflected hard work,” he said. A football scholarship took him to the University of Tampa, where he played defensive end. “But I was small and slow compared to some of those other guys, so I knew it wasn’t going to work out,” he said. He left midway during his first year and transferred to Florida State University in Tallahassee, where he funded his education as a waiter and bartender. With a degree in accounting, he joined the Coopers & Lybrand LLP firm and worked in Miami and New York City. His first client was in real estate development, and Burr said he became a real estate specialist as a result. He decided to stay in Jacksonville after returning in 1987 to

help his mother after his father died. Burr founded LandMar Group LLC in 1987. He recalled that CPAs were respected and trusted. “The minute I became a real estate developer, there was a switch. There was a mistrust and it was really hard for me to wrap my hands around that,” he said. In real estate development, he said, mistakes were considered lies and deceit. “I decided way back when we started LandMar that we would try to conduct ourselves with the highest level of character and highest level of professionalism. And I’ve tried to reflect that in my personal life as well,” Burr said. At LandMar, he led the creation of master-planned com-
munities. Burr also founded Hampton Golf & Lifestyles Management with M.G. Orender, former president of The PGA of America. The group developed and managed golf courses and community recreational facilities. LandMar wanted to develop the Jacksonville Shipyards property Downtown, although Burr sold out of LandMar in 2007 to partner Crescent Resources LLC. Crescent and its 125 subsidiaries filed for bankruptcy in June 2009 and did not develop the Shipyards. Burr created GreenPointe Holdings LLC in 2008 as a diversified holding company to create what it calls “sustainable, highvalue communities throughout the Southeastern United States.” Its greenpointellc.com site

Raytheon CEO: All companies cyberbreached Growing connectivity leaves systems more vulnerable, according to Tom Kennedy.

By Andrew Warfield Associate Editor Imagine while on the way to work, the driver of a vehicle suddenly loses control of its critical systems, such as acceleration, brakes or steering. Or the prescriptions of a hospital’s patients are altered, resulting in injuries and deaths. Maybe stock market data is altered, causing widespread selling to drive prices down, or buying to drive them up. All are scenarios that have happened, or can happen, Raytheon Chairman and CEO Tom Kennedy told attendees of the Davis Leadership Forum luncheon at Jacksonville University on Thursday. Raytheon, based in Waltham, Massachusetts, is a leading developer of electronic combat systems and missile defense technology. Speaking on “The Business of Cyber Security,” Kennedy, who heads the nation’s third-largest defense contractor with 2016 sales of $4 billion, discussed threats to the national defense,

infrastructure, such as the power grid, large and small businesses and individuals. Nation states, hackers for hire and “hacktivists,” he said, are a constant threat to an evermore connected world. “Cybersecurity vulnerabilities are much more than the IT systems,” Kennedy said. “Everything is connected. Today your factories are connected. They have robotics and it is all tied back to the equipment manufacturer who is monitoring it for prognostics.” That constant exchange of data, similar to that between the dozens of microprocessors that control systems in modern automobiles, provides portals for hackers to enter for the purpose of mining data, modifying data, disrupting systems and
even inciting unease among a population. Companies such as Raytheon, he said, work tirelessly to keep pace, if not stay ahead, of the “game” that can be played by hackers in any garage or basement anywhere in the world. Hackers can even lease space in the same internet “cloud” used by their targets. “There are two types of companies,” Kennedy said, “companies that know they have been breached and companies that don’t know they have been breached.” Kennedy described four key areas of cybersecurity vulnerabilities: nation states seeking access to company systems and infrastructure; criminal activity by those working to steal and monetize personal information;
hacktivists pursuing political or social agendas; and a company’s own employees either through “poor cyberhygiene” or rogue workers seeking to do the company harm. “Everything is connected, and everything that is connected is vulnerable to cyberattacks,” Kennedy said. “Threat has significantly increased. There are nation states out there that are trying to break into company systems, get into our infrastructure and have the ability to do damage to us now and in the future. I guarantee Sony never thought North Korea would hack into their systems.” After decades of supplying the physical tools for warfare, in 2007 Raytheon began “being hammered daily” by cyberattacks, Kennedy said. In response, the company purchased 17 cybersecurity companies and merged them into its own in-house capability. To leverage that investment, it formed a cybersecurity division, which Kennedy said earns $600 million in annual revenue in government and private contracts. Raytheon’s artificial intelligence monitors systems and activities from the factory floor to the desktop computer, issuing warnings when threats are detected.
The system, Kennedy said, was credited with saving the life of one company’s employee when it detected unusual internet activity that led to an intervention of a suicide attempt. “If you are a leader of a business organization, it is important to be proactive when it comes to cybersecurity,” Kennedy said. “You’ve seen what can happen when you get one of these breaches. Equifax is there to secure your information, and they lost your information. One breach of cybersecurity blew up their business model,” he said. A retired U.S. Air Force captain, Kennedy joined Raytheon in 1983 in engineering radar development. He holds several patents credited with advancing radar and electronic warfare technologies. Of the company’s 63,000 employees, 10,000 are veterans, he said. National security is a priority. “We work both the sword and the shield,” he said of the company’s offensive and defensive weaponry production. “We also develop cyberbullets. “They know we need to get in there as soon as possible,” McCarthy said. “We may have to consider other options.” He said even if everything goes as planned, he believes it would be at least April before the land trust could relocate, since any deal would need City Council approval. The agreement likely would go before the council Land Use and Zoning and Finance committees before a full council vote, a process that can take several weeks or months. Council also has a two-week winter break at the end of December, which would push an approval to 2018. The building, which has been vacant since the 1960s, also needs interior repairs, something the land trust agreed to do. According to the lease terms, the land trust agreed to spend between $250,000 and $350,000 on repairs, in lieu of five years of free rent or until the principal and accrued interest resulting from that build-out is paid off. McCarthy said it would take about three to four months to complete the work. The land trust would then have the option to lease the building for $12.50 per square
foot, or roughly $71,250 a year, for two five-year terms. Beyond that, the idea of purchasing the building from the city could be considered. “I have some concerns about our liability, as far as structural issues with a building that we’re ultimately going to lease,” McCarthy said. “The contract just isn’t as clear as I’d like it to be in that regard.” McCarthy also said he’s not sold on the city’s insistence that the building is Class A office space. “It’s not Class A office space now, and it won’t be in five years from now,” he said. “It’s Class B at best.” DIA staff said Wednesday they do not believe the deal is in jeopardy and that negotiations would continue with the hope that an agreement can soon be finalized. McCarthy said he has spoken with the DIA about his concerns, but “maybe I should’ve been clearer about what’s causing me heartburn.” The city has spent $2.3 million to restore the building, which is on the National Register of Historic Places. It’s tried unsuccessfully to lease the property for several

years, including to U.S. Rep. Al Lawson, who wanted to use it as his congressional office. When the city put out a request for proposals from interested parties, the land trust was the only bidder. “This fits our mission,” McCarthy said about the building. “We want to preserve these historic structures and we need a stand-alone building.” The structure was built during the mid- to late-1800s as a private residence. It became Brewster Hospital in 1901 and was Jacksonville’s only hospital for African-Americans until the mid-1960s. It also was a teaching hospital for nurses. McCarthy said the land trust will have a space dedicated to the Community Nurses Association to display that history if all goes well. Moving forward, he said a meeting is being set to hopefully work out the rest of the issues with the city, “because it remains our top choice.” “If it wasn’t affecting our productivity, I wouldn’t complain, but it is,” he said.

SECOND INSERTION NOTICE TO CONSTRUCTION MANAGEMENT FIRMS REQUEST FOR QUALIFICATIONS (RFQ) OFDC RFQ-001-18 AND INVITATION TO BID (ITB) OFDC ITB-002-18 OFFICE OF FACILITIES DESIGN AND CONSTRUCTION DUVAL COUNTY PUBLIC SCHOOLS FOR CONSTRUCTION MANAGEMENT CONTINUING SERVICES November 3, 2017 Office of Facilities Design and Construction (OFDC) announces that professional services are required for Construction Management Continuing Services for Duval County Public Schools. The Owner reserves the right to select one or more firms to perform the work. The firm(s) selected under a continuing contract will be responsible for assigned projects each having estimated construction costs not exceeding $2,000,000. Total estimated construction contract value of all project work awarded is estimated at $6,000,000 over a 3-year contract period (not guaranteed.) The projects may be multiyear funded and are subject to availability of funds as authorized by the Owner. The selected firm(s) shall be required to execute the Duval County School Board standard form of agreement.
