First Coast builders got a bigger pep talk than they expected from University of North Florida head basketball Coach Matt Driscoll at the Northeast Florida Builders Association Sales & Marketing Council breakfast in June. Rather than taking to the podium and using the microphone, Driscoll, clad in an Ospreys basketball T-shirt, jumped right into the crowd of about 75 people sitting at tables in the UNF University Center meeting room. His speech resembled a rally and a sermon. “We’re not good listeners anymore,” Driscoll said in his best coaching holler. “The more we come back to that and understand that and really get a feel for what that means, with that, we can make a difference in people’s lives.” Driscoll, NCAA Atlantic Sun Conference Coach of the Year for 2014-15, offered his criteria for success. Ultimately, Driscoll said, controlling hubris and arrogance is a key to advancing careers — and as a person. “Ask how you can be there for someone who needs you. And because of that, you become suc-

cessful. Because of that, you win championships. Because of that, whatever it is that you determine in your profession that makes you successful, it’s that simple thing of being humble. I came here not to be served, but to serve. That’s what it means,” Driscoll said while pacing back and forth. Driscoll, who led the Ospreys
to the NCAA tournament in 2015 for the first time, said those elements are not limited to sports, but universal to professions and life in general. He said those elements can apply to any team in a company, any worker in a business and any setting where people are dependent on others working toward a

goal that’s greater than the individual. The crowd of mostly builders reacted to Driscoll’s energy with laughter and applause. After the speech, Andrea Brown, a sales representative for Providence Homes, acknowledged she wasn’t sure what to expect from Driscoll.
“I was in the locker room,” Brown said with a chuckle. “It definitely got your heart beat going. But it hit home with everything.” Brown admitted she initially was skeptical about the link between a basketball coach and a specific business group such as the builders association. “I was like, ‘What is a basketball coach going to talk about?’” Brown said. “But if you think about it, if you don’t have marketing, you don’t have fans.” Bill Garrison, Northeast Florida Builders Association executive officer, said Driscoll is skilled in branding, as most coaches have to be in the NCAA. “It’s that energy and enthusiasm that he brings that pumps everybody up a little bit,” Garrison said. “That’s the basketball coach in him,” he said. “The audience is like his players. You could almost see in him that he’d have that same sort of speech in his locker room or out on the court with his guys. We love that. That’s him being authentic.” After the speech, Driscoll acknowledged marketing has become part of his character and responsibility as a college basketball coach. “The older that I’ve gotten and the more that I’ve gotten into it, especially as a head coach, it’s amazing how branding, it’s amazing how making sure your product is out there (that helps)… not getting stuck in that old-school mentality, that they-know-whoI-am mentality,” Driscoll said.

In the Northside, Pulte purchased 30 acres for 85 homesites for Cascade Point at Yellow Bluff and Starratt roads. The community is near UF Health North and River City Marketplace. THE BENEFITS OF LIVING IN ‘THE HUB OF THE WHEEL’ Residents praise the benefits of living in the urban core — but not everything’s perfect. BY MAGGIE FITZROY CONTRIBUTING WRITER
D
owntown Jacksonville resident Heather Adams loves the social advantages of living in her high-rise building overlooking the St. Johns River. Since moving to The Plaza Condominium at Berkman Plaza and Marina three years ago, she has befriended people she’s met in the elevator, in hallways and at the pool. Adams and six pals, calling themselves The Berkman Babes, get together often, including every Saturday morning when they walk to brunch at a nearby deli. They also go to Jaguars and Jumbo Shrimp games and concerts at Hemming Park — without hopping into a vehicle. “I can go a week without having to get into my car,” Adams said. “There is always something to do. It drives me crazy when people say there is nothing to do in Jacksonville. I say, ‘well, you are just not looking.’” Living in the city’s urban core has plenty of pluses, according to residents. Wiatt Bower, who has lived at Parks at the Cathedral for 12 years, likes the convenience of being able to walk or ride his bike to arts and sporting events, to museums and the library, without paying for parking. Dimitri Demopoulos, who bought a condominium at Churchwell Lofts in 2010, said his home is in “the hub of the wheel” of the Jacksonville area. When he does get in his car, it’s a short drive to bridges and highways that will take him where he wants to go. He lives a few blocks from Interstate 95; a short distance from I-10. If he wants to visit Jacksonville Beach, the Hart Bridge entrance is a block away. “It’s very nice. I have my pick of surrounding suburbs,” he said.

“They are there like an artist’s palate.” Although, he adds, Jacksonville’s Downtown still has “a long way to go,” a sentiment echoed by others. Some buildings stand empty. There is a need for more restaurants and retail. Some parks are underused; others need to be cleaned up and restored. Everyone agrees on the solution, said Jake Gordon, chief executive officer of Downtown Vision Inc., a nonprofit with the mission to build and maintain a healthy and vibrant Downtown community. “People talk to me everyday about what Downtown needs,” he said. “Downtown needs more people.” The city defines the boundaries of Downtown as I-95 to the south and west, State Street to the north, and the St. Johns River to the east, which Gordon said encompasses about 3 square miles. Downtown Vision oversees 90 blocks, or about a half square mile, in the center. There are 18 multifamily projects within Downtown, but they are spread out within the 3-mile area, and they are mostly occupied, Gordon said. The demand for living in those units is high. He said additional housing is the solution to bringing in more people. “If you build more units, people will want to rent them.”
Because of demand, he said he believes more people will move Downtown in the next decade as more housing becomes available. The challenge, he said, is the cost of construction versus the cost of rents. But progress is being made. The historic Barnett Bank Building is slated to include residential units, thanks to financial incentives from the city, which wants more people living Downtown, he said. “The city is doing right by the taxpayers,” Gordon said. Three affordable multifamily communities by Vestcor also are adding Downtown living space. The first, Lofts at LaVilla, completed in December with 130 units, is 100 percent occupied, Vestcor Marketing Manager Holly Hepler said. The second, Lofts at Monroe, is under construction and just started leasing its 108 units. The third, Lofts at Jefferson Station, will have 133 units and is expected to be completed by fall 2019. Bower, a professional urban planner, said he moved to Parks at the Cathedral because he likes urban living. But in the dozen years he has lived there, he is disappointed in the city’s lack of investments. “I would like to see more vibrancy and less vagrancy,” Bower said. “We have a serious problem with vagrants.”

Jacksonville also has a “wonderful chain of parks,” including the Emerald Necklace along Hogans Creek, which if restored and maintained “could be a game-changer,” he said. Right now, “they are not well invested. It makes it much harder to attract people.” Downtown residents are a mix of a people of all ages, races and ethnic backgrounds, said Demo-
poulos, a member of Downtown Dwellers, an organization that supports living there. “Little by little things are improving.” He just wishes at a faster pace. More people would “make it more of a neighborhood. Bring more demand for grocery stores, for retail,” Gordon said. “The people who live there now are pioneers.”

Residential real estate in short supply in urban core Downtown not a hard sell, but most of what’s available are rentals. BY CAREN BURMEISTER CONTRIBUTING WRITER
With short commutes to work, views of the St. Johns River and a leisurely walk to entertainment, Downtown can be an attractive option for homebuyers and investors. If only there were more residential real estate to go around. There are about 2,365 units in the urban core and most of them are rentals, said Guy Parola, operations manager for the Downtown Investment Authority. Of the 613 units now under construction, all are intended for rent, he said. The inventory of condos and townhomes that can be purchased account for roughly 30 percent of them. As a result, many buyers are settling into the nearby neighborhoods of Riverside, San Marco and Springfield. Downtown isn’t a hard sell, Realtors say. Many of its units have balconies or rooftop decks with sweeping views of the river
and city skyline. They also have easy access to Interstate 95 and are within walking distance to dining, the Jacksonville Jaguars stadium at TIAA Bank Field, the Florida Theatre, the TimesUnion Center for the Performing Arts or the Museum of Contemporary Art Jacksonville. Young professionals, in particular, are drawn to Downtown’s energy, walkability and convenience, said Realtor Linda Hutchins, president and owner of LMH Solutions. “All those things drive younger people to the area,” Hutchins said. “Other than the Beaches, this is where everything is happening. If that’s where you work and play, why not live there, too?” Plus, there’s a lot more business and entertainment to come. Jaguars owner Shad Khan is working on a project that includes two high-rise office buildings, a hotel and a concert venue on a parking lot next to Daily’s Place amphitheater, just west of the stadium. On the Southbank, the city approved an economic development agreement for The District, a mixed-use concept at the former JEA generating station site. The concept promotes healthy

It’s a smart move, said Hutchins, noting Jacksonville’s growing interest in health and wellness. “The new YMCA is just packed with people” she said, referring to the Winston Family YMCA in Riverside. “That’s why The District will be a game-changer. It will just ripple out into the surrounding area. Even the announcement will have an immediate effect.” It’s also good news for Springfield residents, said Crissie Cudd, a Realtor at Southern Moss Realty in Springfield. “Everything that enhances Downtown, enhances Springfield,” Cudd said. “Springfield used to be desirable because it was inexpensive. Now, buyers are saying they want to be a part of this.” The urban core also appeals to

buyers seeking neighborhoods with historic charm. The mix of architectural styles and floor plans, and the close relationships residents form with neighborhood pubs, stores and churches create a sense of place, said Realtor Jon Singleton. “There’s a core group of families that are really interested in these historic community homes,” said Singleton, who lives in San Marco. “There’s something really nice about walking into the coffee shop and they know who you are. The kicker is roots. Folks who move into historic neighborhoods put down roots.” Cudd, who lives in Springfield, agrees. “We came for the house and stayed for the people,” she said. Safety can be a challenge in selling real estate in the urban core, Hutchins said, especially because of its walkability.
But Cudd said that’s changing, at least in Springfield. “In the past, Springfield had a rough-and-tumble reputation,” Cudd said. “But that has changed so much in the last decade, even more so now that we’ve come out of the recession. That’s a thing of the past.” By far, the biggest challenge to selling Downtown real estate is inventory, an issue that affects all of Jacksonville and is driving up prices. Median sales prices in the Downtown/Springfield area rose nearly 40 percent in 2017, according Northeast Florida Association of Realtors’ annual report. Downtown prices range from $68,000 for a small studio condo to $1.4 million for a four-bedroom luxury condo with amenities such as fitness centers, libraries, business centers, coffee shops and cafes.

Apartments to boost Downtown population Vestcor’s three communities may be the catalyst for an upturn in residential development. BY DREW DIXON CONTRIBUTING WRITER
New apartment communities are popping up Downtown and in the surrounding neighborhoods, but it’s what’s coming next that has officials optimistic. Aundra Wallace, CEO of the Downtown Investment Authority, said if there’s a harbinger of things to come, it’s the Lofts at LaVilla east of the Prime F. Osborn III Convention Center. The apartment complex was fully leased before the 130 units opened in December. “A t this period of time in 2018, in this real estate cycle, Jacksonville’s Downtown has great momentum. Wallace And we need to continue that momentum,” Wallace said in a June interview. Wallace said the LaVilla complex, and others similar to it that are under construction or in the planning stages, will drive the urban core’s residential population to the DIA’s goal of 10,000 residents. That population would maximize business and entertainment amenities and provide a substantial tax and economic growth return. To get there, Wallace said the urban core will need to see about 385 new residential units developed each year over the next few years. “That’s the path that we’re on. We’re getting close to just that, but it’s about 300 (per year) right now,” Wallace said. The Vestcor Companies is a developer adding more residential units Downtown. blocks north at the Lofts at Monroe apartments expected to open in November. Vestcor also is building a third 133-unit apartment complex. The Lofts at Jefferson, east of the LaVilla complex, will likely open in fall 2019. “We saw a large, unmet demand in Downtown,” said Steve Moore, president of Vestcor. Moore said Vestcor was encouraged by the development of 220 Riverside in the Brooklyn neighborhood along Riverside Avenue. After the success of that community, Moore said Vestcor believed it was time to dive into the core of the city. He added the company sees itself as leading the way toward more development within the DIA’s roughly 3-square-mile boundaries. “We certainly hope long-term that we’re the catalyst to see other development in the LaVilla area, whether it’s residential or commercial. We see ourselves in the Downtown area long-term,” Moore said. He said the company would like
to develop more projects Downtown, but they haven’t reached the conceptual stage. “We’re looking anywhere in that Downtown and Brooklyn area for future deals,” Moore said. “We’ll make sure we deliver what we have out there. We’re big believers in Downtown.” Jake Gordon, CEO of the nonprofit Downtown Vision Inc., said Vestcor’s development may provide the catalyst on the final upturn of residential development in Jacksonville’s urban core. “Vestcor, they are very good at what they do. They’re a housing developer … they are very good at judging the market and who’s going to rent their places. The private sector doesn’t want to put money in and not have things being rented,” Gordon said. “When you see an uptick in private development interests, that’s very valuable. They believe that people will rent or buy residences in Downtown,” he said. Whether it’s Vestcor’s influence or not, Wallace said there will be an influx of new residential
development in the coming years. Wallace listed what’s been accomplished, including the 220 Riverside and Brooklyn Riverside Apartments. He then pointed to new developments being built or planned including: n The Barnett, with 108 units expected to be completed by 2019. n The Lofts at Monroe. n The Lofts at Jefferson. n The Broadstone apartments with 264 units on the Southbank. n The San Marco Apartments on Home Street with another 147 units. n A complex with a planned 300 units in the 800 block of Prudential Drive. n Brooklyn Vista, which is planned to add 300 units in the Riverside Avenue area. n The approval of the 200 Riverside apartment complex. n Recent city approval of the mixed-use development The District on the Southbank at the site of the former JEA generating station which will add 950 residences.
Wallace said he sees Jacksonville as catching up in urban residential building. “This real estate cycle started roughly about 2010 across the country,” after 2008 and 2009 when many cities were trying to decide how to proceed in the wake of the Great Recession. But Jacksonville, despite its momentum, is lagging behind other cities that already are experiencing an urban renaissance, such as Charlotte, North Carolina, Miami and New York. “Some cities have been having great upward trajectory in terms of development since 2010. We, on the other hand, started our trajectory, started our development roughly about 2013. We’re roughly three years behind the full cycle of what other cities have been doing,” Wallace said. Gordon said it might be uncertain as to how long Downtown can maintain its residential development momentum, but the uptick is undeniable. The number of people living Downtown has nearly quadrupled since 2000, Gordon said. That’s when there were 1,816 people living Downtown. That jumped to about 3,970 in 2010 and now 4,450 people. That number will increase substantially in the near future with the Vestcor projects and others also coming online. “We’re exceeding expectations relative to the DIA plan that they did about four years ago. But we were behind and there was no building for about three years,” Gordon said. Wallace said the goal of 10,000 residents in the city’s core appears to be realistic. “They (developers) want to get their returns quick. They look to place their money in cities like Miami, New York, Atlanta and Charlotte, etc. They’re going to get in and get out, whereas Jacksonville is a much more patient market,” Wallace said. “I would say if the economy holds up, achieving the goals are quite attainable. But we’re not there yet,” Wallace said.

Success celebrated, future work anticipated Program helps boost homeownership in city BY NEFBA STAFF
On June 13, representatives of Wells Fargo Co. and Builders Care convened a group from their organizations, city officials and other interested parties to announce the completion of a two-year project to boost home ownership, the Wells Fargo NeighborhoodLIFT program. In 2016, Wells Fargo, NeighborWorks America and Housing Partnership, Inc. announced that Wells Fargo was committing $5 million to extend the program, which started in 2012. The program created 328 new homeowners in Jacksonville in 2012. The 2016 expansion helped create 450 additional homeowners by offering education and down payment assistance. As part of the initiative, Wells Fargo awarded Builders Care a $50,000 grant for repairs on four Jacksonville homes. “Homeownership is part of the American Dream for many
individuals and families in the Jacksonville area,” Jacksonville Mayor Lenny Curry said. “The availability of matching down-payment assistance grants and other counseling services through the NeighborhoodLIFT program is a huge win for our city and truly meets a growing need to building sustainable communities,” he said. Another purpose of the meeting was to kick off a volunteer activity, with about 30 Wells Fargo volunteers working to rehabilitate two homes on the Westside. “We have been able to accomplish so much more with the grant from Wells Fargo,” said Justin Brown, Builders Care director. “Much of our work involves installing wheelchair ramps, repairing leaking roofs, repairing new bathroom and kitchen fixtures. We are very grateful to Wells Fargo, and we look forward to working with them again in the future.” SEE BUILDERS CARE, PAGE 14

Dear members, We spent a good deal of time and effort during the month of May recruiting new members. Because the results were tabulated and celebrated late in that month, we were not able to brag much until now. I am proud and pleased to tell you that for the third year in a row, NEFBA members have recruited more than 100 new members during its membership drives. This is remarkable and unheard of around the country. The involvement, the importance, and commitment of NEFBA is quite evident. The 2018 annual Membership Drive began May 1 and new members were welcomed to NEFBA with a party May 24 at BlackFinn AmeriPub in the St. Johns Town Center. The teams had pulled out all the stops to reach an ambitious
goal of adding 100 new members. The six teams competing for members and prizes were Remodelers Council Jumbo Shrimp; Sales & Marketing Council Hammers; St. Johns Builders Council St. Augustine Saints; Clay Builders Council Free Birds; PWB/YPG Bananas; Nassau Builders Council Pirates; and, NEFBA presidents Padres. Team winners were announced at the party. Champions were the Saints. Jumbo Shrimp were next and the Hammers placed third. Individual winners were Gene Rover, Tony Raso and Jamie Warrington. Congratulations and thank you to these winning teams and individuals and their competitive spirits. All our members are vital to our growth and success, but it’s the new members who keep NEFBA vibrant. I encourage you to continue to look for new members throughout the year. MICHELE PELHAM
Michele Pelham joined NEFBA just over a year ago, taking on the task of human resources, payroll and bookkeeping for four companies: NEFBA, Builders Care, Apprenticeship and the Charitable Foundation. Michele, who has an associate’s degree from Florida State College at Jacksonville, was ideally suited for the job in both professional and personal experience.
“My background includes work in finance, office management, member service and collections,” she said. “And, I’ve had some personal experience with the apprentice program. My husband of 23 years, Perry, is a graduate of NEFBA’s apprentice HVAC program.” Michele adapted quickly to the quick pace of the NEFBA office and her position. “There is never a dull moment with our team,” she said. “I enjoy our friendly, flexible environment. I love that we have fun while getting the work accomplished. I admire the loyalty of our membership and their commitment to the community. I feel very fortunate to have found a place in the NEFBA family.” When she’s not at work, Michele enjoys time with her husband and two daughters. Her oldest is preparing to leave for college in the fall and her
youngest is a junior in high school. She enjoys reading and enjoys any outdoor activity, especially running. “One of my greatest passions is volunteer coaching for Marathon High,” she said. “I get to spend four months a year mentoring high school students, training them to run a half marathon.” Michele’s talents and professionalism are appreciated at NEFBA, according to Executive Officer Bill Garrison. “Perhaps teaching high schoolers to run a half-marathon was Michele’s best preparation for working in the NEFBA office,” Garrison said. “Michele’s duties touch every employee in some way, and sometimes I’m sure it might seem like herding cats. Her unique talent for doing just that and keeping a positive attitude is a great help to me and an asset to the association.”
ALL IN! Update Donor: Dostie Homes Level of contribution: Benefactor ($25,000$50,000) The Dostie name is well-known in the Northeast Florida building market. Dostie Homes has built quality homes and a solid reputation in and around Jacksonville for three generations, beginning in 1958 when J. Rene Dostie moved his family from Canada to Jacksonville. Dostie’s three sons, Richard, Rene J. and David, followed him into the industry. Richard Dostie served as NEFBA president in 1988. Thirty years
later, Richard’s son, Chris, is the 2018 NEFBA president. Dostie Homes is the oldest, continuously active local builder in Northeast Florida. Chris and his brother, Richard, co-own the company today. Building homes and communities is important to the Dostie family, as is building a legacy. Membership drive winners announced The 2018 annual NEFBA Membership Drive began May 1 with an ambitious goal of adding 100 new members as members and teams of members competing to recruit the most. With six days to go to the final tally, the winners appeared to be uncatchable. The seven teams competing for members and prizes were Remodelers Council (Jumbo Shrimp), Sales & Marketing Council (Hammers), St. Johns Builders Council (St. Augustine Saints), Clay Builders Council (Free Birds), PWB/ YPG (Bananas), Nassau Builders Council (Pirates) NEFBA presidents (Padres). Team and individual winners were announced at the party. TEAM WINNERS
Team champions were the St. Augustine Saints (50.5 points), “First Loser” was the Jumbo Shrimp (29 points) and third place went to Hammers (12.5 points). In addition to bragging rights, the Saints took home a trophy and will be treated to a Jacksonville Jumbo Shrimp game with NEFBA’s president.

The individual winner was Rover, who earned 15 points (15 new members) followed by Tony Raso with 14 points (11 new members, five renewals, one affiliate) and Jamie Warrington with 9.5 points (19 affiliates). “The membership drive promotes a healthy competition between teams and individu-
als,” says NEFBA President Chris Dostie. “And, it’s a lot of hard work. I am extremely proud of our members who worked so hard to enlist new members.” At the May 24 welcome party, 86 new member companies and 52 new affiliate members (individual employees of member companies) were added to NEFBA’s membership, bringing the combined total of active members to 1,475. “New members bring in new questions, new ideas and fresh enthusiasm,” says Sean Junker, membership chair and NEFBA first vice president. “The drive isn’t over even when the applications have been processed at the national level. Government advocacy update DUVAL

NEFBA’s Government Affairs Committee meeting is 8:30 a.m., July 26 at the NEFBA offices. PUD reform is under consideration by Council members Lori Boyer, Bill Gulliford and John Crescimbeni. PUD submissions
are greater in number in Duval compared with neighboring counties. Possible changes include switching to a two-tier PUD system and more flexibility in the zoning code. No legislation has been filed.
CLAY LDR change discussions are moving forward in the Clay County Commission. County staff proposed changes to the Land Development Regulations and NEFBA provided input at the staff level. Suggested changes include requiring

Concurrency amendments have been requested by the St. Johns County Commission and staff has been directed to amend the Comprehensive Plan and Land Development Code to exempt nonresidential development from the county’s concurrency program. According to the county, the purpose of the exemption is to promote economic and business development. NEFBA is pushing commissioners to expand the exemption
to include residential. Lobbyist reform is being addressed by an ordinance that would require lobbyists to register with the county and ban contingency payments. Lobbyists would be required to log all communications with elected county officials and staff and report any communication to the county within seven days. Failure to comply could result in the loss of the ability to work in the county.
NASSAU Expired permits are being cleared from Fernandina Beach records in an effort to prevent contractors from pulling additional permits if they have more than two expired permits. The current rules
