Businesses tap into spirit of rebuilding Springfield

In early December there was an official tapping of a new craft beer at Hyperion Brewery, named in honor of a homebuilding company and fellow Springfield business, TerraWise Homes. They are two of several businesses in Springfield that have gambled on the renaissance of the neighborhood just north of Downtown. The sampling served as an example of the camaraderie between businesses and residents in that vital formula required for sustainable community rebirth. “Terra-Weisse” was introduced at a private tasting for TerraWise staff, then was the main attraction during the event for members of the NEFAR Historic Realtors Council that followed. Weisse is a cloudy, sour beer of lower alcohol content. It is a regional variation on a white beer style that originated in Northern Germany around the 16th century. TerraWise Homes dates back to 2013, Hyperion Brewing to
May 2017. What the two have in common is a commitment to the latest effort to revitalize Springfield. They are contributors to the organic momentum that by all appearances is approaching critical mass necessary to propel itself forward at an exponentially increasing pace. Founded in 1869, Springfield is Florida’s largest designated historic district. A century after it began, the urban middle class that populated Springfield began migrating toward the suburbs, leaving behind the inevitable neglect and decay. There have been efforts to revitalize the community, the most recent thwarted by the Great Recession. But visionaries such as TerraWise, which is building its line of energy-efficient and net-zero energy homes there; Southern Moss Realty; and new consumer-oriented businesses including Hyperion, Social Grounds Coffee and Crispy’s restaurant — to name a few — have served as a catalyst to attract residents and entrepreneurs alike. That the neighborhood is only a few blocks from the Downtown urban core is a positive for revitalization efforts along the banks of the river. “We have so many nice restaurants here now, we don’t have to leave Springfield to go to lunch,” says TerraWise Homes President Melody Shacter. Or for dinner. Or for coffee. Or for entertainment, such as monthly live music at Klutho Park and the annual PorchFest, a community celebration of the

front porch lifestyle. Atypical of such gentrification, though, is the widely diverse demographic nature of Springfield’s newer residents. “We have young couples or young people right out of college buying homes. We have families with young children, families with teenage children, we have retired couples,” says Shacter, who along with and husband, CEO and Chairman David Shacter, founded TerraWise in 2013. “We are seeing everything, which I think lends itself to what is really wonderful about this community. You have people of all economic levels, all kinds of backgrounds, all colors. When I look at Springfield, I really see a melting pot of the city,” she says. Contributing greatly to the influx into Springfield, according to Shacter, are the rising prices of homes in other urban
neighborhoods such as San Marco and Riverside. As they are pushed out by shrinking affordability, some who prefer an urban lifestyle are turning to Springfield as an option. Those with preconceived notions of what Springfield is, however, might be surprised by the increasing property values there. New homes built by TerraWise, for example, start in the low $200,000s. The company also is building a custom contemporary home at more than three times that price. With several lots under development, it has built, sold and is currently building some 45 homes in all. Shacter says there are plenty of empty lots available to keep TerraWise busy. Like other entrepreneurs in the neighborhood, the Shacters rolled the dice when they launched their company in 2013. TerraWise builds elsewhere,
but its business model is deeply rooted in Springfield. It began when the family attended the annual Christmas home tour there. To get started, they had to go it alone. “We came down and we were really taken by what we saw here,” Shacter says. “We started by buying four lots on Liberty Street … and went to our banker who we were with when we had Harmony Homes (which they sold to Drees Homes in 2006) and they wouldn't lend us a dime to build in Springfield even though we had a very good history with the bank. They didn’t trust what was going on in Springfield, so we just did it out of pocket. We started to build our model and sold our first house before we really broke ground,” she says. Leaders interested in the revitalization of Downtown can look a few blocks north at the organic movement in Springfield, a historic neighborhood that has the potential to make history again. “It seems like this comeback has a little more legs under it than in the past, and I think that's because it's not primarily being driven by any one thing or another,” says Shacter. “It’s multifaceted. Not only do you have housing revitalization, but you also have businesses, and that makes all the difference in the world because they are supporting one another.” It doesn’t work any other way. Strong submarkets, infill growth opportunities NEFBA president says new home development is on a “healthy pace.” BY ANDREW WARFIELD ASSOCIATE EDITOR
A quick glance at a current map of new residential subdivisions produced by thefloridahomebuyer.com reveals what people in the homebuilding and real estate industries intuitively know: St. Johns and southern Duval counties dominate the new home market. Of the 41 new subdivisions listed, 35 are south of Butler Boulevard and east of the St. Johns River, 27 of those in St. Johns County. Four developments are shown in Clay County and two more in Nassau County. Not all developments are included — Nassau’s Wildlight is an example — but the map provides a not only clear indication of where new development is focused, but also where it likely is headed next, according to Chris Dostie, president of Dostie Homes and 2018 president of the Northeast Florida Builders Association. “I think what it tells us is we are going to start seeing submarkets in our area start to grow,” said Dostie. “There is no question that Clay County and Nassau County and Northwest Jacksonville present some great opportunities for further growth. It’s natural for all those places to grow, but I cer-

tainly think Clay with the construction of First Coast Expressway is about to really get started. And Nassau, with Wildlight getting going, is going to be a real eye-opener for the residential market up there. “I don’t see St. Johns slowing down, but I see other markets starting to grow.” Beyond the suburban master planned communities, Dostie expects new construction to move toward the city center in the form of boutique and infill projects. For example, national homebuilder KB Home announced last month the 109-home Price
Park to be built on three parcels it assembled in Mandarin near Hood Road South and Lourcey Road. “We’ll always have residential subdivisions with amenity centers. That’s never going away,” Dostie said. “But there will be redevelopment in existing areas, and we will play a role in that.” Dostie said NEFBA should play a role in the redevelopment of Downtown neighborhoods as well. He sees a renewed interest in living Downtown not only as projects such as The District on the Southbank and The Shipyards on the Northbank continue to be

discussed, but also in renewal efforts taking place in Springfield and LaVilla. “How is NEFBA going to be involved in the regeneration of Downtown Jacksonville? I don’t know today, but I think this year we have to start to broaden our outlook a little and identify parts of the market where we are not in today and start to position ourselves to be a force and a factor in those areas,” Dostie said. All of which contributes to what he calls a “healthy balance” between supply and demand, even as home prices are approaching pre-recession levels.
“Prices are creeping up, but when when you look at the number of permits pulled, we’re not at those prior levels,” Dostie said. “I think you would be hardpressed to find someone to tell you we were at a healthy number (of construction permits) back then, and obviously we weren’t. We’re at a good pace now and I don’t think it grows exponentially, but I think it continues to grow,” he said. That growth, though, will continue to challenge homebuilders as they struggle with the limited field of subcontractors while the strained supply of manpower becomes even more diminished as recovery work from last summer’s hurricanes continues. “Obviously we’re still uncovering some of the challenges that hurricanes Irma and Matthew had on our area and on the supplies here as well as the Houston area,” Dostie said. “What does that look like in the coming year? Can builders get the homes built with the limited resources? For NEFBA, it’s working to educate our membership on what’s going on in the supply chain-related businesses. We have some fantastic members on that side of the industry, so we will lean on them to come in and provide some information to understand what the bottlenecks are, and how to plan for it,” he said. struction market as a whole. “I anticipate this year to be similar to last year industrywide,” Nelson said. “We will have growth, but it will be steady growth.”

Co n t i n u e d e m p l oy m e n t growth, consistent migration from out of state and an optimistic national and local economic outlook are factors local professionals say will bring gradual growth in inventory and prices in the Northeast Florida housing market this year. Relocating and expanding industries are creating jobs necessary to maintain an unemployment rate less than 4 percent, enough to absorb new residents taking advantage of the Northeast Florida lifestyle. Inventory of existing housing stock, however, remains tight as demand continues to strain supply. The October Multiple Listing Service report provided by the Northeast Florida Association of Realtors showed inventory down 23.3 percent, or 3.3 percent, from the previous month, contributing to a 10.8 percent increase in the median price to $205,000. Interest rates have held steady at just below 3.9 percent on a 30-year fixed mortgage, keeping buyers in the market. “Although inventory levels are low in many markets, there has largely been enough listing and building activity, or at least conversation about future activity, to maintain a positive attitude about the prospects of buying or selling a home,” the report reads. “Low affordability has started to become a recent topic of conversation and is worth watching. But with a healthy economy, level of demand and national unemployment rate, sellers are going to continue to see strong prices for their homes.” Christy Budnick, executive vice president and broker for Berkshire Hathaway HomeServices, expects those trends to continue deep into 2018. “One of the things we have been looking at is the market (in 2017)

has been relatively flat over the previous year,” Budnick said. “However, in the broad spectrum we consider that a positive because there have been areas throughout Florida where the upper-end market has cooled off dramatically. We’re not seeing that locally and we expect much of the same this year, she said. She said she doesn’t expect a large rise in the sale of units, but she does expect a continued increase in the average sales price. Budnick expects a continued shortage in lower-priced housing. The hottest market segment, she said, will continue to be homes priced between $250,000 and $500,000. “Anything under $500,000 is moving quickly if priced well and positioned properly,” Budnick said. “Trying to find anything under $200,000 is very difficult, so days on the market when any of those becomes available are negligible. They sell within hours,” she said. NEW CONSTRUCTION
Mattamy Homes Jacksonville Division President Cliff Nelson agreed that the under $250,000 market is tight because of land prices, impact fees and infrastructure costs. The margins do not exist for low-cost, single-family new construction, a condition, he said,
that will persist in 2018. “St. Johns County is working on some new impact fee structures … and the biggest challenge we have and will continue to have in new construction is how do we balance these increased development costs in order to provide the county what it needs for infrastructure with affordability for the costumer,” Nelson said. “It’s a tough balancing act because not everyone understands that while the fees are necessary, when it impacts your pocketbook it makes that choice harder to make when signing a new home contract,” he said. Rising costs also discourage homebuilders from providing more speculative inventory. Also, new construction customers want to be involved in the process from the outset, he said. “While a portion of our business is selling spec homes, builders putting more spec homes on the market won’t make the market any healthier because there is still a finite number of buyers who are looking for that home with a short fuse to move into and not be involved in the whole process,” Nelson said. Nelson said he expected Mattamy to have 500 local housing starts by the end of 2017 and perhaps a modest growth in that number in 2018, adding that is reflective of the region’s new con-
Another factor leading to tight inventory is the reticence of homeowners who would like to move within the market, but find the selection limited. The result is that they decide against listing their own homes, compounding the shortage. Budnick said new construction in new large communities coming online, particularly in St. Johns County, will only partially address the problem. “There are a few communities that are going to help,” said Budnick. “The biggest area where we find the lack of inventory is the $250,000 home and under. It gets very frustrating for a buyer who will make offer after offer only to be beaten out in a multiple-offer scenario. New construction will speak to that, but the majority of those homes are at $250,000 or more.” Limited options mean prospective clients who would like to move within the region either cannot or choose not to do so. “There are many prospective sellers who would like to move but don’t want to put their home on the market for fear of it selling too quickly because they don’t know where they are going to go,” Budnick said. She said many are starting to look at their current home to do some upgrades and renovations. “We are seeing an increasing number of homeowners who would consider selling, but are staying put,” she said.
SLOW AND STEADY
Homebuilders and real estate agents cast a wary eye toward explosive growth similar to the early 2000s. The bursting of the housing bubble leading to the Great Recession and the decimation of their respective industries is never far from their minds. But the steady economic growth, albeit sluggish by previous post-recession standards, is
a cause for continued optimism. “Building has not kept up with demand, which is why prices have been rising,” said Sean Snaith, director of the Institute for Economic Competitiveness at the University of Central Florida, at November’s meeting of CREW Jacksonville. “It’s not another bubble for two reasons: inventory has been low and what we don't have that we had in 2005 is easy financing. Back then you could get a halfmillion dollar mortgage with a pulse and a pencil to fill out an application,” he said. The pendulum has swung the other direction, Snaith said. “This is not easy money you can use to speculate and flip like you could in 2005.” Both Snaith and JAXUSA President Jerry Mallot, who spoke at November’s Northeast Florida Builders Association Sales and Marketing Council breakfast, agree the current economic recovery could last into the next decade. “We are at a real important period,” Mallot told the homebuilders group. “We always worry. I’m hearing more and more economists say we never really fully got out of the last recession and we may have three or four years before we have to have another one, and that’s got to be music to your ears. We may be able to extend this period of expansion and growth a lot longer than we have done before.” All of which points to the steady, healthy growth in home prices and new construction volume Budnick and Nelson project for 2018. “The market is going to remain strong, that's our forecast,” Budnick said. “We are not forecasting a steep increase in units, but we are expecting about a five percent increase in average sales price. “While we appreciate a strong market, we don’t want the high highs and the low lows. Jack Hogan is learning complex building physics on the job, performing load calculations to find the best heating and air conditioning system based on a home’s orientation, insulation, windows and size. A student in the Northeast Florida Builders Association’s Apprenticeship Program, Hogan said he looks forward to a career with job security because air conditioning services always will be in demand in Florida. “I tried college, but it wasn’t for me,” said Hogan, 25. “I knew I wanted to get into a trade.” The training program of the Northeast Florida Builders Association offers a sound solution to a critical shortage of skilled labor in Jacksonville’s construction industry, according to leaders in education and the building trades. It’s one of two nonunion trade associations with construction apprenticeships in Florida, and one of fewer than two dozen across the country. “Apprenticeship is one of the best-kept secrets,” said Christina Thomas, NEFBA apprenticeship director and a former career counselor. “College is not the only pathway. We’re a good option with pay increases and graduation with no debt. You get to physically do what you’ll be doing,” she said. Designed to strengthen the labor force and connect people with work, the program provides real economic benefits, said Curt Kinder, Hogan’s instructor and employer as owner of Greener Solutions Air Conditioning Services. Kinder said not long ago he had to post an ad on Craigslist to find help. “There’s a labor shortage,” he said. “The contracting community has a shortage of good, reliable staff. We’ve seen it all over the nation.” As the housing market gradually recovered from the recession over the past decade, many construction tradesmen left the field to find work elsewhere. Kinder and Thomas also attribute the shortage to an aging workforce and a culture that pro-
motes college-related careers. As a result, contractors have struggled to meet the demand for homes, and project delays are common. NEFBA’s four-year training program requires 8,000 work hours and 700 hours of classroom instruction at no cost to the apprentice. It encompasses four building trades: carpentry; heating, ventilation and air conditioning technicians; electricians; and plumbers. Some 1,700 students have moved through the program since its first graduating class in 1976, Thomas said. Currently, 160 employers participate. Regulated by the Florida Department of Education, employers pay NEFBA $425 per apprentice per year to help cover the cost of 19 instructors and administrative expenses. Larger companies may have as many as 20 apprentices in the program at one time. The apprenticeship weeds out candidates who are not ideally suited for the work or lack a mechanical aptitude, Kinder said. “You work the trade under a master. The outcome is night and day, a completely different experience.” The program requires a significant commitment by the employers, who in addition to the NEFBA fee also must pay the apprentice. Compensation starts at 50 percent of the established wage for the position, then increases by 5 percent every six months. Apprentices typically make $11 an hour to start, Thomas said, and by graduation earn about 85 percent of full pay. “By comparison, we keep the investment cost for the apprenticeship pretty low,” she said. Hogan, who has been working at a 1,700-square-foot home under construction in northern St. Johns County, is nearing the end of his first year in the program. “They’ve been teaching me a lot,” he said. Kinder said he’s learning, too. While two of his apprentices have left the program over the years, two are still enrolled. While it can be challenging, he’s become convinced it’s a good fit for his company. “I’m learning as I go,” Kinder said. “There’s more to it than I would have thought. But I absolutely recommend it, both tactically for your own business and strategically for us all.”

NEFBA’S NEW PRESIDENT CARRIES ON FAMILY LEGACY Three decades after his father, Chris Dostie guiding path of organization. BY ANDREW WARFIELD ASSOCIATE EDITOR

t was 60 years ago when J. Rene Dostie packed up his family and moved from Welland, Ontario, Canada to Jacksonville in pursuit of homebuilding dreams and warmer weather. Ever since, the Dostie name has maintained a consistent presence in Northeast Florida as the legacy has reached its third generation. This month, Chris Dostie, president of Dostie Homes, becomes the first second-generation president of the Northeast Florida Builders Association, following in the footsteps of his father, Richard, who led the organization 30 years ago. Such a legacy fits into the theme of his tenure as president of the state’s largest homebuilders association and the fifth largest in the nation, a theme that dovetails with that of immediate past president Lee Arsenault’s “One NEFBA.” “‘NEFBA Tomorrow’ is sort of the theme,” said Dostie. “What do we look like going forward? Who is being groomed as the next legacy member to step into leadership?There are plenty of people out there whose family members have been involved.” More than family legacy, Dostie intends to focus his year on industry legacy, preparing future generations of skilled tradespeople necessary to sustain an industry that is experiencing a shortage. “Not enough people know about our Apprenticeship Program, which is a serious source of both pride and mission that NEFBA has,” Dostie said. “We have a lack of skilled, qualified plumbers, carpenters, HVAC mechanics and more,” he said. “You can complain about it all the time or you can do something about it. Years ago, NEFBA started the Apprenticeship Program because we wanted to be doers, and not complainers, engaged in trying to train up a skilled, qualified workforce.”

FAMILY LEGACY
The Dostie homebuilding history in Northeast Florida dates to 1958 when J. Rene Dostie and his wife, Doris, came to visit relatives who lived in the Starke area. A builder in Canada, Dostie was told the growing Jacksonville area might be a prime market for new homes. On their trip back home, the couple had to spend the night in their car near Buffalo, New York, stuck in a snowstorm. “As the story goes they got out
the next morning, drove home, packed the kids and the house, took a chance and moved to Jacksonville and, with what little bit they had, started a small homebuilding company and it grew from there,” Chris Dostie said. Homebuilding became a family business as sons Richard, David and Rene worked with their father in various disciplines of residential development in the early to mid-1980s. Eventually, all branched out on their own, Rene into land and lot development and David into civil
contracting. Collectively, they developed a few neighborhoods, from raw land to rooftops. Richard Dostie stayed in home construction as his sons — Chris and older brother Rick — joined him in the business. When Richard Dostie sold the company to Toll Brothers in 2003, Chris and Rick opted to start their own business. Because of noncompete provisions, they individually built homes elsewhere until and through the Great Recession.
“We joined forces again coming out of the downturn and began building houses here when people were buying again,” said Dostie. Together, the brothers still operate Dostie Homes. “This is the 60th year with the Dostie name associated with homebuilding,” he said. A BIG YEAR

Palatka Realtor to lead NEFAR Ben Bates Jr. prompted Putnam County group to the association nearly 20 years ago. This year, he’s the president. BY CAREN BURMEISTER CONTRIBUTING WRITER
About two decades ago, Palatka Realtor Ben Bates Jr. persuaded the Putnam County Association of Realtors to join the Northeast Florida Association of Realtors. In 2018, he will serve as president of NEFAR, leading the organization through a year of challenges that include continued low inventory, higher interest rates and the as-yet-unknown impact of the new federal tax law on real estate sales. Bates, 72, is president of Coldwell Banker Commercial in Palatka, with four decades of experience in the real estate industry. On Jan. 18, he will be sworn in as NEFAR president. The association includes more than 8,000 members who represent all or part of Duval, St. Johns, Clay, Nassau, Baker and Putnam counties. “I consider it a very big honor to have been chosen by my peers at NEFAR,” Bates said of his election as president. Bates previously served as president of the Putnam County Association of Realtors. He has also served on NEFAR’s board of directors and chaired its budget and finance committee. In addition to leading his real estate firm, Bates is president of Bates Hewett & Floyd Risk and Insurance and he owns a share of two auto dealerships in Starke and Palatka. That makes for a busy schedule, but Bates said he does not need much sleep. “I just enjoy the challenges and opportunities that life brings,” he said. The theme for Bates’ tenure at the helm of NEFAR is “Moving Forward Together,” with an emphasis on accountability, fairness and transparency to its members and the public. He brings not only experience in real estate, but also in economic development. As chairman of
the Putnam County Chamber of Commerce’s economic development arm, he has been involved in expanding jobs and the county’s tax base, efforts that have led to multimillion-dollar investments from Georgia-Pacific and Seminole Electric. TAX CHANGES AND INVENTORY
Bates identified NEFAR’s greatest challenges in 2018 as continued low inventory and the impact of the new federal tax law on local Realtors. The National Association of Realtors lobbied successfully to preserve capital gains rules on home sales. The new bill also provides a pass-through deduction, a tax savings that favors corporations and commercial real estate investors. However, NAR opposed the bill’s changes to the standard personal tax deduction, doubling it to $12,000 for single filers, $24,000 for those filing jointly. The orgranization fears that deduction increase would be sufficient to negatively influence the pursuit of homeownership as a tax shelter with the mortgage deduction. In addition, the revised tax code caps deductions for state and local property taxes, limiting them to $10,000. It also lowers the threshold for interest deductions for first and second homes to $750,000, down from $1 million. NEFAR, which supports the national association’s position on the new law, must place an emphasis on educating its members and the public regarding its impact on the real estate industry, Bates said. “Once we learn the pros and cons, we’ll have to see how we can make it work for our members,” Bates said. “Let’s find out how we can make it a win-win.” NEFAR also will work to improve the availability of inventory in 2018, Bates said. secure the future of the 70-plus year organization through legacy membership and leadership, Dostie’s goals include continued strengthening of the Apprenticeship Program and further positioning its charitable arm, Builders Care, to provide more services to those in need. He also will preside over the construction and opening of NEFBA’s new headquarters on Southpoint Parkway, a project with which he has been deeply involved. “NEFBA is going to have an amazing year and I couldn't be more proud to serve as president during 2018,” Dostie said. “We’re going to move into our new headquarters hopefully about mid-year and it's such a point of pride for us because for the first time we will have our own space that we built that was thought through by the NEFBA staff and key leadership to determine how could we really best serve the membership and the greater Northeast Florida area,” he said. Dostie said moving into the Southpoint area is more relevant today. “When the move was made to the Arlington area where our current location is, it made a lot of sense. That's where a lot of the development was at the time. The new location is so centrally located to our market and it will bring a lot of exposure to NEFBA from surrounding businesses,” he said. The new headquarters also will allow NEFBA to house all its ser-

vices under one roof. Currently, the Apprenticeship Program is in different leased space. The auditorium area at the existing headquarters also is not adequate. The Apprenticeship Program — which provides four years of training in trades paid for by employers while also providing the students with jobs and a paycheck — is a priority.
“The growth we have recently experienced there has been fantastic,” Dostie said. “One of our challenges this year is to continue to position our Apprenticeship Program for the future to offer the very best education opportunity for kids coming out of high school or people who have been in industry and want to make a full career in one of these particular trades,” he said.
Dostie asks where else can someone get a four-year degree at at the same times to employed and working in the trade. “How do we further position our program for really solid growth and give them the kind of space they need to really offer a top flight educational opportunity. I'm excited about that. It's going to be a central focus of our year.” Also an advocacy group for the industry, 2018 represents an important year with gubernatorial, state and national legislative, and local elections. “If there was one positive that came out of the collapse several years ago, the whole economy realized the value of the construction industry and the housing industry, especially with how many other industries that touches,” Dostie said. “When the housing industry collapsed, the ripple effects it had on businesses that people probably had no idea would be impacted gave a new perspective,” he said. Dostie days its “rare now when we sit down with a politician and they are anti-new construction and the housing industry.” BUILDERS WHO CARE
The four pillars of NEFBA are advocacy, apprenticeship, networking and charity. Dostie said the fourth pillar is enjoying its most sound financial footing, positioning Builders Care to better address need and raise its public profile to attract greater involvement outside the construction industry. Providence Homes’ “Home for
the Heart” provided more than $100,000 for Builders Care, and the organization also has qualified for grants. “Builders Care now has solid, stable backing to pursue the kind of jobs they want to pursue,” Dostie said. “We want to be fixing grandma's wheelchair ramp and we want to be repairing or putting a new roof on a veteran's house who can’t do it himself anymore. It was tough for a few years with our inability to raise any money and with what little bit we had coming in helping people out was such a challenge,” he said. As the economy continued to rebound and grow, NEFBA has tried to be a good steward and position Builders Care to serve the community, he said. “It doesn't have to be just builders and Realtors supporting it. It is an opportunity for public support as well,” he said. Other issues facing the homebuilding industry, Dostie said, include supporting the toward development or redevelopment of infill tracts within the beltway, redevelopment of Downtown, working with elected officials regarding upward pressures on impact fees and large, new subdivisions west and north of the city. A neighborhood of 276 homes soon will be under development near Cecil Commerce Center. Liberty Square Jacksonville LLC received a renewal of its mobility certificate of $638,012 to develop Liberty Square northwest of West Meadows Drive North and Chaffee Road South. Greg Matovina, principal of Matovina & Company, is the manager of the development entity. Lots will be a mix of 50 and 75 feet wide. Builders will be Dream Finders Homes, New Atlantic Builders and Advantage Home Builders. Matovina said he expects prices to start around $210,000 and exceed $300,000. The engineer is J. Lucas and Associates. The development subcontractor is PetticoatSchmitt Civil Contractors. The entire development comprises 108.2 acres. Village Walk to add 210 homes near Amelia National
Matovina & Company is planning to build 210 homes on 107 acres across Amelia Concourse from Amelia Walk. The site was originally a planned Woodside Homes community, which was not built. The neighborhood will be called Village Walk. GreenPointe Communities is the overall developer of the master planned community. The first two phases will include a total of 131 homes. Homes are expected to be priced from the high $200,000s to the high $300,000s.
Cobblestone at Eagle Harbor has new owner
The Cobblestone at Eagle Harbor Apartments in Fleming Island was acquired in November by VR Cobblestone Holdings LP (Venterra Realty) for almost $16.5 million. The community comprises 168 rental units and 160 condominiums. The 168 rental units were purchased for $98,190 each. Larkspur Eagle Harbor LLC (Larkspur Properties) sold the community at 1717 Doctors Inlet Road. The 39-acre community was
built in 1998 and comprises 41 two-story rental buildings, a clubhouse, fitness center and two swimming pools. The property was built as a rental community, and later some units were converted to condos.
KB Home to build new homes in Mandarin
National homebuilder KB Home is planning a 109-home neighborhood in Mandarin. Price Park, at Hood Road South and Lourcey Road, will comprise homes from 1,769 square feet to more than 3,000 square feet starting in the mid$200,000s. KB Home purchased three adjoining properties totaling 32.9 acres between Hood Road South and Historic Kings Road South for $3.63 million. The entrance to the subdivision will be off Hood Road South at Lourcey Road.

Apartments planned near Topgolf Plans filed for Picerne Real Estate Group Wildlight health, of Altamonte Springs plans to fitness facilities develop The Oasis at Town Center, a 328-apartment community south of Topgolf near St. Johns Town Center. Stephen Novacki, vice president of acquisitions and real estate, expects construction will start in April or May and be completed by the end of 2019. The eight, four-story buildings will comprise one-, twoand three-bedroom units. Novacki said each building will contain an elevator. Rents will average $1.30 per square foot, which he said is commensurate with area rates.
Wildlight LLC filed plans with the St. Johns River Water Management District for the proposed University of Florida health and fitness facilities at Wildlight, the master-planned community in Nassau County. Wildlight developer Raydient Places + Properties and UF want to build two medical office buildings and parking on 6.38 acres at Florida A1A and William Burgess Boulevard in Yulee. Plans show a 23,331-squarefoot medical office building and a future 5,888-square-foot
building. GAI Consultants of Jacksonville is the agent. Wildlight LLC is the applicant. Wildlight is being created by Raydient, Rayonier Inc.’s real estate subsidiary. Wildlight is a 2,900-acre development approved for 7 million square feet of office, commercial, medical, industrial and residential uses. It is expected to include 3,200 residential units.
San Marco Apartments plans submitted
A developer seeking to build the San Marco Apartments
near the Downtown Southbank submitted plans to the city and a permit application to the St. Johns River Water Management District. Catalyst Development Partners of Atlanta proposes the San Marco Apartments at 1444 Home St. The plans show 147 apartments and a three-story, 221-space parking garage on 1.9 acres between Louisa Street and Home Street near Interstate 95. The owner and developer is Catalyst Development Partners. The applicant is Robert Bass of San Marco Professional Building LLC.

This was about 1976, a period of time daycare was not as acceptable as it is today. I’ve served on the board of directors and the executive committee, so I’m not a stranger to NEFBA, but this past year I wanted to concentrate on getting to know members better. I was inspired by the ability of one of our recent past presidents to call people by their first names when he was out and about at various functions. So, I attended as many committee meetings, council gatherings and social events as possible at least one time. I was intentional in getting to know the people, the issues that concern them and their suggestions. My motto was, “listen, listen, listen.”

Dostie is a familiar name in the Northeast Florida building market, and certainly to NEFBA. The Dostie family has been building quality homes and a solid reputation here for nearly 60 years. J. Rene Dostie moved his family from Canada to Jacksonville in 1958. His three sons Richard, Rene Jr. and David succeeded him, and now his grandchildren are making their mark on the local market. NEFBA introduces Christopher Dostie as its president for 2018. Chris, as he’s known to friends, customers and industry partners, is following in the footsteps of his father, Richard, who served as NEFBA’s president in 1988. According to Arnold Tritt, former executive director and NEFBA historian, this is a first in NEFBA history. Chris considers himself fortunate to be able to continue the Dostie legacy and to have his father as a resource while taking on this responsibility. it’s a talent not even related specifically to the industry, but a communications ability, creative talents they aren’t often called on to use. That talent is greatly needed in committees, councils, event planning, outreach projects of all kinds. As president of NEFBA, I don’t see myself as the sole problem-solver for all the issues in front of us. It is my responsibility to match opportunities and people. That is why it is so important for our members to be active in NEFBA. I’m looking for the right people, and I am more likely to spot them when they participate. What are your goals for the
association for the coming year? I’ll be saying a lot more about this in the months ahead, but basically my goals are to increase the membership rolls, move NEFBA into the future and our new location, strengthen and grow both the Apprenticeship Program and Builders Care — two of our biggest assets. I also will work to keep housing costs down and protect the affordability of housing. Of course, I plan to contribute to NEFBA’s leadership role in advocating for the industry, locally, statewide and across the nation. What can members do to help strengthen the association and its influence over conditions that affect the industry? Get involved. I can tell you from personal experience, it’s the best thing you can do for the association, for your business and for you personally. I’ll be happy to tell you how.

Builders Care exists solely due to the generous support of our NEFBA community. The willingness of so many who give their time, money and resources astounds me. We are ever grateful for this opportunity to serve our area’s most vulnerable. We see a lot of leaking roofs and Builders Care allocates most of our resources to repair roofs. In 2017 we repaired 39 roofs. We assisted with three full re-roofing projects. Wind and rain (and hurricanes) and delayed maintenance and neglect are the primary causes. Accessibility for disabled individuals is another major unmet need in our community. The city has a waiting list of more than a year for assistance. Whether it is access to a shower, the bathroom or outside, the gift of accessibility is wonderful to provide. In 2017, Builders Care provided 10 families with wheelchair ramps, assisted five families with handicap accessibility rehabs and two disabled homeowners with major flooring repairs. The Providence Homes’ donation from their Home from the Heart project allowed Builders Care to complete about 30 percent more jobs than in 2016. Builders Care handled five critical plumbing issues and four projects securing the home. Builders Care helped two families with required home repairs to keep their homeowners insurance from being cancelled.

Repairing damaged roofs is the most frequent request received by Builders Care. Whether caused by age, delayed maintenance or a severe weather event, a damaged roof is a serious threat to the health and safety of a home's inhabitants.
Emergencies and outreach Also in 2017, Builders Care was able to help two families with home fire restoration projects and handled one major electrical emergency. Because of the imminent fire hazard, JEA allowed one homeowner 10 days to get the wiring fixed or electrical service would be discontinued, which would have meant loss of income for someone who works from home. Builders Care’s mission incudes helping other nonprofits with kindred missions. Among those we partnered with last year were the Church of Eleven22; the Southside Keller Williams office for its National Red Day; the Independent Living Resource Center; Her Song, dedicated to caring for victims of human traffick-
ing: and Design from the HeART. Last year, we helped 92 families and five nonprofits. Of the 92 families, six were the victims of contractor fraud. It is an honor to be a part of an organization that plays such a critical role in our community. People often ask how can a construction company be not for profit? The answer is the Northeast Florida Builders Association and the enormous hearts of so many of its members. Thank you to everyone who helps Builders Care — past present and future.

Many of you know my father, Richard, also served as president of NEFBA a few years ago (30 to be exact). My brother, Rick, and I appreciate his example, his wisdom and advice to this day. I was recently asked to explain my underlying principles for success in business and in life. Let me share the wisdom of my Bolles School football coach, Corky Rogers: “Every day that ends in ‘y’ is a great day to get better.” That simple message still rings true. In fact, you may hear me say it once in awhile. I plan to carry it into the president’s office and hope it inspires you as much as it has me. CBC officer installation, Christmas party set tone for 2018 NEFBA’s Clay Builders Council celebrated the Christmas season, a successful year and installation of its new officers Dec. 8 at the home of board member Trish Kolosky. Forty members and friends attended the celebration and enjoyed an evening of holiday cheer and preparing for 2018. Awards were presented to Jeff Ferguson (CalAtlantic) for the Dave Crawford Builder of the Year and to Mike Dallas, the Associate of the Year. COREY HACKER
Corey Hacker owns the distinction as the longest-serving member of NEFBA’s Jacksonville staff,
with six years of service. She coordinates NEFBA-wide events such as the annual gala, the holiday golf tournament, the trade expo, the Parade of Homes and more. She is also liaison between NEFBA and its Remodelers Council as well as the newly created NEFBA chapter of National Association of Homebuilders’ Professional Women in Building Council. Hacker is a Jacksonville native who attended Florida State University, initially pursuing a career as a family counselor. When she was offered a position with a political campaign for state attorney general, she eagerly accepted.
When that job ended, another waited in the wings. Her boyfriend, David Hacker (Construction Specialties of North Florida) was a member of the NEFBA Board of Directors. He informed her the association was looking for a Sales and Marketing Council director. She interviewed with Executive Officer Daniel Davis, who was impressed with her political experience and enthusiasm. Many changes have occurred at NEFBA since then. Davis left the association and Corey Deal became the executive officer. Deal asked Hacker to take over as the
association’s event coordinator. When Deal left last year his successor, Bill Garrison, recognized her passion and contribution to the success of NEFBA’s events. “Bringing members together throughout the year is a major part of what we do,” Garrison said. “In the past several months I’ve watched Corey put together complicated programs with imagination, energy and passion. She is a solid team player and her enthusiasm is contagious.” Although it can be stressful, Hacker enjoys the challenges of her job. “It’s never boring,” she said.
“No two events are the same. For example, the gala this year will be different from last year’s. It keeps me on my toes, and I love it.” Through it all, she and David Hacker married four years ago. They have a son, Rhett, who will celebrate his first birthday at the end of January. During her free time, Hacker looks forward to spending time with her family, her greatest source of enjoyment. Tradition continues with food pantry CBC teams with Green Cove Springs pantry for 28th year. BY NEFBA STAFF
The Clay Builders Council’s annual partnership with the Food Pantry of Green Cove Springs is a family affair. For the past 28 years, the two have joined with other local food banks to provide food baskets with everything needed for a traditional Christmas dinner to more than 100 families in Clay County. “Some of our members brought their families along to help with the distribution,” said Bill Garrison, former CBC chair and current executive officer of NEFBA. “It reminded us all that this is the spirit of our association — families helping families.” Approaching the 30th anniversary of this annual event, no one is more grateful for the ongoing partnership than Wynemal Lovell, director of the food pantry. “When we were offered this space in 1989, it was a room in what had been a high school,” Lovell said. “Someone told the builders association about us, and they called offering to build some shelves, a reception area and a packing area. They helped us get started, and they’ve stayed committed to this ever since.” Lovell said preparations begin several months before the holiday. She said this was the smoothest operation she’s seen in the 28 years she’s been involved. “We receive requests from different agencies, schools and others who are aware of the needs in the county,” she said. “We then send invitations to 100 Clay residents. We deliver 50 baskets to shut-ins and the other 50 recipients drive to our distribution at St. Mary’s, where the food and other goodies are loaded into the cars. It was delightful to see young volunteers taking food to cars, interacting with children in the cars and being so compassionate.” Volunteers from Boy Scouts Troop 424 prepared breakfast for the volunteers and were on hand to help load baskets into cars. The Humane Society supplied pet food for families with pets. This year, there was a large supply of candy that was given to children as cars came through the line. “I am grateful that we have an opportunity to help those in need in our own community,” said Trish Kolosky, chair of the event for Clay Builders. “I am so proud of our council and our association for the help they continue to offer to Clay County residents.”

NEFBA’s Young Professionals Group held a fundraiser Nov. 28 to benefit Builders Care. It also was known as Giving Tuesday. The idea was to gather all loose
coins around the house and office and put them to good use. About 30 members and friends of the group attended the event at Moxie Kitchen+Cocktails. They collected more than 75 pounds of coins that added up to an $800 contribution to Builders Care.

NEFBA’s Government Affairs Committee: The next Government Affairs meeting is 8:30 a.m. Jan. 25 at the NEFBA Offices (103 Century 21 Drive, Suite 100). Solid Waste Committee: City Council President Anna Brosche reactivated the Solid Waste committee to address questions about and alternatives to the construction and demolition debris hauler franchise fee proposed by City Council Bill 2017-632. The committee chair is council member Bill Gulliford. Context Sensitive Street Legislation: Legislation filed by the City of Jacksonville
FPL Project Portal: Florida Power and Light has launch a new website to assist contractors. The Project Portal can be used to submit project and work requests, track project
