Entertainment complex planned next to stadium

Greencore renovating Tradeport food plant Company makes sandwiches, salads and other entrees sold in supermarkets and convienience stores. Greencore USA intends to renovate its food preparation plant at 13949 Alvarez Road in Creekside Distribution Center in Jacksonville International Tradeport. Reeves Insulation Inc. is the contractor for the $1.56 million project to renovate 19,200 square feet for production improvements and a facility update. Greencore’s total tenant area is more than 62,000 square feet, plans show. Greencore USA is a subsidiary of Greencore Group, an Irelandbased food preparation company. In Jacksonville it makes sushi, sandwiches, green-leaf salads and ready-to-cook entrees for clients such as 7-Eleven, Trader Joe’s and Publix Super Markets Inc., according to city documents. Greencore bought the Jacksonville plant through its purchase in 2012 of Chicago-based H.C. Schau & Son Inc., a thirdgeneration maker and distributor of fresh foods with facilities in Woodridge, Illinois, and Jacksonville.

In 2014, the city approved $296,500 in tax incentives to Greencore for a $10 million expansion. The company had 259 local employees and pledged to add 283 jobs by year-end 2015. The city Office of Economic Development said the incentives comprised a training grant of $141,500 and a Recapture Enhanced Value grant capped at $155,000 to be paid over seven years. The training grant has been paid, according to the city. As of Dec. 31, 2015, the company had 364 jobs over the 259 retained positions and invested more than $13 million. For that year, Greencore’s REV grant was $48,429. As of Dec. 31, 2016, the number of jobs above the 259 retained positions was reduced to 113 and that year’s REV grant was proportionately reduced. The city said it calculates the amount at $16,146 but has not paid it as it waits for a company report.

Grand Living at Tamaya approved for construction

The city approved construction for Grand Living at Tamaya, a 171unit independent, assisted-living and memory care development at 3270 Tamaya Blvd. Ryan Companies USA Inc. is developing the project at northeast Kernan and Beach boulevards. Eric Anderson, Ryan Companies vice president of development for senior living, said previously construction would be completed in spring 2019. Ryan Companies is the contractor for the project. The building’s construction cost is $35.7 million. Site clearing and foundation work, approved in November, totaled $2.45 million. Ryan Companies US Inc. bought 6.08 acres for almost $3.3 million in October from Tamaya Loan Acquisition Group LLC, whose managing member is associated with ICI Homes. Tamaya is an ICI Homes community. Ryan Companies is a builder, designer and developer. It owns a one-third interest in Grand Living Management, which is its strategic operating partner. Both are based in Minneapolis. Ryan Companies will build and develop the project and Grand Living will operate it. Anderson said Ryan will partner with an equity group to be part of the ownership. Grand Living at Tamaya is designed as an age-in-place community for its 137 units for independent and assisted-living residents. It offers a 34-unit

secure environment designed for those living with dementia. Amenities include five dining venues with multiple menu offerings; a “Grand Spa” featuring personal fitness and a fitness trainer, group fitness, massage and an outdoor pool; a performance theater; a library and club room; and pet grooming. Four elevators will serve the fo u r- s to r y, almost 200,000-square-foot building. Units comprise studio, oneand two-bedrooms, with dens available for the one- and twobedroom apartments. Jackson Commons in permitting Construction appears soon to start for Jackson Commons, the 66-unit student housing community planned a mile north of Jacksonville University. The city continues to review permit applications for the $4.5 million construction of six apartment buildings and other structures, including an outdoor kitchen. No contractor is listed. Conn & Associates Inc. Architects designed the project, which will be developed by Tramell Webb Partners of Orlando. Jackson Commons is planned on 3.3 acres at 3607 University Blvd. at northeast University Boulevard and Fort Caroline Road. The three-story buildings will comprise two, three and fourbedroom townhouses and flats for

JU staff and students. Plans show each of the six buildings contains a different number of units – 21, 15, 12, 11, four and three. A proposed 4,125-square-foot retail building would be separately permitted.

Aldi applies for Regency use Aldi (Florida) LLC of Haines City applied to the city for a certificate of use for its store under build-out at 9337 Atlantic Blvd., No. 1, in CB Square in the Regency area. The 20,266-square-foot limited-assortment discount grocery store is one of Germany-based Aldi’s 10 identified area locations. It is taking space where Bed Bath & Beyond closed. The city approved a permit in November for Bay to Bay Properties LLC of Safety Harbor to renovate the space for Aldi at a construction cost of $1.1 million. Six Aldi stores are open in Northeast Florida and four more are in development. Matt Thon, Haines City division vice president for Aldi, said the Regency area store “is on track to open this summer.” He did not have a grand opening date.

ABC preparing to redevelop store along San Jose

Work continues toward redevelopment of ABC Fine Wine & Spirits at 9436 San Jose Blvd. The city is reviewing permit applications for R.D. Michaels Inc. of Winter Park to demolish the existing ABC store at a cost of

$38,000 and for construction of a dumpster for the new store. The city has been reviewing the application for an almost $2 million construction project to build the 13,005-square-foot store on about an acre. ABC Properties Ltd. of Orlando owns the property. The store will be built behind the existing store, allowing operations to continue during construction. The site is at southwest San Jose Boulevard and Cardinal Point Drive. When the new store opens, the existing one will be torn down. Orlando-based ABC said the interior design was the latest for its stores, with a central guest-services counter with wine taps, a growler filling station and a cash register.

Wawa to tear down bank for location along Edgewood

The former Wachovia Bank branch at 1004 Edgewood Ave. N. in Northwest Jacksonville is coming down for development of a Wawa gas station and convenience store. R. Hartwig Construction LLC is the contractor for the demolition of the 2,500-square-foot building at a cost of $30,000. Brightwork Real Estate Inc., through BW Edgewood Commonwealth LLC, owns the property at northwest Edgewood and Commonwealth avenues. The location is in the Paxon area of Northwest Jacksonville and is one of more than a dozen area locations identified for Pennsylvania-based Wawa, which opened its first three stores late last year.

The team controls the lot, according to its lease with the city. “We have tremendously underdeveloped property right behind us,” Lamping told more than 300 retail real estate brokers, developers and builders. T h e i d ea , he said, came from assisting the city with Lamping the submission it made to Amazon.com in October to land its second North American headquarters — a bid that included offering the city-owned property in and around the sports complex. Lamping said Iguana agreed it would step aside as master developer of the property if Amazon awarded the bid to Jacksonville. Iguana Investments was awarded the right to develop the Shipyards and Metropolitan Park by the Downtown Investment Authority in April. “Our response was, of course, if we could figure out a way to bring 50,000 jobs to Jacksonville, we’d do just about anything,” he said.

Lamping said the exercise forced Iguana to consider development options with the understanding it could begin bringing smaller phases of the Shipyards master plan online. REMOVING EXIT RAMPS

His comments about Lot J is the latest sign Khan is willing to develop property in the Sports Complex while the city lobbies the state and federal government to assist with removing the elevated Hart Bridge exit ramps over the property. “We know that’s going to take time, and we hope there’s a resolution to that by next May,” Lamping said. Mayor Lenny Curry’s administration in November submitted a bid for a $25 million Infrastructure for Rebuilding America grant from the U.S. Department of Transportation to help with the estimated $50 million cost to remove the structure and grade the roads down to Gator Bowl Boulevard. John Augustine, director of the department’s Office of Infrastructure Finance and Innovation, did not have a date for when the grants might be awarded. “Right now, the best estimate I can give you is sometime around summer,” he said. “We’re still analyzing the submissions.” Jacksonville is one of three Florida municipalities applying for a grant. ing, the city is asking the state Legislature to contribute $12.5 million to the project, with the city picking up the remaining $12.5 million. Lamping said while the development isn’t contingent on the ramps’ removal, “the scope of the development and the ambition of the development is different if we know that those elevated lanes are coming down.” “I know this, if you’re going to invest in a five-star hotel on the banks of the St. Johns River, and your entrance to that fivestar hotel is coming into elevated lanes, it’s a little bit of a contradiction there,” Lamping said. Khan owns the Four Seasons Hotel Toronto and Four Seasons Private Residences Toronto and said he would like to see a Four Seasons hotel at the Shipyards development. Although he wouldn’t provide a specific date, Lamping said to expect activity on the property to begin around mid-2019.

Lamping said the Jaguars remain committed to Jacksonville and becoming a more financially stable NFL franchise. Although the team had a successful season on the field, he said the business side still faces financial challenges because Jacksonville is considered a small market by NFL standards. “From an NFL standpoint, Jacksonville would be a much better NFL market if we had about one million more people living here,” he said. However, he said a population increase of that size could harm Jacksonville’s quality of life. “So we have to find a way to compensate for the fact that we’re one of the smallest NFL markets,” he said. As an example of other small markets overcoming those challenges, Lamping referred to developments by The Cordish Cos. in St. Louis, Kansas City and Baltimore.

He and Khan showcased those Cordish properties to Curry and others in July. Lamping said those were examples of cities developing projects with year-round appeal. “The only ones that work are the projects that encourage activity 365 days a year,” said Lamping. He said previously the team is considering the Baltimore-based development company to lead the Shipyards project. Lamping said when Khan bought the franchise in 2012, developing the riverfront near the stadium immediately became a focus. Harden III. “We put together a pretty strong committee,” Haskell said last week. After learning what the DIA seeks in bids for a new convention center, Haskell says they go far beyond what’s needed for success. The authority is drafting a request for proposals from potential developers to include an exhibition hall of at least 200,000 square feet with a large ballroom and nearly 50 smaller meeting rooms, a 350-room hotel to augment the 951 rooms at the Hyatt, a 1,700-space parking garage with 1,300 spaces reserved for convention center visitors, a full-service restaurant and other retail space along East Bay Street. While he views the latest convention center discussion as “very positive,” Haskell said he stands by the findings in the 2011 analysis — that the city should focus its development efforts solely on the exhibit space. The only element needed is a large exhibition hall, Haskell said. “And the hotel would be a huge mistake.” “We strongly recommend that the city take advantage of the Hyatt,” he said. “It has the meeting rooms and food service. Everything other than a 200,000-square-foot exhibit hall is already there.” The 2011 report suggested adding a 350-space parking garage to the convention center plan, but the scope of the current proposal is much larger. “It’s absurd to build 1,700

parking spaces. The kind of conventioneers we want won’t drive here and the Hyatt has adequate parking,” Haskell said. The 2011 report did not address funding construction of the exhibit hall, other than to point out it would be “largely or entirely a public expenditure,” but it did suggest possible sources of funds other than the existing 6 percent

Another suggestion is to leg-

TRAILS COMMUNITY DEVELOPMENT DISTRICT NOTICE OF PUBLIC HEARING TO CONSIDER THE IMPOSITION OF SPECIAL ASSESSMENTS AND ADOPTION OF ASSESSMENT ROLL PURSUANT TO SECTIONS 170.07 AND 197.3632(4)(b), FLORIDA STATUTES, AND ADDRESSING A SCRIVENER’S ERROR IN THE DISTRICT’S BOUNDARIES; NOTICE OF REGULAR MEETING The Board of Supervisors for the Trails Community Development District (“District”) will hold a public hearing and a regular board meeting on Tuesday, February 13, 2018 at 1:00 p.m. at the Winchester Ridge Amenity Center, 15431 Spotted Stallion Trail, Jacksonville, Florida 32234. Subsequently, a scrivener’s error was discovered in the legal description of the Original Assessment Area. In an abundance of caution, the District desires to hold a hearing pursuant to Chapters 170, 190, and 197, Florida Statutes, on the imposition of assessments on benefited lands within the Amended District Boundary in the manner set forth in the Assessment Report, and to substitute the legal description for the Original Assessment Area as described in Exhibit D to Resolution 2007-10 with the legal description for the Amended District Boundary in order to account for the correction of the scrivener’s error. Information concerning the assessments and copies of the Engineer’s Report, Assessment Report, and other applicable documents are on file and available during normal business hours at the District’s office, 2806 N. Fifth Street, Unit 403, St. Augustine, Florida, 32084. All interested persons may ascertain the description of each property to be assessed and the amount to be assessed to each piece or parcel of property at the offices of the District Manager at 2806 N. Fifth Street, Unit 403, St. Augustine, Florida, 32084. Assessments may appear on your regular tax bill issued by the Duval County Tax Collector. However, the District may in its discretion choose instead to directly collect these assessments. Failure to pay any assessments collected on the tax roll will cause a tax certificate to be issued against the assessed property, which may result in the loss of title to the assessed property. Alternatively, if the assessments are directly collected, the failure to pay such direct bill invoice may result in the District pursuing a foreclosure action, which may result in the loss of title to the assessed property. The public hearing and meeting are open to the public and will be conducted in accordance with the provisions of Florida Law for Community Development Districts. WHEREAS, the Trails Community Development District (the “District”) was established pursuant to the Uniform Community Development District Act of 1980, as codified in Chapter 190, Florida Statutes, and Ordinance 2006-861-E, as amended by Ordinance 2006-1199-E and Ordinance 2006-169-E, enacted by the Council of the City of Jacksonville, Florida (the “Establishment Ordinance”); WHEREAS, the District’s Board of Supervisors (the “Board”) has previously determined to undertake, install, plan, establish, construct or reconstruct, enlarge or extend, equip, acquire, operate, and/or maintain the infrastructure improvements (the “Improvements”) described in the District’s Engineer’s Report, dated January 2, 2007; and WHEREAS, the Board has previously determined it is in the best interest of the District to pay the cost of the Improvements by special assessments pursuant to Chapter 190, Florida Statutes (“Assessments”); and WHEREAS, the District is empowered by Chapter 190, the Uniform Community Development District Act, Chapter 170, Supplemental and Alternative Method of Making Local Municipal Improvements, and Chapter 197, the Uniform Method for the Levy, Collection and Enforcement of Non-Ad Valorem Assessments, Florida Statutes, to finance, fund, plan, establish, acquire, construct or reconstruct, enlarge or extend, equip, operate, and maintain the Improvements and to impose, levy and collect the Assessments; and WHEREAS, the District previously adopted Resolution 2007-01: “A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE TRAILS COMMUNITY DEVELOPMENT DISTRICT DECLARING SPECIAL ASSESSMENTS; INDICATING THE LOCATION, NATURE AND ESTIMATED COST OF THOSE INFRASTRUCTURE IMPROVEMENTS WHOSE COST IS TO BE DEFRAYED BY THE SPECIAL ASSESSMENTS; PROVIDING THE PORTION OF THE ESTIMATED COST OF THE IMPROVEMENTS TO BE DEFRAYED BY THE SPECIAL ASSESSMENTS; PROVIDING THE MANNER IN WHICH SUCH SPECIAL ASSESSMENTS SHALL BE MADE; PROVIDING WHEN SUCH SPECIAL ASSESSMENTS SHALL BE MADE; DESIGNATING LANDS UPON WHICH THE SPECIAL ASSESSMENTS SHALL BE LEVIED; PROVIDING FOR AN ASSESSMENT PLAT; ADOPTING A PRELIMINARY ASSESSMENT ROLL; PROVIDING FOR PUBLICATION OF THIS RESOLUTION;” and WHEREAS, in accordance with Chapter 170, Florida Statutes, the District provided notice, by publication and by mail to all landowners of the lands described in Preliminary Assessment Roll, of a public hearing to impose Assessments; and WHEREAS, after conducting the above-mentioned public hearing on January 23, 2007, the District adopted Resolution 2007-10, and pursuant to Resolution 2007-10, special assessments were levied upon all assessable lands within the boundary of the District , which were identified as the 2006 Lands, and incorporated as Exhibit D to Resolution 2007-10 (“Original Assessment Area”); and WHEREAS, a scrivener’s error was subsequently discovered in the Original Assessment Area; and WHEREAS, on December 12, 2017, the City Council for the City of Jacksonville, Florida, adopted Ordinance 2017-768, for the purpose of correcting a scrivener’s error contained in the legal description representing the external boundaries of the District and amending the legal description of the Establishment Ordinance (“Amended District Boundary”); and WHEREAS, the District has determined that it is in the District’s best interest to move forward with substituting the legal description for the Original Assessment Area as described in Exhibit D to Resolution 2007-10 with the legal description for the Amended District Boundary in order to account for the correction of the scrivener’s error; and WHEREAS, in an abundance of caution, the District desires to hold a hearing pursuant to Chapters 170, 190, and 197, Florida Statutes, to hear comments on the Assessments as levied on the Amended District Boundary; and WHEREAS, except as specifically provided for herein, the existing Resolution 2007-10 shall remain valid, binding, and unmodified until such time as the District, following a public hearing, adopts a resolution equalizing, approving, confirming and levying the Assessments and amending the Original Assessment Area; WHEREAS, the District hereby determines that (i) benefits will accrue to the property improved, and (ii) the amount of those benefits, and that the Assessments will not exceed the benefits received as set forth in the Final Special Assessment Allocation Report, dated January 23, 2007, attached as Exhibit A to Resolution 200710, which is incorporated herein by reference and on file at 2806 North Fifth Street, Unit 403, St. Augustine, Florida 32084 (the “District Records Office”); and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE TRAILS COMMUNITY DEVELOPMENT DISTRICT: 1. Resolution 2007-10 Affirmed; Correction of Scrivener’s Error; Conflicts. Resolution 2007-10 is incorporated herein by this reference, provided, however, that the legal description of the Property, as set forth in Exhibit A, shall replace Exhibit D to Resolution 2007-10 and be deemed to serve as the designation of the lands subject to the Assessments. Resolution 2007-10 shall be construed to correct the scrivener’s error and give full effect to the intent of this Resolution. To the extent the terms of Resolution 2007-10 are inconsistent with this Resolution, the terms of this Resolution shall control. 2. Declaration of Public Hearing. There is hereby declared a public hearing to be held on Tuesday, February 13, 2017 at 1:00 PM at the Winchester Ridge Amenity Center, 15431 Spotted Stallion Trail, Jacksonville, Florida 32234, for the purpose of hearing comment and objections to the Assessments, in light of the scrivener’s error, and as set forth in the District’s assessment roll, which is on file with the District Manager. Affected parties may appear at that hearing or submit their comments in writing prior to the meeting to the office of the District Manager at 2806 N. Fifth Street, Unit 403, St. Augustine, Florida 32084. 3. Notice. The District Manager is hereby directed to cause this Resolution to be published twice (once a week for two (2) weeks) in a newspaper of general circulation within Duval County and to provide such other notice as may be required by law or desired in the best interests of the District. 4. Effect on Prior Resolutions. This Resolution is intended to amend and supplement the District’s Resolution 2007-10 relating to the debt service assessments on lands securing the Series 2007 Bonds. As such, Resolution 2007-10, shall remain in full force and effect, except to the extent provided for herein; provided, however, that nothing herein shall reallocate or otherwise modify the existing assessments and related assessment lien except as described herein. Accordingly, the previously adopted assessment methodology, assessments, and assessment lien remain in full force and effect. 5. Effective Date. In our land advisory group at Cushman & Wakefield, I work with a multitude of companies in helping them identify suitable sites for their development needs in our region. We have specialized programs and a wide range of experience, which allows us to cover an exhaustive list of criteria in strategically pinpointing these sites. We then take them step-by-step through the process of acquisition. Many of these assignments include competing with other cities and we must convey Jacksonville’s strengths in selecting our city and sites as parallel with their needs. I would say 70 percent of the work I do is land and the remaining 30 percent is working with our private capital clients in acquisition and disposition assignments within their investment needs. One thing I really love about this job, and especially working in land and the future development side, is that you have a hand in helping shape the landscape for a community or city. From a micro city level, we see all economic metrics, such as population, employment and housing growth, in place for 2018 and therefore we expect another strong year for our industries. We don’t have control over the macro influences, but we do see the momentum in the commercial real estate industry continuing. At NAIOP, we are focused on quality over quantity for our members and sponsors this year with dynamic speakers, valuecentered events and comprehensive feedback and education on the legislative issues affecting the commercial real estate industry.
