Albania, like the Albanian writer, Mr. Ismail Kadare, insisted to remind me charmingly, when I had the honor to meet him alongside with his wife in Paris, is naturally in Europe and has an European future. Since 2014, Albania is a candidate to EU and moves on its own path trying to respond to the five key priorities set on it including the reform in judiciary (Vetting), fight against corruption, fight against organized crime, drugs, public administration and the human rights. It is a good thing that the reforms have kicked off; it would have been even better if tangible changes would be demonstrated! Because these reforms, all of them important to France, affect the country as a whole and condition its moving ahead with the aim to opening the accession negotiations. President Macron, whose visit in the region, including Tirana, is hoped by all, confirmed to Premier Rama during the meeting in Brussels and in Trieste last August, that Albania can rely on France. Like its European partners, even France should and I know that it can rely on Albania, including the ongoing examination of the cooperation between us over issues of mutual interest as well as concerns. For example, the influx of Albanian asylum seekers in France while Albania is fairly considered a safe place of origin. Going and coming back is one thing but trying to stay there for any kind of reason is another thing whatever the procedure followed according to the law on the examination of the requests.

Let’s think about Europe as well. What does it bring to us? President Macron has underlined that “Today we are the only geographical space which has the proper capacities of power to protect the values of democracy and freedom, maintains the equality proportions and social balance as well as protects the common wealths of the planet, climate and the education to all.”
Regarding the climate, a big deal was adopted in the Paris Conference (COP 21) on December 21, 2015. Pictures from that day come to our minds - Laurent Fabius holding a green gavel and hitting the table and the fervent hand clapping which followed up. This deal came into power within a short time, a fact that is a meaningful indicator of the will of the international community. Since that time, the President of the United States, Mr. Donald Trump, informed the possibility of withdrawing. But this (and this makes us happy), did not impede him from being present in Paris on July 14th. The diferences or the divergences have no any impact on the history and the the depth of the FrenchUS relations, mainly when we jointly celebrate our brotherhood of arms. December 2017
The Secretary General of the United States, Mr. Antonio Guterres, insisted once again on May 31 on the challenges which have to do with the climate changes and the possibilities they offer to the unity of nations. Allow me to cite Mr. Antonio Guterres : « "Climate change is undeniable. Climate action is unstoppable And climate solutions provide opportunities that are unmatchable. »
Within less than six months, President Macron will host another conference in Paris on December 12, 2017 with the aim to keeping the interest on Paris Conference on. I will conclude my speech with the soccer. In particular, I would like to underline the joint efforts of the Mayor of Paris, Ile-de-France region, the state authorities with the President on the head, the soccer organizations and the youth to promote the candidacy of Paris for the 2024 Olympic Games. We already know that the International Olympic Committee has accepted the candidatures of Paris and Los Angeles for the organization of the 2024 or 2028 Olympic Games. We really hope that Paris is chosen to host the 2024 Olympic Games, exactly one century from the 1924 Olympic Games 9

Balkans’ Managing Director of French School - EPITECH, Armend Tahiraj shares with FOLLOW BUSINESS ALBANIA how EPITECH is taking ground in Albania and what kind of change it is expected to make in technology and innovation in the region.
EPITECH opened its doors in Albania, on October 2, 2017, in Tirana. Many people asked why EPITECH chose Albania as the hosting country for Southeast Europe. According to Mr. Tahiraj among the many reasons why Albania was selected, there are three important ones worth mentioning, such as: 1. The presence of Epitech in Tirana demonstrates the school’s goal to change the way young Balkan and international students consider and use IT, and to devise a model for their careers over a forty-year time-span. The aim of our university degree is to anticipate through its training both the economic and cultural/historical impact on numerical languages in the framework of French education. Synchronising our educational values in Europe is also a way of proposing the instruction of computer science through practical applications, development and research linked to our developed economy. 2. Albania’s attractiveness, which seems to have augmented in the recent years and potentially will continue to grow. Furthermore, Albanian climate and cuisine are additional reasons that can tempt everyone to choose Epitech’s Southeast Europe campus for their studies in comparison with the rest. 3. Albania’s strategic geographical position, which makes it convenient to develop the IT economy in the region. More specifically, Tirana, a very dynamic and charming city, has so much to offer to everyone from the region coming to study at Epitech. 4. Albania’s low living costs, makes it a remarkable opportunity to spend less in terms of day-to-day expenses while having the chance to study at Epitech. A chance, not to be missed.
What is so particular about Epitech? It was September 2013 when an Epitech student won a world start-up/ innovation competition in Standford University out of 143,413 applicants from 80 world countries. This fact made headlines at the famous French magazine “Le Monde”. Nowadays there are many start-ups which have been founded by Epitech students. 100% student graduated from Epitech, finds a job right after graduation. Why? Because Epitech has created a new educational model that brings together the students, school and the business sector. Through the increasingly close partnership with major industry players and prestigious institutions of higher education worldwide, Epitech has earned a reputation for excellence among the leading French schools, recognized as one of the best schools capable to transform passion for IT into an expertise that results in professionals of the highest level. You stand behind this daring initiative. Please, can you describe the ‘journey’ that brought you here? I was a student of Epitech in France. Based on my experience there, I proposed to open a branch for the Southeastern Europe. Being conscious of the region’s potential as well as the lack of expertise in this field made me realize the importance of having an Epitech branch in the region. And believe me, as I interact with many entrepreneurs on my daily work, I see how the demand for IT experts is enormous. I am glad to have made the right decision.
Is it true that your students can create their own start-ups while they are studying? How is this made possible? Yes, this is true. This is possible through what we call the “Epitech Innovative Project”. EIP is the main step in the curriculum of the Epitechean that makes him free himself from his student status and move towards a professional status. The projects are mostly done in teams, this way we train our students to be not only great IT experts but great team players capable to deal and to manage any challenge that comes along their way. We complete the puzzle with the most important piece, without which the companies would result in a continuous waste of money.

This will boost revenue growth. In terms of educational standards, having the chance to host an elite university from France will mean that fewer youngsters will leave their country to study abroad as we are bringing west to their hometown

How and when the French Albanian Chamber of Commerce was born? Hi Rudina and thank you for this interview! Our Chamber has been founded in January 2012 by seven founding members; The French Chamber of Commerce in Albania is part of a network of 113 French Chambers of Commerce and Industry Abroad (CCI France International), which is the largest private French network in the world with a combined membership base of more than 30,000 companies. One of the largest Foreign Chamber in Albania today in terms of both turnover and range of services offered, we are also member of the “Forum Francophone des affaires” in France. We count more than 80 member companies - ranging from large companies to SMEs and entrepreneurs. The diversity and quality of our members - 70% of which are non-French nationals - largely contributes to our success and to the reputation we have acquired over the last 5 years of existence.
As well as being a powerful businessman, what are the other reasons behind the choice you made to run this Chamber? {Laugh}… thanks, The French Chamber of Commerce plays a critical role in building partnerships and relationships across the French-Albanian business community- this is the reason we founded it. Our policies are guided by a Board of 10 Directors responsible for all major decisions concerning the Chamber's strategy. The team led by Blerina, our Executive Director, is excellent and the members enjoy being part of a dynamic Chamber of Commerce.

What is the mission behind the CCI France - Albanie and how has this Chamber contributed to the progress of the bilateral cooperation between Albania and France? It is very simple; everything we do at CCIFA aims to promote the trade between two countries and promote our members.
We provide networking opportunities to give Chamber members an opportunity to share ideas with other business owners. As a French Chamber since 2012, we have organized important events through which we demonstrate our strong business links with France.

From 9 a.m. to 9 p.m, we will be welcoming people who takes their clothing seriously. We are carefully picking each and every outfit and accessory with the most established providers in the tailoring industry and meeting them personally to choose and create exclusive choices for Albania and the Balkan markets. We are the unique place and professional offering exclusive fabrics from Holland&Sherry, Fox Brothers, Scabal & Novalan. We have proudly introduced Albania and represented Le Suitable at the most prestigious fairs from the Fashion industry in Paris, also we are delighted to have convinced the greatest major key figures to come to Albania and share their knowledge under the form of master classes and courses, for instance in December, we are welcoming Ibrahima Diop; CHANEL Atelier Stylist, from the 02nd until the 20th, it would be a full immersion into the world of Haute Couture & Sartorial like no other. Why did you choose Albania? I would say instead “Albania made me chose it.’ I came here just to prospect some beaches for a festival project. Soon I fell in love with the country and its culture. In the meantime, I discovered business opportunities and I wanted to take advantage of them.
How can you describe this store in 5 words? A 1930’s, speak easy, Gentlemen’s Club post prohibition ☺
In what way, will this store make a difference in Albania? Because it is more than just a store; it is a place where you go to get dressed and get to know what you are going to wear, for real. I have noticed a general problem in Albania: the lack of human resources, the lack of attention to the details, to the services from the employees. This is prevalent in different industries. I have friends in hotels, gastronomy, business field, night life business etc. We all agree that there is a problem with the human resources in this country. Most of the young people are currently more

interested in the numbers of their salaries rather than in the duties and the responsibilities that come along these salaries. So, what would be absolutely different with us is the experience of our clients. They will find in “Le Suitable” dedicated staff who will spend their time on them. We will change everything. The clients in “Le Suitable” will no longer come and hear the common expression “How can I help you?” We will ask our clients what type of cognac they would like to drink, what kind of cigar they would prefer to try. We will get to know each other. We will discuss with one another because we are on one to one basis. I might have two or three clients a week because each will take a lot of time until we meet his needs, make a research on them, pick up the right fabric for them. So we will invest a lot of time and dedication on each and every client. Thus, we will make a difference in this kind of culture, so we will create a competition which does not exist so far.
What kind of targets do you address? There are two segments that I am looking for: the established man who knows what he wants and the other men who, may be are not aware that such services are available to them.
What about the governmental people, the public administration staff etc? How will you attract them? The thing is that the store concept is by discretion because discretion is what brings this category of people to this kind of store. Being recognized by being discreet, being recognized by being knowledgeable, being recognized by having such a state of mind, we will meet each other at some point. So, they will get to know them and they will get to know us.
Curious to know where the brands come from. The Ready to Wear clothing are mostly from Italy, UK and France because they are, I believe, the definition of high quality in the world of fashion . But don’t get confused! I will approach and welcome Albanian designers as well, Finnish designers or from other countries, since we are seeking quality, not names. We are not a brandoriented shop. That’s the mistake that a lot December 2017
of people make. They go after a series of top brands and names that are commercially successful simply because they are commercially promoted not because of their proven quality. Too many are fashion victims or need to make a social status point by wearing name brands. But the cut, the fit, the size, the material do not fit. This is the point where we have to make sure that we make a difference. We will get to know our clients, we will take our time with them. I have met people who do not know the size of their shoes or suit. So, it is time to find what suits you and what makes you happy.
Why only men? There is a very high offer in Tirana as far as the products for women are concerned. On the other hand, there are very few products for men. Women in Tirana are more aware of cosmetics, fashion or shopping whereas the majority of men are more brandoriented rather than quality or product oriented. Since I have arrived in Albania as an expat, I have noticed the lack of services for guys like me who like to take care of themselves, to dress well or to have all the services they need. So, I spotted a business opportunity to create this niche that doesn't yet exist here.
What about the prices? They will be equal to the level of the quality delivered.
I guess the shop needs no advertising. Yes, there will be no advertising. The marketing is the quality of the services we deliver. The word of mouth will be our main marketing method. That’s it

Hungarian Presidency of the Visegrad Group From July 2017 to June 2018, Hungary is holding the rotating Presidency of the Visegrad Group for the fifth time. The importance of the Visegrad Cooperation, based on the principles—mutual trust, flexibility, and a focus on common traditions, values and interests—guiding the V4 since its founding in 1991 has been growing recently. In the previous 26 years the Visegrad Group has been actively representing regional interests, since 2004 within the European Union, while contributing to the prosperity and stability of the continent via their economic performance, cooperation aimed at facilitating connectivity, support towards the neighbouring Western Balkans and Eastern Partnership regions, as well as a responsible approach to the unprecedented migration crisis. Efficient regional cooperation in the V4 and V4+ frameworks remains essential, especially in light of the changes and challenges affecting our region and the whole continent. Under the Hungarian Presidency, crucial issues such as the United Kingdom’s withdrawal from the European Union, the ongoing debate on the future of the EU, including the social dimension—with significant impacts on the European competitiveness—, discussions on the EU’s post-2020 Multiannual Financial Framework, Cohesion Policy and Common Agricultural Policy will require constant V4 coordination and proactive presentation of common positions. Hungary Supports Albania In the Framework of V4 Presidency Last September, Krisztina Dóra Varju, Ministerial Commissioner responsible for the implementation of Hungary’s V4 Presidency paid an official visit to Tirana where she was received by Albanian Deputy Foreign Minister Odeta Barbullushi. Both they consulted on the preparations for the summit of the V4+Western Balkans Foreign Ministers, held in October 2017 in Budapest. They underlined the support provided by the V4 for December 2017

the Western Balkans, and the state of the excellent Hungarian-Albanian relations. On behalf of the Hungarian V4 Presidency, the Ministerial Commissioner paid a visit to the headquarters of the Western Balkans Fund established with the assistance of the V4 countries where the directors of the Western Balkans Fund and the International Visegrád Fund signed a cooperation agreement in her presence.
Western Balkans Foreign Ministers will be held in October in Budapest. At these meetings, the parties usually review the progress of the enlargement of the EU. The event also provides an opportunity for Hungary and the Visegrád countries which also support the enlargement of the EU to draw the attention of the European institutions and Member States to the importance of this political area. The Ministerial Commissioner’s visit was further prompted by the fact that the Tirana-based Western Balkans Fund, which was established by the Governments of Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia with the support of the V4 based on the model of the International Visegrád Fund which has operated successfully for 17 years, started its operation officially.

In her welcome speech delivered at the event, Ms Varju highlighted that the V4 countries will pay particular attention to providing support for the Western Balkans countries, and the promotion of regional cooperation and measures serving to facilitate their integration, also in the future. Hungary has therefore undertaken a significant role in the establishment of the Western Balkans Fund right from the beginning. With the establishment of the Fund, the countries of the Western Balkans further testify to the fact that they are ready to take action for regional cooperation, the adoption of a united stance, and the promotion of good neighbourly relations and peace. Hungary supports these efforts, in harmony with the objectives of its V4 Presidency. The Western Balkans Fund will support social projects to be implemented with the participation of multiple countries, with a view to strengthening regional cooperation and the establishment of relations between the region’s populations and organisations. The feasibility of the establishment of such an institution was first investigated by Hungarian experts, and the V4 countries jointly supported the project. The agreement on the establishment of the Fund was signed in 2015 in the presence of the V4 Foreign Ministers. Is it a jubilee year and if yes in what kind of perspective can it be sensed? Probably Kayne West will intend to run for president in 2020, investor Ron Baron claims that Tesla stock will soar to $1,000 up to then and according to the Economist Intelligence Unit, the economic power will shift to Chinese economy over the US based on the purchase power parity (PPP) exchange rate.
Based on common sense global human psyche has cumulated special notions to build up the momentum of the year 2020. Leaving aside involuntarily forces, in business world number 20-20 encodes the foresighted acuity and reveals the long pathway towards “clarity of vision”. EU aims to reduce greenhouse gas emissions by 20% compared to 1990 levels, and aims to get 20% of its energy from renewable energy sources and increase energy efficiency by 20%. To invest on inclusive economy the target is clear to reduce the number of people living in or at risk of poverty and social exclusion by 20 million.

By 2020, international tourist arrivals are forecast to total 6,250,000, generating expenditure of ALL419.4bn, an increase of 6.2% pa. The wave of internationals in Albania-mostly from Poland, China, Netherlands and Czech Republic- has already started to give positive indicators in the progress of real estate market mostly referring to legislation and long terms investment in the South of Albania. In long term this sector will continue to be strong so long as the investment and development takes place in an open and sustainable manner for Albania. PDATE U S S E BUSIN Doing Business 2018: Albania Ranks 65 in terms of Ease of Doing Business Economies in Europe and Central Asia including Albania continued an active program of reforms to improve their business climate, to create jobs and spur growth, according to the 15th anniversary edition of the World Bank Group’s annual Doing Business 2018 report. Released on October 31, 2017, Doing Business 2018: Reforming to Create Jobs, records 44 reforms in the region in the past year, bringing to a total of 673 the number of reforms enacted over the past 15 years, according to a press release of World Bank Albania. This year, Albania ranks 65 in terms of ease of doing business, compared to 58 in last year’s report. The main reasons behind this change are significant improvements in other economies’ business regulatory environment compared to Albania, as well as some methodology refinement and data revisions.
• Albania strengthened access to credit by introducing amendments to the Civil Code and the Law on Securing Charges and by adopting a new insolvency law. A security interest can now be granted over any type of movable property – including tangible and intangible assets – and secured creditors are given absolute priority within insolvency proceedings; • Albania amended legislation to reduce the maximum number of hours (including overtime) allowed in a workweek and to mandate that women and men be given equal remuneration for work of equal value
“On the distance to frontier metric, Albania’s score went from 67.74 in Doing Business 2017 to 68.70 in Doing Business 2018, using a comparable methodology,” says Maryam Salim, WB Country Manager for Albania. “This means that throughout the last year, Albania has improved its business regulations, as captured by the Doing Business indicators in absolute terms—the country is narrowing the gap with the global regulatory frontier. Dutch Embassy Promotes Women Entrepreneurship

On 2nd of October, the Dutch Embassy in Tirana in cooperation with “Together for Life” and the Network of Albanian Women Entrepreneurs (NAWE) organised an event dedicated to women in business. This fair brought together women entrepreneurs, social business initiatives, civil society and other partners in a setting to connect and inspire. The Ambassador of the Kingdom of the Netherlands, Dewi van de Weerd, welcomed the guests and highlighted Dutch efforts to promote a sustainable entrepreneurship culture, which encourages women entrepreneurship as key to inclusive economic growth. Tirana Municipality Tests the First E-Bus On October 26, 2017, the Tirana Municipality tested the first e-bus, thus marking a great step towards the modernization of the public transportation in the capital. In the presence of Tirana Mayor, Erion Veliaj, Minister of Infrastructure and Energy, Damian Gjiknuri, Minister of Environment and Tourism, Blendi Klosi and the Polish Ambassador to Tirana, Karol Bachura, the Polish company, "Solaris", whose buses are being used in 32 world countries, introduced the e-bus which was tested in the urban line Kinostudio-Kombinat. During this ceremony, the Tirana Mayor, Erion Veliaj was expressed happy with this big change while added that by using this technology, the Albanian capital is following the same development step like many other developed countries. Veliaj considered this a daring step which will ask for many changes in this market

Maryam Salim Takes the Lead of World Bank Albania Ms. Maryam Salim is the new Country Manager of the World Bank for Albania. Salim has around twenty years of experience in the World Bank, during which she has led a number of Program and Policy reform initiatives. Prior to this position, Ms. Salim was Advisor in the Office of the Chief Executive Officer and Senior Vice President for Operations. She worked also as Operations Advisor and Program Leader for Investment Project Financing. Ms. Salim joined the Bank as a Young Professional in 1998 and has worked in health and social protection programs in the Africa, Europe and Central Asia, and East Asia and Pacific Regions. Recently the UK Embassy in Tirana launched the Tech Hub initiative. In your view, what is so interesting about this initiative which made the Embassy to embrace it? I think for every country the economy makes up for a major part of one’s development. That’s true about Albania, about UK, about every country. For the UK, the digital area is of a major part of our economy. A lot of our economy is based on digital. And what we have seen in Albania over the last few months and I have met quite a number of entrepreneurs is that there are lots of people, particularly, younger people who have the most amazing ideas about how to make the most of the digital opportunities that exist in Albania. So, the people have some brilliant concepts for the start-up technology. What we want to do is to help encourage December 2017

that to grow and to be successful and through that, to help build Albanian economy and also help build the links between UK and Albania.
Is UK Embassy going to commit itself in helping the young start-ups to meet the vital criteria of this tech hub initiative? We created this new initiative, called the UK-Albania Tech Hub, in partnership with the British Council Albania. It is an idea and a concept which has been used elsewhere in the world but never in this region. What we are doing is that we have opened up a competition for people to apply, who have start-ups initiatives. We are looking for people who fundamentally have a brilliant concept which can be turned into a business opportunity. Ideally there must be some kind of product ready. It is desirable they may have started to sell this product on the market but that is not absolutely essential. What we want is the idea. We are going to conduct a series of part-time training sessions in Albania who will be taught by experts arriving from the UK. They will help the participants develop entrepreneurial skills by assisting in the development of their ideas and concepts. The best of those who are selected will be provided with a further opportunity; the chance to visit the UK, arrange meetings with UK-based tech companies and pitch their business with the hope of winning contracts and business in the UK. This will be an amazing opportunity for them to turn their idea into a potential international business.

Mr. Ambassador, in your view, what is so important for the applicants to have in mind before applying? As I mentioned before, it is about having a fundamentally brilliant concept, something that should be marketable. It needs to be something that creates a product which is sellable and ideally not only here in Albania but even in the UK market in order to establish those links.
How do you see the impact of technology in workplace and in the economy of one’s country? When I started working, I did not have a computer at my desk, and within a short period we now find ourselves working in an environment where almost everything we touch is digitalized. The UK Government has been heavily involved in creating a space whereby tech companies can thrive and subsequently the economy can grow. We have the advantage of being involved in technology for a long time. We have got an environment that is there not only to enable but even to support digital start-ups such as the legislation, the tax environment which is very friendly for the digital start-ups. So, we have all that support that the companies need.
I think that is a big stimulation! Yes, indeed, I think so.
What is your vision about the Albanian start-ups landscape? Do you think they are growing fast though still in its first stages? What we see in Albania is that there are some brilliant ideas and some young companies, young people who own these companies which can potentially be very successful. So, what we want to do is not only to help those companies but even to work with the Albanian government to try create a great new environment which is going to be as conducive as possible for these companies to become a real success. Currently our program is quite small. We are just working to identify the December 2017
The UK also has a long history of collaborating with others to encourage innovation; UK-ALBANIA Tech Hub is one of the ways in which both countries can collaborate to encourage innovation and a healthy business environment to the benefit of the economy.
So, you are a fan of technology? I am a huge fan of technology and also I have a teenage daughter who is even more a fan of technology. I am active on
social media such as twitter; digitalization has even changed the way diplomacy is conducted.
Are you afraid of the future of technology? Experts warn the era of robots. I think it is hugely exciting. I think the technological advances that are being made not only in the digital area but across the life areas are extraordinary. So essentially, booking the ticket to be a tourist to the moon is not frightening but a fantastic opportunity. It makes our lives easier and more exciting. The way we can communicate and keep in touch with friends from all over the world makes such a difference to the lives of the people today. And I think it is something wishfully embraced. If we can get the robots to do some of the boring jobs, I should be more than happy.
Will the UK Embassy broaden its involvement in technology to contribute in the public administration reform for example? We are closely working with some of the ministries in Albania, for example the Ministry of Interior, the Ministry of Justice about the way they work and helping them to be more efficient. And that kind of work will continue. It is slightly separated from this program which is tailored to start-ups tech companies. And we will look and see how successful this is. If it works, then we will see whether we can upscale it to be able to have a bigger impact.
Thus having a bigger effect on the economy of the country and I think providing those hopes and opportunities for a kind of group of young people who sometimes can feel slightly disadvantaged 45

Swiss-Albanian Relations Celebrated with Launch of New Chamber of Commerce The new Swiss-Albanian Chamber of Commerce was officially launched in the context of the 25th anniversary events. The launch of the Swiss-Albanian Chamber of Commerce was the highlight of the evening where Xavier Davard, the President of the new chamber representing several Swiss companies, greeted the audience and announced that “the new SwissAlbanian Chamber of Commerce will be a great promoter of exchanges between businesses of the two countries and it will contribute to sectors that need expertise from Swiss companies. One of the first activities for us will be the investment in the vocational ‘Pavarësia’ school in Vlora where the Chamber will provide 3D printers for the students” said Mr. Davard. The Chamber has five Swiss companies as its founding members: Trans Adriatic Pipeline (TAP), SGS, SICPA, PWC, and SIKA.
Swiss Ambassador Graf emphasized the strong ties between Switzerland and Albania and Albania’s progress during these years. “Albania is engaged in a dynamic reform agenda and committed to move forward. It is a combination of new technology and adapting to new situations. Important is the mindset. It creates winners and losers, it involves risks, calculated risks. Failures are important because they make the daring ones stronger”. Albanian workforce is one of the greatest strength of the country and represents a fantastic potential for the economy . Foreign investors find in Albania high skilled profiles in different areas allowing implementation of projects in IT, technology, tourism, etc. Switzerland is famous worldwide for the innovation of its industry and Swiss economy is organized to encourage innovation from students startups to

multinational companies leading their market segment. The Albanian potential and Swiss experience should meet, and SWISSA will be the intermediary.
How optimistic are you about the Swiss Albanian Chamber and what are your objectives? Based on the number of companies, based in Albania and in Switzerland, which contacted us to join SWISSA, we are very optimistic about the success of the Swiss Albanian Chamber of Commerce. Our objectives are i) the promotion of Swiss know-how and values to support the development and dynamism of Albanian economy, ii) Business relationship between Switzerland and Albania, iii) the improvement of economic environment by addressing business concerns at the local authority level, iv) the creation of new networking opportunities. SWISSA will focus on some dedicated projects as, for instance, apprenticeship
promotion in Albania. Switzerland is an example of success in apprenticeship and we should take full advantage of Swiss know-how and experience in this domain. In November this year, in partnership with Swiss Contact and the Swiss Embassy, SWISSA participated in the European week of apprenticeship.. A Founding Member of SWISSA, SICPA, will co-finance a 3D printing lab in “PAVARESIA� Industrial School of Vlora which will be inaugurated during the European Week of Apprenticeship. Associating economic operators and educational institutions optimize the relations between skills development and market needs. The Three Aspects of Switzerland’s Contribution to Albania’s Economic Development Philipp Keller, Deputy Head of Mission at the Embassy of Switzerland in Albania, sits with FOLLOW BUSINESS ALBANIA to discuss the 25-year support of Switzerland to Albania in its transitional period and the role he is playing in this respect.
For the period 2014-2017 Switzerland funded about 22 million Euros for technical assistance to stimulate economic development. If we add here funding of infrastructure and energy for this period it’s nearly 47 million Euros.

Switzerland and Albania just marked 25 years of official openings of respective Embassies – how do you rate the economic and business links? They are increasing constantly. The TAP Company, which is the biggest Foreign Direct Investor in Albania, is located in Switzerland and the Swiss company EGL and later Axpo were pushing for this investment at the very beginning and Axpo is still a shareholder. But on the other hand, there is still much room to further development of economic relations. I am glad to note that the new Swiss-Albanian Chamber of Commerce was launched during the 25th anniversary days of Swiss presence in Albania last August. This new initiative by Swiss private companies will hopefully serve to increase business exchanges and Swiss investments in Albania.
You are in charge of the economic development portfolio at the Embassy of Switzerland – what got you interested in economics? I am an engineer from background but

was always interested in economic development and politics. That’s why I later studied also International Relations which has an important focus on economics. I wanted to know more about why certain countries are doing economically better than others.
reforms take time and there are no quick solutions for a sustainable growth in the long run.
What are the reasons behind? What determines the success of a country? Understanding this is the basis for supporting countries in its economic development.
For over 25 years Switzerland is supporting Albania in its transitional period. economic development is part of this support and currently takes up a quarter of Swiss assistance for Albania.
What are your priorities in this position? My priorities are to focus our portfolio on the most important issues for economic development in order to make it more effective and to achieve tangible results. Interventions need to focus on the improvement of the framework conditions for the private sector and also foreign investments as it is mainly the private sector that is generating jobs, income and growth. What is Switzerland’s contribution to Albania’s economic development?
For the period 2014-2017 Switzerland funded about 22 million Euros for technical assistance to stimulate economic development. If we add here funding of
infrastructure and energy for this period it’s nearly 47 million Euros. Switzerland’s contribution to Albania’s economic development is based on three aspects:
a) improving the macro-economic framework – here we work with the Ministry of Finance to strengthen public finance management capacities, with the Bank of Albania on the monetary policy environment and with the Financial Supervisory Authority to strengthen financial sector regulation; b) strengthening the private sector through improving regulations and legislation, strengthening company governance and management standards, and supporting exports and c) increase youth employment through creating job opportunities and increasing the skills of youth through vocational education.
What are tangible results of the Swiss support? There are plenty of results, but I would mention here few examples: 57

In the area of macro-economy we supported the Bank of Albania with the elaboration of a comprehensive strategy to tackle the high euroization of the economy. Implementation of this strategy will be a very important step to enhance Albania’s macroeconomic stability and to reduce its exposure to financial stability risks. In the area of private sector strengthening Swiss funding enabled a new and modern bankruptcy law which is in line with international standards and crucial for improving the investment climate in Albania. The application of the new law will improve the resolution of non-performing loans (NPL), increase returns to creditors, and protect economically viable companies. Vocational education is another area where Swiss contributions have made a difference. To date, nearly 35 vocational education schools and private training providers were strengthened, over 100 teachers were trained and 4,000 students/job seekers received skills and knowledge. In the vocational education system Swiss expertise brought in innovative curriculums, training delivery and coaching

approaches combining theory with practice and including cooperation with business companies.
How do you measure the success of your cooperation projects? Each of our projects has clear objectives and targeted results. Sophisticated monitoring systems of our implementing partners measure the achievement of these targets. The staff of the Embassy follows closely each project to ensure that they achieve these targeted results.
What are some new initiatives? The most recent Swiss funded initiative in economic development is the support to strengthen the investment climate of Albania. This is a project that is implemented in cooperation with the International Finance Corporation (IFC). We have also just approved a second phase of the youth employment project that aims to create jobs in ICT, tourism and agri-business sectors. Last year we launched a new vocational education project that supports vocational schools in Vlora, Lezha and Berat. We also started a project with the World Bank and the Financial Supervisory Authority to strengthen supervision of investment funds and one on improving
corporate reporting and another one to support public accounting reforms.
What is the linkage between economic development and good governance?
Governance is a wide concept and there are many linkages between good governance and economic development. For example a well-functioning justice system ensures good governance, i.e. specifically the rule of law. Therefore, the currently debated justice reform and its implementation would increase governance substantially and have positive effects on economic development in many ways. Investors would for example be much more confident that their rights are respected, which would lead to increased investments. But there is also governance on corporate level. Each company ideally is managed in line with good corporate governance principles. This would increase the companies’ access to finance but would also contribute to a reduction of debt defaults – and therefore reduce the overall level of non-performing loans

Just understand me Almost from the first day at Epoka University I observed people not so happy with the food, which is provided by external supplier. Staff was complaining frequently, and answer from other side was standard: Only you are complaining, but not students. It sounded to me normal. Reason maybe expectations, or tastes. But by the time I was understanding the reason. It was not satisfactory excuse by the supplier. They also observed how students visiting cafeteria were disappearing every day.
Story of non-complaining Albanian consumers By Vusal Gambarov, PHD Lecturer at Epoka University
As a frequently complaining customer, the passive attitude of my Albanian fellows in correcting the businesses has always attracted my attention. I observed the same widely spread in the society. This found great match also in the comments of external food supplier managers. Yes, Albanians are barely complaining about the service and the products provided to them. Last year I offered this as Master Thesis topic to our now graduate Yllza Canaj, ironically Kosova Albanian. She was very enthusiastic about the topic. This enthusiasm ended up with the great work, which now gives insight for behavioral pattern of Albanian consumers. Of course, I will not go into details of the scientific work. But we have something interesting to share with public. Before summarizing the results of our study, it would be great to talk about why complaining is so important for consumers and businesses. Literature states that, when the client faces a situation of dissatisfaction, he/she can respond by becoming a competitor's

customer, complaining, or staying with the service provider and not reacting (Levesque & McDougall, 2000). Clients can also react by spreading negative feedback to the business and in this way, affect the reputation and its benefits. When the incident is perceived by the customer as very serious, the relationship between the service provider and the recipient can be considered very difficult to improve. And at the end of the day, businesses are looking for keeping this relationship, not customers. Literature classifies fairly treated customers as satisfied clients (Wirtz & Mattila, 2004). This satisfaction will continue with the same service provider. In case of service failure, fast recovery and immediate apology are necessary for the recovery of the service (Wirtz & Mattila, 2004). Immediate compensation and apology prompts the client to perceive that staff have the situation under control. Treating honest and honest loyal customers will make the latter not easily change the company in which they receive this service Lorem ipsum dolor sit amet (Hellier et al., 2003). December 2017

Levesque and McDougall (2000) explain the actions taken in the recovery process that has three main approaches: the seeking forgiveness (company acknowledges the mistake made and apologizes for the incident) assistance (the staff takes corrective action to resolve the problem occurred) as well as compensation (the company offers a close in value to offset the damage created). These recovery operations can occur separately or combined (Levesque and McDougall, 2000).
We tried to match all concepts in a model, which gained at the end circle shape. This is true. Because, we believe that complaining behavior is a step for sustaining relationship with the business. It means, complaints from the customers are not something bad, but instead value addition to the business, it is a caring act by the buyer. Global corporations are approaching seriously to this act, also for keeping particular customer, also for using this feedback as healing tool.
When the company is not taking actions, process concludes as service failure. The event of service failure is considered dissatisfaction of customers (Weun, 2004). Unhappy customers reduce the reputation of a businesses and trend display to retrieve service from another provider (Kotler and Armstrong, 2008). The response actions of unhappy customers can turn dissatisfied customers into satisfied customers (Sparks and McCollKennedy, 2001).
Businesses are like humans, they make mistakes, but it is important to have intentions to recover from them.
Literature has no doubt, client has a great value for the service provider, especially in the competitive market situation. But the biggest problem lies in the fact that a low percentage of businesses encourage them to express dissatisfaction of experienced customers. We have selected cafĂŠ and restaurant sector, as it is one of the most competitive in the country. We needed competition to have at least basic condition for complaining behavior.
Our research was made through interesting methodology where Yllza collected significant amount of surveys. Opinions from regular cafĂŠ restaurant visitors were taken by offering them 3 service failure scenarios. Respondents shared their opinions how would they behave in given situation. Research approved the observation, and majority was not prone to complain. But what was more interesting? The expectations about compensation. As it is mentioned above, there are mainly 3 levels of compensation, and respondents, said that they expect monetary compensation which is the highest level. Forgiveness is not satisfactory to them. Yes, no action, just expectation. I have opened the discussion about non-complaining Albanian consumer in many classes and we had interesting comments. We tried to understand reasons, what they do instead, how to make people to complain and most importantly what lesson derives from this topic for companies. We were in consensus that it comes from cultural values. Still with the fresh memory of communist regime complaining seems to people

useless; nor government, neither businesses care about it. In the other hand people complaining a lot are perceived as offensive in the society. This is demotivating people from sharing their thoughts.
I had an issue regarding one business, which didn`t apply regulation regarding one case. I was so sorry to find out that, there was no authority to complain about this problem. And if company doesn`t care your dissatisfaction, it means go and live with this. Of course, I quit this relationship and this will be first and only purchase from that brand. But, is this a proper solution? Companies do not have to expect any complain. They have to track unhappy customers themselves. This is the only way, of course if the company cares about the satisfaction of its customers.
Our food supplier realized that a non-complaining student doesn't mean a satisfied student. They changed their system and supply. They added new menu items, invested in service, increased the quality. Guess what happened? Sure. Students stopped looking for alternatives. As it was expected, they didn't complain before leaving, and they didn't thank when they returned. What about staff? We still find something to complain. It is hard to satisfy academicians 61

Platon Management is a German medical care service company, operating different medical health care centers. In Albania, Platon Managemet is developing a specialized hospital to transfer 25 Years of German Medical Care Experience to the Albanian medical field. The main application will be the after-care of operated patients. The German language school of Platon Management is thus a bi-directional one. With specialized language courses, Platon is preparing medical professionals for its own future hospital in Albania. In what way, this School will make a difference because learning German language is not something new in Albania. Platon Management works with a didactics that is based on current scientifically proven methods and international experiences of foreign language teaching. It refers to different learner types, as it is proven, that people learn differently. Some people need a written text, others can memorize words when they hear it, others in role plays and so on. And no one is only one single learner type, but a mixture of the described methods.
What are your expectations? How do you hope this project will change the learning landscape in Albania? As we know, there is a big demand for German language skills in Albania especially in the medical field - we expect many highly motivated learners. I would not go so far to say that the project will change the learning landscape. We are aware that there are other institutions and schools that all have their typical approach. I think, it is the learner who decides, where he or she will find the best suited learning environment.
What should the applicants have in mind mostly? They should have an objective and an idea where they see themselves in a given time period. We are happy when they are ambitious.
How important is creativity in making this project effective? If creativity comes with sound knowledge of what you are doing, this is the best combination. It goes for everything, not only for a language teaching.

You took the AA’s deputy head position after studying and living in Austria for quite some time. In your view, where do the different challenges lie in these two countries in terms of doing business? And what have you planned to help in this respect? Living and working in Austria is a great opportunity that everyone might dream of. I had the chance to study, work and live in Vienna for 8 years. Albania is my own country and I believe that one day soon it will be same as all other European countries. As an Albanian citizen, it is my duty to contribute and share my knowledge and experience to my country. Therefore, I welcomed and accepted this position in February 2017 and no doubt, this is a great challenge for me.

Despite, the big differences between these two countries, including economic stability, infrastructure, justice, freedom and security, as well as business development approach and mindset, I believe Albania is on the right track by implementing a lot of reforms such as fight against corruption, justice reforms, administrative reforms, public investments etc. Nonetheless there is a lot of need for improvement especially on the economic and financial sector in order to increase the foreign investment and to enhance the business climate.
What does a regular work day look like for you now? Actually, each day is quite different from one another and I have to carefully plan the day by putting the priorities right. Usually, I am very early at the office to finish what I call office duty that includes: correspondence, reports, organising forthcoming activities; followed by the meetings with business, stakeholders and partners. Often I participate in different conferences, receptions or business events as for the agenda.
Which are some of the AA’s events that should we write down on our agendas for the rest of 2017? Export Day The export day in Austria is a unique opportunity provided by the Austrian Chamber of Commerce every year. Its aim is to meet and exchange valuable information between export-oriented companies from all Austrian industries. This year, approximately 2,800 visitors from more than 30 exporting service companies, and more than 70 experts from all over the world, were at common disposal for consultation. The discussed topics brought an insight about the goals and focus of Austrian companies for the upcoming years. I would like to mention an interesting and amusing fact, that Export Day in Wien has a second part reserved during the evening. The Exporter’s Nite Honours serves to distribute prices and rewards for the Austrian companies that have had a huge yearly impact on: boosting the economy, increasing prosperity and creating new jobs. The Austrian Export Prize for 2017 was awarded at the Exporters’ Nite on 26 June, a glamorous evening event that showcases Austria’s top exporters.

done in this respect. To respond to your question, I can say that the most common risks at work come from the objects left without care and usually they impede people from moving freely. In many industries like in the construction, this is quite common. Protecting the feet by the proper type of shoes (those which meet the set standards) is the least to be done in such premises.
Univers Safety’s Allko: Rather Prevent Than Ignore the Eventual Workplace Risks Business Development Manager at Univers Safety, Bledar Allko, expresses his concern over the lack of Albanians’ interest to deal with the risks at workplace. “Unfortunately once the accident happens, the consequences are not always recuperative and often ending up in deaths. That’s why much attention must be given to the prevention, not only by using protection but making sure as well that the proper standard and certification of protection is being used,”Allko told to FOLLOW BUSINESS ALBANIA. The industrial equipment supplier is working hard to raise the awareness about this topic and change the Albanian mentality accordingly.
What are some of the main risks associated with the workplace nowadays? There are a number of risks which accompany us in our daily work: from a simple computer cable, left at loose in the office to the objects which might fall accidentally from above in a construction site. The question is very interesting, so let me elaborate it a bit further. Rather than the risks themselves, what is more concerning is the way our society sees and treats them. We react and get concerned only after the accident has happened while no measures are taken to prevent it. There is a fearful tendency to ignore or minimize the surrounding eventual risks. Changing this mentality is our major challenge. A lot of work needs to be 72
Another potential danger comes from the objects which might accidentally fall from above. Or the danger of fall protection. The latter might happen more rarely but since they end up in deaths, they deserve full attention. Protecting the head but not only is a necessity for the people exposed to such a danger. In the meantime, certain industries or professions involve specific risks which ask for certain protection like chemicals or against fire.
How important is to be protected against such risks? Unfortunately once the accident happens, the consequences are not always recuperative and often ending up in deaths. That’s why much attention must be given to the prevention, not only by using protection but making sure as well that the proper standard and certification of protection is being used. I strongly underline: it is necessary to use the proper protection at the proper standard. If an helmet is not manufactured of proper material, the person, who has used it and who might be subject to the accident, will be hurt. Therefore, this is the other concerning problem we face: people use the protection equipment for their visual effect rather than for their real purpose. Care must be shown in two aspects: 1. what is the standard required to make a certain protection and 2. Does the selected product, brand or company meet this standard?
How do you make sure that your products meet these standards? The company we have chosen to cooperate for our products is DELTA PLUS. This internationally known French company has as its motto: “at least meet the set standards and often exceed them.” December 2017

Japanese Tour Operators: Keen to Explore Albania The National Tourism Agency (AKT), in close cooperation with JICA (Japan International Cooperation Agency), organized a fam trip in mid-October with travel operators and representatives from the Japanese media.
This event, part of JICA Balkan Regional Tourism Project, followed the participation of Albania in JATA EXPO Tokyo 2017, fair for the second time. Some of the best Japanese tour operators were invited to Albania to get to know with the best touristic, cultural, historical and culinary attractions of the December 2017

country after they had traveled to Serbia, Montenegro, Bosnia and Macedonia. During their two-day stay in Albania, the Japanese group had B2B meetings with the paramount Albanian tour operators, toured the main hotels of Tirana to get to know their offers, capacity and quality of service and taste the traditional food. The Albanian cuisine was very much appreciated by the Japanese guests who assessed it as a strong promotional value which makes the country even more attractive for the foreigners. Part of the promotional tour, organized by the AKT, was a visit in the city of Berat which was highly assessed by the Japanese group, considering it as a city,

History of Mangalica Pig The Mangalica pig has a two-hundred-year old history in Hungary, within which 50 years are a success story. Mangalica is a lard-type pig that was first bred in 1833, at a Hungarian farm owned by the Habsburg royalty. It is the only wooly pig in the world, and also the fattiest one. Until WWII, millions of mangalicas were bred, providing raw material for lard and processed products. It was almost extinct by 1970s. Only 300 specimens were protected at gene banks.

1991 was the turning point. In 1990, the gene banks of the Communist Era were closed, and Mangalica found itself at the verge of extinction. In 1991, only 198 Mangalicas were left (Blonde mangalica: 133; Swallow-bellied mangalica: 34; red mangalica: 31). That was, in the whole world! A decision was made, and HungarianSpanish cooperation was established to save the Mangalica. Vertical integration was being built from gene banks through piggeries and meat industry to consumers. Breeding and disseminating of Mangalica had started. In 1994 Mangalica breeders official organization was established for December 2017

the second time in history, with 20 members in the beginning. As of today, we count 230 members.

The feed of the mangalica is strictly controlled by the NAMB. During the fattening period (from 35 to 145 kilos) the composition of food is: Barley 40%; Wheat 40%, Sunflower biscuits 10%, Corn 7%, Mineral salt mix 3%, + other forage like grass, pumpkin, sugar beet, acorn and nuts.
The key responsibilities of this Association involve performance of activities for gene preservation (according to 1993 Animal Husbandry Law), registration of pedigrees of the breed (based on Ordinance 93/2008), control and certification of breeding stock by ear tags and microchips. Traceability of the breeding is assured through unique system in the world. A pig can only be called Mangalica if it is certified by the Hungarian National Association of Mangalica Breeders (MOE) (Agricultural Ministry Ordinance

Péter Tóth: Horeca Sector in Albania Is Rolling In By Rudina HOXHA
On October 25, the Hungarian Embassy in Tirana hosted a reception to celebrate the Hungarian National Day. Special thanks went to the Hungarian National Association of Mangalica Breeders, headed by its President, Dr. Péter Tóth and Chef Zsolt Litauszky for the amazing food they provided on this occasion. The Embassy of Hungary in Tirana combined the celebration of the national day with the organization of a successful four-day study trip for the Hungarian National Association of Mangalica Breeders. The latter’s representatives, mostly business people and entrepreneurs in the food sector, visited Tirana, Durres and Fier. Among others, they visited Neranxi Culinary Institute in Tirana and a pig farm in Fier. At the end of this visit, Tóth shared some thoughts with FOLLOW BUSINESS ALBANIA.
People are working hard to make a better life and provide a better services in Albania. The country is preparing to be one of the best tourist destinations of Europe in the next few years. During our study visit in Albania, we had the chance to visit a big industrial pig house of 560 sows, owned by a family in the city of Fier. They run slaughterhouses and meat shops in Albania and Kosovo. It was a happy thing to see. Things are changing and develpping in this country. Because what we call the farm to the table is the new thing to find a niche in the market. Albania and Hungary have some common things because of the size and the present situation. So, both they have a agricultural capacity, producing cereals or raw materials but by the size, the countries cannot fight or compete with big agricultural producers like China, 82
Brazil, United States or in Europe – Germany or Denmark. So, both countries must look to develop special high quality products, say, a special high quality meat. I am saying it everywhere that I was very surprised to see that you have a very special agricultural product, very unique in Europe, - Caj Mali ( Mountain Tea.) But the local people take it for granted but for a foreigner, this product has a big impact. I travel all over the world for business and pleasure. So, I visited many tea plantations all over the world such as in Sri Lanka, Malaysia. But when I heard that Albania has its own tea, I said I want to taste it. And may be the taste is not so different, but the cultural impact that a country with its own local tea, and which is approaching Europe may create many good opportunities for the tea producers and the tourists.

Talking about the tourists, they need to try some high quality local specialties to remember the country. They will remember the coast, the nice people, the nice country, the hospitality is very good, of course the gastronomy which is fantastic because the price and the quality relation is very good. Also it is important to underline that the general quality of most of the restaurants in Tirana, at least in Tirana, is higher than in many restaurants in most of the Western European countries. The service is getting better and better every year. So, he gastronomy tourism will be one of the best sectors in Albania. In 3-4 years, tourists will take their planes to come to Tirana to eat and drink because the quality of service in the Horeca sector is so high in Albania that they cannot imagine. So, the high quality service in restaurants will lead to high quality hotels while local consumers will eat high quality raw products, so we suppose there will be room also for Mangalica meat in Albania. It is a delicatessen food like caviar, goose liver, or an expensive champagne.
Our main task here in Albania is to discover the ways to get into the Albanian market. This will proceed the intensification of the trade contacts between the two countries. Then, we can contact local distribution companies to start delivering the meat to the top restaurants not to normal supermarkets or meat shops

A Festival to Bring a Positive Change in Ulcinj Live from Ulcinj, Montenegro By Rudina HOXHA
Invest in the small to get the big. Seemingly that is one of the mottos of one of the most well-known Albanian social activists from Ulcinj, Drita Llolla, who is actually the Executive Director of the Seanema Film Festival and the NGO, “i ACT” which both share one common goal– the CHANGE. Along with a team of young creative people, she is fighting hard not only to keep Seanema Film Festival alive but even to consolidate it to the point of turning it into one of the main film festivals in Montenegro. And she strongly believes in that because she has a strong sense of activism.

Some 22 films, including 15 short movies, 2 documentaries of long métrage from Green category and 5 films for Best Feature category, competed in the third edition of Seanema which was held in the Castle, Museum and the Cultural Center of Ulcinj for 4 days (Aug. 31-Sept.4,2017). Albania, Kosovo, Serbia, Montenegro, Macedonia and Croatia competed with their films but the Festival went beyond the region with productions from US, Australia, Bulgaria, UK, Italy, Greece, Romania, Austria etc. Master classes from distinguished professors in the field of art garnished the Festival. Nikola Vukcevic , Professor from Faculty of Dramatic Arts in Cetinje, Montenegro, Vjosa Berisha, Festival Director of PriFest in Kosovo, Rastko Ciric, Master Mind of Graphics and Animation, Belgrade, shared with the audiences their knowledge and profession tricks while youngsters were keen to get as many answers as possible for their questions. One main characteristic of Seanema is the active involvement of the young people who bring synergy, creativity and open discussions. Mia Gardasevic, 17, is one of the 5 volunteers from

There are some 20 volunteers mostly from Ulcinj who contribute to this event every year. “I am so keen to join Seanema every summer because I learn a lot and I meet many new people,” she said. The entire team, young and experienced ones, is trying to make Seanema Film Festival echoes louder since the opportunity is there.
Pavle Simonovic, film director from Montenegro, thinks that SEANEMA Film Festival is a great potential to be one of the most important festivals on the map of Europe. “Gathering people and selecting quality films from the region and wider is something SEANEMA team is successfully doing and growing every year,” Simonovic told Follow Business Albania. He evaluates the variety of movies in this Festival highlighting also the Albanian film, Dita Zë Fill (Daybreak) by talented director Gentian Koci. “This year we had an opportunity to see some great movies, a couple of short and one feature Albanian film, Dita Zë Fill (Daybreak) by talented director Gentian Koci, Simonovic said, adding “ In the last couple of years Albanian cinema is growing and pretending to be a trend and a hit in Europe. Seanema Film Festival 2017 was "Bota" dramatic fiction by the directors, Iris Elezi and Thomas Logoreci who confirmed that they had the best experience ever, stimulated even by the particular setting. “Watching our BOTA in the open air in the city's old fortress, as the sea air wind rippled across the screen like a sail, was a highlight for us this year, or any year in our film's journey that by now has traveled in over thirty festivals worldwide,” said Elezi defining this Festival as an important initiative to create a cultural space and sustain a long life in the Balkan region.
In fact, this is exactly the goal of the Seanema Film Festival Team. Edina Mustafiq, one of the coordinators of the Festival activities, who has studied for Faculty of Dramatic Arts in Prishtina, is more than ever resolute to bring this Festival to an higher level alongside with the team. “I think that the Seanema Film Festival has rekindled the cultural spirit of Ulcinj as well as the support of international culture personalities. This Festival was a good experience of cooperation with Drita and the entire team. Our aim is to bring a name to this Festival in the region,” Mustafiq concluded. Seanema, a film festival born out of the desire to bring cinema back to Ulcinj Full interview below: “Ulcinj is the proper place that may unite the different trends of the Balkans and beyond,� says Drita Llolla, the Executive Director of SEANEMA FILM FESTIVAL to FOLLOW BUSINESS ALBANIA. Ambitious enough to turn this Festival into a distinguished one in Montenegro and the region, she asks for a greater cooperation of Albania in this endeavor to stimulate the art life in the small city of Ulcinj where Albanians make up for majority of the population.
What is the story behind the Seanema Film Festival? It started in 2015. At that time, mostly youngsters from Montenegro were called in a meeting with the US Ambassador to Montenegro and other representatives from this Embassy to discuss how fulfilled we were feeling professionally. Before the meeting, I was sitting with a close friend of mine at a cafe in Ulcinj city center, finally sharing the idea of starting an NGO in Ulcinj. I had a clear vision that this initiative must be a pure citizen movement in Ulcinj consisting in implementing soft projects in the art/culture but even in social field. It had to start with a cultural shift. Ulcinj does not have a cinema and a working theatre for more than twenty years. Whereas the idea of initiating a film festival was born. 87

After that moment, events naturally started to take place. The meeting with US Ambassador happened, there were six of us young professionals that continued the discussion after the Ambassador left. After the meeting, I invited them all to take the discussion beyond a casual gathering. I remember to post a motivational welcome letter to a Facebook group created immediately after, attaching the TED talk “How to Start a Movement” by Derek Sivers.
Then, when did you get the project approved? Since we needed a starting capital, I then applied for an Alumni Competition Mini Grant, offered by the US Embassy in Montenegro. This grant was made available by the US State Department for projects on corruption and rule of law. Hence the first edition of the festival was called “Challenging the corrupted mind”. By June 2015, we got our project approved.
Are you saying that the film festival and the NGO were and are inseparable? Yes, true. I realized that we could not organize a film festival with only $3000. I got to know some important people in the cinematography field, one of them the director of International Documentary Film Festival in Belgrade, one of the most well-known in Serbia. By origin from Montenegro, he welcomed me warmly and helped me with the contacts of various film agents and film distributors. Thus, I created an idea about the cost of a film festival. So, the establishment of an NGO was inevitable in order to generate money for the film festival. This way, we established the NGO, called - I ACT – in July 2015. As a conclusion, the Seanema Film Festival and “I-ACT” are inseparable.
What is the character of Seanema Film Festival? Seanema Film Festival has several defining characteristics, but it all comes down to merging cinema and activism. First, through the power of films and active involvement of the young people,
Seanema helps reframing social issues by fostering an open dialogue in an independent and depoliticized arena. Each year we tackle a trending social issue. Through Seanema Green segment we are turning lens towards the importance of preserving the nature and its habitat. We welcome partnerships with organizations that are invested in making environmental sustainability a cornerstone of the creative industries in the Western Balkans. Finally, Seanema Film Festival is set to become an important regional cultural hub. Ulcinj was always known for its willingness to accommodate the diversity of cultures, and as such is the righteous representative of the emblem of Montenegro which is multiculturalism. For this reason we invite film professionals and activists from Kosovo, Albania, Croatia, Macedonia, Montenegro, Serbia, etc. But we go beyond then that. This year we received submissions from US, Greece, Australia, etc. Ulcinj is, indeed, the place that may unite the different trends of the Balkans and beyond.
How do you see the participation of Albanian movies in this Festival? This is the second year that we include Albanian movies. Last year, we created Albanian movie night. Since we choose an actual social topic for each film edition, last year, we stuck to gender equality mostly. So, the movies from Albania were “Koncert në Vitin 1936” and “Kapedani.” We decided to start by screening old films of the Albanian cinema during the Kinostudio era. In my memory, when listening to stories or watching TV while growing up in the neighboring Montenegro, but never having been in Albania before 2006, the country seemed to have been hermetically sealed to foreign influences during the communist regime by Enver Hoxha and still battling with consequences. Later on, when I moved to Albania and embarked in the adventure of discovering my identity as an Albanian, I was merely astonished to find out that during 1958 – 1990, approximately 13 films were produced each year with 20,000,000 tickets sold yearly. This struck my interest, to dive into Kinostudio`s reservoir of films. Understandably, one 88

Obviously this is an event with a long-term vision. In your view, what is that?
has to separate propaganda from the ones who were not influenced by communist bureaucracies, only to discover some true gems of the Albanian cinema.I theninvited respective directors, SaimirKumbaro and Muharrem Fejzo as well as the actress, Margarita Xhepa, Manushaqe Qinami and the other Albanian director, founder of Marubi Academy of Film and Multimedia,Kujtim Çashku as special guests of the Albanian movie night, which was a true experience for us and the audience.Also, through a cooperation with Marubi AFM we screened short films of Albanian students. This year, we cooperated for the Summer Stage Film Program involving the Cultural Center of Ulcinj as well. We invited Iris Elezi and Thomas Logoreci to present their award winning “Bota” and ErionBubullima to present the Albanian blockbuster “7 ditë”. In the context of third edition competition programme of Seanema Film Festival, Albanians was presented with two movies – “Daybreak” by Gentian Koçi, candidate of Albania for best foreign-language film at the Oscars and ECHO by Kosovo director, Dren Zherka, winner of Silver Zenith at Montreal World Film Festival. We hope to consolidate previous collaborations with Albania as well as expect more Albanian representatives in the future, to join us in this endeavor, be independent film professionals or institutions. Primarily we would like to develop and grow the film festival as we aim to turn SEANEMA in a distinguished film festival. As far as myself is concerned, I have always been keen on social activism, putting ideas forward and making tangible changes. Besides the film festival, the next project in store is revitalizing the old cinema. In cooperation with Seagull Entertainment, a company in private sector, we have created an Art Cinema model – a digitalized art space covering everything from operas to eSports, from theatre to secret cinema and Virtual Reality. I am aware that it is an ambitious model in the context of the Balkans, but
we must align with European trends if we really want to move forward regarding culture and the economy. European cinemas invested more than 1.5 billion € in digital transition to their theatres. As a result number of film released in European cinemas has almost doubled in the past 15 years. Presently in Europe, more initiatives are being undertaken to completely re imagine and reinvent cinema spaces, using the new media technologies to offer immersive experience for the audiences. Meanwhile, in Ulcinj, each day we are facing the terrible sight of the old cinema, literally in ruins.
There is no cultural development strategy at the local level and stuck for years in a quick sand with a defunctionalized Cultural Centre. Even for us, it has been a real fight to keep our festival alive. I cannot deny the valuable support of the US Embassy in Montenegro and the Culture Minister in this endeavor. However, it is high time for stronger support, to have more actors on board and turn this initiative into a success story.
What would you ask from the Albanian culture authorities? From the Ministry of Culture in Albania, I would ask support for cultural programs and overall cooperation. With the establishment of the new Albanian government, there is a new post – the Minister of State for Diaspora, Mr. Pandeli Majko. We hope that he would also offer his support. There is a strong basis in the Albanian Constitution for this, precisely Paragraph 3 of the Article 8 stating that the Albanian authorities should provide assistance to Albanian minorities in other countries in order to maintain and develop ties with the national cultural heritage.
I often say to my Albanian friends who live here that if the Albanian government had its own issues in the past years and was waiting a signaling of the Albanian minorities in the region such as Montenegro, to offer their help and support- now is the right time to do it 89
