THE MAIL READING COMPREHENSION

RE.: Folio Weekly’s New Look by Bob DeGroat, Oct. 30 Bob DeGroat is correct: Christians can be judges. The Constitution guarantees no religious test for office holding. However, my Oct. 23 letter to Folio Weekly never specifically singled out Christian judges, nor did I question judges with Christian values. I did not single out Republican judges. My letter said that “criminal court judges” who are “fundamentalists” and “disgusted” by non-normative sexual orientation of defendants are incapable of holding a fair trial. (In lieu of impeaching these judges or voting them out of office, their recusal is the alternative.) DeGroat proposed to school me on the subject of tolerance, but he failed to address my central contention that a criminal court judge cannot provide equity in a trial when their religious beliefs hold that the non-normative sexual orientation and behavior of a defendant consign the latter’s soul to eternal Damnation. Recent studies of “disgusted” judges say it is possible for such a judge to provide equity, but not probable. Equity requires more from a judge. Michael Hoffmann via email

RE.: An Open Letter to Publix by Michael Hoffmann, Oct. 30 “The Mail” in your Oct. 30 issue contains a letter lamenting the closure of the Publix in the Gateway Town Center. It implies poor profit is the reason. I would submit that the real reason is probably shoplifting. But to mention that going on in an inner city neighbourhood [sic] is probably a no-no for media commentary. Confronting a possible shoplifter could be dangerous, subject to litigation if wrong, and I hear the police do not want to be called unless the theft is over $100 in value. Jack Knee via email

RE.: Our Duty to Impeach by Susanne Barker, Oct. 30 A reader had a letter to the editor included in the Oct. 30 issue of Folio Weekly. The writer presented a passionate, well-reasoned argument as to why an impeachment inquiry

should be undertaken against President Trump. I read it carefully and considered each and every point the writer made. After careful deliberation, I have had my intent to vote for President Trump again in 2020 as well as only candidates for other offices that fully support President Trump reinforced. PRIVACY FOR WOMEN? ROD SAY NO

Roe v. Wade was written by Harry Blackmun, Richard Nixon’s third nominee for the seat after two previous nominees had been turned down by the Senate. That’s like being the third choice for a prom date. The decision itself appalled many, including one Harvard Law professor who favored legalized abortion. I read the decision once. Although I am not a trained lawyer, I can read English and apply logic, and I thought it was vacuous. Blackmun et al. found a right to privacy in the U.S. Constitution which is not mentioned at all and which had never been noticed before. Since it is not a right that is mentioned by the Ninth and Tenth Amendments, it’s logical that it would be up to the people and the states to squabble over it. This is a reasonable conclusion. Even since Roe v. Wade, the Supreme Court of Rhode Island has concluded that no right to privacy exists in the state, citing that it has invited the legislature to enact a right to privacy but it has not done so. Which raises a lot of questions. If there is a right to privacy in the Constitution, which is the supreme law of this nation, then why is it necessary for any state to enact a right to privacy? Conversely, if a state needs a law to confirm a right to privacy, then why doesn’t the federal government need one? I think these are valid questions to address but I don’t expect any answers anytime soon. Roderick T. Beaman via email

BRICKBATS + BOUQUETS BOUQUET TO BEACH BOWL The historic Beach Boulevard bowling alley abruptly closed its doors for good this weekend. The facility had been in business for a half-century, and had been run by the Batt family for 35 years. The Batts said the closure was a result of legal proceedings initiated by the property owner. BRICKBAT TO THE DUVAL LEGISLATIVE DELEGATION On Nov. 1, Duval County’s state legislators voted 6-to-2 to advance Jason Fischer’s controversial J-1 local bill, which aims to change the structure of Jacksonville’s school system via Tallahassee. (Our Chris Guerrieri made the case against in last week’s feature story.) Voters, remember this. THIS WILL HAVE CONSEQUENCES GATEWAY PUBLIX CLOSURE TO CREATE FOOD DESERT, HEALTH CRISIS LAST MONTH, PUBLIX SUPER MARKETS announced the closure of a store located in Gateway Plaza, on the Northside of Jacksonville. Its doors will be shut by the end of the year. Our community was distraught in the wake of the announcement. While there has been some media coverage of the neighborhood’s reaction, one angle that hasn’t been explored in-depth is the potential health crisis that would be created by this decision. This store is the only quality grocery store in the area. It’s the only place where neighborhood residents can reliably expect to find fresh produce and healthy choices. Its closure will create new food deserts across the Northside and negatively impact several communities. More than a mere loss of convenience, however, this decision will actively create a health crisis. This Publix location serves one of Jacksonville’s most vulnerable populations. The surrounding area, designated Health Zone 1 by the Florida Department of Health-Duval County, has the city’s highest rates of child, elder and overall poverty. Life expectancy in Health Zone 1 is four to nine years shorter than all other health zones. Area residents face health issues that hinge on access to quality nutrition (FDOH-DC Place Matters Report, 2012). “Access to healthy food is essential to the health of any community. Food deserts are a public health concern as they limit the availability and

accessibility of healthy foods, which are vital in one’s ability to manage chronic diseases,” said Kayla Fisher, a registered dietitian in the area. Dr. Brian Yorkgitis, a surgeon and assistant professor added, “I was saddened to hear the news about Publix. So many of my patients rely on that location. We know food deserts create downstream effects on health and community wellness.” The choice to close this particular location is a slap in the face to our under-served community and will have a tangible impact on the physical health of our neighbors. It serves as yet another reminder on the part of those in positions of power that our neighborhood is less valued, less seen and less important that other communities within our city. Conversely, choosing to reverse this decision would be an act that could positively demonstrate the value, worth and dignity of our community. In the past week, we have collected more than 6,000 signatures for a Change.org petition seeking exactly that: the reversal of this decision. Our community is mobilizing with direct action toward the Publix corporation and city leaders. FOLIO A + E W WHO LET hen it comes to the great unanswered questions of history, one tops the list: “Who let the dogs out?” Music-lovers of a certain age will remember the ubiquitous—and onomatopoeic—1990s hip-hop track performed by the Baha Men. Artist and curator Ben Sisto dedicated an exhaustively researched, immersive video art project to the infamous earworm. It premiered at SXSW in Austin earlier this year. Now a related documentary, Who Let the Dogs Out, comes to Jacksonville’s Sun-Ray Cinema. It’s not a random screening, either. Sisto’s seven-year quest to learn everything about the hit song eventually brought him to Duval County. You see, while the iconic Baha Men version of “Who Let the Dogs Out” charted worldwide in 2000, it turns out the Bahamian trio weren’t the first to ... let the dogs out. According to Sisto’s documentary, two Jacksonville teens may have been the originators of the infectious hook, stemming from a 1992 demo. Back then, “B-Nastie” (Brett Hammock) and “Miami J” (Joe Gonzales) of Duval-based Miami Boom Productions were aspiring teenage musicians hoping to make their mark with a Miami-bass style track. While attending Edward H. White High School, they used early recording gear to put together a rhythmic beat with chanted lyrics. “Everyone we’ve spoken to mentioned a ‘Miami sound’ or a reference to early

bass music,” Sisto told Folio Weekly. “We had a feeling that a Jacksonville trip would be part of the documentary, but didn’t expect to film at the very gazebo [where] Miami Boom Productions shot their early ‘90s promo photos.” While delving into the Duval duo’s relation to the hit single, Sisto’s shot various scenes in San Marco, including bars and restaurants on San Marco Boulevard, Balis Park and San Marco Square. Other sites include the J’Ville Crab Shack and ONYX Sports Bar and Lounge. “[San Marco] felt really walkable, and the people were nice. It was too hot for my New England ass, but that’s Florida, right?” Sisto joked. “When we got to the gazebo for filming I just couldn’t believe it was right there, essentially unchanged more than 25 years later.” As the story goes, on Nov. 30, 1992, Mamado, a Jacksonville music producer and alumnus of Edward Waters College, recorded Hammock and Gonzales’ demo.

In addition to a cassette, there also exists one of Gonzales’ old lyrics sheets, written on a Little Caesars bag, and a floppy disk and dated receipt from a local K-Mart purchase. This type of hard evidence is important in copyright cases, according to Sisto. “My first impression of [Gonzales] was that he’s this guy with a great story to tell, but needs some help editing it down,” Sisto said. “I was a bit nervous that on camera, [Hammock] might not speak much and Joe might overshare but really, they were amazing together. They fell right into being old friends, a true duo. They are humble, honest and charming.” Sisto ended up taking the aged floppy discs to KyroFlux, a company of experts in magnetic media storage. A technician was able to restore the data on the disks, load the sequences and play back the early track’s original chants and sounds. The hook is clearly similar to that of the Baha Men song.

“I know where we believe [the song] came from,” Hammock says in the film. “We should own that song.” Yet, before Sisto could be completely convinced that the Jacksonville natives deserved the sole rights to “Who Let the Dogs Out,” an even earlier claim emerged. John Michael Davis, an alum of Dowagiac Union High in Michigan, came forward with a video of his football team using the chant back in 1990. Earlier footage of other sports teams using similar chants has surfaced. “[Hammock and Gonzales] were totally unaware of prior usage of the phrase that I was able to discover,” Sisto affirmed. So who let the dogs out? In the end, Sisto chased his quest for an answer to the burning question across the world, from the Bahamas to London to Seattle, Jacksonville and Michigan. Despite spending years investigating, and traveling thousands of miles, the curator concludes that there is no conclusive answer to his burning question. Attorney Lita Rosario puts it best in the film when she says, “Songs are usually collaborations.” Collaboration or not, “Who Let the Dogs Out” has gone down in history as one of the most well-known dance hits to ever have potential Jacksonville roots. PHOTOGRAPHER CHAD DENNIS COMPILES PET PORTRAITS

AS THE NAME IMPLIES, THE DOG PORTRAIT Project artfully captures the true essence of dogs being dogs. The resulting portrait photographs fall somewhere between endearingly awkward and straight-up silly, as the dogs pout, grin and wag their tongues at the camera. The lensman behind the endeavor is Chad Dennis, a local photographer who has become something of a canine portrait expert. Mostly shot close-up, each portrait brims with intimacy and, often, humor.

can’t sit or won’t relax. I just take my time and try to distract them using treats and toys. Ultimately, I reach a point where they are willing to let me put a camera in front of their faces and pop off lights around them in an unfamiliar place.

The Dog Portrait Project will eventually culminate in an exhibition and art book. In the meantime, I sat down with Dennis and found out how he stumbled upon the concept and mastered portrait photography.

You really manage to capture the character and spirit of each dog. What’s your secret? Patience. Dogs are unpredictable. So, I must be quick enough to capture the spirit of the moment, but patient to wait for that moment to come.

Davi: Tell me a bit about yourself. Chad Dennis: I have been a professional photographer for the last eight years and have been fortunate enough to work nationally and internationally with clients like the United Nations, Revlon, Mayo Clinic, World Golf Hall of Fame, Hart Dairy and the NFL. When did the idea for the dog portrait project come about? Every summer I like to craft a personal project that becomes a gallery exhibition and coffee table book. My projects include an exhibit on the stigma of mental illness, a show portraying the lives of surfers, seasoned and fledglings, and most recently, I created a series of second-generation Holocaust survivors. The dog project was a way for me to challenge myself as a portrait photographer since dogs respond to the camera differently than people. Plus I love dogs. Everyone loves dogs. How did most dogs react during the shoot? Most dogs responded well. The hardest part is having them settle down on the platform. INEXPLICABLE Mothers Lounge, a company catering to new mothers, has conceived some awkward conversations for women on the receiving end of a recent marketing campaign. The company sent out maternity congratulations cards signed by “Jenny B” that included gift cards and coupons for products attractive to pregnant women. The problem is, as the BBC reported, many of the recipients aren’t pregnant. A woman in Memphis, Tennessee, tweeted: “Who the hell is Jenny B and why did she send me $245 in gift cards to my childhood home congratulating me on my pregnancy?! This is literally how my mother thought she was finding out that I was pregnant. I’m calling the FBI.” Another woman’s mother was “immediately so excited and freaked out ... I had to quickly tell her I am not in fact pregnant.” Mothers Lounge spokesman Scott Anderson explained that a third-party marketing company provided the mailing list. Sounds like a false-positive to us. AWWWWWWW Faith the one-legged mallard duck, of Gardner, Maine, will soon have more than one leg to stand on, thanks to Loni Hamner. Faith lost her leg in a fox attack last year but has been making do, Hamner told the Bangor Daily News: “She has taught herself how to stand and balance on that one leg, PUTTING OFF THE INEVITABLE Convicted bank robber and career criminal Michael Jauernik, 71, received a sentence of more than 12 years in prison in Germany on Oct. 7, but managed to stall his incarceration by delivering a five-daylong closing statement that included anecdotes about his career in crime and details about his fitness routine. Twenty hours into the soliloquy, the judge finally cut him off, saying she wished she had done so earlier in light of his “excessive digressions,” The Guardian reported. Jauernik, who wore sunglasses throughout his trial, told the court, “I am more intelligent and clever than any employee of the criminal police agency, that much is sure.” PRECOCIOUS PET Archie, a French bulldog/ Boston terrier mix who lives in Melbourne, Australia, with his human, Dee Borkowski, is in the doghouse after a fiery event on Oct. 16. As Borkowski watched Archie via her home security camera, he contentedly lounged on the couch, chewing on a cigarette lighter. Suddenly, United Press International reported, the lighter ignited, and her couch burst into flames. Borkowski called

the fire department, and the 10-month-old puppy escaped unhurt, although her apartment suffered thousands of dollars of damage. Borkowski has changed Archie’s Instagram handle to “Archie the Arsonist.” UNCONVENTIONAL SPORTS Housekeepers from The Venetian hotel in Las Vegas took first place in the Las Vegas Housekeeping Olympics on Oct. 23, beating out second- and third-place teams from The Mirage and Circus Circus, United Press International reported. The competition, which took place at the Mandalay Bay resort, included bed-making contests, vacuum races and a toilet paper toss. Mandalay Bay President Chuck Bowling said the Olympics are a way of celebrating overlooked workers in the hospitality industry. COMPELLING EXPLANATION An unnamed resident of the Wilson Lane apartments in Elkins, West Virginia, told police she left her home for a few minutes on Oct. 18, returning a short time later to find a neighbor, Ronald L. Thorne Jr., 52, “standing in her apartment eating her lasagna from the refrigerator.” He went on to tell her he “just wanted to talk and maybe more,” and then he returned to his own apartment, carrying the lasagna and one of her forks, according to the police report. The Inter-Mountain reports the woman also told Randolph County Sheriff ’s officers that her home had been ransacked and $20 was missing from her purse. When officers confronted Thorne, he told them he “had been sleepwalking and had woke up standing in his neighbor’s apartment,” the complaint stated. The officers also noticed a pan of lasagna on his table, and Thorne told them “she could have it back.” Thorne was arrested and charged with burglary; as he was being processed, a $20 bill was found in his wallet. SMOOTH REACTION In Shelbyville, Kentucky, on Oct. 28, a female customer picking up her food at a KFC drive-thru became angry when she realized she didn’t have a fork and a napkin, witnesses told WLKY, so she pulled out a gun and shot out the drive-thru window. KFC released a statement expressing gratitude that no one was shot, and Charlene Witt, the manager of the Subway restaurant across the street, is using the incident as a teaching moment in her own store: “If someone comes in irate, just give them what they want.” weirdnewstips@amuniversal.com

THE GREEN, ON SCREEN

MORE CELLULOID CLASSICS TO PACK YOUR PIPE BY POPULAR DEMAND, HERE ARE THREE more films in which cannabis figures prominently. No introduction needed, so let’s “roll” right into it.

CHEECH AND CHONG’S NEXT MOVIE (1980): When I reached out to the readers for suggestions, the most popular submission was Up in Smoke, by the comedy duo that did more for stoner culture than probably everyone else in the world combined. All their films fit easily onto this list, but I picked this because of the amazing cameo by Pee-Wee Herman, long before his Saturday morning television show. (Most people forget that Pee-Wee began as a very adult gimmick, conceived by Paul Reubens and the late great Phil Hartman at The Groundlings in LA in the 1970s. Go find that!) By the way, I’ve always been adamant that, while there’s still time, there needs to be one last Cheech and Chong movie. The idea of them being elderly, and sneaking away from home for one final crazy road trip, augmented by all the great guest stars of past movies, is an easy gimmick. The script almost writes itself (and if not, I volunteer). KIDS (1995): In some ways, screenwriter Harmony Korrine’s debut effort is one of the most terrifying films I’ve ever seen. As a college freshman, I watched an afternoon matinee in an empty theater, and my life was never quite the same. Rarely is a movie able to be both contemporary and dystopian at the same time, but those marks were hit hard. In the back of the head. With a skateboard. The great Chloe Sevigny makes her film debut as a teenager who scours New York City in a failed effort to find Telly, the “virgin surgeon” who gave her HIV. Meanwhile, Telly and his friend Casper are basically wilding, skating and drinking and fighting, as the narrative

builds toward an ending that leaves the viewer utterly gutted. One memorable scene finds Casper demonstrating how to roll a blunt. (God only knows how many kids learned how because of Kids, but I do know of one who didn’t: me. It’s been 24 years, and to this day I still cannot roll a blunt to save my life.) It’s a great film, and it features one of the greatest soundtracks I’ve ever heard, curated by Sebadoh founder Lou Barlow (beloved, incidentally, by music fans here in Northeast Florida). Two of the principals would later die tragically, which casts a literal pall over the proceedings, but the film is also notable for marking the debut of Rosario Dawson, which makes it a historical curiosity of considerable value. HALF BAKED (1998): All things considered, Half Baked may be the most important stoner film of our time. It’s most notable for introducing the great Dave Chappelle to mainstream audiences, years before his eponymous Comedy Central show made him a household name. Half Baked is about a group of friends who start selling weed to raise bail money when one of them gets locked up, and it features a murderer’s row of celebrities like Snoop Dogg and Jon Stewart as the customers. It references thennovel themes that are common today, such as the superior quality of “medical grade” ganja, as well as the use of bike messengers to deliver the stuff, a gimmick pioneered in places like New York and San Francisco. Bonus points go to Steven Wright, one of my five favorite comics of all-time, as the roommate on the couch. ST. AUGUSTINE CITY COMMISSION, DEVELOPERS WANT TO APPOINT MAYOR “WE MUST ESPECIALLY BEWARE OF

that small group of selfish men who would clip the wings of the American eagle in order to feather their own nests.” So said Franklin Roosevelt in his 1941 “Four Freedoms” speech. At its Oct. 28 meeting, the St. Augustine City Commission aired a proposal to amend the City Charter to allow mayor and vice-mayor to be appointed by city commissioners instead of the voting public. That’s right. St. Augustine’s burghers want to rig the rules against us citizens. First they wanted to allow nonresident business owners to vote (which is illegal). Now they want an end to elected mayors. The Establishment doesn’t want to see another reformer like Nancy Shaver in office. In response, I’ve asked the U.S. Department of Justice Civil Rights Division to investigate. Since the 1980s, St. Augustine citizens have voted twice to elect their mayors. There’s no need to insult voters by asking the question a third time. St. Augustine residents first elected their mayor in 1812 under the landmark Spanish Constitution. That soon ended, and commissioners took appointed turns as mayor in the bad ol’ days, when Rev. Dr. Martin Luther King Jr. called St. Augustine “the most lawless city in America.” Long trains of abuses by successive city managers include dumping a landfill in a lake, polluting our saltwater marsh, seeking to develop buildings on top of old garbage dumps, racist annexations diluting minority voting strength; First Amendment violations harassing artists, musicians and journalists—all dutifully reported for decades in Folio Weekly. Then, after four (white, male) city commissioners deposed Ramelle Petroglu, St. Augustine’s first woman mayor, in 1985, residents voted— twice—to amend the City Charter to protect their right to vote for mayor. During 2014-2018, residents thrice elected a reform mayor, Nancy Shaver,

who served with honor for 1550 days. She asked questions, demanded answers and expected democracy in St. Augustine. The New York Times reported in 2017 how she was the object of a “money bomb” from Sheriff David Shoar. After suffering a stroke in February, Shaver resigned and was replaced by Tracy Upchurch, ad interim. Now opponents of reform (and democracy) want “their” town back. They’d like to curtail residents’ constitutional right to vote for mayor, lest they elect the wrong woman again. They want the mayor to be a “team player.” A “team player” in government and business parlance means one who willingly keeps wrongdoing secret. Mayor Upchurch pushed back against the proposal, observing that the elected mayor’s position is a check and balance on the St. Augustine City Manager. Commissioner Nancy SikesKline agreed. Who wants to “rotate” awkward commissioners into the mayor’s seat? Enter Vice Mayor Leanna Freeman, an 11-year commissioner who has never run for mayor, but wants it on her resume. Freeman often blocked Nancy Shaver, even challenging her over a bathroom break and a 450thcommemoration forensic compliance audit. In short, a real team player. What’s next? Commissioners must hold two public hearings before putting this turkey on a March 2020 primary ballot. If passed, there would be no more elected mayors in St. Augustine, only rotating figureheads.
