‘Buyers are liars’ and other real estate insights

Realtors are in the business of purchasing and selling homes every day. Their customers are involved doing the same, on average, about every eight years. Then there are people like me. Until this year, I’ve averaged owning a home for about five years. My philosophy was simple: buy new, then sell before the HVAC system fails, all reasonable improvements are made, the landscaping is at its home marketing peak and there are plenty of years left on the roof life. Periodic changes in life’s circumstances contributed to that cycle as well. Just as they did to my latest skewing of the home ownership duration average. As you read this, I’m in Fort Myers. Still working with the Observer Media Group, owner of the Daily Record and RealtyBuilder, but in a different capacity. I’m still helping the gang back in Jacksonville as needed as well. Yes, you remember correctly.
It was only last September when I introduced myself to you in this space. We had sold our home in the Charlotte, North Carolina, area in only two hours and purchased a home in St. Johns County following an exhaustive search over several months. I figured I was in for another average-length stay in the house, but life’s circumstances again deemed otherwise. My wife received an offer too good to pass up in Fort Myers. So, nine months after moving in, our house was back on the market. Fortunately, with the aid of one of your colleagues, we were under contract in four days. Now, I’m not saying this experience makes me some kind of real estate expert. However, selling, buying, selling again and buying again within a 10-month period (we were scheduled to close on our new Fort Myers home on May 30) along with covering your industry over the past months equips me with considerably more knowledge that I had previously. I know now that your industry is complex. It’s meticulous. It’s time-consuming. It requires no small amount of risk at first to get started in the real estate business, but also risk in the marketing expenses of each home. I know the legal knowledge requirements are significant. I know a Realtor must be marketer, representative, liaison, confidante and nearly continually accessible, all at the same time.
All this so you can achieve top price for your seller or best value for your buyer while weaving the strongest fibers into the fabric that is the American economy. Our buyer’s representative helped us make a solid purchasing decision in a highly desired neighborhood in northern St. Johns County. Our listing agent assigned by the relocation service helped us sell it quickly and for top dollar. Together, their work helped us come out ahead even after only 10 months of ownership. It’s an example of what Realtors do every day … your best to help homeowners advance within the American dream. That’s a pretty big deal. ‘BUYERS ARE LIARS’
Another quality Realtors must possess is patience. And lots of it. I know firsthand that our Realtor here in Fort Myers is a testament to that. The weekend I moved my wife in to our temporary residence, we spent a full day with our Realtor identifying potential neighborhoods, finally choosing a house. We wrote up an offer and agreed to meet with the builder’s site agent the next weekend to execute the contract. Amid such a whirlwind, you don’t always make the best choices. That’s the genesis of a saying our Realtor here, Debbie, said she learned in real estate school. On the board was written, “Buyers are Liars,” the instructor
explaining that while buyers will describe in great detail what they want, until they start looking, they really don’t know. She told us that story the first day we worked together. Apparently my reputation preceded me. I was adamant in my parameters: I want new construction in an amenity-rich neighborhood, maintenance-free, and no carriage house because I don’t want to live below anybody or worry about having to tiptoe above anybody. A MATCH IS MADE
The following Saturday, after another Friday night drive to Fort Myers, we revisited the house that checked almost all the boxes, a partially furnished new construction twin villa home (the modern take on the duplex), but after spending 30 minutes there, we reluctantly decided the home wasn’t right for us. Deflated, we drove out of the neighborhood, then stopped in the sales center of another neighborhood nearing completion across the street. We learned of two carriage homes still available. These are quadraplexes of two upper and lower units. Although convinced to not consider this type of home — they are quite prevalent in the Southwest Florida market — we took a look. I was sold. The details of the construction practices of these homes addressed my concerns.
Sensing there was greater value in a resale within the neighborhood, we called Debbie, told her were not going to contract as planned, and asked if she could arrange showings of two upperfloor carriage homes that were available in the neighborhood we felt was perfect for us. We met the next day — on Sunday — toured the two homes and made an offer that was accepted. ‘IT FELT LIKE HOME’
The following Friday night, I moved to Fort Myers for good. While taking a ride through our new would-be neighborhood on Saturday, we saw there was an open house on the same street, a ground-floor unit. For no real reason, we went in for a look. “Which one of us is going to call Debbie?” I asked my wife the second we stepped outside. It was exactly what we were looking for, from floor plan to outdoor living accommodations to storage. For the first time, it felt like home, and Debbie knew it. Three hours later — after interrupting her Saturday — we were back in Debbie’s office for the third weekend in a row, writing up a third offer. Three hours after that, Debbie called to tell us the offer was accepted. By 10 p.m., all documents were executed, and we’d finally found our new home, the first one we saw that checked all the boxes. “Buyers are liars,” she reminded us with a big laugh. And Realtors are patient.

HOW TO BUILD NEW HOMES WHEN THERE’S NO SPACE
Teardowns surge as the nearly built-out Beaches draw buyers who want new homes. BY ANDREW WARFIELD OBSERVER MEDIA GROUP

n the southern tip of Ponte Vedra Boulevard at Mickler Road, GreenPointe Communities has 23 lots ready for new custom homes in EvenTide. A few miles north, Dream Finders Homes is building Preserve at Ponte Vedra Lakes, a 68-home enclave just west of Florida A1A priced up to $599,900. Immediately south of Ponte Vedra Boulevard, Marsh Dunes II, a strip of 12 lots across A1A from the beach, is underway. Together, they represent the few multiple-lot opportunities for residential development in the Beaches communities. Being essentially built Burr out hasn’t dampened the demand for beach community homes, although to be certain, opportunities for new homes on newly developed sites on or within a few blocks of the beach are rapidly dwindling. it. There are no more ready land opportunities for new housing east of A1A in Ponte Vedra Beach,” he said. The same holds true north of Ponte Vedra Beach, from Jacksonville Beach to Neptune Beach. That’s where custom homebuilders such as Bob Leinenweber, owner of Eastern Shores Construction, have the room to operate. Leinenweber, who specializes in large-scale renovations and custom homebuilding, said teardowns, both on and within four blocks west of the beach, are gaining momentum in the built-out Beaches communities. “In the last few years we have seen predominantly teardowns and new construction over renovations,” said Leinenweber. “I would say coastal living — three to four blocks off the ocean east of AIA — is very strong and has been for a while.” Teardowns aren’t always an option for beach property buyers. Neptune Beach, for example, permits only 35 percent lot coverage for new construction. “I think we’ve seen a change in the market in that, depending on the municipality you’re in, the land development code can sometimes inhibit a teardown because the existing structure is nonconforming and you would have to make the new home much smaller,” Leinenweber said. Atlantic Beach allows for 50 percent lot coverage, Leinenweber said, making teardowns a more viable option. Leinenweber said in Atlantic Beach, it isn’t unusual for a buyer to pay $500,000 to $700,000 for a home only to tear it down and start over. In many of these cases, the purchase price is essentially the land value only. “Once you get east of A1A, the density becomes an issue,” Leinenweber said. “There is pressure to minimize the density by limiting what you can build, but on the whole I am seeing more teardowns than I did during the previous boom.” Ponte Vedra Beach offers greater opportunity, Leinenweber said, because the lots are larger and the original structures smaller, often much smaller, than their replacements. Vacation or seasonal homes are being replaced by full-time family homes. “Those properties have the benefit of being larger lots with older homes to start with, and I have seen a huge increase in teardowns there,” Leinenweber said. “The new construction on those lots are monster, amazingly high-end homes that easily cost more than $350 per square foot to build.” With sizes from one-third to about 1

Burr said he expects home prices to start at about $1 million and top out at nearly $2 million. The popularity of teardowns, despite the costs, prove there remains an appetite for paying premium dollar for a beach location. “It’s hard to come to Florida and the first thought people not have is the living at the beach,” Burr said. “When you can walk to the beach from your home, that is a special lifestyle. He said the Ponte Vedra lifestyle “is different from Jacksonville Beach because it has large houses on large lots. It has evolved over the last 20 years and there are now a lot of families with kids.” Leinenweber agreed that proximity to the coast is as popular as ever. “What we saw in 2000 to 2003 was a similar market to today,” he said. There were a lot of teardowns and new construction. There were more speculative builders you never heard of, but when things started to turn in 2007 to 2009 there were pockets within the Beaches where the property was still desired, but the price point dropped significantly.” Prices are back and the desire for the coastal lifestyle remains, despite the dwindling supply. “If you think somebody is going to build on it,” Leinenweber said, “they probably already are.”

‘Mayor of Ponte Vedra’ finds new career Experience in commercial lighting and fitness instruction prepared Robin Chapman for a new career in her hometown. BY MAGGIE FITZROY CONTRIBUTING WRITER
Unincorporated Ponte Vedra Beach doesn’t have a mayor, but if it did, Berkshire Hathaway HomeServices Florida Network agent Robin Chapman might well be the one holding the gavel. “I know so many people, my children say I should be the mayor of Ponte Vedra,” Chapman said. “I never met a stranger.” Until now, the commercial lighting executive-turned-Realtor was better known to her fellow Ponte Vedra Beach residents as a yoga, Pilates and spin class instructor at Ponte Vedra Inn & Club. For more than 20 years, Chapman’s career in the commercial lighting industry required long hours and frequent travel around the region and across the country. It wasn’t unusual for her to finish a presentation at 5 p.m., rush to the airport to catch a 7:30 p.m. flight to another city, arrive in the middle of the night, then get up the next day and do it all again. She met with mayors, city council members, engineers and real estate developers to help design modern, energy-efficient and cost-effective road projects. In her spare time, she taught fitness at the popular beachside club in her hometown. But as the new year began, Chapman launched a new career, joining Berkshire Hathaway’s Ponte Vedra/Nocatee office. Working many hours in a demanding profession — with a side job that also required much physical stamina — prepared her for real estate, she said. So did the social aspects of both professions. She still leads fitness classes, which raises her

presence in the community in which she lives and works. During her lighting career, she was involved with high-profile Northeast Florida projects such as San Marco redevelopment, the Dames Point Bridge and Nocatee Parkway, the latter planting the seed for a
real estate career. “I was in Nocatee when it was just dirt and trees,” she said. “I would be out with developers all the time. I thought, ‘Why not just get into real estate?’” Changes in the lighting industry prompted that move. She enjoyed success working

A resident of Ponte Vedra Beach since 1988, Chapman also is a Pilates instructor at Ponte Vedra Inn & Club,
while also working toward Pilates certification, which required 500 hours of training. By the start of 2018, she was certified in Pilates and had earned her real estate license. A resident of Ponte Vedra Beach since 1988, she knows the area and the people. She lives with Cary Hart, owner of the Sawgrass Village restaurant Aqua Grille, who enthusiastically supports her new career. So do her fitness students. When two of her Pilates students learned she was getting into real estate, they recommended her to Kevin Waugaman, managing broker of the Berkshire Hathaway office in Sawgrass Village, where those students also are agents. Waugaman said he was impressed that she came to him highly recommended.
With her strong ties to the community of Northeast Florida, he said he is positive she’ll succeed in real estate. Chapman admits it is daunting to go from a six-figure salary to a commissionbased income. “But I’m excited about what I am doing,” she said. Ongoing training has included “Incubator Training” classes at the Berkshire Hathaway’s corporate office in Southside, as well as doing “Ninja Training” at the Ponte Vedra office. She plans to earn Nocatee sales certification, and has begun attending open houses, doing floor time, canvassing and networking. “Here at Berkshire Hathaway, they are so generous, so collaborative,” she said. “This is such a super team. Very positive energy. I really feel like I am where I am supposed to be.”

Beacon Lake in northern St. Johns County hosted hundreds of visitors at its grandopening event. The master-planned community, on the south side of County Road 210 between Philips Highway and Interstate 95, showcased five decorated model homes by Dream Finders Homes and Mattamy Homes. Guests also previewed Beacon Lake’s amenities, including its nautically themed Lake House, fitness center, pocket parks and more. Anchored by a 43-acre, paddle-friendly lake and 358 acres of nature preserve, Beacon Lake’s amenities include an 8,200-square-foot Lake House and fitness center, scheduled to open in early 2019.

National homebuilder David Weekley Homes is seeking to tap into the valueminded homebuyer market by introducing its Imagination by David Weekley Homes product to Northeast Florida. The company announced it soon will build Imagination homes in Hampton West. The community is on 58 acres on the west side of VC Johnson Road, 1.5 miles north of Dunn Avenue just northwest of Interstate 295 in Duval County. “Due to the housing downturn, many builders turned their focus away from first-time homebuyers,” said David Weekley, chairman of David Weekley Homes. “With Imagination by David Weekley Homes, we’re prepared to supply this buyer with the high-quality home they deserve at a price they can afford.” Construction of Weekley’s model home in Hampton West has begun, with the community scheduled to open for sales in the second quarter of 2018. The company has not released information about size or price ranges of the homes. Amenities will include a tot lot and miles of walking trails, nearby shopping, dining and entertainment at River City Marketplace. Founded in 1976, David Weekley Homes builds in 22 cities across the country. The company has closed on more than 80,000 homes.

KB Home plans 78 homes on Philips New homes are planned east of Philips Highway between Racetrack Road and Florida 9B in Southern Duval County. National homebuilder KB Home purchased 44 acres, where it plans to build 78 single-family homes, the company said. The community will be called Williamstown. It will not have a central amenity. Home sizes will be 1,494 to 3,052 square feet and prices will start in the mid$250,000s. In January, Mattamy Homes announced plans to build 514 single-family homes and 125 townhomes on 217 acres in Wells Creek, just south of the KB Home site. Mattamy said prices in Wells Creek will start in the low $200,000s for singlefamily homes. KB Home said it anticipates its community will open in spring 2019.
Upscale apartments coming to Kernan, Beach A new apartment community on Kernan Boulevard is under review with the city. Waypoint Residential of Atlanta is planning a 301-unit development at northwest Beach and Kernan boulevards near the Earth Works nursery and landscape business. Plans show West
Kernan Apartments would comprise 301 apartments in 12 large buildings and five smaller carriage-style buildings. There will be 161 one-bedroom, 124 two-bedroom and 16 three-bedroom units. Nine of the buildings will be arranged around a retention pond, the remainder around the perimeter of the 26.33-acre site. The city assessed a $272,058 fee to mitigate traffic impact. Plans show two free-standing parking garage buildings, 96 garage spaces beneath carriage houses and 502 total parking spaces. Finishes include nine-foot ceilings, granite countertops and stainless steel appliances. The project will have a resortstyle amenity package that features a zero-edge pool overlooking a lake and a state-of-the-art fitness center Waypoint Residential also developed The Point at Tamaya apartments nearby at 3050 Tamaya Blvd. Waypoint is scheduled to close on the property in June or July, subject to extensions. Construction is expected to start in the third quarter with the delivery of the clubhouse and first units in August 2019.
Riverside Homes assists Early Learning Coalition At a recent presentation luncheon hosted by Riverside Homes in its Madeira model home, volumes of books were given to the Early Learning Coalition of North Florida, which is working to bring literacy to children in the St. Augustine area. Riverside Homes and assisting local real estate firms collected new and gently used preschool books for children up to age 5. Helping with the project were Watson Realty A1A Beach Blvd and U.S. 1 locations, Lighthouse Realty, Berkshire Hathaway Home Services, St. Augustine Realty, Florida Network Realty, Florida Homes Realty and Mortgage, Davidson Realty and Coldwell Banker Premier Properties in World Golf Village. “The Early Learning Coalition programs encourage children to enjoy reading and give them opportunities to spend lots of time with books,” said organizer Marjorie Taylor of Riverside Homes. “That’s the first step toward developing strong reading skills and a great start toward improving the statistics in the future.” Riverside Homes is a locally owned and operated homebuilder serving Northeast Florida. Thirty-two construction trades apprentices were honored by their friends, family NEFBA Apprenticeship instructors, administrators and business partners as they received their certificates of completion May 8 at the Florida State College at Jacksonville’s Downtown campus. The certificates represent the successful completion of four years of classroom instruction and on-the-job training in the NEFBA program. The graduates will help meet the demand for skilled craftsmen in the electrical, carpentry, plumbing and heating and airconditioning trades. NEFBA Executive Officer Bill Garrison opened the ceremony with an invocation and the Pledge of Allegiance. Keith Ward, NEFBA training vice president and chairman of the apprenticeship
executive board, offered encouraging words to the graduates and expressed the program’s gratitude to the industry partners who contribute to the program. They are Keiser University, the School District of Clay County, the Florida Apprenticeship Grant team, Bill Lauver of the Florida Department of Education and the NEFBA member employers who provide on-the-job training, salary and tuition expenses for apprentices in the program. The city of Jacksonville declared May 8 “NEFBA Apprenticeship Day.” Steve Auld of Auld & White read the resolution acknowledging NEFBA’s contribution to the local economy, the building industry and the careers of the 32 graduates. The St. Johns Builders Council awarded a scholarship to two local students with an interest in construction-related education. Rachel Caccamise of Creekside High School received $1,000 to pursue a degree in civil engineering. She was involved in the engineering academy and is planning to attend the University of Central Florida. She has been a volunteer on several ramp-build projects. Emmie Edgar of Pedro Menendez High School received $1,000 to help further her education in construction. She plans to attend St. Johns River State College for two years, and
then enroll in the construction management or engineering program at the University of North Florida. While in high school, she has been involved in her school’s Academy of Architectural and Building Sciences, and she worked part-time at the St. Johns Housing Partnership to help prepare her for the future. “The builders are known for their interest in helping young people prepare for careers in the building industry,” said SJBC Director Leona Brown.

Outstanding Apprenticeship Awards Each trade presented an award as the outstanding apprentice in this year’s graduating class. Alejandro Hernandez-Rodriguez, working at Haskell, was named Outstanding Apprentice in Carpentry. The award was made by Brandon Warner, Thomas May Construction and chairman of the carpentry committee. Tyler MacEachern, working at Miles Electric, was named Outstanding Apprentice in Electrical. Steve Glover, Deberry Electric and chair of the electrical committee, presented the award. Anthony McKay, working for Thermodyne, received the award as Outstanding Apprentice in HVAC. The award was presented by Rick Harper of Florida Comfort and chairman of the HVAC committee. Jason Steeg, working for his family’s business of Steeg Plumb-
ing, received the Outstanding Apprentice in plumbing from Scott Wood of C.W. Wood Plumbing and chair of the plumbing committee. A special presentation by American Electrical and the electrical apprentices in his class was made to the family of Tyler Douglas. Douglas, who passed away in February, was named this year’s Honorary Apprentice of Achievement. The Carmel Morris Award for Apprentice Employer of the Year was presented to Greener Solutions Air. Curt Kinder received the award for Greener Solutions Air at the January installation of officers.

NEFBA’s Parade of Homes honors winners BY NEFBA STAFF
The Northeast Florida Builders Association plans and presents its annual Parade of Homes, the area’s largest open house that marches through Duval, Clay, Nassau and St. Johns counties. This year’s Parade was April 14 through April 29. “Over the 60 years of the Parade’s history, it has become a popular event for people looking for a new home, curious about new trends or simply something they look forward to after a long winter,” NEFBA President Chris Dostie said. “The builders work hard, eager to share their new designs, the latest technology and their special touches with the public.” This year, 33 of the area’s premier builders, all members of NEFBA, displayed 91 new homes featuring a variety of architectural designs, the latest interior styles and designer touches in 65 communities throughout the region. Winners in 32 categories, were announced at the Parade banquet May 17 at the Jacksonville Marriott at Southpoint. Nikki Kimbleton of WJXT TV-4 served as the master of ceremonies, and guests were entertained by a magician sponsored by Wells Fargo. Homes in the Parade ranged in price from less than $250,000 to $2 million. Twenty-five volunteer judges from outside the

We’re halfway there, and it’s just begun

Dear Members, It’s been a long time coming, but it is finally summer in Northeast Florida. Summer may have seemed a little slow getting here, but the halfway mark of the year arrived in the blink of an eye. A look at our calendar reminds us how busy we have been with NEFBA-related activities, in addition to taking care of the day-to-day operations of our work, the responsibilities of maintaining a home and family and perhaps a little bit of a social life. NEFBA provides a chance to combine those components of our lives with some of our events, like an evening out at a Jumbo Shrimp game, the St. Johns Builders fishing tournament, the Clay Builders Christmas basket giveaway, and to some extent our golf events, sporting clays events
and other regularly scheduled activities scattered throughout the year. May has been a particularly active time in our calendar. We kicked off our 2018 membership drive on May 1, and teams had until May 23 to recruit as many new members as possible. At press time, teams were pressing toward the goal line and looking forward to the New Members Welcome celebration. Everyone put forth maximum effort to help us retain and improve our standing as the largest homebuilders association in Florida and fifth largest in the nation under the National Home Builders Association banner. Our Apprentice Graduation was a high point of the year for me, the apprentice-sponsor companies and especially for the graduates of our four-year, work-and-learn program in four construction trades: carpentry, electrical, plumbing and heating and air-conditioning. NEFBA’s Apprenticeship Program is a life-changer for the graduates and their families, providing them career training with tuition paid by their sponsoring NEFBA-member companies, salaries with scheduled increases and top-of-the-line instructors. The program contributes to the overall economy by producing skilled construction workers to help meet the housing needs of
Northeast Florida. Having reached the halfway point in the year, I encourage you to mine the calendar for the events, activities, networking and socialization opportunities ahead. You may be attending the board meeting each month, perhaps a council or committee meeting also. Find a new area and drop in on a meeting to learn what that group is all about, to increase your technical knowledge on a specific subject and to perhaps find an area that needs you as much as you need it. The more involved you are, the more benefits you will reap from your membership. NEFBA offers benefits no one has thought to mention to you. That’s what I’m doing now — inviting you to go on a treasure hunt. We are filled with anticipation as we look forward to the completion and open house of our new offices and location. Meet Christina Thomas, Training Director
Vacationing with her family in Estes, Colorado, gives Christina Thomas a chance to combine her love of nature, her sense of adventure and family time. Christina’s husband, Shawn, and daughter, Lana, share the same interests. BY NEFBA STAFF
Christina Thomas came to NEFBA with a background in education and the financial industry. Working her way through college while at Bank of America in Orange Park, Thomas earned an associate’s degree from Florida State College at Jacksonville, then a bachelor’s degree in business administration and a master’s in educational leadership from Saint Leo University. Before joining NEFBA, Thomas served more than 10 years in Clay County Schools as a teacher and a district-level academic program coach in the career and technical education division. She is a National Center for Construction Education and Research-certified master trainer with experience coordinating high school vocational programs including carpentry and HVCR. As the training director, Thomas is responsible for the coordination of the Apprenticeship Program’s business and
instructional needs. “When I first started with NEFBA two years ago, we had about 190 apprentices,” she said. “This past training year, we had 330 apprentices. I anticipate having around 350 this year. We attribute this growth to a restructuring of marketing on social media and through high school outreach events, as well as an increase in the demand for skilled construction professionals.” Thomas serves on 10 advisory boards at schools and youthbased service programs in the area. “My team and I participated in more than 30 high school events this past year including mock interviews, nail driving contests, career fairs, and resumé building workshops,” she said. Keiser University is NEFBA’s primary educational partner for a successful apprentice training. Lisamarie Winslow, Keiser’s Jacksonville campus president, shares the school’s Southside campus with the program, hosting evening courses.
This year’s class was the first in nearly two decades to graduate with journeyman trades level certificates from NCCER. In August 2016, NEFBA became the accredited training sponsor for all of Clay County high school trades programs with no cost to the school district. “It is an exciting time for the Apprenticeship Program,” said NEFBA President Chris Dostie. “Thanks largely to the efforts of Christina and her staff, the program has grown in the past couple of years. We are focused on helping provide skilled construction personnel to meet the area demand for new homes, and we are proud to be part of the solution.” Thomas is a longtime resident of Clay County. She graduated from Middleburg High School and now lives in Fleming Island. She and her husband, Shawn, recently celebrated their 17-year wedding anniversary. The couple has a 14-year-old daughter, Lana, who will be starting high school in the fall.

As a site and utility contractor, he simply found it hard not to give. “We thought about what we should give, what we could give,” Garrison said, “and we understand everyone is in a different place, but we wanted our contribution to pinch a little.” Garrison said he saw a large benefit from belonging to the Northeast Builders Association. He has enjoyed friendships, business opportunities and personal development. “It’s hard to put a number on the benefits we have seen since joining,” he said. “I hope everyone can dig deep and help continue the legacy of our association.” He explained that the building is the perfect combination of honoring tradition while also staying relevant for the future. “The new building is designed to create a sense of pride, to reflect the relevance of the association, to promote growth and to honor the traditions that have brought us to where we are today,” he said. “Those elements are balanced and reflected in the architecture of the
building itself. It’s modern but not pretentious. I believe it mirrors the culture of the association and its members.” Garrison is a second-generation licensed underground utility contractor. His father, James Garrison, founded Miranda Contracting in 1998. Josh Garrison has been at the company for 14 years. He was trained to run the managerial side of the construction company, while his father runs the field. “NEFBA is something we are proud of and we certainly do want our name on that glass wall, to be with our friends and remember the fun of building a new headquarters together,” Garrison said. He found time during the recent recession to complete a global master of business administration degree at the University of North Florida. After that, Garrison joined NEFBA in 2014 and sought as much involvement as possible. Miranda Contracting specializes in full horizontal site and utility construction for new single-family developments. The company provides the following service to its customers: clearing and grubbing; excavation and site balancing; water utilities (licensed ClassV Fire-Main Contractor); sanitary utilities; lift stations; paving and drainage; detention and retention ponds; erosion control (licensed National Pollutant Discharge Elimination System inspectors); seal-coating; striping and signage; fencing and landscaping; utility and roadway rehabilitation; and, parking lot rehabilitation.

Irma and other dangers After the hurricane is long gone, not everyone has forgotten it. BY NEFBA STAFF
If you remember Hurricane Irma as a close call, consider yourself fortunate. For other homeowners in Northeast Florida, Irma remains a disaster of the present. Those still experiencing the aftermath of Irma are typically low-income homeowners with no flood insurance. Many remain displaced, while others have been forced to sell the family home. There also is a third group, those who continue to live in these flooded homes even though the homes have not been remediated. As the only nonprofit construction company in the area, Builders Care is heavily involved with the Northeast Florida Long-Term Recovery Organization (NEFLTRO). Builders Care is uniquely qualified to oversee long-term recovery construction. “Our involvement with the construction committee has given us an opportunity to see the extent of the need and to help find the resources needed to address them,” said Builders Care Executive Director Justin Brown. “It is very helpful that organizations
are eager to partner with Builders Care to help those yet to recover from 2017’s active and destructive hurricane season.” The First Coast Relief Fund, established by United Way to help Hurricane Irma victims, gave Builders Care a $100,000 grant for emergency roofing repair. “As of May 23, because of this incredible grant from United Way, Builders Care has been able to repair 63 leaking roofs,” Brown said. “This is incredible. I cannot thank Jacksonville’s United Way enough for coming up with roof repair funding. By comparison, Builders Care was able to repair 42 leaking roofs in 2017, which was more than the 37 roofs we were able to repair in 2016.” Anyone who has lived with a roof leak understands the persistent fear that the roof will fall and the stress of not being able to stop it. “We are now in the 2018 hurricane season,” Brown said. “That is a reminder that many of our citizens live in constant fear of rain — not to mention violent weather like hurricanes and tornados — in Florida. For someone living
on Social Security, a $1,500 roof repair is almost insurmountable. Without repair, the damage simply gets worse and that means far more expensive to repair.” Thanks to NEFLTRO, Builders Care received a grant from Volunteer Florida, providing funding to hire a full-time construction manager and purchase construction materials for putting homes back together. Longtime friend of the community and local partner HabiJax also approached Builders Care with a funding opportunity. Through an established memorandum of understanding, HabiJax is providing funds for Builders Care to put Hurricane Irma victims back into safe, sanitary homes. “With much help from the community, Builders Care is prepared for the disaster recovery needs,” Brown said. “These funding sources are an incredible blessing, but we can’t forget there are many in need who were not victims of Irma. Builders Care is one of the city’s few remaining sources of help for those in need of a wheelchair ramp. That’s why we look to NEFBA members, now more than

NEFBA’s Government Affairs Committee meeting is 8:30 a.m., June 28, at the NEFBA offices. A proposed road bill (2018-271) introduced by Jacksonville City Councilmember Danny Becton would increase the minimum width of residential roads, require two layers of pavement and require existing commercial property to connect to adjacent properties. The legislation will be heard in LUZ and TEU. The C&D Permit surcharge under consideration by the city of Jacksonville would create a construction debris permit sur-
charge. City Councilmember Bill Gulliford requested the city move away from a host fee and adopt another payment collection approach to generate revenue from construction debris produced in Duval County that is hauled to out-of-county dumps and recycling facilities. The committee had previously recommended a franchise fee on waste haulers, but at the request of the council president, reconvened to discuss other funding alternatives. The surcharge could be between 11 percent to 52 percent, depending on host fee.
CLAY Reduced lot sizes are the result of the city of Green Cove Springs’ vote to accept the land use interpretation that a property
containing multiple lots can be returned to 50-foot “lots of record” and have homes that conform
St. Johns County’s online building application system has been enhanced. The St. Johns County Growth Management Office announced enhancements to its webbased application tracking system. The office now accepts applications online and
has enhanced features including response to comments and application tracking. The goal is to create a more efficient communication with applicants, faster permitting and higher quality customer service.
NASSAU The Amelia Island Tree Ordinance was drafted upon completion of the Amelia Island Tree Protection Working Group’s factfinding session, and it modifies sections 37.02, 37.05, and Article 32 of the Land Development Code. Proposed changes to development regulations would apply only to the unincorporated areas of Amelia Island. The change would define a protected tree as any healthy, noninvasive tree
5 inches in diameter. The new ordnance also would create additional requirements for the removal of protected trees and set increased replacement requirements in new developments. If the ordinance is approved, property owners must comply with the new requirements and maintain documentation including associated photos and paperwork.

Members of the homebuilding industry are as generous and compassionate as they are hard-working, and that is saying a lot. Because of the nature of the economic cycles that strongly influence the homebuilding industry, we are well aware of the fickle, fragile financial world we live in. Many of our members have climbed the ladder of hard work out of tough financial circumstances, and we know all too well that, but for the grace of God, we, too, could be in a dire situation. Our desire to lend a helping hand to those in need led to the founding of Builders Care, an independent 501(c)(3) charitable, notfor-profit contracting company. Builders Care was founded in 2001, and it continues to leverage cash donations, donated materials and volunteer workers to make emer-

gency repairs to homes of individuals who cannot afford to pay for the repairs themselves. Justin Brown, the executive director of Builders Care, understands deeply the importance of Builders Care’s mission. “If you’re living on $800 a month, a $1,500 roof repair is completely out of reach,” Brown said. “That’s where we can step in and make sure their house remains their home.” Builders Care is not NEFBA’s only community service outreach. Several of our specialty councils offer their own charitable programs. The Clay Builders Council has provided funding for Christmas food baskets in Clay County for 30 years. The Sales & Marketing Council operates SMC Cares, which donates to various charities throughout the year. And, SMC makes a major contribution annually to Daniel Kids to support its mission of “improving the lives of children.” Builders and associates in the industry are generous, caring people. We work hard every day to help provide housing and comfort. Shelter is a basic necessity of life, and certainly a major factor for basic human dignity. NEFBA is proud to promote the construction of beautiful, new homes and communities. We are equally (if not more) proud to support the repair, restoration or improvements to homes for the safety and comfort of the home’s residents. Thank you to the many members who help us fulfill this critical mission.
