Deal would bring USA Quartz plant to North Jacksonville Incentives deal would need approval from City Council. By David Cawton Staff Writer The city’s Office of Economic Development intends to introduce legislation approving a development agreement with USA Quartz LLC to set up a manufacturing plant in North Jacksonville. OED Executive Director Kirk
Wendland said Monday the Boca Raton-based company makes quartz slabs and other products for residential and hospitality customers. Wendland told the Mayor’s Budget Review Committee the agreement would allow USA Quartz to lease about 63,000 square feet of commercial space formerly occupied by General Electric Co. in Imeson Industrial Park in North Jacksonville. In exchange, USA Quartz would receive a $210,000 Qualified Target Industry Tax Refund grant from the city and state. The city
would be responsible for 20 percent, or $42,000, with the state paying 80 percent, or $168,000. OED has not released other agreement details, including the number of jobs and capital investment committed by USA Quartz. Legislation is expected to be introduced within the week, with any economic development agreement needing City Council approval. dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466

Baymeadows Corner on the way The city approved the permit to rebuild the former Miami Subs at 8355 Baymeadows Road into a shopping center called Baymeadows Corner. The Malle Co. Inc. will build the project at a cost of $600,000, according to a permit issued Thursday.
Developers Paul and Louis Sleiman intend to rebuild the site as a 7,600-square-foot retail center comprising three units. Realco Recycling Co. Inc. was approved Oct. 24 to demolish the 3,604-square-foot restaurant structure at a cost of $12,000. The Sleimans, through Baymeadows Retail LLC, paid $812,500 for the property. Permits, plus the purchase price, total more than $1.4 million. The property is designed for two retail stores of 2,500 and 3,000 square feet and a 2,100-square-foot restaurant. Paul Sleiman said T-Mobile will lease the 2,500-square-

Atlantic West shell is approved The city approved the permit for DHP Construction LLC to build the 7,755-square-foot building shell on 1.05 acres at the Atlantic West property. The shell cost is shown at $125,000. Weingarten Realty and Sleiman Enterprises intend to develop the outparcel at southwest Atlantic and Kernan boulevards into shops that include Kay Jewelers. A spokeswoman said previously it should be completed for tenant build-out by the end of the year. Development documents identify the tenants as Kay Jewelers, GNC and National Vision, which operates as Eyeglass World. Weingarten Realty and Sleiman Enterprises are the owners and developers of Atlantic West, which is anchored by Kohl’s, T.J. Maxx, Shoe Carnival and HomeGoods. The new building is in front of Kohl’s. Kay Jewelers is owned by Signet Jewelers. The location is about 3 miles from Regency Square Mall, where Kay also operates. A Signet Jewelers spokesman said previously the company is targeting a winter opening for the new store and is evaluating the Regency Square Mall location, “as we do all of our retail locations.” kmathis@jaxdailyrecord.com @MathisKb (904) 356-2466

as a combination of office, retail and dining. LaVilla Development Partners offered $3,000 for the property, according to the DIA agenda package. The offer did not say how much the group is willing to invest in the renovation and did not give a timeline. Harris Blue Investments offered the city $10,000, with plans to convert the property into a single-tenant office space. The estimated cost of the 24-month build-out would be $392,223, according to the agenda package. Arkest LLC, led by Downtown Development Review Board member Rafael Caldera, offered $9,188, with a plan to invest an additional $660,000 to renovate the property. Caldera, who attended the meeting, said the capital investment only accounts for initial construction costs and would most likely be higher. “The building is falling apart,” Caldera said when questioned by DIA board member Brenna Durden about his offer. “The only way this project is
going to be viable is to get the property at a low purchase price, because we’re going to have to invest a lot,” Caldera said. Durden suggested scrapping all three bids. “The purchase price isn’t good,” Durden said, who was backed by board members Ron Moody and Braxton Gillam. “We’d like to get it on the tax rolls, but we also have a responsibility to the taxpayers,” she said. Caldera said he’s been looking to develop vacant infill property in LaVilla for about four years, and that this strip of land has the potential to spark other commercial projects in the area. Nearly 400 affordable and workforce housing apartments are under development in LaVilla. Caldera said the increased housing will create a demand for nearby amenities like restaurants, grocery stores and other retail. Caldera’s plan would bring a bistro-style restaurant to the street level with office space above. “This is basically new con-
struction,” Caldera said, describing the building as an empty shell surrounded by four walls. “There’s no electrical or plumbing, it’s all got to be replaced.” Caldera said his construction estimate doesn’t include costs for environmental cleanup or other unforeseeable issues. The committee rejected all three bids to encourage other offers. When asked if he plans to revisit the idea with a new proposal, Caldera said he would give his attention to other projects. “That’s it for me,” he said. “This is going to sit here for another few years, empty, in my opinion.” Robert Murphy of Atlantic Beach leads Lavilla Development Partners. Sherry Harris Blue leads Bash Holding Inc., the managing member of Harris Blue Investments. No one from those groups attended the meeting. dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466
Buyers seek 3 ‘piano key’ properties Nearby landowners want to buy Brooklyn sites from DIA. By David Cawton Staff Writer The Downton Investment Authority’s Strategic Implementation Committee approved the sale of three small Brooklynarea properties during its meeting last week. The properties often are referred to as “piano keys” because of their relatively small size and proximity to other thin, privately owned sites. The first is a 24-foot-wide parcel near Park and Stonewall streets behind The Brooklyn Riverside apartments. It was acquired by the city through a tax deed in 1981. Integra Realty Resources appraised the property in May at $17,600. Park Street Land Trust, which owns property just west of the
parcel at Park and Stonewall streets, offered to purchase the 0.05-acre property at the appraised value with plans to eventually build multifamily housing on the combined land. The second property, just 4 feet wide, was appraised at $3,200 by Florida Valuation in April. It is near Elm and Jackson streets. Owners of the property to the east, Jax Development LLC, agreed to buy the lot for the appraised value, with plans for residential development. The 588-square-foot property, acquired by the city through a quit claim in 1977, is near Brooklyn Park. The third property, a 0.08acre site near Elder Street and Myrtle Avenue South, received an offer from IP Nuvo Jacksonville LLC, which owns a 0.73acre property fronting Myrtle Avenue South. IP Nuvo is developing a selfstorage facility. In February, Florida Valuation
appraised the property, acquired through a tax deed in 2007, at $16,000. IP Nuvo would buy the property at that price plus any closing costs. It plans to build a real estate sales office behind the self-storage facility. The surrounding land is owned by the Florida Department of Transportation and is used as a buffer for Interstate 95. In all three cases, the DIA board would need to approve the purchase agreement, but since the transactions are below $25,000, any sale only would need final authorization from the mayor’s office, avoiding City Council approval. If the new property owners want to move forward with any projects, they would need to secure the development rights from the DIA. dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466
CORRECTION Raytheon had $24 billion in sales in 2016. Because of a reporter’s error, an incorrect amount appeared in Friday’s Daily Record.
Proposed site improvements filed with the city show the master stormwater design at the property would serve the development of three parcels of 3, 6 and 8.5 acres. There is vacant property east of the EchoPark site that ends with Sleiman’s Atlantic North shopping center at Kernan and Atlantic boulevards. Sleiman is negotiating to sell the EchoPark site to Sonic Development, the mobility filing shows. The project appears to be part of a multistate expansion. Sonic Automotive, a publicly traded company, said in its quarterly Securities and Exchange Commission filing that six EchoParks operated in Colorado as of June 30. It has six dealerships in Denver and one in Colorado Springs. During this year and next, it expects to break ground on 10-15 EchoPark locations in Florida, Georgia, North Carolina, South Carolina and Texas, the filing said. The SEC filing says the first two EchoPark locations opened in November and December 2014 in Colorado. The third opened in January 2015, the fourth and fifth in June 2016 and the sixth in June this year. Sonic Automotive describes itself as one of the largest automotive retailers in the country measured by revenue, which was $9.7 billion in 2016, up from $9.6 billion the year before. As of midyear, it operated 117 franchises in 13 states representing 25 brands of cars and light trucks. It also operated 18 collision repair centers. Sonic Automotive operates among two segments — the franchised dealerships and the pre-owned segment, EchoPark. In the filing, Sonic called EchoPark “an exciting shop-
ping and buying experience.” “We believe that our EchoPark business will provide long-term benefits to us, our stockholders and our guests,” it said. In the short term, the business might affect operational results as Sonic allocates management and capital resources to the business, it said. EchoPark Automotive says on its echopark.com site that customers will choose from “a comprehensive selection” of used cars, trucks and SUVs, including domestic and import models. “You can quickly browse our inventory by make, model and body style, or browse our entire selection of used cars for sale,” it says. “You’ll quickly discover that we don’t speak like a used car dealer. We speak how we like to be spoken to: like a neighbor or friend.” The website says each retail space offers open-concept interactive research areas and lounge spaces to allow customers to “shop the way they want and at their desired pace.” Sonic Automotive said an initiative introduced in late 2013 includes new processes and proprietary technologies designed to allow customers to complete a vehicle sales transaction in less than an hour. EchoPark might be near CarMax geographically, but in size, CarMax is the nation’s largest retailer of used cars, operating more than 180 stores in 39 states. Richmond, Virginia-based CarMax has two Jacksonville stores, at 11335 Atlantic Blvd. and at 7438 Blanding Blvd. EchoPark would join a corridor of almost 20 dealerships along Atlantic Boulevard from Regency Square Mall to Kernan Boulevard. kmathis@jaxdailyrecord.com (904) 356-2466

FIRST INSERTION NOTICE OF AGENCY ACTION TAKEN BY THE ST. JOHNS RIVER WATER MANAGEMENT DISTRICT Notice is given that the following permit was issued on January 30, 2017: J.O. Town Center 160, LLC, 4900 Main Street, Suite 400, Kansas City, MO 64112-2634; permit # 18389-38. The project is located in Duval County, Sections 18, 17 Township 3 South, Range 28 East. The permit authorizes the construction of a Commercial Development, known as Town Center One, on a 10.5 acre site. The proposed project shall connect to an existing Stormwater Management System which shall provide stormwater treatment and attenuation. The receiving water body is Mill Dam Branch. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 321781429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular busi-
ness hours. The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at floridaswater.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C-1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http:// floridaswater.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
